                                     Overview and Guidelines

Purpose
The purpose of the certificate renewal plan is to provide a mechanism that will enable educators to
apply a broad range of relevant professional development activities toward their certificate renewal.
The certificate renewal plan is intended to
    Encourage educators to engage in meaningful, quality professional development activities that
       are directed toward promoting student achievement;
    Ensure that educators are accountable for their continuous professional development; and
    Be operationally efficient.

Description
The following certificate renewal guidelines apply to any person who holds a South Carolina
educator’s certificate. An educator’s professional certificate is valid for five years and expires on
June 30 of the expiration year. In order to be eligible for certificate renewal, the educator must earn a
minimum of 120 renewal credits, as described in the renewal credit matrix, during the five-year
validity period of the certificate.

Obtaining Renewal Credits
Educators are responsible for ensuring that all renewal options and activities meet these guidelines:
    An individual who is employed in a position that requires South Carolina educator certification
      must earn renewal credits through professional development activities that
           1. directly relate to the educator’s professional growth and development plan,
           2. support the goals of the employing public school district, and
           3. promote student achievement as required by State Board of Education Regulation 43-
               205-1, Assisting, Developing, and Evaluating Professional Teaching (ADEPT), and
               Regulation 43-165-1, Assisting, Developing, and Evaluating Principal Performance
               (ADEPP).
    All administrators must complete a minimum of 20 renewal credits during each five-year
      validity period in professional development activities that are designed to enhance their skills in
      supporting and encouraging teachers as professionals.
    An educator who is not employed in a position that requires South Carolina educator
      certification but who wishes to maintain a current certificate must earn renewal credits through
      professional development activities that directly relate to one of the following:
           1. the educator’s current area(s) of certification,
           2. a formal program of study in a certification area in which the educator is officially
               enrolled, or
           3. the goals of the educator’s employing education entity.
    Any educator included in the information listed above who has not earned a Master’s
      degree must earn sixty (60) renewal credits in graduate-level coursework to renew the
      current certificate. Educators who hold a Career and Technology Work-Based
      Certification ONLY are not required to fulfill the graduate-level coursework
      requirement.

Additionally, all educators must
    meet the appropriate eligibility criteria for each certificate renewal option/activity for which
       renewal credits are sought, as specified in the renewal credit matrix, and
    maintain all required verification, as described in the renewal credit matrix.

Submitting Renewal Credits
An educator who is employed in a position that requires South Carolina educator certification must
      a) maintain verification of having earned a minimum of 120 renewal credits
           through professional development activities that (1) directly relate to the educator’s
              professional growth and development plan, (2) support the goals of the employing
              education entity, and (3) promote student achievement; and
           through certificate renewal options/activities for which all eligibility criteria have been
              met, as specified in the renewal credit matrix.
      b) complete the Renewal Credit Verification Form (Appendix A);
      c) submit the following: Renewal Credit Verification Form (Appendix A) with supporting
          documentation and the Request for Change/Action Form (Appendix B) to the Office of
          Human Resources, Certification Specialist, Stop 33 upon completion of the 120 renewal
          credit points. These are to be turned in only during the months of January, May, and
          June.

An educator who is not employed in a position that requires South Carolina educator certification must
      a) submit official transcripts from the college or university and/or appropriate documentation
          that the educator has completed a State Department of Education recertification course, and
      b) submit the Request for Change/Action form (available on the Division of Teacher Quality
          Web site at www.scteachers.org) to the Office of Teacher Certification for processing.

Continuing Education Units
The continuing education unit (CEU) was established by a United States Department of Education task
force in 1968. In 1977, the task force created a membership organization called the Council on the
Continuing Education Unit. The organization’s name was changed in 1990 to the International
Association for Continuing Education and Training (IACET). As the caretaker for CEU standards, the
IACET conducts research and development projects directed toward effective practices for continuing
education and training, disseminates effective teaching and learning practices for adults, and publishes
the criteria and guidelines for the CEU.

