					                       International Understanding Study in Schools Using ICT
                         - Utilization of Mobile Internet and Video Conferencing -

1. Introduction
           The Ministry of Education, Culture, Sports, Science and Technology (MEXT) of Japan proposed
“Periods for Integrated Study” in “The Courses of Study 2002” in order to foster “Zest for Living” (IKIRU
CHIKARA) in children. They'd like to innovate the view of learning ability like as “from Feeding knowledge
to Constructing knowledge” through the educational activities that offer individual instruction, review instruction,
and hands-on, problem-solving learning, and making other improvements including the creation of Periods for
Integrated Study.




                                From Providing knowledge to Constructing knowledge

           Periods for Integrated Study aims to tie the individual knowledge which children obtained from the
study of each subjects, and to make students can use the overall knowledge comprehensively.
           MEXT located these periods that the school makes the best educational activity according to the
situation of region, school, and children. MEXT suggested to set the subject; International understanding study,
Information study, Environment study, and Welfare and Health study, etc. as the activity contents of Periods for
Integrated Study extended for past subjects.
           The phase of Information study, MEXT is proceeding with installing Computers, Broadband Internet
connections and Intra-school LANs and implementing teacher training with the aim of enabling all classes to use
Computers and the Internet by FY2005. On the other hand, the phase of International understanding study,
schools begin to set International interchanging activities and Early English learning activities of elementary level.
           My idea is, Information study and International understanding study due to be combined and merged
in order to foster “Zest for Living” in children more effectively.
2. Advanced Utilization of Internet for International Interchange Study
           Web-pages, E-mail, Chat, BBS (Bulletin Board System), Video-Conferencing etc., we can suppose
many sort of the advanced utilization about the Broadband Internet of _DSL, CATV and fiber optics. Placing
the situation of media utilization, we can divide these utilizations into two groups; synchronous media and
asynchronous media.

         Synchronous media            Chat, Video-Conferencing        == Real time Dialogue

        Asynchronous media            Web-pages, E-mail, BBS == Time Free

           Using in the class, synchronous media seems to be dynamic and asynchronous media seems to be
static. We can use these Broadband Internet media, according to time and the case

3. Utilization of Video Conference System
           Video-Conferencing is very enjoyable synchronous communication
media. We can talk interactively using TV-Phone with real time. Installing
some external equipment to TV-Phone in the class; LCD projector, Large TV,
Video Camera and so on, the students of the both classes can communicate through
the screen together. Broadband Internet makes us to communicate freely by clear
picture and sound. Schools can make the International interchanging activities         Internet TV- Phone
using Video-Conferencing very easily, not need to let students go abroad.

           The problem of Time difference exists in the joint class activity between distant countries. We can
not make Video-Conferencing between the schools of U.K. and Japan normally, because there is a nine-hour time
difference between Tokyo and London. We must think about utilization of asynchronous media to such a case.
4. Utilization of PHS Wireless Mobile Internet Gear
             Using E-mail in the class for international interchanging study, students used to get irritated against
“No reply”. They expect to let the partner class reply, though they have the difference of school terms and
custom each other. Teachers feel that utilization of E-mail for International interchanging study is difficult more
than the appearance. This is a feature and a fault about utilization of asynchronous media, too.
             So, we developed the new measures to let the communication continue between the schools of distant
countries using asynchronous Internet BBS with Note PC and Mobile Internet terminal (PHS wireless).
                                                                  We opened original “The Network Museum” on
                                                      free BBS site http://www.nihonkai.com/museum/ on Internet
                                                      Web.     This site provides the introduction of the art
                                                      information in the region and the work of art by own. To
                                                      contribute the art work item, we take the picture of the art
                                                      work and write comments, then transmit by PC or Mobile
                                                      Internet terminal instantly. We tried to set the international
                                                      interchanging between the schools in China and Japan using
                                                      “The Network Museum”. Through Kanji- characters, they
                                                      could understand and continue their communication in
                                    by Chinese
                                                      Chinese and Japanese, no more English.
