EVEN SOME OF THE PEOPLE SELLING THE NEW SETS DON'T FULLY UNDERSTAND THE RAMIFICATIONS OF THE THE CHANGE TO DIGITAL. THIS STORY WARNED VIEWERS OF THE LACK OF TRAINED PERSONNEL AT SOME OF THE BIG ELECTRONICS STORES. "CW PHILLY" REPORTER JIM DONOVAN WENT UNDER http://fjallfoss.fcc.gov/cdbs/cdbs_docs/388_101.cfm?acct=829472&appn=1272133&formid=388 10/9/2008 DTV Quarterly Activity Station Report Page 3 of 5 COVER WITH A HIDDEN CAMERA TO FIND OUT IF SALES PEOPLE WERE GIVING CUSTOMERS CORRECT INFORMATION ABOUT THE NEED FOR BUYING A NEW TV OR CONVERTER BOX. MUCH OF THE CONFUSION SALES PEOPLE HAVE CENTERS AROUND CABLE BOXES AND BUILT-IN DTV TUNERS IN NEW DIGITAL TELEVISIONS. OUR REPORTER WENT THROUGH A CHECKLIST DEVELOPED FOR VIEWERS TO HELP CLEAR UP THE CONFUSION. FIRST, VIEWERS WERE TOLD THAT IF THEY ALREADY SUBSCRIBE TO CABLE OR SATELLITE, THEY ARE SET AND DON'T NEED TO DO A THING. SECOND, THEY WERE TOLD THAT NEWER TELEVISIONS BUILT AFTER MARCH 2007 HAVE A BUILT IN DIGITAL TUNER, AND IF THEIR TELEVISION WAS MANUFACTURED AFTER THAT DATE, THEY WERE READY FOR THE CONVERSION. AND FINALLY, IF VIEWERS HAD AN OLDER SET AND USED RABBIT EARS OR OUTDOOR ANTENNA THEY WOULD NEED TO BUY A DIGITAL CONVERTER BOX. IN 6 OF 7 STORES OUR UNDERCOVER TEAM WENT TO, CONSUMERS WERE GIVEN INCORRECT INFORMATION BY THE SALES STAFF. WHEN CONFRONTED WITH THIS INFORMATION, STORE MANAGERS TOLD OUR REPORTER THAT THEY WOULD STEP UP THE TRAINING ON THEIR STAFFS AND PROMISED TO IMPROVE THEIR SERVICE TO CUSTOMERS REGARDING DTV. 9/03/08 CW PHILLY WAKEUP NEWS / CONSUMER REPORTER JIM DONOVAN ANSWERED SEVERAL VIEWER QUESTIONS, THE FIRST DEAL WITH PORTABLE TELEVISIONS. THE FIRST VIEWER WANTED TO KNOW IF HE WOULD BE ABLE TO USE A DIGITAL CONVERTER BOX ON HIS PORTABLE SETS. SINCE THERE ARE NO BATTERY POWERED CONVERTER BOXES, THE VIEWER WAS TOLD HE'D STILL BE ABLE TO USE THE SETS, BUT THEY WOULD NOT BE AS PORTABLE AS THEY WERE BEFORE ADDING THE CONVERTER BOX. THE TV WILL NEED TO REMAIN CLOSE TO AN OUTLET TO POWER THE CONVERTER. THE SECOND QUESTION WAS REGARDING THE DTV CONVERTER BOX AND VCR/DVR RECORDING. SEVERAL VIEWERS ASKED IF THEIR VCR/DVRS WOULD RECORD USING THE CONVERTER BOX. THE ANSWER IS YES, BUT RECORDING MAY REQUIRE A SECOND CONVERTER BOX IF VIEWERS WANT TO WATCH A DIFFERENT CHANNEL FROM THE ONE THEY ARE RECORDING. THE STORY DIRECTED VIEWERS TO THE WEBSITE HTTP://WWW.EHOW.COM/HOW 2285590 DIGITAL-CONVERTER-BOX-OLD.HTML FOR INSTRUCTION ON HOW TO HOOK UP THE VCR/DVR TO SECOND CONVERTER BOX. AS ALWAYS, THE PIECE ENDS BY REMINDING VIEWERS OF THE CONVERSION DATE AND SENT THEM TO CBS3.COM/DIGITAL FOR LINKS TO MULTIPLE WEBSITES DEALING WITH THE DIGITAL TRANSITION. 