                                           Chapter I
                   Mission of the university, goals a and main directions


Article 1. General Provisions

1.1. LTD Tbilisi University “Metekhi” is founded in accordance with the the Georgian
      legislation granting the legal entity status.

1.2. The university activities are held in conformity with the Georgian legislation, statute
of the university, present regulation and inter-university regulations.

 Article 2. Types and forms of university activities
 2.1 University-level studies are organized in three cycles: Bachelor’s, Master’s and PhD
 academic programs
 2.2. The university is in charge of different activities being in strong conformity with
 the law and aims at the accomplishment of the university goals and interests. The
 university can also participate in the similar activities of different higher educational
 institutions.
 2.3 Present statute lays down the university in the beneficial practical transformation of
 the university mission and goals:
 a) Creating the higher educational institution;
 b) Providing the academic process itself with the high qualified personnel
 c) Launching exchange programs with partner national and international higher
 educational institutions while signing the agreements of cooperation with the higher
 educational institution of foreign countries.
 d) The university deals with the scientific and research institutes within the university
 itself
 e) Aiming at the successful implementation of the higher educational academic
 programs the university invites the high qualified personnel, organizes contents and the
 training courses for the academic personnel and visiting professors. The university
 budget covers the expenses of the activities mentioned above.
 f) The university organizes conferences
 g) The university holds the conferences on the local, regional and international levels
 h) The university deals with the scientific and publishing activities

 Article 3. Mission of the university


3.1 The mission of Tbilisi University “Metekhi” aims at the successful development of
self-oriented higher educational background in accordance with the principles of
Georgian academic heritage and the values of the European educational institutions.
3.2. The academic policy of the university is founded on the ancient Georgian acacdemic
traditions. The academic process, based on the principles of dynamism, highlights the
continuous implementation of innovative academic programs, evaluation methods and
strategic development of the university
3.3. The university academic programs are founded on the achievements of the modern
European higher educational and scientific institutions in accordance with the principles
of the Georgian academic heritage. The university is open to innovative challenges giving
the possibility to the dynamic development specifying by the flexible system of academic
programs and the university management. The ambition towards innovation can be
reflected within the professionalism of the academic and the administrative staff of the
university.
3.4. The mission of the university is based on the following fundamental principles:

   a)   Academic integration
   b) Student-oriented education
   c) Permanent self-development

3.5. Intercultural, international and inter-regional academic integration favors the
facilitation of academic mobility, development of visiting professors’ programs,
implementation of distance learning and exchange of academic stuff aiming to the
enrichment of the professional background in the leading European higher educational
institutions.
3.6. Tbilisi University “Metekhi” promotes the active participation of students in the
university management and the dynamic development of the university. The priority of
the university is to reveal and consider the interests and the needs of the students. The
policy of the university specified by the student-oriented education underlines the
importance of the friendly academic environment being characterized by the promotion
of social, academic, cultural and professional services. The university provides the foreign
students with the additional academic and social services for the better adaptation and
integration in the Georgian reality.
3.7 Permanent self-development conveys in itself the evaluation of the university
priorities, development strategy, academic programs and methods, personnel and
resources. The conducting process of evaluation can be authorized by the university itself,
by the staff and the students of the university, independent evaluation institutions, and
national and international accreditation organizations.

Article 4. Mission achievement ways

4.1. In order to achieve the university mission and goals the following activities have
been acknowledged:
a) Successful combination of Georgian and international academic programs,
implementation of joint academic modules, provision of the Georgina students with the
accommodation abroad and foreign students in Georgia
b) Student oriented- the most flexible curricula give the possibility to the students to
deepen the knowledge in the particular direction and at the same time the students will
be able to enforce their independent and practical working skills. The high level of the
election among the general and special courses leads to the individualization of the
academic program in conformity with the student’s individual requirements.
c) The aim of the academic programs is to deepen the academic and scientific abilities of
the students, to develop the self-evaluation and assessment principles among the students,
to provide the graduates with the skills being of crucial importance for the intellectual
development and integration in the new dynamic society. The programs provide the
students with the important interdisciplinary skills to determine independently the
future professional development, necessary studying processes and adaptation in the new
reality.
4.2. The university acknowledges the rights of students in conformity with the Georgian
legislation, and at the same time deals with the extra standards for the students in order to
create the good study environment:
a) Providing the student with the fixed (unchangeable) tuition fee during his/her studies;
b) University graduates special tuition offers to continue their studies;
c) The university takes the responsibility for the Georgian students abroad and for the
foreign students in Georgia for the successful adaptation in the new environment and for
the integration in the society.
4.3. The university promotes the development of the academic quality within the scope of
the following strategies:
a) Implementation of quality assurance system – implementation of quality assurance
standards, establishment of quality assurance department in conformity with the
international standards;
b) The periodic evaluation of the academic programs, academic process, academic
personnel and university resources by the individual departments (quality assurance
department, academic personnel, students)
c) Establishment and implementation of human, program and material resources
strategies.
d) Inspection of external audit at least once a year
e) Participation in all accreditation processes
f) Implementation of international accreditation strategy
4.4. The university provides the students with the adequate academic programs in
conformity with the Georgian legislation and international standards’ requirements.
4.6. The university curricula are flexible giving the possibility to students to assure
themselves in the right choice of their academic career, to specify the particular

professional domain or to reflect the academic skills in the right direction, or to enrich
the academic background and interdisciplinary skills besides the specialized professional
domain

Article 5. Implementation of the higher educqtion objectives within the university
mission

5.1. The academic process is characterized by the principles of democracy and liberalism,
the values of transparency and human rights creating the healthy background in the
multicultural society for the academic and social activities.
5.2. The university provides the students with the European education in conformity
with the Bologna process standards at the same time preserving the Georgian academic
traditions.
5.3. The university curricula are flexible giving the possibility to students to assure
themselves in the right choice of their academic career, to specify the particular
professional domain or to reflect the academic skills in the right direction, or to enrich
the academic background and interdisciplinary skills besides the specialized professional
domain
5.4. The university provides the students with academic programs in accordance with the
international standards being recognized by the Georgian legislation. The qualification
awarded by the university promotes the academic results meeting all the requirements of
the educational curricula development groups and the consequent classification and
specialized documents
5.5. The university academic programs convey in itself the development of independent
research and practical skills. The successful implementation of the above mentioned
objectives have been provided with the necessary material and human resources.
5.6. The university academic programs highlight the concentration of the student on the
academic, research and practical components.

