1.       CALL TO ORDER

         T. Bobb, Chair, called the meeting to order (12:08 p.m.) and welcomed K. McMillan
         member of the public to the meeting as an observer.

1A.      APPROVAL OF AGENDA (including Supplemental Items)

         The Committee agreed to add the following two items to the agenda, under Section 6.
         Reports/Correspondence – B Items – Receive for Information:
             6.c) Verbal 2010 Minerals Roundup Report from B. Atherton and T. Bobb.
             6.d) 2010 Minerals Roundup door prize draw.

2.       DELEGATION

         None.

3.       APPROVAL OF MINUTES

3.a)     Bruintjes/
         THAT the minutes of the Economic           Development    Committee   meeting   held
         December 14, 2009, be adopted.
                                                                   CARRIED UNANIMOUSLY.

         Councillor Bandstra informed the Committee that both motions from minutes of the
         Economic Development Committee meeting held December 14, 2009, were approved by
         Council at their Regular meeting held January 12, 2010.

4.      BUSINESS ARISING FROM MINUTES AND REVIEW UNFINISHED BUSINESS

4.a)    The Committee reviewed the “Unfinished Business List”.

        December 14, 2009 Item 4.b) NDI Grant Writer Program:
        S. Bassett, Director of Corporate Services, informed the Committee that she submitted
        an application for the Northern Development Initiative Grant Writer Program on Monday,
        January 18, 2010. D. Sargent, Chief Administrative Officer, added that the Town hopes
        to hear back in the next month on whether or not the Town was successful in their
        application.

5.      REPORTS/CORRESPONDENCE – A ITEMS – ACTION

5.a)    Atherton/
        THAT the letter dated January 5, 2010, from J. Hull, Wolftex Industries Inc., regarding
        the tradeshow booth details for the 2010 Minerals North conference, be received (0360-
        20).
                                                                   CARRIED UNANIMOUSLY.

        Discussion:
        D. Sargent reviewed the Committee’s Travel and Conference Budget for 2010.
        The preliminary Travel and Conference Budget is $5,000 and to date $1,500 has been
        spent. The preliminary Contracted Services Budget is $5,000 and to date $2,500 has
        been spent.
        Councillor Bandstra stated that Council is reviewing which members will be attending
        which conference in 2010. Both Mayor Farrow and Councillor Bandstra will be attending
        Minerals North 2010 in Prince George as Council’s representatives.
        T. Bobb asked the Committee members to check their schedules to see if they are
        available to work at the Trade Show booth during Minerals North and report back at the
        next Committee meeting. Councillor Bandstra and B. Atherton stated their willingness to
        work the booth.

5.b)    Ehalt /
        THAT the email dated January 12, 2010, from K. Borden, Northern Development
        Initiative, regarding the Enterprising Non-profits (ENP) Orientation Sessions, be
        received;
        AND THAT the email be sent to local community organizations, including the Smithers
        Community Services Association and the Recycling Society (6750-20).

6.      REPORTS/CORRESPONDENCE – B ITEMS – RECEIVE FOR INFORMATION

        THAT the following correspondence be received for information:
           a) Bulkley Valley Economic Development Initiative - Economic Development
              Strategy, Workshop 2, Input Summary dated January 6, 2010, from Lions Gate
              Consulting Inc. (0360-20).
           b) Media Release dated January 18, 2010, from L. Fitt, Regional Strategic
              Development Analyst, Regional District of Bulkley Nechako, announcing the
              unveiling of the Mining Web Portal 90400-55).
                                                               CARRIED UNANIMOUSLY.
       Discussion:

6.a)   Bulkley Valley Economic Development Initiative Update:
       The Bulkley Valley Economic Development Initiative (BVEDI) group met on January 13,
       2010. There will be a fourth meeting in the future, including an interim report and a final
       report.
       To date, the Village of Telkwa has not confirmed their participation in the project and has
       indicated they will review the final report prior to deciding. The Regional District of
       Bulkley Nechako has indicated their willingness to participate. The Office of the
       Wet’suwet’en has withdrawn from the Treaty Process and is in the process of
       reorganizing their Treaty Office. The Office of the Wet’suwet’en have indicated their
       willingness to continue with the project. Lion’s Gate Consulting has to take this into
       consideration when completing the final report. It is hoped that they would provide two
       scenarios, one with the Village of Telkwa’s participation and one without.
       Once the final report/strategy is complete, Council will consider the Economic
       Development Committee’s feedback.

6.b)   Regional District of Bulkley Nechako - Mining Web Portal:
       Mayor Farrow informed the Committee that the Regional District of Bulkley Nechako’s
       Mining Web Portal is an excellent website and resource. He stressed the importance of
       placing more Town of Smithers information on the website.
       Mayor Farrow suggested that the Town hire an interim contractor to fill the void until the
       BVEDI is completed and an Economic Development Office is in place. It is critical that
       Smithers is positioned in the mining market now. At the 2010 Minerals Roundup,
       the cities of Terrace and Prince George were heavily promoting their areas as mining
       headquarters. It is important that Smithers promotes itself to the mining companies in our
       area like Red Chris, Copper Fox and Galore Creek. Mayor Farrow presented the
       Committee with a copy of the Terrace Economic Development Office Fourth Quarter
       2009 Economic Report and stated that Smithers should be doing the same type of
       promoting.

