Office Program Performance Indicator (PI) Strategic Goal Long-Term Objective GCBD Prime Contracting Assistance Conduct monthly reviews for targeted agencies. Improve the Economic Environment For Small Business Long Term Objective 1.6: Increase the opportunities for small businesses to receive open and fair access to Federal contracts. Long Term Objective 2.3: Significantly increase successful small business ownership within segments of society facing competitive opportunity gaps. Output Intermediate Outcome Outcome Five under performing agencies will be identified and targeted for improvement using SBA resources, and improvement at those agencies will then be measured on a monthly basis so that performance can be monitored. Increase prime contract goal achievement by 5 % at five of the lowest performing Federal procuring agencies, as defined by an agency's failure to meet the statutory small business goals. (proposed) Increase prime contract goal achievement by 5% at five of the lowest performing Federal procuring agencies, as defined by an agency's failure to meet the statutory HUBZone, Woman, Small Disadvantaged Business and Service Disabled Veteran Owned Small Business goals. By continuously monitoring progress at an agency, systemic problems can be identified and overcome, and procurements more closely monitored, thus leading to improvements. Until FPDS-NG is operational, all data will need to be collected manually. Monthly reports are simply not feasible for many agencies, so efforts will be limited. OFPP believes the system should be operational by the beginning of FY 2005. GSA and GAO are expected to monitor this data closely, but SBA is statutorily required to use the FPDS-NG data. Coding error and the lack of contract writing systems could limit the data accuracy. SBA is closely working with GSA and OFPP to make sure that small business contracting is properly reported. By closely tracking certain agencies, staffing decisions and procurement policies can be better crafted.