5.7. The student mobility is provided by the credit recognition and student-oriented
system considering the research of the taken academic program, identification of the
academic disciplines’ equivalency aiming at the maximal recognition of the academic
results
5.8. The university allows the students to consider the credits of the disciplines beyond
the academic program as the disciples of the elective modules
5.9. The university gives the possibility to students of mobility to other higher
educational institution during the period of five years after the termination of his/her
academic process, mainly caused by several reasons including the academic or financial
ones
5.10. In order to take the final decision, regarding the mobility process, the student has
the right to be involved in the university academic process during one week and be
provided with all the necessary university activities and resources

5.11. The university has the student supporting mobility program oriented to the
development of the academic integration on the international level and active
involvement of the academic personnel and the students in this program
5.12. The university has been provided with program giving the possibility to the
graduates to continue their studies in order to be acquainted with other specializations
and university promotes the life-long learning program which guarantees the special
offers to the graduates for new academic programs
5.13. The university curricula have been constructed in accordance with the several
mechanisms concentrated on the student requirements - concentration on the particular
dimenstion of the dicipline, components of specialized and general components
development, strengthening the elective and practical components etc.
5.14. University educational working competence and academic quality enrichment have
been conducted by the implementation of the quality assurance strategies, establishment
of strong auality assurance department, program evaluation by the quality assurance
department, academic department and the students.
5.15. The university takes under its responsibility, periodically at least once a year, the
organization of the external audit inspection under the supervision of the independent
evaluation organization. The university participates in all the state accreditation processes
and implements the strategies for the international accreditation.
5.16. The university objectives, comprising learning, teaching and scientific researches,
have been oriented towards European educational and research integration in the
framework of international systems.
5.18. Alongside the principles of education without the discrimination, the department of
international relations deals with the supporting section for foreign students willing to
study in Georgia. This program conveys the following responsibilities: accommodation of
foreigners, integration in the academic process, acquaintance with the university and
educational structures, defend their rights and interests without any charges.
5.19. The Georgian students of the university will take the following responsibilities:
supporting the foreign students in the academic integration process aiming at the
establishment of the friendly relationship and intercultural links in the student
community. The Georgian students will obtain the sufficient experience in international
relations, communication and team working. The program promotes the development of
social integration.
5.20. The university governance, alongside the entrepreneurial managing principles and
requirements, is constructed in conformity with the Georgian legislation and academic
management traditions in order to meet the principles of transparence, equality and
justice and to provide the environment for the student-oriented education in everyday
activities of the university. In this respect the university promotes:
A) Transparenecy of the academic contents
  B) Transparency of the evaluation and testing results of the academic and administrative
  personnel

 Article 6. Goals and objectives of the university

  6.1 Main goals of the university
  a) Creation of the modern higher educational scientific institution in accordance with
  all the international standards
  b) Preparing the specialists with the modern theoretical, methodological and practical
  skills
  c) Development and implementation of the BA programs which creates the base of
  professionals meeting the requirements of the current labor market
  d) Development and implementation of the MA and PhD programs for the creation the
  base of high qualified scientific, academic and administrative personnel
  e) Launching cooperation with the foreign higher educational institutions aiming at the
  effectiveness of the academic programs
  f) Student exchange programs with the partner foreign universities
  g) Implementation of student-oriented academic programs
  h) Providing the academic base in order to obtain the international higher educational
  background and professionalism in conformity with all the international standards
  i) Implementing the charity activities
6.2. The ways for implementing the goals
a) Preparing the students for the professional activities including the usage of scientific
and methodological skills
b) Professional development of the academic and administrative personnel
c) Considering the needs of socially undefended and disabled students and creating the
preferential conditions for their academic purposes
d) Development of sport and art activities, development of personal and creative skills
among the students
e) Cooperation with different higher educational and scientific-research institutions in
Georgia
f) Development of skills in modern technologies among the students and the university
personnel
g) Transparency of education and the academic process
h) Healthy condition for the academic freedom among the students and the academic
personnel
i) Providing with the participation of students and the academic personnel in the
decision-making processes and their control
j) Religious and political neutrality in the university academic process




Article 7. principles of sharing the university mission
7.1. Each department of the university is obliged to work in accordance with the
principles of the university mission and all the activities of the university must be
oriented to the successful implementation of the goals.

7.2. During the evaluation process of the academic and administrative personnel the
preference is given to the acknowledgement of the university mission and identification
of the mission implementing ways within the scope of the beneficial professional
activities
7.3. The university students and the academic personnel are obliged to get acquainted
with the mission of the university and at the same time each representative of the
academic process has the right to make amendments and proposal in the mission of the
university
7.4. Each year the university holds the extraordinary conference while representing the
annual rapport of the university goals and assessment process in front of the students and
the academic personnel


Article 8. Language of instruction
8.1. The academic and scientific activities are held in the Georgian language
8.2. In conformity with the Georgian legislation and with the special permission from the
ministry of education and science, the academic process can be conducted also in other
foreign languages




                                       Chapter II
              University governance, principles and structure of governance

 Article 9. University governance
 The university governance is the responsibility of the university rector/director
 (hereinafter « the rector »)
 Article10. University Personnel

 10.1 The university personnel comprises administrative, academic and auxiliary staff
 10.2 The administrative staff members have been appointed on the basis of the free and
 transparent contests, and at the same time by the principles of the direct appointment
 by the decision of the rector.
 10.3 In the administrative staff contest the preference is given to the candidates whose
 credentials fully meet the university mission and objectives, professionalism and team-
 working abilities.
 10.4 The academic and scientific activities have been conducted by the qualified
 university academic staff and by the visiting specialists – professors.

10.5. The vacancies for the academic positions have been occupied in conformity with
the principles of the university statute and the academic staff appointment rule being
adopted by the university academic council.
10.6 The vacancies for the auxiliary staff have been occupied on the basis of the rector’s
decision.


Article 11. Occuping academic positions
11.1 The avademic vacancies have been occupied on the baseis of the free and
transparent contest aiming at the provision of the university with the qualified academic
personnel in accordance with principles of the traspareet competition giving base to the
successful academic and scientific activities of the university.
11.2 The main aspects of the academic staff contest have been regulated also by the rule
adopted by the university academic council and by the decision of the university rector.


Article12. University lecturers
12.1 The academic course, alongside the academic staff, can be conducted by the
visiting lecturers.
12.2 The visiting lecturers are the specialists of the specific domains characterized by
the high professionalism
12.3 The visiting lecturers’ recommendations have been analyzed by the quality
assurance department and afterwards the candidates are proposed to the rector for the
final resolution.
12.4 The visiting lecturers have been invited on the basis of the free and trasparent
contest if the number of the vacancies exceeds five.


