SUBJECT: Life Safety Code (LSC) Fire Inspector 1 Certification (FI1C) – Opportunity for
Training and Certification Test
FI1C Purpose: The purpose of the FI1C is to assure LSC surveyor candidates have
sufficient basic knowledge to participate effectively in the revised and more intensive
Basic Life Safety Code (BLSC) Course. The Centers for Medicare & Medicaid Services
(CMS) is requiring that each person pass the certification test. Some individuals may
have sufficient knowledge to pass the test without tasking FI1C training.
FI1C Requirement for New LSC Surveyors: Effective October 1, 2012 all new LSC
surveyor candidates will be required to have a FI1C prior to attending the BLSC Course.
FI1C Training Information: CMS will accept FI1C National Fire Protection
Association (NFPA), International Fire Service Accreditation Congress (IFSAC), and
ProBoard (National Board on Fire Service Professional Qualifications).
Budgeting for FI1C: CMS has arranged for 120 seats at no cost to State Agencies
(SAs), which is designated to pay for the first round of training and testing for new LSC
surveyors. Thereafter, States will see costs are moderate and should be included in State
Agencies (SA) allocations beginning in FY 2012 (for early adopters) and FY 2013
(October 1, 2012) for all others.
FI1C Frequency: CMS will only require the one-time certification for LSC surveyor
candidates. There is no CMS requirement for recertification. However, information
concerning recertification is attached for those who are interested.
Current Surveyors Holding FI1C: Current LSC surveyors possessing FI1C should
submit a copy to their State Training Coordinator or Region Training Administrator who
will submit a vetting form to the CMS Training Staff for student transcripts.
Human Resource (HR) Actions: SAs and Regional Offices (ROs) should take action
now to modify HR procedures to assure that the FI1C requirement conforms with HR
policies at all levels.
This memorandum establishes CMS policy requirement that LSC surveyor candidates have first
successfully completed one of the FI1C tests prior to attending the BLSC Course.

The purpose for establishing the FI1C requirement is to assure LSC surveyor candidates have
sufficient knowledge to participate effectively in the revised and more intensive BLSC. CMS is not
requiring each candidate to take the training but simply pass the FI1C test.
Acceptable Sources for FI1C: CMS will accept FI1C from the NFPA, IFSAC, and ProBoard
(National Board on Fire Service Professional Qualifications). Survey findings containing

and not the NFPA Life Safety Code.
Paying for FI1C: After implementation, the cost of the test is a permissible expense under each
State SAs Survey and Certification budget. See the attachments for further information.
Opportunity for Training: Between now and September 30, 2011, SAs may want to take
advantage of 120 seats that CMS has purchased from NFPA for FI1C training and testing. Access
to the CMS-funded training seats can be arranged by sending an email to Rus Kuck at
email@example.com. SA seat allocations for this training will be determined and SAs
advised when making contact with Rus.
Ongoing HR Support for This policy: SAs and ROs should take action now to modify HR
