Dear Sir,
TENDER DOCUMENT – CCTV SYSTEM
TENDER FOR SUPPLY AND INSTALLATION OF CLOSED CIRCUIT
TELEVISION FOR HEAD OFFICE COMPLEX OF THE BANK

Sealed tenders (Technical bids only) are invited by the bank for supply and
installation of CCTV System as per the technical specifications and terms and
conditions listed in the enclosed Annexure.
This tender is restricted to the vendors empanelled with SBM (Annexure IX) and
The OEM companies who have the registered Office in India and should have full
fledge service and Support Centers at Bangalore

QUOTES FROM VENDORS OTHER THAN THE ABOVE WILL NOT BE
ACCEPTED.

2. The tender is for CCTV System of Head Office for various items and only
approximate quantities required has been specified in the tender. The Bank
reserves the right to order CCTV systems to the L1 vendors and increase /
decrease the quantities specified.

3. The CCTV systems would need to be under warranty for a period of 24
months. The Bank would enter into an annual maintenance contract for CCTV
systems after expiry of the warranty period with the vendor provided it is satisfied
with the services of the vendor during the warranty period. The post-warranty
rate for comprehensive annual maintenance of the CCTV systems (excluding
UPS backup) would need to be mentioned in the Technical bid. This would,
however, not be used for determining whether a vendor is L1 or not. It may be
noted that the maximum comprehensive AMC rate acceptable to the bank is 8%
of the price of CCTV System. The L1 price of the CCTV systems will be
determined through reverse auction. Vendors should keep this in mind when
quoting the prices for the equipment in the commercial bidding to be done
through reverse e-auction. Vendors quoting higher than 8% AMC rates in the
technical bid would be disqualified. Vendors not specifying AMC rates in the
technical bid would also be disqualified. Vendors must quote AMC rate as
percentage. Vendors quoting AMC amount in rupees in the Technical Bid would
be disqualified. The AMC would be applicable after the warranty period. During
the warranty period, any component/equipment developing defects would need
to be replaced with a new one at no cost to the bank. The AMC rate would
remain fixed for a three year period following the two-year warranty period.

4. All bids should be accompanied by:
    A demand Draft of Rs 500/- favouring “State Bank of Mysore “towards cost of
    the tender documents and processing charges.
    A demand Draft of Rs 10,000/- favoring “State Bank of Mysore “towards EMD.
    Technical bids not accompanied with the above Demand Drafts are liable to
    be rejected.
5. The response to the present tender will be submitted by way of two stage
bidding     process.     The   technical     details      with     the   relevant
information/documents/acceptance of all terms and conditions strictly as
described in this tender document will be submitted first duly signed and sealed.
These should be addressed to “The Assistant General manager, Security Dept.,
State Bank of Mysore, Head Office, K.G.Road, Bangalore 560 254” and be
submitted by 4.00 PM on 15.3.2011. Tenders reaching after this date and time
will not be accepted on any grounds whatsoever. The envelope in which the
tender is submitted should be super-scribed “Quotation for supply of CCTV
Systems – Due on 15.03.2011”.

6. In case the vendor is awarded the contract for supply & installation of
equipments, the vendor shall have to deposit with the Bank an amount in the
form of Banker’s Cheque/ demand draft favoring State Bank of Mysore, which will
be 1% of the total value of purchase order, as a security against supply of
equipments within the delivery period specified in the order. This deposit is to be
made within 7 days of the placement of the order along with duplicate of
acceptance letter duly accepting terms and conditions of the order. The same will
be released after delivery/installation of the equipments within the delivery
period. In case the vendor fails to deliver / install the equipments within the
period specified in the order, the Bank may, at its discretion cancel the order and
the security deposit will stand forfeited without any prior notice to the vendor.