Article 13. Principles of university governance
13.1 The governance of the university is based on the current Georgian legislation and
the defense of the main and fundamental human rights being recognized by the
international acts.
13.2 The university provides the prohibition of any kind of discrimination in the
university activities
13.3 The university favors the defense of the interests of the university students. The
special structural entity is in charge of this responsibility within the university.


Article 14. University governance
The governance of the university has been managed by the university rector/director
((hereinafter « the university »),

Article 15. Rector of the University
15.1. The rector has been appointed by the university establishment meeting.

  15.2. The Rector is the highest academic officer of the university, who chairs the Academic
Council and presents the university among the academic and scientific circles in and outside
the country.

15.3. The university rector at the same time takes the responsibility of the LTD and, being
the director of the LTD, the rector is authorized to sign agreements on behalf of the
university, except the issues within the competence of the university establishment meeting.
15.4. The rector represents the university in case of legal cases acting on the basis of the
university statute and the legislation
15.5. The rector acts in conformity with the actual legislation and the decision taken by
the university establishment meeting. The rector is responsible for the results of academic
and didactic, scientific and commercial activities.
 15.6. The rector is accountable in front of the university establishment meeting.
 15.7. The rector is in charge of the following responsibilities:
 a) establishment of international academic and scientific relations
 b) In accordance with the university mission and goals, the rector creates and abolishes
 the basic university academic and structural entities
 c) The rector issues the legal acts within the scope of the university activities
 d) The rector establishes the agreements, issues the warrants, makes the final resolution
 of different issues in conformity with the actual legislation and the above mentioned
 statute.
 e) The rector approves the university statute, routine
 f) The rector approves the university structure
 g) The rector approves the regulation of the structural entities
 h) After the representation of the academic syllabi by the quality assurance department,
 the rector approves the general syllabus university form
 i) The rector supervises the activities of the university staff and deals with the
 encouraging and punishment sanctions
 j) The rector approves and dismisses the administrative and the auxiliary staff
 k) The rector establishes the academic council and appoints the members of the
 academic council in conformity with the approved statement
 l) The rector supervises the academic council’s meetings
 m) After the successful institutional accreditation the rector defines the efficiency
 coefficient of the national exams and the number of the prospective students in the
 faculties on basis of the recommendations implemented by the quality assurance
 department
 n) On the basis of the academic council proposition the rector approves the academic
 staff within the scope of the academic staff appointment rule
 o) The rector launches visiting professors programs in accordance with and without the
 contest principles and manages the working collaboration with them
 p) The rector is in charge of the university finances and property
 q) The rector approves the university budget

r) The rector defines the quantity of levels of the academic programs and the possible
reduction of the tuition fees and or the tuition fees abolishment
s) The rector acts in conformity with the actual legislation and the internal university
legal acts

Article 16. Structural entities of the university

16.1 Structural entities of the university

16.2 The main educational entity of the university is the faculty
16.3 In conformity with the rectors resolution the structural entities can be re-
organized, abolished or established.




Article17. Scientific-research department

17.1 The scientific-research deparment is one of the structural entities of the university
17.2 The scientific-research deparment deals with the implementation of the scientific-
research activities of the university

  17.3 The department has its head who is appointed or dismissed by the rector of the
  university. The scientific-research deparment is accountable in front of the rector of the
  university
  17.4 The scientific-research deparment is authorized for the following activities:
  a) The scientific-research deparment organizes different scientific conferences aiming at
the popularization of the scientific activities among the professors and the students
b) The department publishes the works of the conference winners
c) The department provides the establishment of the institute of the visiting professors
d) The department favors the implementation of the scientific activities among the
different specializations
e) The department acts in conformity with the actual legislation of Georgia and the
internal university legal acts



Article 18. Healthcare Department

18.1 Healthcare department supervises the implementation of the medical academic
programs
18.2 The department has its head who is appointed or dismissed by the rector of the
university.
18.3 The healthcare deparment is accountable in front of the rector of the university
The deparment is authorized for the following activities:
    a) Supporting in the implementation of the medical academic programs
    b) Provision with the innovative achievements within the academic programs
    c) Searching the partner organization for the practical components of the academic
       program
    d) Managing other activities under the rector’s statement



Article 19. Dissertation Council

19.1. Dissertation Council is the entity dealing with the awarding process of the PhD
academic degree to the candidates. The dissertation council is created within the faculty
which runs the PhD academic programs
19.2. Dissertation Council is constructed by the full and associate professors
19.3. The rule regarding the creation of the dissertation council and the appointment of
its head has been defined by the statute of the dissertation council being approved by the
rector
19.4. Dissertation Council       provides the PhD students with the defense of their
dissertations, with the opponents and reviewers. In case of the successful defense of the
dissertation the council awards the candidate with the PhD academic degree

Article 20. Financal and budget department
20.1 The fianacial and budget operations have been conducted by the structural entity of
the university - financal and budget department
20.2 The staff members of the Financal and budget department have been appointed or
dismissed by the rector of the university
20.3 The financal and budget department is accountable in front of the rector of the
university
20.4 The deparment is authorized for the following activities:

   a) Accounting auditing in conformity with the actual legislation
   b) Provision of the particular department of the ministry of finance with the
      sufficient documentation within the given period of time being defined by the
      legislation
   c) The characterization of the university necessities among the structural entities of
      the university and their reflection within the budget and presentation to the
      rector for the final resolution and approval
   d) The budget control of each structural entity of the university at the end of each
      month; implementation of the recommendations for the budget correction and
      presentation to the rector for the final resolution and approval
   e) The department acts in conformity with the actual legislation of Georgia and the
      internal university legal acts




  Article 21. Research and analytical centre of public relations
  21.1 Research and analytical centre of public relations deals with the establishment and
  implementation of the adequate approaches in the public relations
 21.2 The head of the centre has been appointed or dismissed by the rector of the
university
 21.3 Research and analytical centre of public relations is accountable in front of the
rector of the university
  21.4 Research and analytical centre of public relations is authorized for the following
  activities:
 a) analytical approaches in the public relations domain in Georgian and abroad and
implementation afterwards of the consequent recommendations in the everyday life of
the university
b) analysis of the results of the right public relations activities in the society and
implements the adequate recommendations
c) acts in conformity with the actual legislation of Georgia and the internal university
legal acts

 Article 22. Department of Student
 22.1 The department of the Student service has its head who has been appointed or
 dismissed by the rector of the university
 22.2 The department is authorized for the following activities:
 a) provision of the university students with the interesting information about the
 university
 b) the selection of the proposals regarding the tuition fee reduction projects and
 presentation to the rector for the final resolution and approval
 c) providing the written forms of the issues regarding the interests of the students or the
 prospective students of the university and presentation to the rector for the next
 regulations
 d) acts in conformity with the actual legislation of Georgia and the internal university
 legal acts
 22.3 The department of the Student service is accountable in front of the head of the
 Research and analytical centre of public relations and the rector of the university


