T ITLE:              I AM L 3 : Introducing Appropriate Methodologies for Life Long Learning



DESCRIPTION:         Research in several European Countries has shown that adult education providers have to
                     provide online distance learning (ODL) for some groups of learners that are hard to reach
                     with traditional classroom courses. Geographic dispersal, time constraints, immobility and
                     specific training needs can be regarded as some of the reasons making classroom
                     attendance impossible. To involve these groups of learners into a lifelong learning process
                     can be reached with ODL. What is nevertheless unclear is which methodologies for ODL
                     are the most efficient one for teaching different subjects for a diverse target group. The
                     project will improve the knowledge about ODL learning by analysing current ODL supply,
                     identifying best practice examples and disseminating these information. Management and
                     teachers in adult education will be provided with information on how to implement ODL in
                     their current work.
                     An evaluation tool will be developed for the analysis of common ODL systems, focussing
                     on methodologies and pedagogical concepts. Technical and methodological aspects will
                     be investigated. Using the information from currently existing ODL supplies a basic manual
                     for teachers will be written that helps deciding for which target ODL can be used and what
                     prerequisites must be met. The manual will be published on the projects website and will
                     be regularly revised.
                     As the final target group adult learners will benefit from the project. If the adult education
                     personnel gains competence they will provide better training for the specific needs of adult
                     learners.

T ITLE:              SUS-TRAIN: Development and testing of training modules and methods for a
                     sustainable development



DESCRIPTION:         The goal of this project is to compare existing and to develop new educative tools and
                     guidelines for training concerning sustainable development, more specifically local agenda-
                     21 processes. This training should support people in developing and organizing
                     sustainability activities.
                     Since Local-Agenda Processes involve participation on all levels, the target group of this
                     project is mainly active citizens, but also adult learning organizations and communities,
                     since these can support citizens or groups of citizens during the development and
                     organization of such processes.
                     Local-Agenda processes have been initiated in different countries and regions throughout
                     the world - mainly locally and independently from another. In this respect, SUS-TRAIN
                     wants to establish transnational co-operation between citizens, NGO's and adult learning
                     organizations regarding sustainable development and Local Agenda. Contents, methods
                     and tools used by the different project partners are to be compared and assessed,
                     including also the results of the Rio+10 Conference in Johannesburg, which will take place
                     in September 2002. On the basis of this assessment, the existing agenda-toolkits will be
                     adapted, complemented towards the specific target groups of the SUS-TRAIN project. The
                     different elements of the toolkits will be tested and improved by the partners continuously
                     by all partners. This evaluation and testing will in the end lead to representative
                     documents, which themselves can be used as support in Local-Agenda activities, viz. be
                     complemented in the future.
                     This project is subdivided into the following work-packages: Needs analysis (local, cultural
                     and educational needs of each partner), Research of best practice and outling the criteria
                     of new or adapted training modules, Development and/or adaptation of training modules
                     (contextual and pedagogical), Piloting the developed/adapted models by the different
                     partners and validation of these pilots, Dissemination, project management

T ITLE:              LANDWORKER:Neue Bildungsorte für die Erwachsenenbildung - Kleine Ortschaften
                     entwickeln ihre Zukunft -



DESCRIPTION:         The project LANDWORKER aims at developing and implementing neighbourhood and
                     community oriented adult education in rural communities with less than 3000 inhabitants.
                     The process includes setting up new spaces for learning named 'community schools'
                     analysing specific qualification needs of people in rural areas and developing and testing
                     specific adult education courses. The training concepts will be focussed on the following
                     subjects: active citizenship, ICT-use, languages and sustainable development.
                     The project will provide participating rural communities with a local place for adult
                     education. Specific training concepts will be provided taking into account specific training
                     need and living conditions in rural areas.
                     A final report will conclude strategies that are successful in reducing regional
                     disadvantages regarding access to adult education.

T ITLE:              Gewaltprävention - Kommunikationstraining und Konfliktlösungsstrategien



DESCRIPTION:         The aim of the project is the development of an action-oriented concept to the prevention of
                     violence and problem solving, which will be especially suited for young persons of the
                     second way of obtaining qualifications at European schools. It is thought of giving the
                     participants help in finding and developing their personality. Besides the prevention of
                     violence this concept will also be an example of intercultural communication.
                     Most of these young people come from socially disadvantaged groups and left school
                     without qualification and are also migrants. They feel misunderstood and have a low self-
                     esteem. Most of them have got a domestic background with a history of violence.

T ITLE:              Tolerance and Understanding our Muslim Neighbours in Europe



DESCRIPTION:         Muslim communities exist in every European country resulting from labour migration or as
                     a national minority. The mainly Christian origin of European national cultures leads to
                     misunderstanding and prejudice between Muslim and non-Muslim population. Inter-
                     religious dialogue, communication and discussion between Muslim and non-Muslim
                     population should become a crucial element of adult education.
                     The project target is to identify best practice examples for methods and didactic
                     approaches to teach and/or moderate inter-religious dialogue and communication between
                     Muslim and non-Muslim population

                     Objectives of the project are defined on national and transnational levels:
                     - Formulate guidelines for adult education recognising inter-religious and intercultural
                     exchange
                     - Analyse, develop, provide training and implement innovative approaches on national and
                     transnational levels
                     - Exchange best practice examples and learn from others' experiences
                     - Develop and test new materials for a) train the trainers b) adult education courses
                     - Testing of new material in the classroom
                     - Dissemination of the results as printed material and on a website.

T ITLE:              New Educational Methods for an Integration of Migrants in the European Society



DESCRIPTION:         In the future more than 20% of the population in the European Union will come from
                     outside. If we want to maintain - and improve - our social cohesion and civic participation,
                     Europe must develop a broad process of integration.
                     A full integration process needs two player groups: ''old'' citizens and ''new'' citizens,
                     therefore both groups must have the same, best tools and knowledge to develop this
                     process. In this life-long learning way, NGO's, as the basic civic and social unit have a key
                     role.
                     The objectives of the project are to find and test new integrated self-learning methods to
                     improve the capacity of migrants and non-migrants. We want to develop methods in the
                     fields of social-, pedagogical-, cultural competence, ICT and political management.
                     Main activities will be: seminars where the participants and partners using the ICT tools, to
                     find, develop and test real European methods.
                     We expect to get European methods and self-integration tools for migrants that through an
                     Internet network can be shared and improved by other European NGO's working in this
                     field.