7. The Technical bids will be examined by the Technical Committee of the bank
which may call for clarifications / additional information from the vendors which
must be furnished to the Technical Committee in the time stipulated by the
Technical Committee. It may happen that the Technical Committee may
determine that a particular vendor is technically acceptable or not, for installation
of CCTV. Such vendors will then be eligible to make commercial bids only. The
vendors short-listed by the Technical Committee will be required to participate in
the online auction to be conducted by M/s e-Procurement Technologies Pvt. Ltd.
(ETPL : the company selected by the Bank for conducting e-procurement
process). The short-listed vendors will be trained by M/s e-Procurement
Technologies Pvt. Ltd. (ETPL) for this purpose and they will have to abide by the
E-business rules framed by the Bank in consultation with M/s e-Procurement
Technologies Pvt. Ltd. (ETPL) a copy of e-business rules is enclosed with this
document. The prices quoted during the e-reverse auction should be F.O.R.
destination inclusive of all taxes, duties, levies, VAT, transport, transit insurance,
loading-unloading, installation charges etc. but excluding Entry Tax, and Octroi.
Entry Tax, and Octroi wherever applicable will be paid by the vendor and the
same will be reimbursed by the Bank based on actual expenses incurred. The
rate should be firm and valid for six months from the date of reverse-auction. No
price escalation on any ground whatsoever will be entertained during the period
of validity of the rates. The prices of CCTV system quoted in the reverse auction
should be inclusive of the cost & all taxes. After the reverse auction, the L1
vendors would have to provide break-up of prices.

8. While submitting the Technical Bid, the vendor will have to submit duly signed
and stamped all pages in this tender document.

The L1 will be decided for CCTV System based on rate Quoted in Table 2.
The L1 vendors of Table-2 would however need to furnish the break-up of one
number of each category immediately after conclusion of the reverse auction.
Further the break-up of cost of the items would also need to be furnished.

There will be SEVEN line items for the reverse auction. However, the L1 will be
decided on the basis of the total value of all the Items.

Make/model must invariably be provided in the appropriate column for any
category, which the vendor is quoting for. If make/model is not specified which
the vendor is quoting, the bid is liable to be rejected.

The technical specifications for CCTV components are given in the Annexure.
The brands/ makes of components acceptable to the bank are also provided
therein.

11. The vendors should be in a position to provide on-site maintenance services
where the items are supplied.

12. The Canvassing in connection with quotations is strictly prohibited and bids of
such vendors are liable to be rejected.

13. The vendor should give an undertaking that all equipments / components
supplied would be brand new and not second-hand or refurbished.

14. The decision of the bank in regard to this tender shall be final and binding on
all the bidders. All disputes or differences in connection with this tender shall be
subject to the jurisdiction of the courts at Bangalore only.

15. The equipment will have to be delivered and installed at the locations
specified in the purchase order within 4 weeks of the date of the purchase order.
In case of delay in supply and completion of the order, liquidated damages @

0.5% of the contract value per week (subject to 10% of the order value) will be
imposed on the vendor. The bank also reserves the right to cancel the order
placed if delay is not acceptable to the Bank.

16. The Bank would pay 90% of the order amount after successful delivery and
installation of the systems and the balance 10% on satisfactory execution of the
terms of the contract and performance of the equipment for a period of 24
months from the date of installation OR on submission of a 36 month Bank
Guarantee of equivalent amount by the vendor. The guarantee should be given
in a format acceptable to the bank. In the event the equipment cannot be
installed on account of the site not being ready, bank would pay 75% on delivery.

17. Vendors are required to have full fledged service and support centre at
Bangalore for the CCTV systems. The number of company employed engineers
for the support duties by them are required to be furnished along with the
technical bid. The Bank reserves the right to independently verify claims made
regarding Service Centres, if necessary, by actual visits to the addresses
specified and taking a view on whether the vendor has the capacity to extend the
required service support.

18. The tender document may also be downloaded from our Bank’s website

19. Vendors are advised to read all terms and condition carefully as also the
technical specifications of the items before responding to the tender.

21. Vendor must submit as part of the technical bid a copy of this document
signed and stamped on all pages by way of accepting all terms and conditions of
this tender. Any corrections/over-writings must be duly authenticated.