 Article 23. Department of International Relations
 23.1 Aiming at the deepening and successful implementation of the international
 relations in the academic and scientific domain department of international relations
 has been established within the university
 23.2 Department of international relations is one of the structural entities of the
 university
 23.3 The department has its own head who has been appointed or dismissed by the
 rector of the university
 23.4 The head of the department is accountable in front of the rector of the university
 23.5 The head of the department is authorized for the following activities:
 a) Establishment and development of cooperation with the partner universities
 b) launching projects aiming at the provision with the new partners
 c) launching student exchange programs
 d) preparing the weekly report in Georgian and in English regarding the news of
 cooperation with the partner universities, presentation to the department of public
 relations for the website refreshment
 e) acts in conformity with the actual legislation of Georgia and the internal university
 legal acts


Article 24. Academic Council
24.1 Aiming at the active involvement of the academic staff in the academic and scientific
activities of the university the Academic Council has been constructed
24.2 The academic council consists of 8 members with the academic degrees and the
head of the council.
24.3. The academic council has been supervised by the rector of the university

 24.4 The members of the academic council have been appointed and dismissed by the
        rector of the university
24.5 The members of the academic council are accountable in front of the rector of the
university
24.6 The academic council supervises the quality assurance department and all the other
structural entities under its supervision. The academic council deals with the activities of
administrative personnel and also provides the methodological provision of the university
educational entities’ activities
24.7 The activities of the academic council has been defined for the period of 2 (two)
years.
24.8 The secretary has been appointed during the first meeting of the council
24.9 The period of the secretary has been defined by the validity period of the academic
council itself.
24.10 The academic council has been authorized for the following activities:
a) approving the educational programs (curricula) after the presentation by the quality
assurance department
b) implementing the recommendations concerning the contest issues for the selection
process of the academic personnel and presenting to the rector for the final resolution and
approval
c) implementing the general rule on appointment the academic council and presenting to
the rector for the final resolution and approval
d) approving the strategic development plan of the university
e) on the basis of the information being provided by the university faculties the council
implements the efficiency coefficient of the prospective students during the national
exams and in conformity with the legislation the number of students for the MA exams
and finally presents to the rector for the final resolution and approval
f) acts in conformity with the actual legislation of Georgia and the internal university
legal acts

24.11 The principles of loosing the status of the member of academic council :
a) Incoherence with the existing Georgian legislation, the statute and the internal
university legal acts
b) systematic absences during the meetings of the academic council
c) loosing the academic position at the university
d) different consequences in accordance with the actual legislation of Georgia and the
internal university legal acts




Article 25. Quality Assurance department
25.1 Quality assurance department is one of the structural entities of the university
25.2 Quality assurance department is responsible for the quality of the academic process
and the dynamic development of the university educational activities

25.3 The department has its head who has been appointed or dismissed by the university
rector
25.4 The head of the department is accountable in front of the rector of the university
25.5 Quality assurance department comprises the following structural and administrative
entities:
a) academic process management office
b) BA manager
c) MA manager
d) PhD manager
c) Practice manager
25.6 The department is authorized for the following activities:
a) active involvement in the implementation of the curricula with the university
professors
b) providing with the dynamic development of the academic process on the basis of the
recent innovative challenges in the new educational area. The department favors the
adaptation and the implementation of the above mentioned challenges in the university
c) the department favors the active involvement of the students in the academic process
d) the department provides with the free and transparent election within the framework
of the educational program regulations and implements the general rule on the academic
process management which regulates also the changes and abolishment of the educational
programs and the student oriented educational modification program rule being
afterwards presented to the rector for the final resolution and approval
d) the department assists the students before the beginning of the academic semester for
the selection of the subjects, providing the students with the sufficient annotations about
the subjects
e) the department implements the rule on the status of the student ant its termination,
mobility and acknowledgement of the academic degree and presents to the rector for the
final resolution and approval
f) implements the strategic development plan for the improvement of the educational
activities and presents it to the rector for the final resolution and approval
g) provides with the university internal quality evaluation in very semester
h) provides with the constant modification of the educational programs in accordance
with the actual Georgian legislation
i) provides with the sufficient external auditing of the university quality evaluation on
the basis of the independent certified auditing entities and afterwards presents the
recommendation to the rector for the external auditing of the university by the particular
company
j) acts in conformity with the actual legislation and the internal university legal acts

Article 26. office of academic process management
26.1 The office of academic process management is supervised by the quality assurance
department
26.2 The office has its head who has been appointed and dismissed by the university
rector
26.3 the head of the office is accountable in front of the head of the quality assurance
department and the rector of the university
26.4 the head of the office is responsible for the following:
a) active involvement, with the deans of the faculties, in the implementation of the

 a) provides the implementation of the practical work within the framework of the
academic program; launching cooperation with the adequate companies and establishing

institution for the practical activities and presenting the statement projects to the rector

 Article 29. Student Registration Manager
29.1 university student registration manager deals with the personal files of the students
and organizes different internal and external mobility activities

29.4 student registration manager is responsible for the following activities:
a) dealing with the personal files of the students and keeping them in conformity with all

b) keeping the student registration journal in electronic and written versions as well
comprising all the admitted students, students being transferred from other universities,
personal files of the students – name, surname, address, date of birth, personal number
given by the rector’s statement, military note, school (or higher educational institutions)

 30.1 Library is one of the structural entities on the university aiming at the facilitation

 in the university. In this respect, the library provides the students and the academic staff
 with the sufficient literature and other information sources
 30.2 The library has its manager who has been appointed and dismissed by the rector of
 the university
 30.3 the library has the reading room being supervised by the head of the reading room.
The head of the reading room has been appointed and dismissed by the rector of the

30.4 The manager of the library is accountable in front of the rector of the university
 30.5 The head of the reading room is accountable in front of the manager of the library

created on the basis of the university rector statement

day after the election by the commission.

respect deals with the questioning of the faculty staff about the material and technical
resources for the development of the educational programs
f) providing the rector with the information concerning the provision of the faculty with
the necessary material and technical base for the successful implementation of the
academic programs
g) providing the academic council with the recommendations regarding the student
quota for the priority directions within the faculty
h) provides with the active involvement of students in academic and scientific activities
of the university
i) dealing with the popularization of the academic and scientific activities of the
university among the students of the university. In this respect, dean organizes different
conferences and student events in collaboration with the academic and scientific

professionals who will be able to continue their studies on the level of Master’s academic
degree
46.3 In non-accredited universities the admission process of the students is determined on
the basis of the interview
46.4 In the universities that successfully passed the institutional accreditation, the
admission process of the students is determined on the basis of the successful completion
of national exams
46.5 Bachelor’s academic program comprises 240 ECTS
46.6 the academic year is divided into two semesters
46.7 Each semester comprises 20 weeks and 15 weeks from those 20 weeks are
concentrated on the academic process
46.8 The student will be awarded the Bachelor’s academic degree in case if he/she obtains
all the acknowledging credits for the first cycle of the higher education
46.9 During the studies on the BA level, the student will have the possibility to obtain the
scientific elements of research alongside the theoretical knowledge. The student will be