T ITLE:              Engagierte Väter - Optimierung von Kozepten zur Väterbildung mit Migranten



DESCRIPTION:         Family education for migrant populations is mostly focussed on women. A specific supply
                     of family education for migrant fathers can promote gender equality and flexibility of gender
                     roles in migrant groups. The project ''Committed fathers - Optimising Concepts for Family
                     Education for Fathers with a Migration Background'' will be based on concepts and
                     experiences in father oriented family education. Contents and pedagogical concepts will
                     be adapted and transferred towards the special n    eeds of the target groups with different
                     cultural background. Migrant fathers with Turkish, African, Indian, Asiatic and East-
                     European background will be targeted.

                     - A newsletter available via internet
                     - National dissemination conferences
                     - Websites of each participating institutions
                     Will be provided.

T ITLE:              HERRAMIENTAS PARA LA VALORIZACION, DESARROLLO Y MOVILIZACION DE

DESCRIPTION:         Objectif du projet : rechercher, réfléchir et créer des outils transnationaux, validés par des
                     experts de quatre pays européens, permettant de :
                     - identifier des compétences acquises de manière informelle, propres à la nouvelle culture
                     du travail;
                     - valoriser ces compétences par rapport à leur utilité et relevance dans des contextes
                     professionnels
                     - les développer moyennant l'apprentissage formel et non formel, pour leur application dans
                     la vie professionnelle
                     Adressés à des publics en difficulté, spécialement des femmes, de jeunes chômeurs et
                     des personnes en risque d'exclusion.

                     Publics cibles :
                     Directs : formateurs, orienteurs, formateurs de formateurs, planificateurs et coordinateurs
                     de la formation, décideurs, recruteurs de personnel, entreprises.
                     Finaux : femmes, chômeurs, jeunes en risque d'exclusion.

                     Activités principales : recherche nationale et étude comparative entre quatre pays,
                     conception de référentiels, conception et validation d'outils transnationaux pour l'auto
                     évaluation et de formation de professionnels de l'éducation et de la formation.

                     Résultats escomptés : quatre analyses nationales, compendium transnational de bonnes
                     pratiques, référentiels transnationaux sur trois compétences transversales, outils d'auto
                     évaluation pour trois compétences transversales, cahier de charges pour une action de
                     recommandation concernant l'usage de ces outils et les implications didactiques de
                     l'activation et le transfert de ces compétences, recommandations dans le cadre des
                     systèmes d'apprentissage des quatre pays participants.

T ITLE:            INFORDIS,Formación a distancia para personas con discapacidad fìsica y/o
                   intelectual



DESCRIPTION:       L'OBJETIF DE CE PROJET EST DE:
                   *Dessiner, développer, adapter et expérimenter de nouvelles méthodologies et outils sur le
                   terrain de l'éducation à distance pour des personnes adultes ayant un certain degré
                   d'incapacité intellectuelle et vivant dans des zones rurales peu habitées. Le projet vise à:
                   * Faciliter et promouvoir l'incorporation de ces personnes en incapacité dans la société de
                   l'information en utilisant les nouvelles technologies.
                   * Dépasser les barrières qu'ils rencontrent lorsqu'ils veulent accéder à l'offre normale de
                   formation, surtout dans les zones rurales.
                   * Améliorer les possibilités d'intégration sociale et de travail des personnes en incapacité
                   intellectuelle.

                   LES OBJECTIFES SPECIFIQUES SONT:
                   *Dessiner et développer une plate-forme informatique permettant l'accès des personnes en
                   incapacité intellectuelle à l'éducation à distance et à l'attention individualisée.
                   *Dessiner une méthodologie adéquate à la plate-forme developpée et aux caractéristiques
                   des bénéficiaires.
                   *Dessiner et expérimenter des différents modules de formation correspondant aux
                   différentes incapacités des ces personnes
                   *Dessiner et expérimenter un système permettant l'évaluation à distance des personnes
                   en formation
                   *Promouvoir l'éducation à distance en tant qu'alternative pour les personnes ayant plus de
                   difficultés pour accéder au système de formation normalisé.
                   *Promouvoir l'égalité des chances pour les femmes en incapacité.

                   LES PRINCIPAUX RÉSULTATS ESCOMPTES SONT:
                   La création d'un système de formation professionnelle à distance pour des personnes en
                   incapacité, qui tien compte des capacités et des besoins de ces personnes.
                   L'utilisation des possibilités que nous offrent les NTIC pour aider ces personnes en
                   incapacité à dépasser les barrières actuelles d'accès à la formation professionnelle.

T ITLE:              La construcción de la competencia, estrategias de orientación y formación para
                     mujeres con baja cualificación



DESCRIPTION:         L'objectif de ce projet est de travailler avec des méthodologies d'orientation et
                     d'apprentissage de compétences transversales avec un collectif de femmes peu qualifiées
                     qui veulent améliorer leurs capacités d'intégration professionnelle par l'acquisition et
                     l'actualisation de leurs compétences. Il aspire à établir des modèles de formation qui
                     mettent en premier plan les possibilités et les recours personnels (compétences de base
                     ou transversales) acquis dans différents contextes (formels et informels) et la capacité de
                     transférer ces recours à de nouveaux contextes.