Annexure -I

CONDITIONS COVERING              THE     SUPPLY      AND     INSTALLATION        OF
EQUIPMENTS

1. Commercial Terms:

The rates of CCTV system shall include cost of installation CCTV,
interconnecting cables, all duties, taxes, levies, transport cost, transit insurance,
loading - unloading, installation, testing commissioning, etc. However, octroi /
Entry tax shall be payable extra, on actual payment basis, if applicable.

2. Signatures:
In the event of the quotation being submitted by a firm, it must be signed
separately by each partner thereof, or in the event of the absence of any one or
more of the partners it must be signed on his / their behalf by a person holding a
Power of Attorney authorizing him to do so. In the case of authorized person, the
copy of letter issued by competent authority to sign on behalf of the firm should
be enclosed.

3. Equipment:
The vendor should supply the equipment to State Bank of Mysore (hereinafter
Referred to as “SBM”) and carry out their installation at SITE. Unless otherwise
specifically referred, all the items shall be referred to as EQUIPMENT in this
document.

4. Installation:
The EQUIPMENT should be installed at the Office of the State Bank of Mysore,
as specified.

5. Delivery:
The CCTV systems as appearing in the SCHEDULE OF WORK should be
supplied, installed, tested and commissioned within 10 weeks from the date of
the purchase order. Time shall be the essence of the contract. Only vendors
capable of fulfilling the above delivery schedule need bid.
The vendor shall deliver, along with the Equipment, a complete set of operations
manuals, and necessary literature for each system. In the case of critical internal
components, the Manufacturer’s literature/product documentation describing the
Model/make and functionalities, features etc. shall also be supplied along with
the equipment.

6. Vendor not to make any alteration in document:
No alterations, which are made by the vendor in the specifications, shall be
recognized, and if any such alterations are made the quotation shall be invalid.
Remarks or explanations shall become binding only if specifically accepted in
writing by the Bank at the time of acceptance of the quotation. Any quotation,
which purports to alter, vary or omit any of the conditions herein, is liable to be
rejected. If the vendor makes any modification to the Tender and if the same is
not acceptable to State Bank of Mysore the quotation shall be treated as having
been rejected or abandoned.

7. Vendor to gather all information for/bear cost for submitting quotations:
The vendor must obtain for himself on his own responsibility and at his own
expenses all the information necessary including risks, contingencies and other
circumstances to enable him to prepare a proper quotation and to enter into a
contract with SBM.
The vendor should also bear all the expenses in connection with the preparation
and submission of his quotation.
The vendor whose quotation is accepted shall not be entitled to make any claim
for increase in the rates quoted and accepted.

8. Quotation to be complete, adequate and cover all Duties, taxes, Levies,
Transport, Transit Insurance, Loading-Unloading, contingent costs etc:
The quotation must be complete in itself, properly worked out to cover all the
vendor’s obligations under the contract and all matters and things necessary for
the proper completion of the work, and the rates quoted therein must be correct
and sufficient to cover the vendor’s costs, overheads and profits, etc., completely
for the individual items of work including cost for all necessary materials and
labour, taxes, excise or any other such tax or duly levied by Government, Central
or State or Local Authority etc., as on the date of submitting quotations; if and as
applicable, insurance against loss or damage by fire, theft or other usual risks
during transit, and till the work is completed at site and handed over to SBM at
site in all respects according to the true meaning and intent of the contract.

9. Quoted rates not subject to variation/escalation:
The rates should be firm and not subject to any variations in prices of
components, basic material, exchange rates, taxes, duties, railway/freight and
the like, labour rates, octroi (where applicable) etc. The rates are not subject to
escalation and valid till six months after the date of reverse auction.

10. Quotation to be open for acceptance for 60 days:
The Quotation submitted shall remain open for acceptance for a period of sixty
days from the date of their opening. Should any vendor withdraw his quotation
before the expiry of the said period or makes any modifications to his quotation,
which are not acceptable to the Bank, the quotation, shall be treated as having
been rejected or abandoned.
11. Rights of SBM:
SBM does not bind itself to accept the lowest quotation and reserves the right to
reject any or all the quotations received, without assigning any reason therefore.
While placing the Purchase Order, SBM further reserves the right to delete or
reduce any item or section of the schedule of work without assigning any reason
therefore.
Purchase of Items will be from the L1 vendor decided under the tender item
Table2. In case of exigencies Bank reserves the right to replace the Items from
the CCTV vendor, who had originally supplied,
12. Assigning works:
The work or any part of it should not be transferred assigned or sublet without the
written consent of SBM.