47.3 The academic program of the medical higher education in Medicine comprises
360ECTS
47.4 The student will be awarded the academic degree of medical higher education

determined within the academic programs of the above mentioned specializations

48.1 The person holding the Bachelor’s academic degree or           the equivalent to the
Bachelor’s academic degree has the right to do the MA studies

admission process of students is determined on the basis of the successful completion of
national exams
48.6 Master’s academic program comprises 120 ECTS
48.7 The student will be awarded the Master’s academic degree if he/she obtains all the
credits within the scope of the academic programs


Article 49. PhD
49.1 PhD is the third cycle of the higher education studies
49.2 Doctoral studies is the combination of the academic programs and scientific
researches.
49.3 The person holding the Master’s academic degree or the equivalent to the Master’s
academic degree has the right to do the PhD studies
49.4 The aim of the program is to prepare the scientific professionals awarding the PhD
academic degree
49.5 The university provides the student with the scientific supervisor, creates the
conditions for the scientific researches. The environment in the university provides the
student with all the conditions to obtain the theoretical knowledge and launch the
experimental activities
49.6 University launches international collaborations for the integration of the PhD
students in the international level
49.7 The students will be awarded the PD academic degree if he/she obtains all the
acknowledging credits, meets all the obligatory components and defenses the dissertation
49.8 The PhD academic degree has been awarded by the university dissertation council in
conformity with the university statute, the statute of the dissertation council and all the
requirements of the Georgian legislation

the rector of the university after the presentation of the quality assurance department

Article 51. Implementing the form of the university syllabus, adopting the university
syllabus and approving the university syllabus
51.1 The faculty implements the form of the university syllabus with the quality
assurance department and presents it afterwards to the rector of the university for the
approval
51.2 Academic staff of the university and the visiting professors are obliged to use the
form of the syllabus being approved by the rector
51.3 The syllabus form being implemented by the university can not limit the academic
freedom of the professors. The adopted syllabus form determines the minimal
requirements of the academic program


Article 52. The rule on adopting and approving the syllabus

52.1 The academic personnel and the visiting professors present the implemented syllabi
to the faculties and the quality assurance department for the approval
52.2 The faculty with the quality assurance department checks if the presented syllabi
meet the requirements of the curriculum. Also the evaluation system, the duration of
studies, credits and hour workload have been analyzed in conformity with the legislation
and the university requirements
52.3 The adoption of the syllabi presented by the university academic personnel and the
visiting professors has been approved by the signatures of the dean of the faculty and the
quality assurance department
52.4 At the end of the syllabus alongside the signature of the author of the syllabus, the
signatures of the dean of the faculty and the head of quality assurance department have
been identified
52.5 Within the framework of the academic freedom, the university academic personnel
and the visiting professors have the right to identify individually the workload of the
academic components, the hours of courses and contact hours etc.

54.2 During the checking of the university material resources it has been identified if the
university resources have been sufficient for the successful implementation of the
university aims and results
54.3 During the checking of the university material resources particular attention is paid
to the validity of the university property for the beneficial results of the academic
programs; to the adequate character of the library resources in accordance with the
academic disciplines literature; to the wishes of students and professors; to the validity of
the electronic technologies for the provision of the university information technologies
etc.
54.4 During the evaluation process of the human resources all the components of the
academic program with all the competences and the professional human resources are
taken into consideration. Also considerable attention is paid to the periodical attestation
of the academic personnel and also evaluation by the colleagues and the university
students.
54.5 During the evaluation of the expectations of the people being involved in the
implementation of the academic programs, the university runs the questionnaire
oriented to the special groups, including students, prospective students, employers etc , in
order to identify the strong and weak sides of the academic programs, to specify the
necessary changes and concretizes the academic programs results.
54.6 In case of the analysis of the competition level of the university alumni, the
university, in collaboration the alumni, collects the information about the professional
and academic activities of the alumni and in conformity with the obtained information
the university specifies the actual issues within the framework of the academic programs


Article 55. Evaluation of the academic programs’ components

55.1 Evaluation of the academic programs’ components ( academic discipline, modules of
the academic disciplines, research or practical components) has been conducted by the
university within the scope of the quality assurance department strategy
55.2 The university is also authorized to invite other evaluators
55.3 The evaluation of each component has been conducted in conformity with the
methods and evaluation results of the article#53 and also requires the additional
evaluation of the components in accordance with the academic programs requirements,
results and the methods of the academic program

Article 56. Changes and the abolishment of the academic programs
56.1 Changes and the abolishment of the academic programs have been organized if:
a) the academic program does not meet any more the requirements because of the
changes of the normative principles
b) the program receives the unsatisfactory result within the framework of the academic
program evaluation process conducted by the quality assurance department
c) the number of the registered students on the particular program has been 5 times less
d) in case of the changes of the university aims the implementation of the academic
program does not work in conformity with strategies of the university activities
56.2 the changes or the abolishment of the academic program has been organized within
the scope of the adopted procedures

Article 57. The rule on providing the student with the education in case of the changes or
abolishment of the academic programs
57.1 The university provides the student with the further education in case of the
changes of the abolishment of the academic programs
57.2 the student is authorized to be transferred to the same or the similar educational
programs, to continue studies with the changed program or to choose the most
appropriate academic program in other higher educational institutions
57.3 The university determine, for each student, the conformity of the disciplines of the
academic programs, and if necessary providing the student with the individual
educational program
57.4 Individual academic plan has been identified for the changed academic program in
accordance with the student
57.5 During the additional semester within the scope of the individual academic plan the
student is free from the tuition fee
57.6 If the student prefers to conduct his/her studies in higher educational institution, the
university provides the students with the studies in the running regime before the final
transfer
57.7 On the basis of the agreements established with the other higher educational
institutions, the students of all the programs are authorized to be admitted to academic
programs in other higher educational institutions and to recognize their academic
programs if the above mentioned program has been terminated within the university

