       The Mitchell County Commissioners met in formal session on Monday, April 25,
2011 at 8:30 a.m. in the Commissioner’s Room of the Mitchell County Courthouse.
Present were Chairman Virgil Palen and members Tom Claussen and Mike Cooper. Also
present were Bill Hagman, Beloit Call; and Charlene Watson, KVSV Radio; and David
Chase. Mike Schrandt, KDNS Radio, joined the meeting later.
       The meeting was called to order at 8:30 and the Pledge of Allegiance was recited.
The minutes of the April 18th meeting were approved as written on motion by Tom
Claussen and seconded by Mike Cooper and carried by unanimous vote.
       County Clerk Chris Treaster requested, and was granted, a 10-minute executive
session for non-elected personnel on motion by Mike Cooper and seconded by Tom
Claussen. Motion carried by unanimous vote. Deputy County Clerk/Payroll Clerk Kathy
File was asked to remain in session. Session began at 8:30 and ended at 8:40 when it
was extended 10-minutes on motion by Mike Cooper and seconded by Tom Claussen.
Motion carried by unanimous vote. Session ended at 8:50 with no decisions made in
executive session. The commission announced that they would like Kathy File to give
them more information on vacation pay and how it pertains to the personnel policy.
       County Health Administrator Sondra Hone met with the commission at 9:00. She
informed them that there were an estimated 500-600 persons who attended the recent
Health Fair. They gave 74 immunizations and did 264 blood draws. Mrs. Hone
requested, and was granted a 15-minute executive session for non-elected personnel on
motion by Tom Claussen and seconded by Mike Cooper. Motion carried by unanimous
vote. Session began at 9:00 and ended at 9:15 with no decisions made in executive
session.
       Commissioner’s Palen and Claussen attended the Fire Chief’s meeting last
Thursday evening. Burn permits were discussed. The Fire Chief’s requested that the Burn
Permit Resolution possibly be changed to include an increase in the fine charged and to
require individuals to burn within a certain time period after they receive permission to
burn. Receiving a call to Dispatch when the burn is completed was also discussed. The
Commission was going to discuss the matter with the County Attorney before changing
the Resolution.
       A Neighborhood Revitalization Application was approved for Gordon File in the
amount of $55,182 on motion by Mike Cooper and seconded by Tom Claussen. Motion
carried by unanimous vote.
       The bill received from Fout’s Insurance for an increase in Workman’s
Compensation Insurance was discussed. Commissioner Claussen visited with Byron Palen
who stated that due to increased wages the premium had also gone up. The commission
voted to pay the bill on motion by Mike Cooper and seconded by Tom Claussen.
Motion carried by majority vote as Commissioner Virgil Palen abstained as Byron Palen is
his son.
       Trash dumping along roadways and creek and river beds was discussed.
Commissioner Cooper suggested that if those who do the dumping can be identified that
there be a penalty assessed.
       The commission discussed the change order received from Don Marrs concerning
the LEC project at the North Campus. Commissioner Cooper was going to talk to Mr.
Marrs to get some information about the specific items added to the project before they
make a decision.
       The meeting was adjourned at 9:48 on motion by Mike Cooper and seconded by
Tom Claussen. Motion carried by unanimous vote.
       The regular monthly department head meeting was held at 10:00. Those in
attendance included Becky Schaefer; Scott Davies; Dan Streit; Kitty Wagner; Sondra
Hone; Brian Streit; Karm Princ and Larry Emerson; Judy Pettijohn; and Yvonne Melton.
Ed Debesis joined the meeting later. Each department gave an overview of recent
activities. The commission changed its policy on allowing employees to be handed their
paychecks, if they receive one on paper, rather than having them mailed. They will also
allow direct deposit slips to be given in person rather than mailed, unless requested to do
so. Exempt salaried employees and vacation time/compensated time was discussed. The
commissioners were going to review the handbook and the vacation policy section to
resolve some of the questions concerning vacation/compensated leave time. The
meeting ended at 11:10.
