               Faster and Larger Rank Allowance Increments for NSmen


1.       Currently, an NSman is given a rank allowance increment for every 40 days of
Operationally Ready National Service (ORNS). Each increment is around 5% of the
minimum rank allowance for that rank.


2.       To better recognise the contributions of our NSmen, an increment will be
given to NSmen for every active work year they are called up for in-camp training
(ICT). NSmen who perform high-key ICTs will be given a larger increment at the end
of that work year. The increments will be subject to the satisfactory completion of the
NSman's ICT in that year. The revised increment structure is in Table 1 below.

3.       An NSman who completes a typical ORNS training cycle can expect to
receive in aggregate an increment of up to 75% of the base rank allowance at the

end of the ORNS. Under the current policy, NSmen would receive an aggregate
increment of up to 10%.


4.    The revised increments will be granted from the start of the next work year on
1 April 2010. The initiative is expected to benefit about 75,000 Singapore Armed
Forces (SAF), Singapore Police Force (SPF) and Singapore Civil Defence Force
(SCDF) NSmen who are called up each year and do not claim make-up pay.


Increased Combat or Operational Allowance for NSmen


5.    SAF NSmen in combat vocations currently receive a combat allowance that
ranges from $100 to $300 per month, based on the demands of their vocations.


6.    To further recognise the demanding nature of combat vocations, the current
combat allowance will be increased by $100 across all SAF combat vocations at the
start of ORNS as shown in Table 2. This increase will help maintain the combat
allowance premium (relative to rank allowance) in the later stages of ORNS.

7.    NSmen in the SPF, who are deployed in operational vocations, currently
receive a similar allowance known as Operational Allowance. They will also receive
a $100 increase in Operational Allowance at the start of their ORNS. MHA will
introduce the Operational Allowance for NSmen in the Singapore Civil Defence
Force (SCDF) who are deployed in frontline operations. The quantum of the
Operational Allowance for SPF and SCDF will be the same as the SAF.


8.    The increased combat allowance will be implemented from 1 Oct 2009. It is
expected to benefit more than 60,000 SAF, SPF and SCDF NSmen in combat or
operational vocations who are called up each year and do not claim make-up pay.


Command Appointment Add-On Allowance


9.    NS key command and staff appointments take on leadership roles and
shoulder additional responsibilities during ORNS. In recognition of their broader
responsibilities and higher level of contributions, these NSmen are paid an
allowance based on the seniority of their appointments. Those holding more senior
appointments are paid the Key Appointment Holder (NS) [KAH(NS)] Allowance,
while those holding junior appointments are paid the Responsibility (NS) [R(NS)]
Allowance.


10.   To recognise the greater demands placed on NSmen holding command
appointments, they will receive a Command Appointment add-on allowance. The
add-on allowance will be set at 20% of the current KAH(NS) or R(NS) allowance
drawn by the NSmen. This add-on is payable so long as the NSman continues to
hold a command appointment.


11.   The command appointment add-on allowance will be paid at the start of the
next work year in Apr/May 2010. It will benefit more than 2,000 SAF KAH(NS) and
R(NS) appointment holders in command appointments as well as SPF and SCDF
Key Appointment Holders and Command Appointment Holders.
Revised Rank Allowance for NSmen Warrant Officers and Specialists, and NSF
Specialists


12.   Currently, the rank allowance of junior specialists is slightly higher than that of
enlistees and lower than that of officers. For example, the rank allowance of a Third
Sergeant (3SG) is $630 compared to $490 for a Corporal (CPL) and $1120 for a
Lieutenant (LTA).


13.   To better reflect the greater roles and responsibilities of our NS commanders,
most warrant officers and specialists will receive an increment of about 5% to 35% in
their rank allowances. This will significantly increase the rank allowance of warrant
officers and specialists relative to enlistees. Table 3 provides the comparison of the
current and revised rank allowances for SAF warrant officers and specialists.

