    .
    Overview
        New political circumstances call for new approaches: climate
        change objectives, enlarged Union (from 15 to 27 Member

    .
        States), European Union’s new global role

        Achievement of common transport policy objectives requires an

    .
        efficient, better integrated infrastructure

        TEN-T to
         » support logistics and co-modal services for passengers and
            freight;
         » help meet mobility needs while containing CO2 emissions;
         » be more than the sum of 27 national infrastructure networks;
         » demonstrate true European added value;
         » better connect Europe to its neighbours and the world.

   Trans-European transport network policy
    Overview
     15 years of TEN-T policy have brought noticeable
     results (e.g. high-speed rail, rail interoperability,
     preparation of key ITS projects)
     Future transport network policy to show continuity,
     taking into account lessons learned (implementation
     delays, mis-match between planning ambitions and
     instruments)
     Long-term horizons inherent to major infrastructure
     projects needs to be accompanied by more flexibility
     and responsiveness in the face of evolving needs and
     technological/institutional innovations

    The way ahead (1)

     Strengthen the European dimension in TEN-T
     planning

      Make the TEN-T a genuine basis for all
     relevant transport policy objectives

     TEN-T policy to be far-reaching and quickly
     moving ahead

   Trans-European transport network policy
    The way ahead (2)
     Aim at better coherence between planning
     objectives and implementation capacities

      Review the range of financial and non-
     financial policy instruments to ensure their
     effectiveness

      Ensure well coordinated action at Community
     level and stimulate all other actors to commit
     to contribute to timely completion of the TEN-T

   Trans-European transport network policy
    Objectives (1)

     To improve and modernise the core transport
     network for social and economic integration

      To achieve an integrated market for land,
     inland waterways and maritime transport
     systems and services closely linked with the
     relevant internal transport market of the
     European Union.

   Trans-European transport network policy
    Objectives (2)

     To create a market framework capable of attracting
     investment in all transport modes and in traffic
     management systems

     To increase efficiency in the transport modes and
     contribute to a more sustainable modal split.

     To promote a balanced development of transport with
     socio-economic conditions and respect of
     environment.

    Objectives (3)

     To promote a balanced development of
    transport with socio-economic conditions and
    respect of environment.