                                       Chapter VII
                      The rule on recognition the academic programs

Article 58. general principles of the recognition the academic principles
58.1 The recognition of the academic program considers the acknowledgement of the
credits of the registered students and the comparison of the obtained disciplines with the
proposed disciplines within the university for the further studies
58.2 On the basis of the procedure of the recognition of the academic program, the
university decides which results within the academic program can be recognized and
determines the level of the student for the academic program


Article 59. Programs that academic results have been recognized by the university

59.1 In this respect, the following has been authorized:
a) academic programs of the accredited higher educational institution or the newly
established licensed higher educational institution in accordance with the law on “Higher
education in Georgia” – article 661, paragraph 2
b) some academic programs, implemented by the non-accredited higher educational
institutions, being recognized at the accredited programs in conformity with the
legislation
c) academic programs of the higher educational institutions being accredited or
recognized in accordance with the foreign legislation
59.2 in order to recognize the academic results of the students being registered in the
non-accredited higher educational institutions, a special rule can be determined

Article 60. Condition for the recognition of the academic programs
60.1 It is not authorized to recognize the academic program that had already been
completed by the student and the consequent academic degree had been already awarded
to the student, except the cases identified by the second paragraph of this article
60.2 the university does not recognize the programs, which within the scope of the
legislation, have not been considered as the academic or vocational studies programs
60.3 The credit of the academic program obtained on one particular level of the program
can not be recognized on the other level of the academic studies
60.4 In case of the continuation of studies of the Bachelor’s academic degree, the
university recognizes the credits obtained during the vocational studies program, in spite
of the fact, if the candidate has been awarded or not the particular academic degree


Article 61. The rule on recognition the academic program
61.1 The recognition of the academic program can be authorized on the basis of the
personal file of the student (academic certificate of the student) comprising the history of
the personal documentation (curriculum, syllabus)

61.2 During the recognition process, the obtained credits of the disciplines within the
framework of other academic program have been compared to the disciplines being
determined within the university academic program
61.3 The faculty is authorized to recognize the academic program. The faculty acts in
conformity with the Georgian legislation and the conditions of this rule. The faculty
compares the obtained credits to the disciplines being determined within the scope of the
faculty academic program
61.4 During the comparison of the disciplines particular attention is paid to the
compliance of the academic results to the already obtained results
61.5 The disciplines with the different name but with the same contents and academic
results can be recognized
61.6 If the academic disciplines obtained by the student and, at the same time, specified
within the university academic program are equivalent, but the results of the disciplines
passed by the student is not sufficient to be recognized, the student will have to pass the
additional exam or interview to prove that the obtained academic results meet the
university requirements
61.7 The academic disciplines being conducted in different languages can be recognized
in the university if the language competence of the student has been proved that will be
appropriate to conduct the course in both languages
61.8 The credits, obtained by the students in the academic disciplines that are not
considered within the university academic program, can be recognized as the elective
courses within the workload determined by the university curriculum
61.9 If the academic program has not been constructed in accordance with the ECTS, the
university is authorized to identify the efficiency coefficient to recognize the contact
hours in credits
59.10 Those academic disciplines can be recognized which teaching and studying results
are identical or, in overall, are identical to the academic results of the university academic
programs
61.11 If there is big difference between the already obtained academic program and the
university academic program chosen by the student, the university is authorized to
demand the candidate the curriculum or the syllabus. The absence of the above
mentioned documents can be the reason for the non-recognition of the already passed
programs
61.12 The student is responsible for presenting the documentation in accordance with the
paragraph 10 of this article. The absence of the above mentioned documents can be the
reason for the non-recognition of the already passed programs



Article 62. The rule on recognition the education obtained in the higher educational
institution abroad
62.1 The recognition of education obtained in the higher educational institution abroad
has been regulated by the acrticle#59 of this chapter considering all the peculiarities of
this article

62.2 The application regarding the recognition of education obtained in the higher
educational institution abroad can be made on the basis of recognition of the special
certificated issued by that particular higher educational institution abroad. The following
must be confirmed:
a) the certificated and all the supplementary documents have been issued by that higher
educational institution which has been interested by the application and the
supplementary documents of the applicant.
b) The documentation has been issued on the name of the person who has been identified
in the educational document
c) It is not possible to confirm the profound difference between the qualification of the
qualification issuing country or the period of the academic program and the Georgian
qualification or the period of academic program in Georgia - in case of recognition the
certificated issued abroad
d) If the applicant has not presented all the required documents being identified in the
second paragraph of this article, the recognition process of the education obtained abroad
will be terminated and the certificate issued by the foreign higher educational institution
will be sent to the legal entity - national accreditation centre for the formal
implementation
e) During the recognition of the education obtained abroad the principles of the
convention regarding the recognition of the higher education qualification in Europe -
Lisbon convention of 1999 - are taken into consideration
62.3 The university is authorized to demand the additional documentation or get the
proficient information itself from the foreign higher educational institution or the state
organization


Article 63. Rule on simplifying the program recognition
63.1 The university launches cooperation and establishes agreements with the higher
educational institutions abroad aiming at the recognition of the academic programs of the
partner universities and facilitating regional and international integration
63.2 Within the scope of the established agreements the recognition of the academic
programs among the partner universities have been simplified in accordance with the
rules being identified in the memorandum
63.3 During the recognition of the academic programs of the partner universities the
university recognizes the academic results of the student who has been conducting
his/her studies in the partner university


Article 64. Establishment of the program recognition and its results
64.1 The program recognition has been established within the motivated decision of the
program recognition in the faculty. The particular relevance and irrelevance have been
identified between the credits that the student obtains in the partner university and the
credits of the home university
64.2 The faculty decision regarding the credit recognition has been identified in the legal

act of the university rector
64.3 The faculty decision on the credit recognition of the higher educational institution
academic program considers the principle of the rector’s legal act and can be appealed in
accordance with the rules of the legislation
64.4 Alongside the program recognition the university defines the period when the
student will be able to continue his/her studies
64.5 Because of the zero relevance between the academic program passed by the student
and the university academic program does not permit this student to be admitted in the
institution. In this case the applicant is obliged to pass the whole university academic
program
64.6 If the student agrees, within the framework of the individual academic program, it
is possible to pass different subjects alongside the subjects being specified in the academic
semester
64.7 The rule identified in the 6th paragraph of this article is not implemented if the
academic discipline specified in the ongoing academic semester requires the knowledge of
the discipline that has not been passed by the student or if, within the framework of the
individual academic program, the credit amount exceeds 15 in a year.




                                              Chapter VIII
                                         Student of the university
Article 65. Student
65.1 The person has the status of the student if he/she has been admitted in accordance
with the Georgian legislation, the university statute and other internal university legal
acts and conducts his/her BA, MA and vocational studies, higher educational programs in
dentistry and medicine and PhD studies.