The CEU is a nationally recognized standard unit of measurement for participation in a continuing
education (CE) activity that is not offered for academic credit. One CEU is defined as 10 contact
hours of participation (excluding meals and breaks) in an organized CE experience offered by an
approved provider. The contact hour is defined as one clock hour (sixty minutes) of interaction
between a learner and instructor or between a learner and materials that have been prepared to facilitate
learning. Contact implies a connection between a learner and a learning source. For purposes of the
CEU, the connection is two-way; that is, the instructor or learning source must monitor the learner’s
progress and/or provide some form of feedback to the learner.

The following activities are not intended for CEUs:
    association membership/leadership activities;
    committee/board meetings
    business meetings;
    required work experience (e.g., on-the-job training to fulfill job requirements, performance of
       required duties and responsibilities);
    entertainment and recreation;
    travel, unless accompanied by an approved travel study program; and
    unsupervised study.

The State Department of Education recognizes CEUs that are awarded by professional organizations
and that are consistent with IACET standards. Approved CEUs may be converted to renewal credits

under certificate renewal Option 11, ―Professional Development Activity (CEU Credit)‖ in the renewal
credit matrix.

Professional Certificate Holders
The following certificate renewal guidelines apply to any person who holds a South Carolina
educator’s certificate. Most South Carolina educators hold a professional certificate that is valid for
five years and expires on June 30 of the expiration year. In order to be eligible for certificate renewal,
the educator must earn a minimum of 120 renewal credits, as described in the renewal credit matrix,
during the five-year validity period of the certificate. Points must be accrued for professional
development activities completed during the current validity period of the license. Recertification
points cannot be carried forward into the next renewal cycle.

An educator holding a Temporary, Out-Of-Field, B/C/D Graded, or Warrant Certificate must comply
with State certification and recertification requirements to keep any such certificate valid.

Initial and Interim Certificate Holders
For individuals holding an initial certificate, credits earned in activities such as workshops, seminars or
courses designed to satisfy induction or ADEPT requirements during the period of initial certification
will not apply for renewal or the professional certificate when issued. For individuals holding an
interim certificate, graduate level coursework or seminars required as part of the Critical Needs
Program or PACE to advance to a professional certificate will not apply for renewal of the individual’s
professional certificate.

However, teachers holding initial or interim certificates who take coursework or complete other
approved activities that are in addition to those required for induction, ADEPT or CNP/PACE may
use those credits toward renewal of their first professional certificate. This would include courses or
activities designed for professional growth and development, adding other certification areas, or
pursuit of advanced degrees.

Obtaining State Guidelines
The State Recertification Guidelines are provided to all South Carolina schools districts and education
entities and also are available on the South Carolina Department of Education’s Division of Teacher
Quality/Office of Teacher Certification web site at http://www.scteachers.org.

Options for Obtaining Renewal Points
Renewal points may be earned by participating in activities in one or more of the options listed below.
For each option there is a maximum number of points allowed toward certificate renewal during a
renewal cycle. For example, a licensee may have accrued 80 total hours in approved workshops
(Option 10) but will only be allowed to apply 60 of those points toward his/her recertification. Also,
carryover of points from one renewal cycle to another is prohibited. For example, a licensee may have
accrued 150 recertification points over the five-year renewal cycle; however, the licensee may not
carry forward the additional 30 recertification point into the next renewal cycle.

Effective Dates
The South Carolina Certificate Renewal Guidelines became effective on July 1, 2002. Recertification
points can be earned from all 11 options beginning July 1, 2002. However, courses taken before
July 1, 2002 and within the 5-year certification cycle (Options 1 and 2) are the only options that
can be grandfathered into the new plan for The School District of Pickens County employees.
Excluding courses, activities must have occurred on or after July 1, 2002. . Points cannot be earned
for professional development activities for which the educator earned flex time credit in the
School District of Pickens County.

Requirement for Renewing a License
An activity may be used to accrue points under only one recertification option. For example, an
educator who takes a graduate course (Option 1) and is required to write a grant (Option 8) as part of
the course may not earn points under both options.

An activity should not be a routine employment responsibility such as attending district activities on
designated professional development days or afternoons. Likewise, someone whose job function is to
observe teachers may not earn points through observations that are a standard part of employment
duties. However, points may be earned during the school day by participating in an activity or
activities that are beyond a person’s job function. Examples include attending an out-of-district
conference or workshop, supervising a student teacher, serving as an induction teacher mentor, etc.
Points cannot be awarded for school-sponsored afternoon activities unless prior approval has been
given by the Office of Curriculum and Instruction.

