   Minutes of the State Level UID Implementation Committee held under the
 Chairmanship of Chief Secretary, Govt of Jharkhand on 21.09.2010 at 04.30PM
               in the CS Conference Room, Mantralaya, Ranchi
Present:

       Following decisions were taken during the meeting:
       1. Arrangement of keeping KYR+ data returned by Enrolment Agencies – Enrolment
       agencies has to return the softcopy of the KYR+ data after capturing demographic data during
       the enrolment process. State Government has to make arrangement for storing the data. It has
       been decided that Nodal department i.e. IT department shall make arrangement for its storage
       in a Data Center and its end use. Also IT deptt will take action for procurement of additional
       server for keeping the data.

       2. Evolve suitable mechanism for utilization of Grant:
       There are two types of amounts available for UID enrolments as of now. The first one is the
       Thirteenth Finance Commission (TFC) Grant of Rs. Rs. 116.4 Crores for Jharkhand State for
       enrolment of the BPL categories of persons into the UID system which will be released in ten
       instalments over the next five years. The first tranche of 11.64 crores has already been
       released. Subsequent instalments of this grant will be released on the basis of certification by
       the UIDAI regarding the enrolment of the targeted categories. Detailed guidelines for
       utilisation of this grant have been received from the Government of India . UIDAI has also
       decided to augment this grant to cover additional vulnerable categories like NREGA workers,
       persons covered under RSBY, old-age pensioners etc. The amount of UIDAI’s grant is 1/6th
       of TFC grant. The State UID Implementation Committee will further deliberate for
       utilising this grant within the broad guidelines of the Government of India.



       3. Introducers Incentive/honorarium:
       The Government has notified authorized list of introducers. These authorised introducers will
       have to work with the enrolment agencies and to be present at the enrolment stations at the
       time of enrolments. In order to incentivise them for performing this honorary function which
       is beyond their normal duties, it is appropriate that honorarium be paid to these authorised
       introducers. Such honoraria are quite common in a number of Government programs like
Election, Census, RSBY, Family Planning etc. The State UID Implementation Committee
after deliberations has decided to take a call on honorarium amount to introducers at
later stage of the project.

4. Roadmap for integrating State and Centre Sponsored Scheme Application with UID
Number: Cabinet has decided to issue UID number to all residents of the state. State and
Central sponsored schemes like MGNREGA, PDS, BPL Card, Old age pension, RSBY, Mid
day meal, Scholarship, Anganbadi Kendra, Janani Suraksha Yojna will be implemented in
easy and transparent manner after integration of UID number in the application. It has been
decided that the concerned department will prepare a detailed roadmap to integrate the UID
number in the delivery of their respective services in a time bound manner.

5. Arrangement for keeping documents:
The enrolment/consent form, PoA and PoI documents will be returned by the enrolment
agencies to the Registrar after the enrolment process is over. UIDAI has intimated vide letter
No.DO4(4)/(enrolment process)/2010-UIDAI/3382 dated 14.09.2010 that UIDAI is in process
of evolving suitable Document Storage and Management Strategy. Till such time UIDAI
makes permanent arrangement, it has been decided by the committee to keep the documents
in the concerned district headquarter by the Deputy Commissioners. Deputy commissioners
will take necessary action for availability of space in DHQ for keeping the documents.


6. Provision of multiple Registrar:
It has been decided by the committee to work Urban development as registrar of the state for
urban areas. Rural Development Department will work as Registrar in Rural areas of the state.


7. UID Pilot Project:
Present RFQ (request for quotation) for UID pilot project is covering district of Ranchi,
Lohardagga, Dhanbad, Hazaribag and Deoghar. It was decided by the committee to include
Palamau and Saraikela-kharsawan district in the Pilot project. RDD will take action for the