9/24/08 WAKEUP NEWS / THE STORY BEGINS BY REMINDING VIEWERS OF THE END OF ANALOG TVON FEBRUARY 17TH, 2009. THE STORY ALSO REMINDED VIEWERS THAT THEY WOULD NEED A CONVERTER BOX IF THEY HAD AN OLD ANALOG TV WITHOUT CABLE OR SATELLITE. THEN CONSUMER REPORTER JIM DONOVAN ANSWERED VIEWER QUESTIONS THE FIRST ASKED IF AN OLD ANALOG TV WOULD BECOME HIGH DEFINITION BY ADDING A DTV CONVERTER BOX TO IT. THE ANSWER WAS NO. THE REPORTER EXPLAINED THAT THE PICTURE ON THE ANALOG SET WOULD LOOK BETTER, BUT THE HD SIGNAL WOULD BE "DOWN-CONVERTED" SO THAT AN OLDER ANAOLG TELEVISION COULD DISPLAY IT. THE SECOND QUESTION WAS ABOUT ROOFTOP ANTENNAS. THE QUESTIONER WANTED TO KNOW IF HE WOULD NEED A NEW ANTENNA FOR DIGITAL TELEVISION. THE EXPERT WE ASKED SAID IT WAS NOT NECESSARY TO GET A NEW ANTENNA, BUT HE MAY WANT TO GET A NEW ONE TO MAKE SURE HIS SET WAS GETTING AS STRONG A SIGNAL AS POSSIBLE. RESOURCE INFORMATION FOR THIS STORY CAME FROM WWW.ANTENNAWEB.ORG, WWW.NTIA.DOC.GOC AND DTVANSWERS.COM. Speaking Engagements Comments: 9/16/08 - WPSG DIRECTOR OF ENGINEERING RICH PALESKI SPOKE AT A DTV SEMINAR SPONSORED BY ENGINEERS CLUB OF PHILADELPHIA AT THE "SHERATON UNIVERSITY CITY" IN PHILADELPHIA, PA. STUDENTS FROM LOCAL UNIVERSITIES WERE ON HAND TO DISCUSS SOME OF THE SOCIAL AND TECHNICAL IMPLICATIONS OF THE UPCOMING DIGITAL TRANSITION. STUDENTS ATTENDING WERE ENCOURAGED TO GO OUT AND SPREAD THE WORD TO FRIENDS AND FAMILY ABOUT DTV, ESCPECIALLY SINCE MANY CONSIDER THEM EXPERTS IN THE LATEST CUTTING EDGE TECHNOLOGY. Community Events Comments: THE WPSG CW CREW HANDED OUT DTV FLIERS AT ALL OF ITS PUBLIC EVENTS THIS SUMMER. THE FLIERS WERE FILLED WITH INFORMATION TELLING PEOPLE WHAT THEY HAD TO DO TO KEEP RECEIVING OVER-THEAIR TEELVISION. THE PIECE WAS DONE IN A Q & A STYLE. SOME OF THE QUESTIONS INCLUDED WERE: HOW DO I KNOW IF I HAVE AN ANALOG TELEVISION? . . .WHERE DO I GET A CONVERTER BOX? . . . HOW MUCH WILL A CONVERTER BOX COST? . . . HOW DO I GET A COUPON FOR A CONVERTER BOX? . . . DO I NEED A DIFFERENT ANTENNA. ALL THOSE QUESTIONS WERE ANSWERED ON THE HAND-OUT, BUT IF PEOPLE HAD OTHER QUESTIONS, THE FLIER DIRECTED THEM TO 1-888-DTV-2009, CWPHILLY.COM/DIGITAL OR DTV.2009.GOV. Other (describe) Comments: 1.)