14.   SPF and SCDF will also be making similar revisions to the rank allowances
for their NS junior commanders and specialists as shown in Table 4 below:

15.   This initiative will be implemented from 1 Oct 2009 onwards. It is expected to
benefit about 7,000 Full-Time National Servicemen (NSF) specialists and 20,000
NSmen warrant officers, junior commanders and specialists from the SAF, SPF and
SCDF who are called up each year and do not claim make-up pay.

Example 1: Full-Time National Service (NSF) Specialist in the Singapore
Armed Forces


16.   A typical NSF Specialist in the Singapore Armed Forces (SAF) is one who
holds the rank of a 3SG.


17.   From 1 Oct 2009 onwards, the rank allowance for a 3SG will be increased
from $630 per month to $740 per month. An NSF 3SG will therefore receive an
increase of $110 or 17% in his monthly rank allowance. Figure 1 below shows the
change.

Example 2: Operationally Ready National Serviceman (NSman) Combat
Trooper in the Singapore Armed Forces (SAF)


18.    Currently, a typical combat trooper in a SAF NS infantry battalion holding the
rank of CPL(NS) is eligible for a combat allowance of $150 on top of his monthly
rank allowance of $490. The total allowance received is pro-rated according to the
duration of his ICT.


19.    From 1 Oct 2009 onwards, combat allowance for NSmen will be increased by
$100 per month. The NSman will therefore be eligible for a combat allowance of
$250 per month when he returns for his next ICT after 1 Oct 2009. In addition, he
will also receive a rank allowance increment of 5% from 1 Apr 2010 onwards if he
has satisfactorily completed a low-key ICT in work year 2009. In summary, under the
revised allowances, the NSman can expect about 20% increase in his monthly NS
allowance for work year 2010. Figure 2 below shows the change.

20.   Besides getting a 20% increase in his monthly NS allowance in the next work
year, the NSman will also benefit throughout his whole ORNS cycle. Figure 3 shows
the potential step-up in rank allowance due to more frequent and larger rank
increments. The projection is based on a typical ORNS training cycle in the SAF.

Example 3: Operationally Ready National Serviceman (NSman) Fire Fighter in
the Singapore Civil Defence Force


21.   Currently, a typical NSman in the SCDF holding the rank of CPL(NS) receives
a monthly rank allowance of $490, pro-rated according to the duration of his ICT.
Starting from 1 Oct 2009, SCDF will introduce an Operational Allowance for its
NSmen, similar to the SAF and SPF. Hence, as a fire fighter with frontline
operational deployments, the NSman will be eligible for the Operational Allowance.


22.   Therefore, from 1 Oct 2009 onwards, the NSman will receive a newly
introduced Operational Allowance of $100 per month. He will also receive a $100
increase in his Operational Allowance when he returns for his next ICT. Hence, his
Operational Allowance will be $200 per month. The NSman will also receive a 10%
rank allowance increment in the next work year if he has satisfactorily completed a
high-key ICT in the preceding work year. Figure 4 shows the change.

23.   The NSman will also benefit throughout his whole ORNS cycle, as shown in
Figure 5. The projection is based on a typical ORNS training cycle in the SCDF.

Example 4: Operationally Ready National Serviceman (NSman) Officer in
Command Position in the Singapore Armed Forces (SAF)


24.   An NSman serving as an Officer Commanding (OC) in an infantry battalion is
eligible for an additional Responsibility (NS) [R(NS)] allowance of $1,380 a year in
addition to his rank and combat allowances.


25.   To recognise the heavier responsibilities of command appointment holders,
all Key Appointment Holders and R(NS) appointment holders with command
appointments will receive an add-on allowance of 20%.


26.   Hence, this NS officer will receive an additional $280 (20%) on top of his
current R(NS) allowance of $1,380. This will be paid to him in Apr/May 2010.


27.   As an NSman in a combat vocation and currently undergoing a high-key ICT,
the NS officer will also be eligible to receive a $100 increase in combat allowance
and a 10% increase in his rank allowance at the end of work year 2009 if he has
satisfactorily completed a high-key ICT in the work year.