                     Les activités et les résultats prévus sont :
                     - établir un cadre conceptuel et les lignes directrices d'un travail sur le terrain réalisé par
                     les organisations partenaires
                     - identifier grâce au travail de terrain les compétences de femmes peu qualifiées
                     développées dans des contextes informels

DESCRIPTION:    L'objectif de ELLPROFT est de mettre en place un réseau européen pour le
                développement des compétences de professionnels du travail social et de la formation des
                adultes. Le réseau réalisera un recueil des besoins spécifiques de formation des cadres et
                formateurs des structures de formation continue et des structures de travail social en
                Europe. Deux séries de 10 séminaires seront créés à l'échelle européenne par le
                partenariat et couvriront des domaines thématiques étendus. Ces séminaires accueilleront
                en moyenne 15 participants et porteront sur : le management du travail social et de la
                formation continue ; l'adaptation aux publics adultes ; les nouvelles techniques
                d'apprentissage (y compris ICT) ; les pratiques pédagogiques adaptées aux différentes
                catégories de public ; les nouveaux besoins (y compris ceux liés à l'insertion des exclus) ;
                les politiques de l'action éducative et de l'action sociale.
                Le partenariat est composé d'un réseau européen pour la formation continue (EUCEN),
                d'un réseau européen représentatif de milieux associatifs (EAEA), 9 organismes de
                formation continue universitaires (dont 6 partenaires du projet ACEPROFS), 5 instituts de
                formation en travail social intégrés dans des universités et 7 associations avec une grande
                expérience dans la formation des adultes.

DESCRIPTION:         Ce projet, prévu pour deux ans, prétend mobiliser les jeunes et les responsables locaux
                     dans la construction de projets de développement durable pour leurs villages. Les élus
                     seront sensibilisés à des politiques éducatives locales pour et avec les jeunes.
                     Les corps relais(associations, institutions, collectivités...) seront amenés à jouer
                     pleinement un rôle de lien et de renforcement de la vie démocratique.
                     Les jeunes seront intéressés à l'identité de leur territoire et incités à construire et proposer
                     des projets.
                     Les habitants seront invités à participer à la vie locale et à sa mixité sociale.
                     Les activités se répartiront en deux grands axes interactifs:
                     -l'action sur le terrain avec les jeunes et leurs leaders à l'aide d'outils ludiques comme la
                     vidéo, la photo, la radio et le multimédia.
                     -la recherche, l'évaluation et l'analyse des expérimentations mises en oeuvre.
                     Elles auront lieu sur 20 sites dans divers milieux ruraux de France, Autriche, Bulgarie et
                     Pologne.
                     Cette recherche action doit permettre de proposer une structure ''modèle'' sur la question
                     de la démocratie participative locale des jeunes en milieu rural.

DESCRIPTION:         Le projet consiste à créer un dispositif d'aide et d'accompagnement des professionels de
                     la formation en vue de l'acquisition et du développement de nouvelles compétences en
                     matière de conception. Il concerne les enseignants et formateurs, les responsables de
                     formation, des entreprises et des organismes de formation.
                     Le projet vise à offrir une formation et un accompagnement personnalisés pour la
                     conception de ces solutions. Le projet s'appuie sur la création d'une base de données des
                     formations innovantes destinées à servir de ressource pour la formation et l'activité
                     professionnelle.Un site Internet permettra les échanges entre pairs, un accès a la base de
                     données, ainsi qu'à la communication entre formateurs et formés.
                     La finalité est de permettre, par le développement de nouvelles compétences, l'émergence
                     de dispositifs ouverts de qualité, intégrant d'avantage des publics traditionnellement

T ITLE:              M.A.R.I.O.: A Real Insertion Opportunity



DESCRIPTION:         Le projet Mario, prévu pour trois ans, s'adresse aux handicapés qui pratiquent les
                     disciplines artistiques. Le projet consiste à proposer à ces artistes handicapés un suivi
                     par des artistes tuteurs (ou mentors).
                     Une formation individualisée leur serait proposée on-line avec une supervision assurée par
                     des personnes ''tiers'' (facilitateur). Les formations professionnelles existantes seraient
                     adaptées aux spécificités des handicapés. Des pôles de compétence seront crées. Un
                     effort sera fait en direction des handicapés ''isolés'' c'est à dire en attente d'une place en
                     établissement spécialisé.
                     La mise en relation des artistes handicapés et des tuteurs se fera grâce à l'outil Internet.
                     Une validation des formations sera fait par des administrations compétentes.
                     Un étude sera menée sur le délicat sujet des droits d'auteur et de la propriété intellectuelle
                     des adultes sous tutelle.
                     Des supports(CD-Rom, plaquettes) seront créés afin de diffuser le projet.

DESCRIPTION:         Le Groupe de recherche et d'étude pour la prospective (GREP) propose un projet qui vise à
                     améliorer l'intégration du gender-mainstreaming dans les pratiques de formaiton,
                     d'animation et de développement territorial grâce à une approche qui induise des
                     changements dans la conception et la mise en oeuvre des actions en mettant l'accent sur
                     les relations hommes/femmes, les différences de statut, d'accès aux ressources, etc.
                     Prévu pour une durée de trois ans, ce projet entend:
                     - Construire une culture européenne commune sur l'égalité entre hommes et femmes à
                     travers une démarche de construction collective de savoirs basée sur l'échange
                     d'expériences et d'outillages; la construction de références communes en partenariat avec
                     des experts et des chercheurs; l'expérimentation sur différents terrains;

DESCRIPTION:         Ce projet, de deux ans, souhaite sensibiliser, intéresser et former aux nouvelles
                     technologies des personnes menacées d'exclusion de la société de l'information par
                     manque de compétences voire, plus simplement, parce qu'elles n'ont pas l'occasion d'être
                     en contact avec des ordinateurs.
                     Dans cette perspective, les promoteurs envisagent d'aller à la rencontre des utilisateurs
                     potentiels, dans cinq villes européennes, en plaçant des ordinateurs dans différents
                     endroits publics, tels que les cafés, les bibliothèques, les centres commerciaux, etc. Des
                     équipes d'animateurs attireront l'attention du public sur les avantages et les facilités
                     d'usage de l'outil informatique.
                     Une approche plus approfondie de l'outil informatique pourra se développer ensuite au sein
                     de groupes de travail informels dans lesquels une pédagogie innovante et une
                     méthodologie adaptée seront mises en oeuvre.

