					    Activity : Post Harvest Management

    Objectives:

         To reduce the post harvest losses and import                product
         diversification through processing technologies.

    Procedure:


    Pack houses

         The PHM / Fruit section at Head quarters will publish / advertise
         notification calling proposals / applications. The applications will
         be received by the concerned Asst. Director of Horticulture in the
         respective districts and forward to HOD.

         The PHM / Fruit section will workout prescribed format for
         furnishing   the  project     proposals by   the    perspective
         entrepreneurs / beneficiaries and communicate to the concerned
         district ADHs.

     The technical committee constituted for the purpose will
     scrutinize the applications, conduct interviews and select the
     beneficiaries.

     Preliminary sanction will be accorded based on the technical
     committee recommendation with terms and conditions.

     Horticulture officer should maintain a register for Pack houses
     and assistance provided under NHM item wise should be
     recorded.

     Preference should be given to Small and Marginal farmers, ST’s
     and SC’s.

     A signboard at the site “Department of Horticulture (NHM)
     assisted project” have to be exhibited.

     Department reserves the right to modify, add and delete any
     term / condition without assigning any reasons thereof.

     As and when required pre and post inspection would be
     undertaken by the department representative(s) to find out
     physical and financial progress.

     Department shall have the right to inspect / monitor the project
     and verify the records related at any time during the economic
     life of the project.

Documents to be submitted along with applications:

  1. Application in prescribed format
  2. Land record of the project/pattadar passbook
  3. Term loan sanction letter and project appraisal note from bank
     concerned
  4. Affidavit on stamp paper
  5 Invoices for equipment/ machinery certified by the farmer &
     attested by       the officer concerned.
  5. Civil engineer/ architecture report.


Documents to be submitted after completion of the unit:

  1. Project cost utilization certificate from bank.
  2. Date wise loan disbursement statement from bank.
  3. Item wise/ head wise expenditure statement           &   project
     completion certificate from bank.
  4. Photos of inspection along with a report.

Mode of disbursement:

     Assistance will be released as bank linked back ended subsidy
     programme/beneficiary.

Mode of Disbursement:

     Upon completion of the project, the concerned bank will inform
     NHM that the project has been completed within the over all
     guidelines of NHM and shall make a request to NHM for joint
     inspection of project which will be conducted in the presence of
     promoter.

     Assistance will be released as bank linked back-ended subsidy
     programme/beneficiary.

     Subsidy will be made after project has been successfully
     completed/purchase of reefer vans according to the term and
     conditions of the loan/or as per the approved feasibility cum
     project report, as the case may be.


5) Market Intelligence:

     This aims at creation of on line markets and data management,
which help the farmer in having better marketing strategies to obtain
reasonable remuneration to the produce.      Market intelligence will be
implemented in a project approach.      National Institute of marketing,
NIAM will be contacted for the list of consultants. A consultant will be
identified with regard     to market experience and strength. Market
Information centers will be established in Ranga Reddy and Guntur on
turnkey basis. This is a common facility available to the Horticulture
farmers.
