COURSE DESCRIPTION eLearning course on Strategic Human Resource Management for the Arab Region Course Dates: 10th November ‐ 19th December 2008 Course Duration 6 weeks Registration Deadline: before 30th October 2008 Methods: Distance Learning Place: ITU eLearning Centre Course Synopsis By the end of this training the participant will understand that; Strategic HR Management is a process of developing and executing a series of competitive changes to enhance the success of the organization, for now and the future. In the telecom environment these competitive changes are derived from external demands like technology convergence, policy and regulation on the sector, and internal capabilities which it has developed or acquires to be competitive on the market. The learner will understand the HR role in the Business Plan, and clearly understand the concept of HR as a Strategic Partner. Course Outline: Module 1: Understanding the Telecom Market This module will give participants knowledge about the drivers in the telecom sector, tools for analyzing the market and generic HR strategies for a telecom operator. Activities of the module: • Discussion forum • Assignment as programmed. Module 2: Business Plans This module gives the structure of a business plan focusing on HR considerations and tasks in relation to the other organizational functions. The Business Plan is the base for changes needed. Through a case study the students will analyze the HR function in a Business Plan. COURSE DESCRIPTION eLearning course on Strategic Human Resource Management for the Arab Region Activities of the module: • Discussion forum • Assignment: based on the analysis of the case study, making comparisons with the participant’s own situation or experience. Module 3: HR Planning and Implementation In this module the participant will analyze through examples how to carry through a planning process, focusing on HR functions. The HR Planning Process is concentrating on capacity building and how to fill the competence gap related to changes. Meanwhile, the implementation part focuses on how to implement changes. Activities of the module: • Discussion forum • Assignment: based on how to handle capacity building Module 4: Change Management In this module the participants will discover what changes have to be made, related to the HR functions. Change Management is an ongoing process and it never stops. A case study is given describing such a process and gives some conclusions. Activities of the module: • Discussion forum • Assignment: based on restructuring process and HR role. Module 5: HR as a Strategic Partner This module summarizes the role of HR: • Defining the drivers for change, • The involvement in Business Planning, • The HR Planning and Implementation, • Overview of Change Management. Activities of the module: • Discussion forum • Assignment: based on the research defining what actions HR has to take and priorities now and in the coming 5 years. COURSE DESCRIPTION eLearning course on Strategic Human Resource Management for the Arab Region Target Participants: Human Resources Directors, Managers and Executives of the organizations in the Telecom sector having attended previous face‐to‐face ITU Human Resource workshops, plus Personnel Administrators wishing to join the ITU Human Resource virtual community. The target population can be extended to other Business Units managers who want to improve on their skills in Human Resource Management and Development. Note: I t is recommended that participants be familiar with Excel software as some exercises will b e suggested and worked out during the course by the trainees. Methodology: This course will be delivered for a period of six weeks. It will be run in such a way that each week the tutor will introduce at least one new topic. At the beginning of each week, training material, evaluation and eventually homework be posted to make it available for students There will be discussion forums with weekly topics where students are highly encouraged to participate and interact with instructors and other students. The first two days of the training are an introductory period, which is given to the participants for familiarization of the course and platform and made self‐presentations The last three days of the training is dedicated for conclusions of this training and for an evaluation of this course. Requirements for participation: It is recommended that each participant be willing to dedicate approximately 8‐10 hours per week. Access to internet and other such facilities will also be required to actively participate in the course. The availability of Internet Electronic Mail and Internet is necessary to participate in the course. Evaluation: Besides the weekly quiz and their final assignment score, participants will be evaluated according to their substantive contributions on the discussion forum, active participation in the chats and other course activities, reflecting both the quantity and quality of time spent on the course. Participation fees: On this occasion, the ITU/BDT is offering this course free of charge to participants. Nevertheless the participants (or their entities) will have to cover their own Internet access costs for participation.