DESCRIPTION:         To succeed in building a common area of freedom and justice it is necessary to establish
                     not only a system of social and work relations consistent with the needs for equality, but
                     also a system of rules and shared values that allow the living together of persons of
                     different religions, languages and cultures.
                     It is important to strengthen the pact of citizenship among all European citizens - including
                     the ''new'' citizens of candidate countries and third countries' nationals who live in the
                     territory of the EU - revitalising the roots of the ''rule of law'' through redefinition of rights
                     and duties of person according to the process set up with the proclamation of the ''Charter
                     of fundamental rights''.
                     Full participation of third countries nationals' political and democratic life is an integral part
                     of this new pact; therefore the project intends to develop a research/action. It will be
                     implemented in four different phases:
                     - Analysis of the current situation with respect to the right to vote and to the level of
                     participation in political life;

T ITLE:         European Academy for Culture and Arts, an academy for adult education



DESCRIPTION:    The main objective of this project (with a duration of two years) is the realisation of the
                European Academy for Culture and Arts, an academy for Adult education for lifelong
                learning.
                The demands for employees in the cultural sector are changing. Employees must be
                employable, project-related, network-related and related to information technology. The
                cultural sector calls for high quality competencies of artists. Therefore the CNV-
                Kunstenverbond started with the idea of setting up an Academy on European level to
                enhance these competencies of artist.
                The target group are all professional, self-taught and potential artists in the visual art,
                music, dance, media and crossover artists.
                The main activities within the project are the development of (tailor-made) modular
                courses. The questions of the self-taught, professional and potential artists are the bases
                of the context of the courses. The subject will be focused on social, political, cultural and
                value issues on one side. On the other, the more art-related subjects will be taught to
                master specific art-related skills.
                The outputs are the structure of the European Academy, the development and execution of
                about 300 modular courses based on need analysis. Interaction between students and
                between students and teachers will be established through a Virtual Academy, an
                important part of the Academy. The development of a student monitoring system is
                another output, as an external evaluation instrument.

T ITLE:              FLEX-ALL - Flexible Learning environment for Adult Learners



DESCRIPTION:         In the project 'Flexible Learning Environment for Adult Learners - FLEAX ALL' best
                     practices in terms of flexible responses to the changing learning needs of adults,
                     particularly disadvantaged learners, will be analysed, described and disseminated. Starting
                     from a holistic approach, the project will take into consideration a broad range of aspects
                     of the learning environment. Flexibility regarding the content, didactical approach,
                     guidance and advice, in organisation and time needed define the core elements that the
                     project will address.
                     The project aims at motivating adult learners to integrate e-learning utilities in their learning
                     process as one source of flexibility.
                     In the common project the partners want to initiate a process of organisational learning
                     enabling them to meet the educational needs of marginalised adult learners. Case studies
                     of strategies to reach maximum flexibility will be conducted. Transferability of the individual
                     experience to other settings will be tested. A website and a guidebook will be the main
                     products of the project giving information how adult education institutions can cope with
                     the challenge of flexibility.

T ITLE:              MIMEX - Mediation in Museums and Exhibitions - Migration and Work



DESCRIPTION:         This proposal aims to develop methods of interpreting the subject of 'migration' presented
                     in exhibitions and museums. The aim of the project is to better transport the idea of
                     'migration' to the 'indigenous' public visitors. It is expected that the outcome, a tool to train
                     interpreters will help to reduce prejudices and improve acceptance and integration of
                     migrants among visiting public. This tool will consist of a handbook containing a curricula
                     and training modules for museum interpreters. The final beneficiaries of this project will be
                     the visitors of museums, in particular the adult population. Dissemination will be pursued
                     by the means of distribution of handbook, available in EN and DE. Curricula will be
                     available in all languages of partnership.
                     This project will be developed by a partnership consisting of 7 EU countries. The
                     partnership consists of different NGO's: 3 museums, a centre of adult education, a
                     scientific research centre, and a centre for primary attention for foreigners. This project will
                     be developed over a period of 2 years.
                     At the core of this project is the awareness of the fact that while many organisations have
                     a broad experience in the subject of migration few have developed methods for interpreting
                     this subject in museums and exhibitions.
                     The general objectives of this project are:
                     - To improve knowledge of history and present situation of migrants in different European
                     countries, specially to improve history of migration of workers
                     - To create better understanding between migrants and indigenous people (museum
                     visitors)
                     - To create curricula for the training of mediators in exhibitions, museums and events with
                     the subject of migration.
                     - To create innovative methods of mediation of the subject of migration for adults
                     - To transfer the results of the project to other exhibitions and events

T ITLE:              Empowering women to active European Citizenship



DESCRIPTION:         The main objective of the project is to develop a curriculum and modules of a course that
                     will empower women to active European Citizenship. The course will combine elements of
                     distance and e-learning with seminar-weeks and include modules in the field of:
                     - Basic knowledge of European politics and policies and feminist theories
                     - Capacity building in respect to dealing with cultural differences
                     - Skills and techniques training (project management, fund raising, public relations)
                     A project website will be established as a means of dissemination, networking and
                     discussion on the project itself and topics related to it.
                     The project wants to reach and involve both adult educators and women NGOs working in
                     the field of strengthening women's active citizenship. A conference will give opportunities
                     to present the planned course and discuss its content and methods with adult educators,
                     representatives of women NGOs and educational experts.
                     The ultimate target group of the project are the potential participants of the course: women
                     who want to enforce their political participation at various levels while broadening their
                     European perspective, e.g. voluntary workers and employees of local and national NGOs,
                     adult educators, local and regional women politicians, women working for local and
                     alternative media, etc.

T ITLE:         Curriculum Guidelines for access programmes into higher education for
                underrepresented adult learners



DESCRIPTION:    In the field of access courses into higher education for under-represented and
                disadvantaged adult learners there is a growing need for cooperation, transparency and
                improvement. Various institutions within the European Union are offering different and
                rather diverse types of integration measures, orientation and preparatory
                courses/programmes facilitating access to higher education for the target group, i.e.
                members of ethnic minorities, migrants, university applicants from European accession
                candidate countries and from developing countries (international students), refugees,
                asylum seekers, school drop-outs. Through past networking activities a strong wish was
                expressed by these institutions to coordinate and improve the effectiveness of their
                programmes by developing common Curriculum Guidelines for access programmes into
                higher education for underrepresented adult learners (in the following ''Curriculum
                Guidelines''). Recent political changes have caused v     arious migration movements and the
                enlargement of the European Union will result in growing student mobility (''free movers'')
                from accession candidate countries into EU countries. The Curriculum Guidelines are
                designed for the benefit of this target group - to facilitate integration into higher education,
                to support social inclusion - and as a consequence they will serve as an instrument in the
                fight against racism and xenophobia in society. The project comprises the development of
                Curriculum Guidelines (by needs analysis, defining parameters, evaluation of drafts,
                piloting), their dissemination and a concept for their further implementation.

