                  Broadening Stakeholder Participation in Forestry

Background
The Forest Sector Support Partnership (FSSP), in close coordination with MARD, will
organize a Forestry Partnership Forum on 8 May 2007. The Partnership Forum will focus on
the theme of “Socialization – Broadening Stakeholder Participation”. It will consider
three sub-themes:
      how to engage local people and civic society, including non-state stakeholders in
       supporting forest protection, development, management, and utilization, and to
       ensure that local people receive fair benefits for their participation, and identify key
       issues needing attention to promote such participation and benefits;
      how to promote the more active engagement of the private sector in supporting the
       sector, and identify key issues needing attention to ensure that private sector can play
       a meaningful role;
      how to broaden participation not only in commercial and productive activities, but also
       in activities related to forest protection, biodiversity conservation and environmental
       services;
The Forum will start in the plenary session with two speakers, i.e., one Vietnamese speaker
and one international speaker, to provide an overview on the overall theme of “Socialization”.
The plenary speeches should be provocative, i.e. provide further discussion and debate on
the key issues and questions. The forum, then, is divided into three sessions to further
discuss the sub-themes, including A: “Engaging non-state stakeholders”, B: “Promoting
private sector participation” and C: “Promoting broader participation in, and benefits from,
forest protection, biodiversity conservation and environmental services”. The Forum will
conclude with discussions of how to move forward in promoting greater stakeholder
participation/ socialization in Vietnam’s forestry sector.
Organization of the Forum:
Forum organizing committee under the direct supervision of FSSP Chair and Co-chair is
responsible for the development of the Forum. The Forum Organizing Committee includes
representatives of Forestry Department (DoF), Forest Protection Department (FPD),
Planning Department (DoP), and voluntary FSSP Partners.
Session organizers: For each of the three parallel sessions (A, B, and C), a Session
Organizing Team takes lead and collaborate with FSSP CO and respective line-department
in organize the session, arrange presenters for different elements, etc. Members of session
organizers are as following:
   -   Session A: FD/MARD, SNV, ETSP, Oxfam GB, Care International, CIFOR
   -   Session B: Planning Dept./MARD, VIFOREST, WWF, VGF Programme/GTZ, Truong
       Thanh Company
   -   Session C: FPD/MARD, SNV, IUCN, RNE
Secretariat of the Forum: The FSSP Coordination Office serves as the secretariat for the
Forum.