Article 66. Obtaining the status of a student on following academic programs: vocational
studies, first cycle of higher education and higher medical education in dentistry and
medicine

66.1. admission process on the academic programs of vocational studies, first cycle of
higher education and higher medical education in dentistry and medicine have been
conducted in conformity with the law of Georgia on “professional education” and the law
on “higher education” and the rule identified within the statute of the national exams
66.2. the status of the student can be obtained on the basis of the national exams while
characterizing the prospective students efficiency coefficient in accordance with the
statement issued by the minister of education and science of Georgia.
66.3. For the admission the prospective student must have the knowledge of the Georgian
language and must provide with the secondary school diploma or its equivalent and the

person being under the military supervision must provide with the military registration
document
66.4. The rule identified within the 3rd paragraph of this article, except the obligation for
presenting the secondary school diploma or its equivalent, can not be used during the
admission of the foreign citizens. The transfer from the foreign higher educational
institution has been constructed on the basis of the decision of the ministry of education
and science of Georgia
66.5. The person can obtain also the status of the student on the principles of mobility in
case of the acceptance in the accredited higher educational institution while considering
the procedures identified by the minister of education and science of Georgia and the
rules of the university statute.
66.6. After being admitted in the university the student/prospective student is authorized
for the academic registration and is authorized to sign the academic agreement with the
university in accordance with the procedures specified within the university statute
 66.7. After the registration the student obtains the status of a student with the
consequent rights and obligations
66.8. the above mentioned article must enter into force if the university successfully
passes the institutional accreditation

Article 67. Obtaining the status of a student on the second cycle of higher education
academic program
67.1. The admission on the second cycle of higher education academic program (MA) has
been regulated by the law of Georgia on the “higher education” and the rule identified
within the statute of the national master exams and after the successful completion of the
internal university exams.
67.2 In case of the successful completion of the national MA exams, the MA candidate
will have the right to participate in the internal university exam and the prospective
candidate must pass the minimal level in every subject in the national MA exam and
afterwards present the certificate confirming the successful completion on the national
MA exam
67.3 The MA prospective candidate after the successful completion on the national MA
exam, participates in the internal university exam being regulated by the consequent
faculty statute being approved by the rector of the university
67.4. The number of the university exams, priorities/efficiency coefficient and the exam
material have been constructed by the consequent faculty and is approved by the rector
of the university
67.5. In case of successful completion on the national MA and internal university exams,
the student is authorized to make a academic registration and sign the academic
agreement with the university in accordance with the procedures being identified within
the university statute
67.6. For the MA academic admission the MA candidate is obliged to provide the
university with the BA diploma or its equivalent and the person being under the military
supervision must provide with the military registration document

67.7. The rule identified within the 6rth paragraph of this article, except the obligation for
presenting the higher educational diploma, can not be used during the admission of the
foreign citizens. The transfer from the foreign higher educational institution has been
constructed on the basis of the decision of the ministry of education and science of
Georgia
66.5. The person can obtain also the status of the student on the principles of mobility in
case of the acceptance in the accredited higher educational institution while considering
the procedures identified by the minister of education and science of Georgia and the
rules of the university statute.
67.8. After the registration the person obtains the status of a student with the consequent
rights and obligations
67.9. the above mentioned article must enter into force if the university successfully
passes the institutional accreditation




Article 68. Obtaining the status of a student on the third cycle of higher education
academic program
68.1 Admission on the third cycle of higher education academic program has been
regulated by the academic program curriculum and the rules specified by that statute
68.2 To obtain the status of PhD student the candidate must provide with the MA
diploma or is equivalent
68.3 To obtain the status of PhD student the consequent exam and interview obligations
can be regulated by the academic program


Article 69. Obtaining the status of a student in non-accredited higher educational
institutions
In non-accredited higher educational institutions the admission process on the first,
second and third cycle of the academic programs of higher education has been
constructed on the basis of an interview in conformity with all the requirements of the
Georgian legislation, the university statute and the internal university legal acts.

Article 70. Academic registration
70.1. the aim of the academic registration:
a) identify the choice of the student on the consequent university faculty
b) to identify one of the one of the programs implemented by the faculty
c) to provide the student with the electronic portal usage
70.2 The admission in the university has been regulated by the academic registration in
accordance with following conditions:
a) the academic registration takes place at least 10 days before the beginning of the
academic semester
b) the period for the academic registration has been identified by the quality assurance

department in collaboration with the academic department being afterwards approved by
statement of the university rector
c) the academic registration has been conducted by the faculty of the university
d) during the registration the student is authorized to choose one of the academic
programs proposed by the faculty
70.3 In the accredited universities the student is registered once before the beginning of
the academic year
70.4 If the student does not meet the deadlines identified in the first paragraph of this
article, the status of the student will be terminated
 70.5. after the administrative registration, the special page is created for the student on
the electronic data base. With the electronic portal the student is authorized to choose
one of the academic programs implemented by the university and make the registration
on the particular components of the academic program
70.6 In the accredited higher educational institutions, the prospective students not
participating in the first registration process will not obtain the status of a student of the
Georgian university

Article 71. Contract between the university and the student
71.1 Alongside the university statute requirements one of the main conditions to obtain
the status of a student is to sign the contract between the student and the university
71.2 The student academic contract comprises the following details:
a) name of the university and the registration details
b) name, surname, personal number and contact details of the student
c) the level of higher education and the chosen academic program
d) the consequent tuition fee and its coverage rule
e) obligation and responsibilities of the parties
f) the date and period for signing the contract
g) signatures of the parties or their representatives
71.3 On one side the contract is signed by the rector of the university or the responsible
person and on the other side the adult student or if he/she is not of the full legal age, by
his/her legal representative
71.4 The student will be provided with the one copy of the contract and the second copy
is kept in the student’s documentation file in the university
71.5 The general form of the contract has been approved by the statement of the
university rector

Article 72. Tuition fees, rules on payment and privileges
72.1 the tuition fees quantity has been identified by the statement of the university rector
72.2 The semester tuition fee quantity must be paid before the beginning of the semester
72.3 On the basis of the statement of the university rector, the different schedule of the
tuition fee payment can be determined
72.4 The tuition fee payment has been conducted by the bank transfer process
72.5 In case of the individual program requirement, the tuition fee of the individual
program is determined on the basis of the agreement between the university and the

student
72.6 The university is authorized to make the decision regarding the tuition fee
distribution, the reduction of the tuition or releasing the student from the tuition fee