T ITLE:              Support the Way to Literacy
                     Guidelines for Counselling Disavantaged Adults



DESCRIPTION:         There is a widespread need to detect skills deficiencies during early stages of social,
                     vocational and educational counselling. Because people with a lack of literacy and
                     numeracy skills are embarrassed they try to hide their deficit. Advisers working with
                     socially endangered or excluded task groups need to be trained to employ strategies and
                     methods unveiling carefully their clients' basic skills deficits without offending the social
                     and cultural integrity of the clients.

                     The ''Guidelines for Counselling Disadvantaged Adults'' will sensitise, inform and train
                     advisers in order to detect people with illiteracy or borderline basic skills, help them to
                     develop self-confidence, advise them on training possibilities, maintain motivation and re-
                     orient their potential of creativity. They obtain materials adapted for each sociological and
                     cultural background of the following target groups> long-term unemployed, disadvantaged
                     people (homeless, people with debts, drug abusers), ethnic minorities (e.g. Roma),
                     migrants and asylum seekers. They include a curriculum for sensitising seminars targeted
                     at social and vocational counsellors. Dissemination strategy combines counsellor
                     seminars and a multiplier seminar for all European countries, a website with all materials
                     and documents ready for download and active dissemination in existing networks.

DESCRIPTION:         The project is designed as a complement of a GRUNDTVIG project that has been
                     conducted since 2000.
                     The objectives are analysing, evaluating, and certifying informal knowledge and
                     competences. The direct target group are adult teachers and management personal of
                     adult education institutions. The final target group consists of adults with interrupted
                     qualification and/or professional careers.
                     Moduls to certify ICT competence and intercultural competence will be developed. They
                     will be based on existing concepts for social and communicative competence and
                     management abilities. These concepts will be broadened and revised.

                     Major project activities include:
                     - Transfer of abstract findings to specific projects
                     - Basic research on the subject
                     - Development of concepts and training modules
                     - Evaluation of the products and prior dissemination
                     - Repeated evaluation
                     - Dissemination and development of sustainable structures

T ITLE:              Tutoring Adults Online

DESCRIPTION:         The aim of the project is to promote the use of on-line learning among adult educators and
                     in lifelong learning. The objective is to produce and pilot two courses: Online Course-
                     Design and On-line tutoring. The pilot courses are implemented in four pedagogical
                     models. An external evaluator will evaluate the models.
                     The primary target group consists of adult educators in the formal and informal sector of
                     education. The secondary target group consists of people who cannot study in the formal
                     sector of education as full-time students. There will be six teams responsible for different
                     stages and outcomes of the project: course-design, implementation, marketing and
                     technical matters.
                     The project's output will consist of two evaluated courses with web-based materials. The
                     material will be translated from English into Portuguese, Danish, Swedish, Finnish,
                     Estonian and Lithuanian. There will also be 150 students who will have attended the pilot
                     courses and will be qualified to disseminate the on-line course design and the on-line
                     tutoring in their own organisations. There will also be evaluated models for how to
                     implement courses in an international network. The aim of the project is to continue
                     collaboration among the partners and also to include new organisations during and after
                     the project.

DESCRIPTION:         The IMPROVA project partners recognise the need to lower the vocational adult student's
                     thresholds for learning. It is most essential to take care of the adult student's prerequisites
                     for learning to enable a goal oriented and self-steered learning process. The core objective
                     of the two-year project is the implementation of personalised study plans in practice and
                     real life, not only on paper.

                     The project aims to bring the content and the implementation of learning closer to the
                     student. To achieve this, the project encourages and coaches the indivi dual students and

T ITLE:              LLLA - Life Long Learning Animateurs



DESCRIPTION:         Life Learning animators, LLLA is a project with two years duration.
                     The project wants to organise seminars with delegates from the trade unions and adult
                     education institutions in every participating country in order to define the concept of LLLA,
                     prepare curriculum and arrange courses to educate LLLA.
                     The project also wants to educate 250 LLLA with the tasks to animate their work
                     colleagues to take part in the LLL. The target groups are people with low formal education
                     and disabled persons. About 50% will be women.
                     Co-ordinating meetings will be held in each participating country and there will also be
                     possibilities for trainees' exchanges for the teachers for a deeper understanding of the
                     circumstances in each country.
                     The project will produce special compendiums for each participating country written in the
                     original language to be disseminated in their own countries.
                     The project will also produce a common book in EN with experiences and methods from
                     each partner for dissemination in the EU and other European countries.
                     The compendiums and the book will inspire other education institutions and organisations
                     to educate more LLLA.
                     Finally, the project also will design web pages, open not only for the participating partners
                     and their associates but also other interested organisations during and beyond the project.
                     The web page will be continued even when the financial support from Grundtvig is phased
                     out.

DESCRIPTION:         Non-governmental Organisations (NGOs) can be successful if volunteers provide
                     organisational work, expertise and can be mobilized for public action. Volunteering means
                     that active citizens exploit and share their individual qualification for the common political
                     aim. Thus establishing an Environment for learning. In 1995-research work on volunteering
                     showed that 18% of volunteers questioned volunteered to gain new skills, yet there appear
                     to be few systems to recognise the skills gained. More recently in Western Europe
                     environmental volunteering has been recognised as means of gaining skills and
                     qualification (e.g. in the UK leadership of volunteers can be recognised as a unit to gain
                     NVQ).
                     The project aims at developing and supporting the recognition of qualifications achieved
                     while volunteering on environmental or local community projects.
                     ''Environments for Learning'' will provide a range of learning events for volunteer co-
                     ordinators and community development workers to enhance and improve the quality of
                     projects and to provide opportunities for informal learning more systematically. The project
                     will develop and promote techniques of using environmental project as a pull factor to draw
                     disadvantaged groups towards life long Learning.
                     The network will be expanded during the funding phase, pilot accreditation systems for
                     qualifications achieved through informal learning will be developed and disseminated.

