                 MINISTRY OF PERSONS WITH DISABILITIES AND THE ELDERLY


                  *121 Hon. C.P. Mangulenje (Zomba Chisi) To ask the Minister of
                       Persons with Disabilities and the Elderly to consider supplying
                       materials, foods etc to persons with disabilities, elderly and
                       orphans in my constituency. People with disabilities and the
                       elderly have never benefited from the Ministry in my constituency.
                       Would the Ministry consider visiting the constituency to have first
                       hand information on the matter?

                  *122 Hon. A. Chitete (Mchinji North-East) To ask the Minister of
                       Persons with Disabilities and the Elderly to consider providing
                       training and starter pack loans to the disabled people and elderly
                       headed families in the constituency so that they can start small
                       businesses.

                  *123 Hon. Prof. D.K. Mphande (Nkhata Bay South East) To ask the
                       Minister of Persons with Disabilities and the Elderly to consider
                       assisting people with disabilities who have no wheel chairs or
                       bicycles. There are 200 disabled people in my constituency who
                       need such facilities.

                *124   Hon. N.A. Masebo (Chitipa North) To ask the Minister of Persons
                       with Disabilities and the Elderly to consider providing basic needs
                       to the elderly and disabled in terms of blankets, foodstuffs, wheel
                       chairs, clothes and also some with soft loans to carry out small scale
                       businesses. Most of them are so desperate for basic needs.

                *125   Hon. V.G. Dzoole Mwale (Lilongwe Msozi South) To ask the
                       Minister of Persons with Disabilities and the Elderly to consider
                       providing soft loans or free fertilizer to persons with disabilities
                       who have formed clubs at Bunda College of Agriculture and
                       Chitenga Primary School Centres respectively.

                       MINISTRY OF NATURAL RESOURCES, ENERGY AND
                       ENVIRONMENT

                *126   Hon. J. Ntelemuka (Blantyre City South East) To ask the Minister
                       of Natural Resources, Energy and Environment to consider
                       electrifying the following areas: Ntenje, Mang’omba and Ntambo.

                *127   Hon. S. Kaliati (Machinga Central) To ask the Minister of Natural
                       Resources, Energy and Environment to consider including
                       Mangamba Trading Centre in the Rural Electrification Programme
                       and also supply a transformer at Molipa Trading Centre.

                *128   Hon. Rev. Dr. C. Ngwira (Mzimba Hora) To ask the Minister of
                       Natural Resources, Energy and Environment to consider:

                       (a)     Extending the Rural Electrification Programme to the
                               following areas: Bulala, Mzalangwe, Endindeni and
                               Chindindi.

                       (b)     Installing solar panels or electricity for the following
                               Community Day Secondary Schools: Chaboli, Mzalangwe,
                               Chindindi, Endindeni, Bulala, Nthumba and Malangazi.

                *129   Hon. L. Lowe (Lilongwe Central) To ask the Minister of Natural
                       Resources, Energy and Environment to consider including the
                       following areas in the Rural Electrification Programme: Mchitanjiru
                       and Chitsime Trading Centres, T/A Tsabango Headquarters and
                       T/A Kalumba Headquarters.

                *130   Hon. J. Zingale (Chikwawa West) To ask the Minister of Natural
                       Resources, Energy and Environment to consider extending the

                       supply of electricity from Chapananga to Changoima Trading

                    MINISTRY OF INTERNAL AFFAIRS AND PUBLIC SECURITY


                *134   Hon. J.A. Banda (Lilongwe Mpenu Nkhoma) To ask the Minister
                       of Internal Affairs and Public Security to consider upgrading
                       Nkhoma Police unit by building new infrastructures, providing a
                       vehicle as well as personnel.

                *135   Hon. G.H. Maseko (Balaka North) To ask the Minister of Internal
                       Affairs and Public Security if he is aware that a Police unit was
                       build at Kachenga Trading Centre, it just needs finishing and that
                       the community at Khwisa already moulded enough bricks for a
                       Police unit and needs further assistance.

                       Today’s Questions

                                               MINISTRY OF HEALTH

                *136   Hon. S.A. Makumba (Mangochi Lutende) To ask the Minister of
                       Health to consider:

                       (a)     Expanding Lungwena Health Centre in terms of
                               infrastructure like offices, laboratory, maternity and
                               ordinary wards as well as personnel.

