Location : In commercial area with sufficient parking space. It should be on ground floor only , on main road or clearly visible from main road layout and location to be submitted along with EOI EMD of Rs. 2 lakh is to be submitted alongwith EOI in the form of cash receipt with AO(Cash) % GMTD, Almora or Bank draft in favour of AO (Cash) % GMTD,BSNL Almora. Existing BSNL franchisee must give details of area where Serving / operating.

document (non-refundable) in the form of cash / bank draft in favour of Accounts Officer (Cash), BSNL O/o GMTD Almora payable at Almora In case of cash payment, the original cash receipt obtained should be enclosed with application. Bid document can also be downloaded from bsnl website www.uttaranchal.bsnl.co.in In case tender form is downloaded from web site, cost of the tender form must be submitted along with tender form in the form of Demand Draft, from a scheduled bank drawn in favour of A.O. Cash, BSNL, Almora payable at Almora 263601. During the entire evaluation process if it is observed that the down loaded document is different from the original and or tempered/changed/altered/modified in any way the bid will be rejected resulting in forfeiture of EMD. Submission of EOI : Separate EOI should be submitted for each vacant location and each EOI should be superscribed on envelop with “ Franchisee-ship at SDCA area …………… and it should be dropped in concerned drop box kept in the office of SDE(Plg.) % GMTD, BSNL ,Thapaliya, Almora. Bid shall not be opened (a) if name of the area is not superscribed on envelop (b) name & address of the bidder is not given on the envelop. 2. Requirements for franchisees after approval of EOI :a PBG (Performance Bank Guarantee) of Rs. 3 Lakhs to be submitted before
signing of agreement within 15 days of LOI.
b Space is to be ensured within 7 days of LOI for award of Franchisee ship/ Franchisees ship.
c Manning at least 14 hrs. /day (8:00 AM to 10:00 PM).7 days a week. Attending Complaints (8:00 AM to 8:00 PM) 7 days a week. d. Staff of franchisee working for BSNL product and services should be in uniform specified by BSNL. e. BSNL, reserves the rights to seek/verify financial information from franchisee's Bankers/credit providers & sue another sources as to carry out other verifications.
f. Franchisee shall deposit the aforesaid EMD/PBG of said amount as BSNL may determine from time to time. BSNL reserves the right to forfeit/adjust/apply the said EMD/PBG amount in full or part satisfactions of any sums due from the franchisee to BSNL at any time, Franchisee shall continue to be liable for balance, if any, No interest will be paid on the deposit. BSNL reserves the right to increase the amount of PBG at any time in its sole discretion with respect any/some/all franchisee.
3. Selection of Franchisees :Selection of Franchisees will be made by the duly constituted selection committee based on the marks obtained on the basis of eligibility conditions and presentation/interview of two top ranking bidders. The decision of selection committee shall be final and binding to all bidders.
4. Restrictions on location for bidding: A particular franchisee can have 30% of total area in a Circle, subject to maximum four franchisee areas in the Circle / country Franchisee will be eligible for franchisee ship in the Circle where it is registered / operating and can apply for franchisee ship in one Circle only as per their choice. 5. All franchisee should have well defined geographical area (to be defined and notified by SSA/Circle). This will be their primary area and the franchisees must fulfill all the requirements as per the policy in this primary area. The franchisee will not be allowed (i) to open any retail outlet/Office or (ii) appoint any retailer or(iii) to do any wholesale activity outside their primary area. However in the interest of BSNL. CGM may allow any of franchisee to operate outside his/her primary area within the SSA for any specified period by issuing suitable relaxation. The other details like geographical area of operation for each SDCA where franchisees are to be appointed, commission / incentive payable and other terms & conditions can be seen in the documents in the annexure “K” enclosed. 6. Opening of EOI – EOI shall be opened at 15.00 hrs. on 28.05.2008, in the office of the SDE (Plg) O/o General Manager Telecom District, Thapaliya, Almora in the presence of bidders/ authorized representatives of the bidders who wish to be present. 8. Fee for EOI Document is neither transferable nor refundable. 9. EOI document sent by registered post / speed post / courier in the prescribed form under wax sealed / tape sealed covers should reach to SDE (Plg.) O/o General Manager Telecom District, Thapaliya, Almora 263601 as per time and date mentioned in NIT, otherwise tender will not be accepted. The number of locations are Three and GMTD Almora has the right to cancel the tender or reduce/increase the number of franchisee locations without assigning any reason.