       Whitehead/
       THAT the Committee recommend to Council that they invest the funding required
       to link the Town of Smithers information, such as the Smithers Regional Airport
       and the Town’s regulations, to the Regional District of Bulkley Nechako’s Mining
       Web Portal;
       AND THAT, if necessary, hire a person to liaise with the Regional District of
       Bulkley Nechako to get the information loaded onto the Mining Web Portal.
                                                                    CARRIED UNANIMOUSLY.

       D. Sargent informed the Committee that she would investigate what is entailed to load up
       information onto the Regional District of Bulkley Nechako’s Mining Web Portal and report
       back to Council.

6.c)    2010 Minerals Roundup Report from B. Atherton and T. Bobb:
       B. Atherton’s highlights from Minerals Roundup:
           •   Smithers was well represented at the 2010 Minerals Roundup Trade Show.
           •   Northwest Community College, School of Exploration and Mining, Smithers
               Exploration Group, and the Smithers Economic Development Committee all had
               booths.
           •   Spoke with many people, heard many old mining stories, and everyone relayed
               the importance of Smithers to the mining industry.
           •   The general buzz around the conference was that things are looking up in the
               mining industry and everyone was full of optimism.
           •   Spoke with S. Harling, Economic Development Officer, Terrace Economic
               Development Authority, who was impressed at the amount of promotional
               materials the Smithers Economic Development Committee has developed,
               including the Community Profile, Economic Development Brochure, Airport
               Brochure, business cards, and the Simply Exceptional video.
           •   There is a terrific amount of flow through traffic from the mining industry in our
               community.
           •   The Town cannot wait another year to get the Economic Development Office
               established.
           •   Thanks go out to Laird Ongman and Daryl Wilson for assisting with the
               transportation, set up and take down of the trade show booth.
           •   Many conversations focused on the Northwest Community College’s expansion
               project and the School of Exploration and Mining programs.
           •   The District of Stewart Economic Development Officer stated that the mining
               activity in Stewart is quite heavy this year. The Town should contact Stewart for
               more information.

       T. Bobb’s highlights from Minerals Roundup:
           •    Kudos to the Committee on their hard work and display materials.
           •    S. Harling has a list of contacts that may be interested in working at the Smithers
                Economic Development Office once the BVEDI is complete.
           •    The Northwest Community College is in talks with the University of British
                Columbia to have their students come to Smithers for their three month camp
                experience.
       T. Bobb suggested that a letter of thanks from the Mayor for assisting with the Minerals
       Roundup trade show booth and transporting the display materials be sent to the following
       people: a) Darryl Wilson of Prime Frontier Truck Rentals; b) Laird Ongman of Canadian
       Freightways; c) Elaine Konschuh of the Ministry of Energy and Mines; and
       d) Rob Maurer of Northwest Community College.
       Were there any comments that Smithers could improve upon in order to get the mining
       companies to come to Smithers?
       It comes down to what does Smithers have ready for companies to come to in terms of
       industrial land, airport land, and infrastructure.

6.d)    2010 Minerals Roundup Door Prize Draw:
       B. Atherton, with the assistance of K. McMillan, conducted the draw for the Economic
       Development Committee’s – 2010 Minerals Roundup Trade Show door prize. The winner
       was Ms. Linda Freer of Delta, British Columbia. The prize includes a weekend for two in
       Smithers: a) return airfare (Vancouver to Smithers) courtesy of Hawkair;
       b) accommodations courtesy of Hudson Bay Lodge; c) truck rental courtesy of Frontier
       Truck Rentals; and d) weekend ski passes courtesy of Hudson Bay Mountain. T. Bobb
       stated that he would call L. Freer to inform her that she won the door prize.
       B. Atherton stated he would take all the entry forms to compile a list of contacts and to
       calculate how many people entered the booth during Minerals Roundup.

8.      NEW BUSINESS/OTHER

8.a)    Northern BC Technology Awards:
        Mayor Farrow informed the Committee that the region received the Northern British
        Columbia Business and Technology award for Technology and Industry News Maker of
        the Year, sponsored by the Prince George Free Press, awarded to the Highway 37
        Electrification Coalition at the Mineral Exploration Roundup Northern British Columbia
        Business and Technology Awards banquet in Prince George on January 13, 2010.

8.b)     Scotiabank Update:
         G. Whitehead informed the Committee that last week Scotiabank held a Corporate wide
         conference call and the majority of the conversation focused around Northwest British
         Columbia. It was an uplifting conversation that focused on Kitimat, Smithers, mining and
         Highway 37. He stated that the folks back in Toronto are aware of the mining activity in
         the Smithers area.

         (K. Ehalt left the meeting at 1:13 p.m.).

8.c)     New Airport Manager at the Smithers Regional Airport:
         The Committee requested that the new Airport Manager be a delegation at the next
         Committee meeting.

9.       NEXT MEETING

         The next Economic Development Committee meeting will be held on Monday,
         February 8, 2010, at 12:00 noon.

10.      ADJOURNMENT

         The meeting was adjourned (1:20 p.m.).