13. Other agencies at work:
The vendor shall be required to be co-operative and work in co-ordination with
and effort reasonable facilities for such other agencies/specialists as are/may be
employed by SBM on other works/sub-works in connection with the
project/scheme of which this work forms part and in this connection it shall be
deemed that the vendor had prior to submitting the quotation inspected the SITE
and taken all circumstances into consideration.
14. Acceptance Testing:
SBM at its discretion may carry out Inspection/Acceptance Tests to its
satisfaction at the factory and site.
The inspection shall be designed by the Bank and conducted by SBMs officials to
their satisfaction. The vendor shall provide/extend necessary assistance to SBM
officials in the conduct of the test/inspection.
15. PAYMENT SCHEDULE:

16. Transfer of Ownership:
Transfer of ownership of the property shall be effective as soon as the equipment
is installed, tested and commissioned at the SITE and accepted by SBM after
conducting Acceptance Tests as specified in clause 14.
17. Insurance:
The vendor should arrange for comprehensive Insurance cover under
“ELECTRONIC EQUIPMENT POLICY’ against any physical loss or damage due
to fire, lighting, explosion, floods, storm earthquake, and such other natural
calamities, electrical/mechanical breakdown and damage due to moisture and
humidity etc., riot, strike damage and malicious damage, terrorism for the full
value of the equipment and other accessories in the joint names of SBM and the
Vendor and the insurance policy shall be delivered to SBM. The Insurance shall
be kept valid till the equipments are accepted by SBM under clause 14. The cost
of the insurance other than transit insurance (which is to be included in the price)
shall be incurred by the Vendor and reimbursed by SBM.

18. Warranties and Maintenance:
Warranty: The vendor shall provide to SBM minimum 24(twenty four) months free
maintenance service from the date of acceptance of equipment by SBM OR 27
months from the date of delivery of hardware at SITE (whichever earlier), which
shall include Preventive Maintenance, repair/replacement and free provision of
spares as and when necessary from the date of satisfactory commissioning of
the EQUIPMENT by the vendor and acceptance by SBM. The Vendor shall
particularly ensure that the systems provided by the Vendor does not cause
disruption or other damage to the computer systems or information contained in
the computer systems at the time of installation or subsequently. The detailed
conditions and covenants governing Repair and Maintenance Services are
furnished to be under warranty for 2 years.
On-Site Repair and Maintenance Services: The vendor shall arrange for services
of a qualified service engineer at the installation, for troubleshooting, repair and
replacement of all kits or parts and spare parts and render such other support
services, as may be necessary for satisfactory functioning of the EQUIPMENT,
AS STIPULATED IN THE Annexure 2. No charges, fees accommodation,
boarding, etc., shall be paid or provided by SBM to the service engineer or his
assistants.

19. Maintenance Contract (MC):
After expiry of the warranty period, the vendor shall provide Maintenance
Services for the EQUIPMENT at the quoted rate. The MC charges will be
payable half-yearly in arrears subject to satisfactory maintenance services. The
vendor shall have to give a commitment for minimum period support for 10 years.
The vendor shall not increase the MC rate per annum for three years after the
expiry of the warranty period. SBM may however elect for comprehensive
maintenance by a third party or undertake in-house maintenance with the back
up support from the vendor. The vendor shall provide required support services
by way of actual maintenance by their engineers and/or arrange for supply of kits
or parts and spare parts on terms to be mutually agreed upon for a minimum
period support for 10 years at a rate relative to the prevailing hardware cost to be
mutually agreed upon. The detailed conditions and covenants governing the MC
are as per specimen agreement as per Annexure 2. The vendor shall maintain
the tools test equipment sub-assemblies, kits, components, and spares for a
period of ten years. SBM may change the terms of the future MCs, if necessary,
to meet changing needs, on mutual agreement with the vendor.

