POSITION: DEPUTY TREASURER/FORECLOSURE/BANKRUPTCY
POSITION NUMBER:   2103.00

1.0       MAJOR FUNCTION AND PURPOSE

1.1       This position reviews delinquent tax account receivables and conducts formal tax
          collection procedures. When efforts are futile, she/he conducts property foreclosure
          proceedings accordingly. Handles tax proceedings in Bankruptcy cases working with the
          Prosecuting Attorney’s office. Performs a variety of other clerical duties to assist in the
          efficient operations of the Treasurer’s Office.

2.0       SUPERVISION RECEIVED

2.1       Employee in this position operates under minimal supervision, once trained. Will require
          higher level of supervision during training, special projects or assignments. Supervision
          and guidance are received from the Treasurer or Chief Deputy Treasurer.

3.0       SUPERVISION EXERCISED

3.1       Employee in this position does not normally supervise staff, but will assist with training
          and guidance to new department personnel.

4.0       SPECIFIC DUTIES AND RESPONSIBILITIES

4.1        Review outstanding delinquent tax account receivables, prepare and conduct formal and
          legal procedures to collect taxes. As needed, foreclose on real property on uncollectible
          tax debts.

4.2       Research and trace property ownership and property liens, and order title study or search.
          Close contact with other public agencies and private entities involved in the properties in
          question. Make all necessary and available contacts with taxpayers, including phone,
          mail and in-person contact attempts, to provide taxpayers all available means to discuss
          tax payments.

4.3       Issue Delinquent Notices when all other means failed. Coordinate efforts with the
          Prosecuting Attorney’s office. Post and publish legal notices, and file pertinent
          documents with the County Clerk.

4.4       Distribute the monies generated from auctions to proper funds. Issue and record
          Treasurer’s deeds and handle any payment of surplus funds over the debt to the owner or
          other lien holders.

4.5       Post and advertise property sales and prepare sale documentation including minimum bid
          list.

4.6       Prepare records for cases involving litigation. Testify for the County on cases as needed.

4.7       Calculate and accept advance tax payments when personal property is in jeopardy, for
          example, when property is sold or mobile homes are moved.

4.8       Collect necessary information on real property subject to foreclosure and legal action and
          coordinate with the Prosecuting Attorney’s office. Notify property owner(s) of payment
          due dates to avoid foreclosure.

4.9       If payment due date is not met, the Treasurer orders the foreclosure to continue. Post
          legal notices, publish and file with the County Clerk, and order title search.

4.10      Prepare all needed documentation and coordinate the auction sale of foreclosed
          properties.

4.11      Distribute monies received to the proper funds, issue and record Treasurer’s deeds, and
          issue payment over the costs to the owner of record.

4.12      File bankruptcy proof of claims and insure the County’s claim by monitoring and
          communicating with the bankruptcy’s creditors and follow-up documentation.

4.13      Provide courteous and timely customer service.

4.14      Answer and respond to telephone calls.

4.15      Cross-trained as backup for the Personal Property/Mobile Homes Deputy.

4.16      Cashier (backup) including collection of taxes as well as posting, batching, and recording
          payments, accepting and receipting cash payments.

4.17      Maintain records, compose department correspondence relating to the duties of the job.

4.18      Attend and participate in staff meetings. Provide input and recommendations to improve
          own work processes and the general operation, performance and services provided by the
          department.

4.19      Attend training and consult other experts to enhance skills and knowledge.

4.20      Perform tasks as directed.

5.0       DESIRABLE QUALIFICATIONS, KNOWLEDGE, SKILLS AND ABILITIES

4.1       Excellent interpersonal and customer service skills to courteously work with the public
          and other county employees requiring services.

4.2       Develop and maintain good working relations with other county employees and agencies.

4.3       Work well independently as well as a member of the team.

4.4       Manage and perform work in a multi-task environment. Must be organized in order to
          complete work under date/time deadlines.

4.5       Able to work under pressure and handle stressful situations in a calm manner.

4.6       Communicate effectively orally and in writing in a professional business manner.

4.7       Able to maintain confidentiality.

4.8       Posses or develop a general understanding of applicable codes, ordinances, laws and
          statutes that relate to property taxation governing the operations of the Treasurer’s office.

4.9       Maintain high standards of accuracy, ethics and efficiency in handling money
          transactions.

4.10      Effectively operate a personal computer, with knowledge of office, word processing,
          spreadsheet, accounting, and specialized software applications.

4.11      Operate an electronic posting and receipting system.

4.12      Operate standard office equipment such as fax, typewriter, adding machine, copy
          machine, and multi-line phones.

6.0       EDUCATION, EXPERIENCE AND CERTIFICATES

6.1       A.A. in Legal/Paralegal or Business with a financial or government emphasis and/or
          equivalent experience. (Required)

6.2       Must be bondable. (Required)
