Minimum Qualifications

Minimum of five years experience in the area of real property appraisal or similar capacity. Successful completion of courses related to real estate, or real property appraisal may be substituted for experience. Must have completed IAAO course I and II, with additional advanced classes. Must be State Certified in New Mexico. Must have extensive knowledge of appraisal techniques, practices and procedures involved in the valuation of both real and personal property. Must be able to read and understand building plans; distinguish between the quality of construction and materials. Must have the ability to perform duties with minimum supervision. Ability to act as a team leader. Ability to sketch neatly. Must be able to gather, interpret, and utilize data pertaining to population, employment, land use, zoning and other economic information for appraisal purposes. Knowledge of the State laws, rules and regulations governing the valuation and assessment of real and personal property for tax purposes and other operations within the office of the Assessor. Must have experience and knowledge of computers with willingness to adapt to various programs. Ability to conduct sales ratio studies. Must possess excellent public relation skills. Essential Duties 1. Conducts appraisals on assessing complex real property (ie; land, commercial, industrial, personal property) along with residential property utilizing accepted appraisal techniques, methods, practices and systems. 2. Classifies structures as to type and quality of construction. 3. Measures and draws property improvements dimensions, collects descriptive and analytical information with respect to area of responsibility. 4. Establish real estate values for residential, non-residential and commercial properties. Use County maps to locate property to be assessed. 5. Assist co-workers in assessing every property within the County. 6. Establishes property grade, based on quality of construction. 7. Determines proper appreciation or depreciation of structure. Such evaluations are based on consideration such as land use for type of construction, construction additions, use of property, square footage of structures, utilities available, livestock, presence of flood controls and irrigation, topography of property, streets and accessibility, and other related details. 8. Prepares sales ratio studies in an effort to determine market value of land and real estate. Sales ratio should reflect current and correct market value. Such reports are submitted to Taxation and Revenue. 9. Sketch buildings, take measurements, and enter all information pertaining to appraisal on property record cards. Submit property record cards to office clerks for entry into computer system. 10. Defend appraisal evaluations protested by property owners at formal or informal hearings. 11. Employee must perform all duties with minimal supervision. Employee may be required to work irregular hours, attend job-related meetings and perform other duties as assigned. 12. Make-on-site inspections of new construction and existing property to assist in the appraisal and classification of property for tax purposes. 13. Contacts representatives of State, County and Federal government, private concerns, Realtors, property owners and others as needed to secure information in the appraisal of real property 14. Assisting in the appraisal of personal property and manufactured mobile homes, assist in making changes to maps, property, identifying ownership or legal descriptions, etc. 15. Acts as a team leader by training, and assisting co-workers. 16. Reviews properties as a result of reappraisal, new improvements and/or changes, field cards and tax payor protests. 17. Explains valuations, responds to questions or concerns raised by property owners. 18. Prepares documentation for protest hearings and completes written reports to supervisors. 19. Works under the general supervision of the Assessor, Deputy Assessor and under the Direct Supervision of the chief Appraiser or his/her designee who provides work assignments, instructions and technical assistance, and establishes deadlines and priorities.