20. Subcontracting:
The vendor shall not without the prior written consent of SBM subcontract or
permit anyone other than the Vendor’s own personnel to perform any of the work,
services or other performance required of the VENDOR.

21. Equipment Attachments:
SBM shall have the right to make changes and attachments to the EQUIPMENT
provided such changes or attachments do not prevent proper maintenance from
being performed or unreasonably increase the cost of performing repair and
maintenance service.

22. Patents and Copyright Issues:
The VENDOR shall Warrant that the repair and maintenance service/products
offered for sale do not violate or infringe upon any patent, copyright, trade secret
or other property right of any other person or other entity. THE VENDOR shall
indemnify SBM from any claim, directly or indirectly from or arising out of any
breach or claimed breach of this warranty.
The VENDOR shall further explicitly absolve SBM of any responsibility / liability
for use of hardware/ peripherals/equipment delivered of all cases of possible
litigation/claims directly or indirectly arising out of any breach/claimed breach of
patent copyright / license / trade secret or other property right of any other person
or other entity for the hardware peripherals/equipment sourced either from third
parties or from themselves.

23. Training:
At the time of installation of equipments, vendor shall provide free on site brief
user training specific to the hardware supplied to the officials of the office of the
Bank.

24. Hardware upgrades etc., normally made available by the vendor to their
customers/users shall be provided to SBM and at no additional cost.

25. The vendor and their employees shall strictly undertake not to communicate
or allow to be communicated, to any person or divulge in any way any
information relating to the ideas, concepts, know-how, techniques, data, facts,
figures, and all information whatsoever concerning, or relating to SBM and its
affairs to which the said employees have access in the course of the
performance of their obligations to SBM. Such employees shall also execute
letters of fidelity and secrecy in such form as may be prescribed by the SBM.

26. Within the period of warranty/maintenance cover stipulated in clauses 18
above, SBM shall have the right to shift the EQUIPMENT to an alternate site of
its choice. SBM shall bear the charges for such shifting and reinstallation the
vendor should provide necessary assistance to SBM for the smooth reinstallation
process. The conditions contained herein would continue to be binding on the
vendor after such shifting and reinstallation.

27. Within the period of warranty/maintenance cover stipulated in clause 18
above, Bank shall have the right to replace the Items from a different L1 vendor
prevailing at that point of time. CCTV Vendor should provide necessary
assistance to Bank for the smooth reinstallation process. Bank shall bear the
charges for such reinstallation of CCTV. The conditions contained herein would
continue to be binding on the vendor after such reinstallations.

28. All disputes and differences of any kind whatever arising out of or in
connection with the Purchase Order shall be referred to arbitration. The arbitrator
may be appointed by both the parties or in case of disagreement; each party may
appoint an arbitrator and the decision of the arbitrator(s) shall be final. The
provisions of the Indian Arbitration Act shall govern such arbitration.

29. In case of delay in supply and completion of the order, liquidated damages @
1.0% of the Contract value per week will be imposed on the vendor. The bank
also reserves the right to cancel the order placed if delay is not acceptable to the
Bank.

30. The company profile and latest list of the service centers along with the
personnel and addresses / telephone numbers of the offices and of major
installations should be enclosed along with the Technical bid failing which the
vendor would not be eligible to make commercial bids.

31 The tenderer can also specify the Technical specifications like Earthing, input
voltage etc., for the optimum out put. While every effort will be made to meet
Technical Specifications, Tenderer cannot back out of the order or cite reasons
for non fulfillment merely for the reason that the Technical specifications have
not been fully complied with.

ANNEXURE – III
     CONDITIONS GOVERNING REPAIR AND MAINTENANCE SERVICES

During warranty, THE VENDOR shall agree to maintain the EQUIPMENT in good
working order and for this purpose shall provide the following repair and
maintenance Services.