For Licensees Holding Less than a Master’s Degree
For teachers with less than a Master’s degree, a minimum of 60 recertification points (three semester
hours) must be earned through college credit and meet the eligibility criteria of Option 1 (College
Credit) of the Certificate Renewal Matrix. The credits must be earned at the graduate level.

For Licensees Holding a Master’s Degree
120 points may be accrued in any combination of the 11 options. College credit may be taken, but is
not required for any of the 120 points.

National Board Certified Teachers
The National Board Certified Teacher’s (NBCT) current professional educator certificate will be
automatically renewed when the current certificate is due to expire. It will not be necessary for the
NBCT to submit renewal credits in order to receive a renewed certificate. Based on Proviso 1A.36, the
National Board Certification status will earn the educator six semester hours for certificate renewal
which will equal 120 credits under the Certificate Renewal Guidelines.

The National Board for Professional Teaching Standards (NBPTS) has announced that graduate credit
in education has been recommended for teachers who have completed all requirements of the National
Board Certification process and for those who complete it in the future. After researching this effort,
the Division of Teacher Quality has determined that this graduate credit option is appropriate primarily

for states that did not award renewal credit and/or grant bonuses to recipients of National Board
Certification.

South Carolina already provided
   renewal credit which is equivalent to twelve hours
   an annual bonus of $7500 for the life of the National Board Certificate
   forgivable loans for the application fee

Due to these established incentives for teachers who earn National Board Certification, the South
Carolina Department of Education will not accept the American Council on Education (ACE) graduate
credit for any teacher certification purposes.

Administrators
All administrators must complete a minimum of 20 of their renewal credits in professional
development activities that are designed to enhance their skills in supporting and encouraging teachers
as professionals.

Newly Hired Teachers to the District
Points earned will be recognized in a reciprocal manner by school districts throughout the state.
Recently hired teachers who earned points in another South Carolina school district or who are from
another state may have licensure activities reviewed by The School District of Pickens County, Office
of Human Resources for possible recognition of points. Excluding courses, reviewed activities must
have occurred on or after July 1, 2002

Responsibilities of the License Holder
License holders have the responsibility to develop a certificate renewal plan. Documentation as
required verification as stated in the Renewal Credit Matrix, the Renewal Credit Verification Form
(Appendix A), and the Request for Change/Action Form (Appendix B) must be provided upon
completion of the 120 credit points during the months of January, May, and June. The State places the
responsibility for license renewal with the license holder. Failure to maintain a valid teaching license
may result in termination of employment with the School District of Pickens County.

Documenting Progress of the Certificate Renewal Plan
Educators are required to accrue 120 points from the 11 certificate renewal options within the 5-year
validity period. Responsibilities of the license holder are to:
    1. Develop a proposed plan for license renewal at the beginning of the renewal period using the
        Renewal Credit Matrix (Pages 9-12).
    2. Monitor the number of points earned and modify the proposed plan so that the 120 points are
        earned by the end of the renewal period. Be aware that there are limitations on the maximum
        number of points that can be used toward recertification under each renewal option. Refer to
        the Renewal Credit Matrix (Pages 9-12).
    3. Periodically check Ascriptica to verify that activities completed in the District have been
        recorded.
    4. Keep all documentation of completed activities in a portfolio/file including Recertification
        Activity Verification as required in the Renewal Credit Matrix (Pages 9-12) and a copy of the
        Recertification Computation Worksheet. This portfolio file should be kept in an easily
        accessible place, preferably at the school or work location. It is the license holder’s
        responsibility to obtain and keep verification of activities.
    5. Send official transcripts to the District Office, Certification Specialist, 1348 Griffin Mill Road,
        Easley, SC. If you want to use the transcript for certificate advancement, then we recommend
        that you also send a transcript to the State Department of Education, Office of Teacher

      along with a Request for Change/Action form requesting certificate advancement.
   6. Submit the Renewal Credit Verification Form (Appendix A) with supporting documentation,
      and the Request for Change/Action Form (Appendix B) for license renewal to The School
      District of Pickens County, Office of Human Resources, Certification Specialist, Stop 33, only
      during the months of January, May, and June.

