Regional Collaboration in NOAA NOAA Central Region Team Meeting May 2007 Issue  NOAA has been experimenting with and gradually improving regional coordination for some time  External trends and stakeholder demands require a step increase in NO`AA’s approach  New effort represents a significant, long-term organizational initiative • Key internal issue: blending national and regional capabilities; improving services and value through program integration on a regional scale • Key external issue: leveraging current and emerging regional partnerships 2 Goals of Regional Collaboration  Improved services for the benefit of NOAA’s customers  Increased value and productivity of partnerships  Improved stakeholder relations and support  Improved internal communications and efficiency across line offices and programs  A more visible and valued NOAA brand Success will be measured by NOAA’s ability to advance the work of the agency towards these goals 3 Guiding Principles  NOAA will advance its goals for regional collaboration through existing authority and accountability structures. This effort does not entail changes to NOAA’s organizational structure  The overarching purpose of regional collaboration is to improve NOAA’s productivity and value to customers  All those participating in this effort will strive to identify, acknowledge, and apply NOAA’s full range of capabilities, within and across regions, as needed to improve NOAA’s productivity and value to customers 4 Initial Focus for NOAA’s National Priorities Hazard Resilient Coastal Communities Integrated Ecosystem Assessments Integrated Water Resource Services Outreach & Communication Weather & Water Climate Ecosystems These initial focus areas are driven by NOAA’s strategic Mission Goals and build upon existing regional efforts Commerce & Transportation 5 Blending National and Regional Priorities Hazard Resilient Coastal Communities Integrated Ecosystem Assessments Integrated Water Resource Services Region-specific Priorities and Existing Commitments These programmatic priorities are at the intersection of: Required Geographic Specificity Stakeholder Demand, Visibility Corporate, Strategic Priorities NOAA is developing a blended approach to execution priorities for FY 2007-2008, reflecting current regional partnerships 6 Management Approach Executive Oversight Group (LO DAAs & GTLs)  Establish the initial direction of the effort  Provide guidance and oversight for working groups  Monitor and evaluate progress Priority Area Task Teams (national level)  Develop a NOAA-wide strategy for addressing each of the Priority Areas Regional Teams (one per region)  Develop and implement strategies for addressing national and regional priority areas—as appropriate for the region 7 2007 Framework for NOAA Regional Collaboration Legend Alaska Central Great Lakes North Atlantic Pacific Islands Southeast & Caribbean Gulf of Mexico Western FL, NY, & PA are 2-region states 0 250 500 1,000 Miles 0 500 1,000 Miles 0 500 1,000 Miles 0 250 500 1,000 Miles 8 Regional and National Team Leads Regional Team Leads Alaska: Laura Furgione (NWS) Pacific: Bill Thomas (NOS) Western: Vickie Nadolski (NWS) Central: Lynn Maximuk (NWS) Gulf of Mexico: Buck Sutter (NMFS) Great Lakes: Stephen Brandt (OAR) North Atlantic: Dean Gulezian (NWS) Southeast & Caribbean: Jeff Payne (NOS) Priority Area Team Leads Hazard Resilient Coastal Communities: Margaret Davidson (NOS) Integrated Ecosystems Assessments: Steve Murawski (NMFS) Integrated Water Resource Services: Gary Carter (NWS) Outreach and Communications: Louisa Koch (Education) 9 Priorities Regional Priorities include:  Climate Services  Hydrographic Services  IOOS Regional Associations  Integrating Local Knowledge  Improving Data Delivery  Sustain and strengthen existing regional commitments, e.g., • Great Lakes Regional Collaboration • Gulf of Mexico Alliance 10 What is NOAA doing now?  NOAA’s goals for Regional Collaboration require a multiyear effort with regular adjustments • Feedback is vital in shaping the future of the effort  Broad-based support is essential • Encourage discussions about the purpose and direction of this effort • Provide feedback and suggestions to the Executive Oversight Group (through DAAs), Regional Teams, and Priority Area Task Teams • Engage external stakeholders  Explain purpose of Regional Collaboration  Encourage feedback and participation 11 For more information on Regional Collaboration Visit our Websites: Internal NOAA: https://www.ppbs.noaa.gov/regional_collaboration.html External: http://www.ppi.noaa.gov/regional_collaboration.htm