Preventive Maintenance: THE VENDOR shall conduct Preventive Maintenance
not limited to inspection, testing, satisfactory execution of diagnostics,
replacement of unserviceable parts, cleaning and removal of dust and dirt from
the interior of the EQUIPMENT, and necessary repairing of the EQUIPMENT)
once within the first fifteen days of the commencement of the warranty period
and once within the three month on a day and at a time to be mutually agreed
upon. Notwithstanding the foregoing, THE vendor recognizes SBM’s operational
needs and agrees that SBM shall have the right to require the vendor to adjourn
Preventive Maintenance from any scheduled time to a date and time, not later
than fifteen working days thereafter.

THE VENDOR shall correct any faults and failures in the EQUIPMENT and shall
repair and replace worn or defective parts of the EQUIPMENT immediately. In
cases where unserviceable parts of the EQUIPMENT need replacement THE
VENDOR shall replace all such parts, at no extra cost to SBM with brand new
parts or those equivalent to new parts in performance. THE VENDOR in effecting
any such replacement shall not remove the equipment or any part or parts
thereof until the Vendor is ready to move in substitute equipment or part or parts
to replace it. If the replaced part or parts are not identical in all respects to the
part replaced THE VENDOR shall inform SBM in writing at the time of such
replacement. SBM in such case have the right to request THE VENDOR to
replace the parts with the original compatible parts only and THE VENDOR
shall comply with such request forthwith.

THE VENDOR shall ensure that faults and failures intimated by SBM as above
are diagnosed and repaired within 8 hours. If the repair work is expected to be
prolonged beyond 8 hours of down time, the vendor shall replace the defective
EQUIPMENT with STAND-BY EQUIPMENT immediately, and restore
operations. The vendor will be required to pay penalty @ Rs 500/- per hour of
default with no grace of 8 hours if repair works / replacement of defective
equipment does not take place within the stipulated period.

Performance expected   :




SYSTEM UPTIME for the purposes of this document is defined as productive
and error-free time of the EQUIPMENT reckoned on a quarterly basis and the
SYSTEM UPTIME efficiency shall be computed as under:
(TOTAL TIME minus DOWN TIME) divided by TOTAL TIME multiplied by 100
Where:
TOTAL TIME is the time (no. of hours) for which the EQUIPMENT is required to
be satisfactorily operational at the SITE during the quarter.
DOWN TIME is the aggregate time lost due to Equipment mal function and
improper maintenance during the quarter.

PERFORMANCE: THE VENDOR shall guarantee and ensure post installation
SYSTEMUP TIME efficiency of 98% for the full configuration of the EQUIPMENT,
in every quarter.
PENALTY: Without prejudice to any of SBM’s other rights and remedies, for
every 1% drop in System uptime from the guaranteed 98% during a quarter, an
amount equivalent to 0.1% of the total cost of the EQUIPMENT shall be
deducted by SBM from 10% retention money held by the Bank as per clause 18
above.

The Vendor shall also guarantee that there shall not be more than three failures
in any calendar quarter at any site of the peripherals being supplied. In the event
of more than three failures in these critical components, THE VENDOR shall
REPLACE the defective equipment with NEW compatible equipment, acceptable
to SBM, immediately.
The vendor shall keep spares of essential kits or parts of the EQUIPMENT, at the
SITE, as may be required to keep the downtime minimal. The Vendors, if they
choose, may install their own standby system at identical specification. If such
systems are acceptable to SBM, the period of use of such systems shall be
deducted from downtime for all purposes.
SPARE PARTS AND TEST EQUIPMENT: The Vendor shall undertake to
maintain necessary tools, test Equipment, sub/assemblies, kits of parts,
components and spare parts for ten years including a two year warranty period)
from the date of installation of EQUIPMENT at SITE, to enable it to fulfill its
obligations.
In the event the Vendor decides to discontinue the supply of sub-assemblies, kits
of parts, components and spare parts for the EQUIPMENT purchased after the
expiry of the said ten years, the Vendor shall give 12 months notice prior to such
discontinuance and assist SBM to make alternative arrangements.
All engineering changes generally adopted hereafter by THE VENDOR for
equipment similar to that supplied, as per the Schedule of Work, shall be made to
the EQUIPMENT at no cost to SBM.
A log/register shall be maintained at the SITE to record each incident of
EQUIPMENT malfunction, errors, faults, failures, defects, etc., indicating the date
and time at which the Vendor was informed of / noticed the malfunction, errors,
faults, failures, defects, etc., and the date and time of commencement and
successful completion of repair work and nature of repair work performed on the
EQUIPMENT together with a description of the cause for work, either by
description of the malfunction, errors, faults, failures, defects, etc., or as
discovered, and repaired during regularly scheduled Preventive Maintenance.
SBM shall use the same log for recording the nature of malfunction, errors, faults,
failures, defects, etc., observed in the equivalent, the date and time of their
occurrence and the date and time of their communication to the vendor. The
entries in the register under the initials of an authorised representative shall
constitute conclusive proof of the malfunction, errors, faults, failures, defects etc.