T ITLE:              OLTA - Opening Learning to All



DESCRIPTION:         This project will research, develop and pilot a model delivering greater integration between
                     learner's needs/expectations and the accompanying e      -learning delivery mechanism. The
                     focus is basic skills in numeracy, literacy and IT. Bringing together a software company,
                     tutors, teacher trainers, policy makers and specialists to undertake joint work on the
                     products.

                     Target groups are those with low level of basic skills. These are generally excluded
                     groups, which are either unemployed, or in low paid jobs, but the principles of the
                     approach have a wider application.

                     The main activities will include research, learning design models creation and testing,
                     seminars, workshops, joint development of the software content, testing the materials with
                     both beneficiaries ands tutors, and writing up the lessons and process.

                     Expected outputs are:
                     - The development of a learning style template where the materials can be customised and
                     adapted for each learner;
                     - A product in IT with scope for direct tutor interaction with the contents software allowing
                     responsive learner interaction and feedback;
                     - Key exemplars in literacy and numeracy;
                     - A teacher-training package showing how exemplars can be fitted into software templates.
                     The project will set out to understand and advance learning styles, and to reflect on the
                     results of the learning. A conference will set up to advance discussion and interaction with
                     other teachers, learning designers and publishers.

DESCRIPTION:         1.        Brief Summary
                     The project objective is to enable socially and economically excluded young people to re-
                     enter education and training, and to progress into sustainable employment by removing

                     the barriers to learning. The target group experience ow self-esteem and lack of self-
                     confidence as a result of physical and psychological barriers to learning.
                     The beneficiaries, aged 16-24 years, have left compulsory education with no qualifications
                     or low-level qualifications. Many have received no formal education since the age of 13 or
                     have learning difficulties, which have not previously been identified. A mistrust of education
                     and educators has resulted in a lack of the basic skills and social competences needed in
                     the world of work.
                     Innovated pedagogical methods will provide creative, experiential, student centred and
                     informal pre-learning experiences, which in turn will develop a sense of personal
                     achievement, provide an opportunity for self-expression and raise self-expectations.
                     Learning through performing and creative arts will provide opportunities to measure soft
                     skills and personal development. Added value will be provided by assessment and
                     accreditation of these skills.
                     Outcomes will include curricula and didactic materials produced by teachers and
                     exhibitions and performances produced by students.

DESCRIPTION:         ALERT-2 will provide diverse learning opportunities, enabling people to understand and
                     apply environmental sustainability in their everyday lives. There will be three areas of
                     study: understanding of the issues; practical actions and advi sing others.

                     Routes to learning will be developed with a wide range of partners including community
                     development workers.
                     Disadvantaged groups on lower incomes who stand to gain most will be targeted: they
                     have least access to information and rises in costs have a disproportionate impact on
                     them. For low-income workers, links will be made with their work.

                     The activities undertaken will be the joint preparation, use, sharing and dissemination of
                     materials, which will have a common connection with citizen's everyday lives across
                     Europe. Exchange events will be organised. A joint multilingual website will be used.

                     The outputs will be:
                     - A summary document setting out the environmental issues faced by Europeans and
                     citizen's role;

DESCRIPTION:         The number of refugees/immigrants is increasing and at the same time for demographic
                     reasons Europe is in need of new citizens.Refugees/immigrants who would like to become
                     European citizens need to be trained to facilitate them to gain knowledge of languages,
                     necessary social competencies and cultural and social skills. Without this help they and
                     their families would probably remain socially excluded. Some Non-European cultures have
                     different attitudes towards women. These women had a different position in the social
                     structure of their society of origin. Teachers and trainers should be able to understand not
                     only the language of future European citizens but also their culture, habits and reasons
                     and their behaviour. They should be able to transfer knowledge about immigrants to a wide
                     European public. They are the best group for this task. Opinions and attitudes of European
                     citizens must be naturally and gradually changed and nations living in Europe must be
                                                                                              i
                     prepared for an unconditional social inclusion of immigrants. This s the only way for
                     prevention of racism and xenophobia.
                     The improvement of skills of teachers/trainers ability to communicate both with
                     refugees/immigrants and with public to combat social exclusion of refugees/immigrants
                     will be achieved through modular training, electronic exchange of experience and
                     examples of good practices. New pedagogical approaches respecting different cultures
                     and social background of refugees/immigrants will be developed and tested.

T ITLE:              Promoting Social Inclusion Through Basic Skills Learning



DESCRIPTION:         One of the greatest challenges of societies in Europe today is to develop learning
                     societies and to create inclusive learning environments for adults, especially for low-
                     educated disadvantaged social groups including ethnic minorities (e.g. Roma). The project
                     partnership from 8 European countries aims to provide basic skills tutors, managers of
                     basic skills providers, ethnic minority organisations and decision makers at local authority
                     level. Simple, innovative work tools must be developed that are applicable in different social
                     and cultural contexts. The joint work of partners from 3 EU member states and 5 CEE
                     countries accumulates expertise in basic skills development. Work tools will be developed
                     jointly and evaluated in each country. The target group itself will be enabled to identify and
                     adopt good practice examples in basic skills training. Existing basic skills programmes
                     will be evaluated, surveys to identify basic skills needs among the adult population will be
                     conducted. The project aims on sensitising local policy makers towards basic skills
                     development.
                     The partners of the project try to implement a ''bottom up'' approach. Starting at the local
                     level regional and national basic skills strategies will be promoted in countries that already
                     address the subject and those which actually do not have any basic skills strategy.