Once the Renewal Credit Verification Form (Appendix A) with the supporting documentation and the
Request for Change/Action Form (Appendix B) has been received, the Certification Specialist will
review the documentation to see that it meets the following criteria:
    1. directly relates to the educator’s professional growth and development plan,
    2. supports the goals of the school district,
    3. promotes student achievement, and
    4. meets the requirements specified in the Renewal Credit Matrix.

If the documentation meets these requirements, the information will be recorded and sent to the State
Department of Education for certificate renewal and the supporting documentation will be returned to
the educator. If the supporting documentation does not meet the requirements, the educator will be
contacted by e-mail.

                           TEACHER LEAVING THE DISTRICT
If a teacher is leaving the district, the teacher must submit points earned to date. Paperwork
requirements are the same as when a teacher submits documentation when he/she has earned all 120
certificate renewal points. Refer to Page 7, ―Documenting Progress of the Certificate Renewal Plan‖
and follow the steps for turning in documentation. If the teacher is leaving the district during months
other than January, May, or June, the documentation is to be turned in to the Certification Specialist
prior to or no later than the last day of employment in the district.

                                       APPEALS PROCESS
In the event that an activity is not approved and the educator feels it is a legitimate activity, the
decision can be appealed to the Appeals Committee. The following procedure must be followed:

          The educator has 10 working days from the date of receiving notification of non-approval
           to request in writing that the Appeals Committee review the decision and make a ruling.
           The written request must be sent to the Assistant Superintendent for Human Resources and
           must contain the following: an Appeal Form (Appendix D) with all requested information
           attached.

The Appeals Committee will have 30 days from receipt of the Appeal Form to meet and render a
decision. The Appeals Committee reserves the right to request the educator to appear before the
committee if deemed necessary. The decision of the Appeals Committee is final and cannot be
appealed any further.

                                        Publications
                                         Option 4

Refereed Materials
        Refereed materials are publications reviewed by ―expert readers‖ or referees prior to the publication of
the material. After reading and evaluating the material, the referee informs the publisher if the document should
be published or if any changes should be made prior to publication. Refereed materials are also referred to as
peer reviewed. Refereed materials are significant to professional research and literature because they assure
readers that the information conveyed is reliable and timely.

Non-Refereed Materials
          Non-refereed materials such as trade journals or magazines use less rigorous standards of screening
prior to publication. In some publications, each article may be screened only by the publications editor. While
knowledgeable, no editor can be an authority on all the subject matter printed in a journal. Other non-refereed
materials accept almost anything submitted in order to have something to print.
          The term ―scholarly materials‖ is often used to describe refereed materials, but this term is not exclusive
to refereed materials. Non-refereed materials may not be scrutinized as intensely as refereed materials, but they
can still be considered scholarly.


                                     Professional Development
                                          CEU Activities
                                       Option 6, 10, and 11

         Option 6 and 10 covers a variety of professional development activities. College or university
Continuing Education Unit (CEU) credit may be entered under these options. A CEU would count as 10 renewal
credits since it is based on 10 hours of participation. Other opportunities for these options may include, but are
not limited to, workshops, task force, or conferences.

Option 11 refers to the International Association for Continuing Education Units (IACET). IACET is the
caretaker of the Continuing Education Unit (CEU). The ten criteria of the IACET CEU promote high standards
for professional development and growth. Through its programs, publications, research, and technical
assistance, IACET assists organizations in correctly utilizing the criteria.

         CEUs from IACET–authorized providers and IACET–approved licensed users will be counted under
Option 11. Only authorized providers and approved license users may use the IACET CEU and the IACET
logo. The list of authorized providers and the process to become one are provided on the IACET website:
<http:// www.IACET.org>.

CEUs counted under Option 6, 10, or 11 must support the educator’s professional growth and
development plan. The district will determine the placement of credit for the option.

                                   POINT CLARIFICATION
Below are explanations of activities and point clarification to assist in assigning points.
Remember, even though you have completed the activity, for it to count the activity must meet
the following criteria:
            Directly relates to the educator’s professional growth and development plan,

            Meets the requirements specified in the Renewal Credit Matrix.