Business Rules for Reverse Auction

M/s E-Procurement Technologies Pvt Ltd (ETPL) will carry out a reverse auction
event among the technically qualified vendors, for providing opportunities to the
bidders to bid dynamically. At the end of reverse auction process, the lowest
bidder (L1) in reverse auction process will be identified.
At the end of the auction all vendors participating in the auction should submit a
hard copy of their last bid price to SBM. The bidders will quote unit price in Indian
Rupees.
In case the lowest bidder backs out to honour their commitment given during
reverse auction event, action as deemed fit shall be taken.

The short listed bidders after the technical evaluation stage will participate in the
reverse auction conducted by M/s e-Procurement Technologies Pvt Ltd (ETPL).

Terms & Conditions of Reverse Auction

TRAINING: M/s E-Procurement Technologies Pvt Ltd (ETPL) will conduct
adequate training to the technically qualified bidders on the bidding process. The
bidder has to participate in the training at their own cost.
LOG IN NAME & PASSWORD: Each Bidder will be assigned a Unique User
Name & Password by E-Procurement Technologies Pvt Ltd (ETPL). The Bidders
are requested to change the Password after the receipt of initial Password from
ETPL. All bids made from the Login ID given to the bidder will be deemed to
have been made by the bidder.
BIDS PLACED BY BIDDER: The bid of the bidder will be taken to be an offer to
sell. Bid once made by the bidder cannot be cancelled. The bidder is bound to
sell the material as mentioned above at the price that they bid.
LOWEST BID OF A BIDDER: In case the bidder submits more than one bid, the
lowest bid will be considered as the bidder’s final offer to sell
AUCTION TYPE: 1) Sealed Bid auction 2) Standard English Reverse Auction
(No Ties). The Standard English price format will be used for reverse auction. In
this format the bidders will be able to view the current lowest price on the portal
and cannot view who has bid the same.
VISIBLITY TO BIDDER: The Bidder shall be able to view the following on his
screen along with the necessary fields:

Your rank.
MASKED NAMES: The original names of the Bidders shall be masked in the
Reverse Auction and they shall be given dummy names. After the completion of
the Reverse Auction event, E-Procurement Technologies Pvt Ltd (ETPL) shall
submit the Report to SBM with the original names displayed.
8. GENERAL TERMS & CONDITIONS: Bidders are required to read the “Terms
and Conditions” section of the auctions site (http://SBI.abcprocure.com) using the
Login IDs and passwords given to them.