                       (b)     Providing adequate drugs and medical equipment at the
                               Health Centre.

                 *137 Hon. H.P.P. Chinkhondo (Dedza West) To ask the Minister of
                      Health to consider:

                        (a)    Upgrading Chimoto Health Centre to a Rural Hospital and
                               also providing an ambulance which was previously
                               allocated to the Health Centre to assist patients. The Health
                               Centre serves over 25,000 people.

                        (b)    Establishing a Health Centre in Group Village Headman
                               Buma where land has already been set aside for the project
                               because the area is very far from Chimoto Health Centre.

                *138   Hon. E. Yahaya (Machinga Central East) To ask the Minister of
                       Health to consider opening Mbanila Health Centre which was
                       constructed long time ago and also construct houses for medical
                       personnel.

                 *139 Hon. A. Musongole (Chitipa Central) To ask the Minister of
                      Health to consider:

                        (a)    Providing an ambulance to Ifumbo Health Centre.
                        (b)    Constructing a health centre at Chipalanje in G.V.H.
                                Zambwe.
                        (c)    Constructing a guardian shelter at Chitipa District Hospital.

                *140   Hon. A. Penumulungu (Lilongwe City South East) To ask the
                       Minister of Health to provide a health centre in T/A Tsabango as
                       people access health facilities at Kawale Health Centre which is
                       overcrowded as it is serving a big catchment area.


                        MINISTRY OF YOUTH DEVELOPMENT AND SPORTS


                *141   Hon. G. Nkhata Gambatula (Kasungu North North East) To ask
                       the Minister of Youth Development and Sports to consider
                       establishing a development centre at Chatoloma, Mkanakhoti,
                       Simulemba and Ofesi and to state when the youth will start
                       benefiting from the Youth Development Fund.

                *142   Hon. A. Lipande (Ntcheu North) To ask the Minister of Youth
                       Development and Sports to consider constructing a youth resource
                       centre for youth clubs at Kadzekalowa, Njolomole, Lizulu and
                       Masasa Youth Clubs.

                *143   Hon. T. Masangwi (Zomba Ntonya) To ask the Minister of Youth
                       Development and Sports to consider constructing a youth centre at
                       Mayaka.

                *144   Hon. E.A. Kayembe (Dowa West) To ask the Minister of Local
                       Government and Rural Development to consider constructing
                       offices, court and a house for Senior T/A Dzoole and also
                       promoting Senior T/A Dzoole to the position of Paramount Chief
                       for the Chewa tribe in the Central Region.


                *145   Hon. D.F.T. Nyadani (Phalombe South) To ask the Minister of
                       Local Government and Rural Development to consider building
                       markets at Phalombe Boma as the one being used is dilapidated to
                       qualify as a district market. And also construct other markets at
                       Kokoro/Chimbiri and Mpasa Trading Centre.

                *146   Hon. D. Luka (Mulanje Bale) To ask the Minister of Local
                       Government and Rural Development to consider building markets
                       with toilets at Msikawanjala, Mkiza, Chinyama, Mbowela and
                       Nantombozi.

                *147   Hon. R. Jooma (Mangochi Monkey Bay) To ask the Minister of
                       Local Government and Rural Development to consider elevating
                       Group Village Headman Chiwalo to a Sub-Tradition Authority.
                       The chief became a group Village headman in the early 70s and has
                       in all respects served the Government and his people well.


                         MINISTRY OF JUSTICE AND CONSTITUTIONAL AFFAIRS


                *148   Hon. L.P. Chijere Chirwa (Zomba Chingale) To ask the Minister of
                       Justice and Constitutional Affairs to consider constructing a
                       traditional court at Chingale Trading Centre as the present one is
                       very dilapidated, and also staff houses for the court’s clerks.

                *149   Hon. J. Waluza (Mchinji South) To ask the Minister of Justice and
                       Constitutional Affairs when the Msitu Traditional Court will be
                       constructed as people have to travel a distance of between 50 km to
                       70 km to access the Mchinji Boma Court.

                *150   Hon. C. Chazama (Blantyre North East) To ask the Minister of
                       Justice and Constitutional Affairs when the Ministry will start
                       rehabilitating Chisenjere Court and staff houses.