T ITLE:              DPPC - The Development of Psychopedagogical and Professional Counselling
                     Services



DESCRIPTION:         For many people, in the past, passing from education to labour market is an event that
                     happens just once in a lifetime, especially in Eastern European countries. Nowadays
                     everyone needs information and advice regarding ''what they have to do from now on'', at
                     least a few times within their lifetime and, maybe, in unexpected situations.
                     In this respect, the general aim of the project is to improve the quality of counselling
                     services according to the arguments of the Memorandum for a guidance service as a
                     continuously accessible service for all, which overcomes the distinction between
                     educational, vocational and personal guidance.
                     The target group is a team of counsellors, of counsellors' trainers and researchers coming
                     from Romanian, German, Danish and Spanish adult education institutions and research
                     institutions which are partners in the project.
                     The planned activities are the development, elaboration, testing, producing and publishing
                     of a training module and of a handbook of good practice for counsellors.
                     The outputs are:
                     - The development of a training module for psycho-pedagogical and professional
                     counsellors,
                     - The production of a handbook for good practice.

T ITLE:              ICAR - Internet Communication and Active Rehabilitation for People with Mental
                     Disorders



DESCRIPTION:         The main objective of the project is to make it possible for the mentally ill to acquire the
                     skills of computer and Internet usage. A computer and internet training teaching its usage
                     in rehabilitation for the staff conducting educational and rehabilitation programmes for
                     mentally ill (educators and therapists). The direct target group for whom the programme is
                     designed are mentally ill people.

                     The objective will be attained by means of:
                     · Designing a training programme which will be replicated in other centres dealing with
                     rehabilitation and education of mentally ill people
                     · Conducting training for a group of 240 handicapped people in four editions of the training
                     · Evaluation of experience and effectiveness of activities conducted
                     · Wide dissemination of the method aiming at social integration of people who have gone
                     through a mental disease

T ITLE:              ATTRAIN - Assistive Technology Consultant / Advisor Training Development and
                     Delivery



DESCRIPTION:         Equal opportunities efforts can gain effectiveness if the access toward assistive technology
                     will be easier for disabled and elderly people. Disability awareness policy therefore should
                     include the development of a knowledge base for counsellors, self-help organisations and
                     other adults involved (e.g. parents) about assistive technology.
                     The objectives of the project are developing, testing and disseminating a handbook for
                     professional counsellors about assistive technologies for a large variety of handicaps. Thus
                     providing the final target group with indirect information about assistive technology and
                     enabling more elderly and disabled to participate in adult learning and in the labour market.
                     Mainly good practice experiences from Denmark will be analysed, transferred to different
                     national settings and disseminated.
                     The project partners will produce 13 training modules ranging from information about
                     assistive technology for certain handicaps to economical issues and legislation (3
                     languages SK, IT, UK. The handbook will be available as print and on CD-ROM.

DESCRIPTION:         The project focuses on the development of a concept for adult education that will improve
                     the awareness of possible injuries through repetitive strains. The adult learners will be
                     provided with strategies and a set of measures to minimise or eliminate repetitive strain
                     and therefore avoiding repetitive strain injuries (RSI). Basic legal information is provided
                     and a library accessible via internet will be provided.
                     At the beginning of the project an analysis of current situation at the workplace and at
                     home will be conducted using survey methods. On that basis a variety of concepts for
                     adult education will be developed. Pedagogical concepts of learners' orientation and role-
                     playing will be used. The developed classroom material will be provided as multi media
                     applications. Overhead transparencies, CD-ROMs, videos will be available at the download
                     centre of a website. On this site the project will be described and the products
                     disseminated.
                     The direct target groups consist of multipliers as workers representatives and employees
                     responsible for health and safety aspects. The final target group are people being exposed
                     to repetitive strains.

T ITLE:              Community Centres promoting Sustainable Living



DESCRIPTION:         The proposed three-year project aims at initialising the set up of community centres that
                     bring together the synergistic efforts and resources of formal educational institutions,
                     NGOs, local authorities and adults to promote sustainable living particularly in
                     marginalized and disadvantaged communities. This will be achieved by exploring specific
                     community needs and by helping community members to design programmes that
                     correspond to these requirements. The project will initially establish a common research
                     language and define criteria for action by gathering research literature, examples of good
                     practice and field data. During the following experimental stage, when pilot community
                     centres will be established a concurrent formative project evaluation exercise will be
                     launched. The project will document the experiences gathered, relate them within a
                     European context and widely disseminate guidelines and training manuals for the setting
                     up of similar community centres in other countries or regions providing a sound basis for a
                     GRUNDTVIG 4 network.

DESCRIPTION:     The overall aim of this network project is to promote equal opportunities and co-operation
                 in the field of life-long learning as well as the removal of educational obstacles that face the
                 following disadvantaged groups: travelling communities (including Roma), seasonal
                 migrants and interrupted learners.
                 To accomplish this goal this partnership will establish and maintain a platform for
                 exchange and dissemination of these practices, promote, support and guide new actions
                 in this thematic area. The outcomes of this project will be primarily: an ´Inventory of
                 examples of good practices of life-long learning for these travelling communities and
                 interrupted learners; ''Suitable models for life-long learning and Adult education for travelling
                 communities and interrupted learners: basic skills'', furthermore guidelines for providers
                 and policy-makers will also be available. This information will be available in a web site in
                 EN and FR languages.

T ITLE:              Réalités, Pratiques et Collaborations pour l'Education dans les Prisons
                     Européennes



DESCRIPTION:         Ce projet s'adresse aux personnes en détention. La grande majorité est très peu qualifiée.
                     Le projet prétend que l'éducation de base pour tous soit un droit reconnu et mis en
                     pratique. Ce projet vise à:
                     *Réaliser une enquête sur la situation de l'éducation dans les prisons d'Europe(législation,
                     organisation matérielle, relation entre les acteurs, reconnaissance des acquis) .
                     *Mettre en place un réseau d'échanges concernant les expériences pratiques et le
                     matériel pédagogique créé pour cette population spécifique.
                     *Mettre au point un kit destiné aux groupes désireux d'entamer une initiative d'éducation
                     dans une prison.
                     Deux séminaires et une conférence, ainsi qu'un livre présentant des histoires heureuses et
                     des recommandations aux acteurs nationaux et européens, contribueront à créer une
                     conscience généralise sur cette problématique.

