Minutes of 22 January EXCOM

WELCOME: (Leslie)
Leslie opened the meeting and welcomed EXCOM members and our AFA Student
Chapter President, Ben Golata. Copies of EXCOM service thank you letters were
provided.
MEETING MINUTES: (Leslie and Trace)
November minutes are still under review. December minutes have been approved.
TREASURER’S REPORT: (Leslie for Jerry)
The Chapter Financial and Tax Information and Chapter Officer Worksheets were
submitted to INCOSE Central, with a listed treasury balance on 12/31/09 of $8706.06.
AWARD STATUS: (Leslie for Carl)
The 2008 awards package went out on January 14th, where the chapter and EXCOM
meeting minutes were provided in one folder rather then hyperlinked to individual files
(per the recommendation of Phil Simpkins at INCOSE Central). The final accounting
totaled 8,710 points, which may be sufficient for a Gold Circle Award. Leslie submitted
the Chapter Membership Survey Results to the Member Board at INCOSE Central.
Archiving of the 2008 awards files on a CD to be provided to Jerry is recommended. The
2009 awards file is already under construction. The joint January INCOSE
CFRC/American Society for Quality (ASQ) meeting was held on January 14, and
engraved plaques were provided to speakers Sandra Platt (“Biomedical Auditing”),
Duncan Stewart (“Technology Transfer Fundamentals: Spinouts, Startups, and Corporate
Licensing”), and Steve Andrilla (“Thinking about rock climbing – fun, reward, risk…”).
In December an engraved INCOSE CFRC mug was provided to speaker Cole Stephens,
Applications Engineer at the Mathworks, Inc., for his December 18 presentation on
“Mathworks Modeling and Simulation”.
DIRECTOR’S REPORTS:
1) COMMUNICATIONS: (Kirk)
The Ambassadors should provide Kirk the contact information to their respective
organizations so that he can submit, receive, and monitor announcements. The forecast
information is being organized into a detailed format for the EXCOM and a summary for
the chapter. Updates to the chapter will be provided monthly. Other announcements,
such as CSEP training options, will be sent to the chapter.
2) MEMBERSHIP: (Leslie for Scott)
Scott has provided information to local area companies regarding membership as
requested. Norm and Ben (of the AFA) report that the AFA chapter students are
considering membership as student members of INCOSE.
3) AREA: (Norm and Trace)
Trace indicates that the February meeting room has been approved and reserved for the
chapter meeting. Additional announcements will be sent to the chapter prior to the
meeting, where Kirk will check on options to improve graphics. Currently there are
seven RSVPs for the February meeting. Norm has spoken with Dr. Daniel Gleason
regarding a possible presentation at the AFA in March. Ben (of AFA) indicates that with
three weeks notice, the cadets may be excused from other activities to attend the INCOSE
meeting. Norm is addressing the April 4 tutorial facilities availability.
4) TECHNICAL PROGRAM: (Lonnie)
March: Several suggestions were received for March speakers at the AFA including Dr.
Daniel Gleason on a Modeling and Simulation topic, Dr. Sega (Professor of Systems
Engineering at Colorado State University), and Charlie Stirk of Boulder on ISO and
AP233.
April: A job search/networking meeting has been proposed as a possible April topic,
where the EXCOM should provide contacts to Lonnie (e.g., recruiters, job search training
specialists, etc.). This meeting would be best held in a central location such as in the
Denver area. The April tutorial on SysML with Sanford Friedenthal has been determined
to be an acceptable plan, with at least fourteen members expected to enroll. Lonnie will
get reproduction cost estimates to Jerry.
May: Ret. Col. Richard Graham is being proposed as a speaker for the May 13 chapter
meeting at the AFA. This speaker would require a fee and travel expenses that may be
too large without justification with the chapter, although the attendance is expected to be
high at the AFA. Ben (of AFA) will address helping with the expenditures of this as a
possibility with the AFA.
General: In discussions with other organizations, member polling may be better received
through services such as cevent or evite. Ben will be asked to check these options.
Webhosting and teleconferencing capabilities need to be addressed for chapter meetings.
NEWSLETTER EDITOR: (Kip)
The Winter Newsletter is currently being finalized. Ideas for the Spring Newsletter are
being considered at this time including articles that are non-DoD Centric, medical device
related, and college generated. Kip requests that non-DoD Centric ideas be provided to
him, and he will further request this through a reminder email.
WEBMASTER: (Leslie for Ben)
Ben (of AFA) is pursuing the best approach to provide information about the student
chapter at the chapter website. Considerations are being given to a link to the student
website at the chapter website or posting of a summary document about the student
organization.
OTHER BUSINESS: (All)
1) AFA Memorandum of Understanding: (Norm and Ben (of AFA))
A Memorandum of Understanding (MOU) has been drafted and is under review by the
EXCOM and the AFA representatives (Ben (of AFA) and the officer liaison Lt. Col.
Lambertson). There is some uncertainty regarding the requirement to the student
members to join INCOSE at a $20 fee.
2) Ambassador Plan Updates: (Leslie and Leslie for Jerry)
The Ambassador Plan needs to be updated to indicate Kip as the Ambassador to the
Project Management Institute (PMI).
3) 2007 Chapter Membership Award Recipients: (Leslie, and Leslie for Jerry and
Jim)
The committee decided to submit late payments to awards recipients for the overlooked
awards from the 2007 Chapter Membership Survey.
4) Chapter Membership Survey Results: (Leslie)
Leslie read the summary of the 2008 Chapter Membership Survey results, and discussed
some of the highlights. The EXCOM is encouraged to read the results since there are
many enlightening observations. Leslie will provide the survey to the EXCOM again
through email. Some of these highlights are: 1) higher interest topics include CSEP
certification, architecture, and modeling, 2) members desire continued outreach to youth
organizations, 3) increased networking is desired, and 4) webhosting and
teleconferencing capabilities are valued. Prior to the year end, a list of community
outreach ideas will be assembled, with inputs from the chapter members. Formation of a
Challenge Team (Model-Based Systems Engineering) may help to assist with outreach
and networking.