9. OTHER TERMS & CONDITIONS:

The Bidder shall not involve himself or any of his representatives in Price
manipulation of any kind directly or indirectly by communicating with other
bidders.
The Bidders shall bid realistically and scrupulously. The Bank reserves the right
to debar the bidders from further bidding in the particular event for any unrealistic
bidding and bidders are bound to honour their bid commitment.
The Bidder shall not divulge either his Bids or any other exclusive details of SBM
to any other party.
SBM’s decision on award of Contract shall be final and binding on all the Bidders.
SBM can decide to extend, reschedule or cancel any Auction. Any changes
made by SBM after the first posting will have to be accepted if the Bidder
continues to access the site after that time.
SBM and E-Procurement Technologies Pvt Ltd (ETPL) shall not have any liability
to Bidders for any interruption or delay in access to the site irrespective of the
cause.
SBM and E-Procurement Technologies Pvt Ltd (ETPL) are not responsible for
any damages, including damages that result from, but are not limited to
negligence. E-Procurement Technologies Pvt Ltd (ETPL). will not be held
responsible for consequential damages, including but not limited to systems
problems, inability to use the system, loss of electronic information etc.
N.B.
All the Bidders are required to submit the Reverse auction process compliance
Form as per Annexure VII after the training program duly signed to M/S e-
Procurement Technologies Pvt Ltd (ETPL). After the receipt of the Agreement
Form, Log in ID & Password shall be allotted to the technically qualified bidders.

  Reverse Auction bidding Process Instructions
Auction Format         ENGLISH REVERSE NO TIES AUCTION
                       There is only One Bidder at a particular position / rank, which means
                       One L1, One L2 & so on.
                       The criteria followed here is of Price only. So, the Bidder who quotes
                       the lowest Price is declared as the winner of the Auction.
                       A bidder here can revise his bids. The revised price should be lower
                       than the L-1 price at that point of time.
Bidding Process and    You should complete the following steps:
Timeline               Participate in the training Programme for bidding by E-Procurement
                       Technologies Pvt Ltd (ETPL).
                       You should be prepared with competitive price quotes on the day of
                       the bidding event.
                       Participate in the online bidding event.
Start bid price        In the Online Sealed Bid, Bidders have to quote their Start Up Bid
                       Price (indicative Price). Based on the price quoted by all the Bidders,
                       the Start bid price (upper/ceiling) of the contract value will be fixed by
                       SBM for the reverse auction along with the Decrement Value.
                       Bidders can bid only lower than the start bid price.
                       Start bid price shall be available to the bidders during the start of the
                       auction on the auction site.
Bid Decrement          Bid Decrement is the fixed amount by which, or by multiples of which,
                       the next bid value can be decreased.
                       Bid Decrement shall be available to the bidders during the start of the
                       auction on the auction site
Bid Price in reverse   The bidder’s bids in the reverse auction must represent the unit price
auction                of the item inclusive of all taxes and charges except entry tax and
                       octroi. Bidders will quote unit price in Indian Rupees.
Auction Duration       The auction will be of 1-hour duration. In case there is a bidding by
                       any bidder within 5 minutes of closing of the auction, the auction will
                       be extended by another 5 minutes. Such extension will be allowed to
                       continue till no quote is placed within 5 minutes of the last quote or 30
                       minutes whichever is lower. In any event the auction process deem to
                       have concluded by 90 minutes from the start of the auction. Proxy-bid

Description : The DVR shall be an industrial grade 16-channel Analog input
digital security video recorder with 4 drive bays for a maximum of 2 TB hard disk
drive.

Bid Specifications

      The digital recorder shall be a 16-channel Analog input hard disk digital recorder.
      The digital recorder shall have the capability to carry 4 drive bays, and thus it
      shall have the capability to carry up to 4TB with the optional hard disk drives.
      The digital recorder shall have the capability to record 25 fps per channel @ CIF
      resolutions.
      The Digital recorder should support the latest compression technology MPEG-4
      algorithm.
      The digital recorder shall have field recording. The digital recorder shall have
      different recording modes – Normal recording, Alarm recording, Pre-alarm
      recording, Instant.
      The digital recorder shall have the ability to provide backup of the
      recorded images through USB & network and should have min 2.0 USB
      3ports.

1.0 Description
The colour video camera described shall be high sensitivity, high-resolution, dual
mode colour and black and white video camera with digital signal processing.
2.0 Bid Specification
   The colour camera shall incorporate 6mm (1/3 Type) Super HAD            Color
   CCD. The colour video camera shall produce a picture with 620 lines of
   horizontal resolution. The CCTV camera shall have the ability to switch from
   colour mode to black & white mode automatically in ZERO light conditions.