T ITLE:              NILE - Network - Intercultural Learning in Europe




DESCRIPTION:         This project is based onthe idea that intercultural learning is one of the most essential
                     aspects of lifelong learning in the actual context of the overall process of globalisation and
                     migration. Fourteen European organisations and networks with experience in adult
                     education and intercultural learning will join together in a thematic network to identify
                     intercultural issues, terminologies and approaches in the project countries from the
                     viewpoint of learners, teachers and learning facilitators of different learning origins. Over the
                     period of three years the network will try to identify findings on the national level in order to
                     identify criteria for intercultural learning in adult education in Europe and to come with
                     recommendations for overall policy and practice. This project aims not only to create
                     innovative ideas with multipliers and networks but also to create a starting point fro the
                     ''mainstreaming'' of intercultural learning in the context of lifelong learning in Europe.

T ITLE:            OASIS - Gender Mainstreaming / Open Activities Network Strategies and Integrated
                   Systems



DESCRIPTION:       OASIS is a project network whose main aim is to promote adoption of the principal of
                   Gender-mainstreaming in training strategies target to adults. The overall objective of the
                   project is to facilitate the exchange of experiences in this field and to analyse the potential
                   of the network projects' results to improve the implementation of gender considerations in
                   training schemes.
                   By pooling the knowledge of institutions with proven experience in the education and
                   training and the use of ICT to promote lifelong learning, the network vision is to produce
                   concrete outputs to facilitate attainment of equal opportunities among women and men.

                   The network includes training institutions, research centres, third sector, private sector
                   and local organisations. Main activities include gathering information in the field,
                   development of tools to assess the incorporation of gender equality as a transversal
                   objective in all internal activities, making available training modules based on the use of
                   ITC to achieve gender equality, promote debate through forums of discussion.
                   The network will develop a web site, provide e       -consulting and produce a newsletter to
                   support activities.

T ITLE:          EQUIPE - European Quality in Individualised Pathways in Education



DESCRIPTION:     As universities become life-long learning institutions, arrangements for quality assurance
                 and enhancement need to be taken into account of a more diverse range of learner's needs
                 and of new practices that include, for example: guidance services, accreditation of prior
                 learning, ODL and individual programmes of learning, alongside with more traditional styles
                 of provision. 32 partners will develop over a period of three years a web based tool kit to
                 support quality projects in university adult learning particularly focusing in these new forms
                 of practice. The tools include a handbook, case studies from at least 38 universities
                 across 30 countries of Europe, an annotated review of quality models, an interactive web
                 site with examples of good practice, and a series of comparative and reflective articles.
                 The tool kit will be available in EN. The case studies will be also translated into GE, EN
                 and ES.
                 A parallel range of related services will be made available through face-to-face or virtual
                 dialogue.

T ITLE:              REPRISE - Result Exploitation for Project Research and Information on Social
                     Exclusion



DESCRIPTION:         This project aims to build upon the work undertaken by the European Basic Skills
                     Network. The EBSN partnership will disseminate the research, recommendations and
                     conclusions of the project: 'Building a European Skills Network to tackle social exclusion'
                     to other national organisations operating in the field of adult education and basic skills in
                     EC countries ( Italy, Greece) and pre-accession countries ( Latvia, Poland, Romania and
                     Malta) while mapping research in this new participating countries to basic skills definition
                     and levels, qualifications, adult education/policy provisions and aspects of social
                     exclusion. Seminars, workshops, and production of interim reports, data, questionnaires,
                     action plans and evaluation will provide the main research and pedagogic methods. The
                     final outcome of this project will be a final report published in the languages of the
                     participating institutions (EN, RO, DA, MT, PL, ES, LV, IT, EL, NL, FR) containing
                     research recommendations and conclusions on the appropriate options necessary for
                     developing adult/basic literacy/numeric education at individual, organisational and policy
                     levels within the participating countries. The project ultimately aims to ensure that
                     individuals are more pro-active in shaping their own future.

T ITLE:          Collect and Share



DESCRIPTION:     Collect and Share will promote innovative good practice to benefit lifelong learners in
                 museums and galleries across Europe.
                 Collect and Share seeks to open up further the enormous potential of museums and
                 galleries (for brevity referred to as 'museums' subsequently) to provide unique opportunities
                 for informal and autonomous leaning, developing intercultural awareness, and stimulating
                 ability to enter or re-enter formal education.
                 Collect and Share is a new consortium of European networks, agencies and institutions,
                 creating a well-networked pool of expertise grounded in practice and building on other
                 European projects, the first-such Europe-wide network project dedicated to such
                 development.

                 Collect and Share will:
                 - Collect innovative examples of good practices in the 'opening up' of museums for lifelong
                 learning, particularly for those disadvantaged by virtue of social or economic factors,
                 discrimination, or disability, highlighting the professional development needs essential to
                 such work to training providers and 'apprenticeship' schemes ;
                 - Share these by dissemination through museum networks, and through reports, training
                 and advocacy seminars, conferences, and in interactive website - to debate and inform
                 practice, and to influence policy nationally and in Europe - with the aim always of
                 promoting access for lifelong learners from all sections of society.

                 Collect and Share will:
                 - Add value: extending impact of relevant Socrates projects since 1995 by wider
                 dissemination,
                 - Be reflexive: identifying key factors and values in relevant good practices
                 - Be proactive: furthering good practice and professional development through reports,
                 training seminars, and conferences
                 - Secure sustainable benefits for lifelong learners by influencing policy, raising standards,
                 and establishing an ongoing focus for innovative practice.

T ITLE:              FORWARD, Forum for Writing and Reading Difficulties in Adults



DESCRIPTION:         The objective of this project is to create a durable European network in the area of adult
                     literacy, with special focus on reading and writing difficulties in adult learners.
                     The educators and institutions forming part of the network will exchange their expertise in:
                     · Facilitating the learning process of adults with reading and writing difficulties
                     · Teaching educators and counsellors how to diagnose and guide these adult students
                     And will work towards a Europe-wide approach to ensure a better access to life long
                     learning for adults with reading and writing difficulties.
                     The project will have a wide target group, composing of researchers, teachers, social
                     workers and other professions working in the field of adult literacy.
                     The consortium will gather information available in the different participating countries and
                     make it available to the European public through the Forward Portal, an Internet homepage
                     which will contain both information, examples of good practice, relevant links and a
                     discussion forum open to all European practitioners in the field.
