Program
Background
Part of the 2009 Federal Budget – Canada’s Economic Action Plan;
Direct, low-cost loans to municipalities through Canada Mortgage
and Housing Corporation (CMHC);
Up to $2 billion over two years (27/1/09 - 31/3/11);
Re: infrastructure projects serving residential areas;
Available to towns and cities across the country;
Can be used to fund municipal contribution for cost-shared federal
infrastructure programs.
Note: Stacking of federal contributions rules not applicable.

Program
Eligible Projects
Municipal housing-related infrastructure projects serving
new or existing residential areas.
New construction, expansion or renewal of existing
infrastructure.
Focus on funding shovel-ready projects as this is a
short-term, temporary measure to create jobs.
Construction work has started on or after 27/1/09.
All loans advanced by 31/3/11.
Construction must be completed by 31/3/12.
Subject to Canadian Environmental Assessment Act

Eligible Projects (continuation)
Services such as water, wastewater & solid waste;
Local transportation within or into residential areas such
as roads, bridges and tunnels;
Residential infrastructure such as sidewalks, lighting,
pathways, landscaping and green space.
Power generation such as electrical, wind, solar, gas;
Fire Stations are eligible (considered infrastructure as it
is needed to protect the housing assets).

Planning, Designing & Construction costs.
Example Costs:
Plans and specifications for the project;
Land for construction of infrastructure;
Environmental assessment;
Remediation or decontamination of land for

Legal services.

Terms & Conditions – Loans
Amount may not exceed 100% of eligible costs.
Term will be 15 years (case by case flexibility).
Non-renewable.
Prepayment not permitted.
Regular payments of principal and interest must be
made annually.
Loan may be secured by a loan agreement or debenture.

Recent rates posted: Sept. 1 - 3.98%, Oct. 1 – 3.92%