Article 73. rights of students
73.1 Student has the right to receive the higher education in conformity with his/her
wishes, being actively involved in the university everyday activities
73.2 It is prohibited to limit the rights of students being awarded within the scope of the
law if the student does not meet the requirements of the academic program procedures,
provision with the high quality education and disciplines or the student is not oriented
on the fulfillment of the university mission and aims
73.3 Student obligations:
a) the student must fill in the academic registration application within the deadline
period in the written and electronic forms
b) attend the classes according to the academic schedule
c) non-absence of the classes and seminars
d) the student must pay the tuition fee in accordance with the rule determined by the
university rector and must provide the faculty with the receipt for the payment
e) sign or continue the academic contract with the university
f) the student must choose the elective modules and academic disciplines within the
given deadline determined by the rector of the university
g) the student must obtain the credits specified within the academic schedule
h) non-absence of the mid-term and final exam
i) respect the internal university rule
j) payment of tuition fee in time
k) respect the ethical norms


Article 74. Student self-government
74.1 For the profound realization of the student rights and interests the student self-
government has been established
74.2 every student of the university has the right to be the member of the student self-
government
74.3 The aim of the student self-government is to protect the rights of students, to express
their interests, create the adequate conditions for the cultural relaxation, spiritual
satisfaction, to facilitate the strengthening of friendship bonds and to develop and protect
the interests of students
74.4 the student self-government obligation and responsibilities have been regulated by
the statute of the student self-government

Article 75. releasing the status of a student

75.1 The student of the university is authorized to apply to the university for the release
of the status of a student and to release from the student obligations and responsibilities
for the period being identified in the statement but no longer than for the period of 5
years.
75.2 It is impossible to apply for the release of the status of a student if during the
application there is a background for the termination of the student status
75.3 Alongside the principles identified in the first paragraph of this article there are the
other reason for the release of the status of a student:
a) illness
b) studying abroad in the higher educational institution
c) non-payment of the tuition fee within the deadline period (financial debt)
d) to call to account for the criminal law or some special serious criminal act before
entering into force
75.4 during the release of the status of a student the university and the student are free
from their obligations and responsibilities and also from the obligations and
responsibilities being raised before the release of the status
75.5. After the 5 years of the release of the status the status of a student has been
terminated
75.6. The student with the released status of a student has the right of the mobility in
other higher educational institution
75.7. It is possible to restore the status of a student if all the misunderstandings that
caused the release of the status will be eradicated
75.8. The rector of the university issues the legal act on the release and the restoration of
the status of a student


Article 76 . Termination the status of a student
76.1. reasons for the termination of the status of a student
a) end of the consequent academic program
b) personal statement
c) non- fulfillment of the academic results within the given period being determined
within the academic program curriculum
d) non-fulfillment of the academic results meaning three times fail of one and the same
discipline ( F according to ECTS)
e) the legal verdict
f) violation of the university statute, university internal rule, the statute of the structural
entities and other internal university legal acts being harmful for the university, the
students, academic and administrative personnel of the university
g) death
76.2. The university is obliged to inform the person about the termination of the status of
a student, to get acquainted with his/her position, to give him/her the possibility for the
explanation

76.3. The termination of the status of a student has been regulated by the statement of the
university rector
76.4. . The termination of the status of a student causes the abolishment of the contract
being established between the student and the university. In this respect the sides are free
from the non-fulfillment of obligations and responsibilities before the annulation of the
contract
76.5. The termination of the status of a student can be appealed in the court in conformity
with the legislation


Article 77. Student mobility

77.1 the faculty is in charge of the student mobility from the other higher educational
institution
77.2 Considering the vacant places for the student mobility, after each semester specifies
the consequent vacancies for the mobility program
77.3 The mobility proposition regarding the vacant places on the particular direction of
the particular faculties have been presented by the faculty being approved afterwards by
the academic council
 77.4 The mobility transfer from the different higher educational institution has been
determined within the given mobility period by the legal entity – national educational
centre electronic portal. After receiving the consequent permission it is possible to apply
to the university for the transfer
77.5 The mobility statement will be given to the faculties. The faculty provides with the
identification of the rights of the candidates being granted the possible replacement
within the mobility program by the national accreditation centre on the basis of the
national accreditation electronic data base. The faculty deals with the documentation of
the mobility program candidates while comparing the obtained credits with the credits of
the academic programs and their results of the university
77.6 the admitted candidate must provide the university with the following
documentation:
a) the secondary school diploma for the candidates applying for the bachelor’s, medical or
vocational studies academic programs. BA diploma or its equivalent for the candidates
applying for MA studies (originals or the copy approved by the notary, in case of the
document of foreign country – legalized and confirmed copy)
b) The document confirming the admission in the higher educational institution or the
consequent extract
c) the military registration document – for the students being under the military
supervision
d) the personal file or the certificate issued by the higher educational institution about the
academic results, passed disciplines and obtained credits
e) the copy of the identity card of a candidate
77.7 If there is a big difference between the passed programs and the university academic
program that the candidate is applying for, the university is authorized to demand the

curriculum or the syllabus. The absence of the above mentioned documents can be the
reason for the refusal for the recognition of the passed academic program
77.8. The dean of the faculty deals with the documentation of the mobility candidate and
identifies the relevance of the obtained credits with the faculty academic program and
provides with the motivated resolution regarding the relevant competency with the
university requirements, credit recognition and identification of the study period in the
university
77.9 The resolution of the dean will be presented to the rector for the final resolution
77.10 The mobility has been reflected within the rector’s statement and the copies will
be distributed to the faculty and the registering department to specify the changes. The
copy of the statement will be delivered to secretariat which provides with the transfer of
the document to the national accreditation centre


Article 78 . rule on internal mobility
78.1 Internal mobility conveys in itself the transfer from one academic program to the
other academic program within the university within the one cycle of higher education
78.2 the internal mobility can take place twice a year, before the beginning of the
academic semester
78.3 The applicant applies to the rector for the mobility. The application will be
distributed to the faculty where the mobility program takes place
78.4 The faculty discusses the case of the applicant and identifies the relevance with the
new academic program requirements and specifies the period for the studies.
78.5 The program compatibility has been determined in accordance with this rule of the
chapter VII
78.6 The faculty is authorized to demand the student the individual academic program
while considering the student-oriented schedule
78.7 The internal mobility implementation has been reflected in the rector’s statement.
The copies will be distributed to the faculty and the registering department manager to
specify the changes.

                                       Transitional regulations
Article 79. Transitional regulations
79.1 The above mentioned regulations can be changed in accordance with the actual
legislation on the basis of the rector’s decree
79.2 the above mentioned regulation enters in to force on the approval of the rector on
the issuing date of the decree.
79.3 the articles of the above mentioned regulation which determine the obtaining
process of the status of a student enters into force in case of the institutional accreditation
of the university
