Approval of the Minutes of November 4, 2010 MOTION BY WYMAN, SECOND BY ZIMMERMANN TO APPROVE THE MINUTES OF NOVEMBER 4, 2010. MOTION CARRIED. 2. 2011 Wisconsin Routine Maintenance Agreement Discussion: Russ Habeck from WisDOT reported a 1.76% increase in the routine maintenanace agreement from the previous year. Winter maintenance remains a high priority. Action: MOTION BY WYMAN, SECOND BY JAEGER TO APPROVE THE 2011 WISDOT ROUTINE MAINTENANCE AGREEMENT FOR $2,971,800. MOTION CARRIED. Follow Through: Submit signed RMA to WisDOT for final approval. 3. Consent Items – Hydraulic Hammer Discussion: The bid for the 2010 hydraulic hammer was reviewed. Action: MOTION BY JAEGER, SECOND BY GUMZ TO CONCUR WITH THE HIGHWAY DEPARTMENT RECOMMENDATION TO AWARD THE BID TO AMERICAN STATE EQUIPMENT FOR $29,400.00 WITH TRADE. MOTION CARRIED. Follow Through: Award as directed. 4. Consent Items – 3 Yard Wheel Loader Discussion: The 3-yard Komatsu wheel loader that was approved for purchase from Roland Machinery has been having mechanical issues. The machine was not heavy enough for the 3 yard bucket causing safety concerns. Roland Machinery offered to trade for a bigger loader at their cost but would result in an additional charge of $5000 to Marathon County. The loader that was originally traded to Roland Machinery had $5948.41 of repairs done since the trade. In conferring with Scott Corbett in Corporation Counsel, Marathon County could pay Roland Machinery the $5948.41 in repair costs and have the original loader returned and then traded to Nortrax for the John Deere 544K High-Lift loader that originally met bid specifications. Action: MOTION BY GUMZ, SECOND BY WYMAN TO APPROVE THE PURCHASE OF THE JOHN DEERE LOADER FROM NORTRAX FOR THE ORIGINAL BID PRICE OF $97,761.00 MINUS $5000 FOR REPAIRS WITH DELIVERY BY DECEMBER 31, 2010. MOTION CARRIED. Follow Through: Award as directed. 5. Central Wisconsin Airport Expansion Plans Discussion: Approval was granted to move forward with building the rental car structure located northeast of the terminal. Action: NO FORMAL ACTION TAKEN. STH 29 Corridor from STH 13 – 72ND Avenue Discussion: Speed limit has been changed to 65 mph from USH 51 westerly to a point between 72nd Avenue and County Road “O”. The southern route recommendation endorsed for the County Road “E” interchange by the Infrastructure Committee at the November 4, 2010 meeting was forwarded to WisDOT for input at the public informational meeting in January. Action: NO FORMAL ACTION TAKEN. Follow Through: Topic will remain on agenda for future updates. 7. County Road “K/U” STH 51 Interchange Discussion: No update. Action: NO FORMAL ACTION TAKEN. Follow Through: Topic will remain on agenda for future updates. 8. 2010 Flood Damage Update Discussion: A meeting was held with FEMA representatives on Monday, November 29th. Applications will be submitted by the end of December for all eligible roads including administrative cost. Total flood damage costs was approximately $83,000 of which 75% is reimbursable. Action: NO FORMAL ACTION TAKEN. Follow Through: Send to the State of Wisconsin for reimbursement. 9. Village of Weston County Road “X” Multi-Use Agreement Discussion: The Village of Weston counter-offered the previous agreement approved by the Infrastructure Committee at the October 7, 2010 meeting by agreeing to maintain the multi-use trail along County Road “X”/Camp Phillips Road in exchange for Marathon County agreeing to provide an asphalt surface 10 feet wide by 2 inches thick on a new pedestrian accommodation within the existing Mountain Bay Recreation Trail between Ryan Street and County Road “J” in the Village of Weston. Action: MOTION BY JAEGER, SECOND BY PAETZOLD TO APPROVE THE AGREEMENT WITH THE VILLAGE OF WESTON AS PRESENTED. MOTION CARRIED. Follow Through: Send to County Board Chairman for signature. 10. Environmental Resource Committee Request to Study Potential Maintenance Cost Savings Discussion: No update. Action: NO FORMAL ACTION TAKEN. Follow Through: Obtain information to be discussed at a meeting date later this winter. 11. Next Meeting Date: Thursday, January 6, 2011 at 9:00 A.M. WCHA Winter Highway Conference: January 10, 11, 12, 2011 at the Kalahari Resort in Wisconsin Dells. Bob Wiesman, Gary Wyman, Judith Paetzold and Jim Griesbach plan to attend. 12. Topics for Future Meetings Farm Tech Days – Discuss contribution amount in excess of reimbursement. Multi-Use Bike Trails – A meeting will be held on Friday, December 10, 2010 with the City of Marshfield with regard to multi-use trails by the railroad tracks and County Road “E” by Sugar Bush Camp Phillips Project - The project plans were designed in metric but WisDOT is requesting the plans changed from metric to English which could delay construction and add to the project cost. 13. Any Other Topics Allowed by Law for Discussion: Marathon County Snowmobile Signage Policy - A snowmobile crossing sign will not be put up unless a request is made and it is determined by the Highway Department there is poor visibility at the crossing. The Park Department has been asked to notify the Highway Department anytime there is a change in location of snowmobile crossings on county roads. Driveway Variance Request, Marvin Mannigel Property on County Road “E”, Town of McMillan Update - An easement was drawn to the existing homestead driveway, therefore tying into an existing access point. 14.
