       A RESOLUTION adjourning the Senate in loving memory and honor of William L.

"Bill" Quinlan.

       With deepest respect and admiration, we pay homage and tribute to our friend and

colleague, William L. "Bill" Quinlan, and we pause in silent reverence for his soul.

       WHEREAS, William L. "Bill" Quinlan, a twenty year member of the Kentucky

Senate, traversed these earthly bounds on Friday, March 10, 2000; and

       WHEREAS, William L. "Bill" Quinlan was the devoted husband of Jean Quinlan;

he was the loving father of two sons, William and David Quinlan; and two daughters,
Robin Heuke and Cindy Welch; he was the loving brother of three sisters, Delores

Graven, Alice Harris, and Carol Binder; and he was the proud grandfather of nine

grandchildren; and

       WHEREAS, William L. "Bill" Quinlan graduated from St. Xavier High School and

the University of Louisville; and

       WHEREAS, William L. "Bill" Quinlan served his country with distinction in the

United States Army during the Korean War; and he was a member of the American

Legion GI Joe Post in Jeffersontown, and the Veterans of Foreign Wars Post 1170 in

Middletown; and

       WHEREAS, William L. "Bill" Quinlan, a Democrat, served his constituents from

the seventh Senatorial District with pride from 1972 to 1992, where he ably served as

chairman of several committees, including Banking and Insurance, Economic

Development, Energy, and Public Utilities and Transportation; and, in 1991, he became

the first senator to be elected chairman of the twenty-six member Jefferson County

delegation in the General Assembly; and

       WHEREAS, William L. "Bill" Quinlan, was a strong voice for southwestern

Jefferson County where he helped obtain state funding for the Jefferson Community
College's Southwest Campus, Norton Southwest Hospital, the Jefferson County

Government Center on Dixie Highway, Riverport, the widening of Dixie Highway and

the southwest floodwall; and

       WHEREAS, William L. "Bill" Quinlan was held in the highest respect by his

friends and colleagues; he will be remembered as an active and involved citizen, and a

highly esteemed member of the Jefferson County community, where he was a member of

St. Edward Catholic Church; he was a former industrial engineer and Ford Motor

Company manager; he was a former member of the Board of Overseers at the University

of Louisville; and he was a former president of the Grass Roots Democratic Club and the

Pleasure Valley Lions' Club; and
       WHEREAS, when this honorable body reflects upon the memory of William L.

"Bill" Quinlan, it is with fond recollection that we remember him not only for his

legislative accomplishments and the friendships he made and sustained through the years,

but also his compassion for and understanding of the common man, which he

demonstrated daily throughout his life; and

       WHEREAS, the passing of William L. "Bill" Quinlan has left a void that will be

difficult to fill, and he is mourned across the length and breadth of the Commonwealth;

       NOW, THEREFORE,

Be it resolved by the Senate of the General Assembly of the Commonwealth of

Kentucky:
       Section 1. The Senate does hereby express its utter sense of bereavement and loss

upon the passing of William L. "Bill" Quinlan, and extends to his family its most

profound and deepest sympathy.

       Section 2. The passion, dedication, intelligence, and social consciousness William

L. "Bill" Quinlan brought to this Commonwealth will never be forgotten, and his

influence will continue.

       Section 3.   When the Senate adjourns this day, it does so in loving memory and
honor of William L. "Bill" Quinlan.

       Section 4.   The Clerk of the Senate is hereby directed to transmit a copy of this
