  BACKGROUND AND JUSTIFICATIONS

  Namibia is a small in dependent country with a population of 1,7 million and
  also only 14 years of independence. Although we do not count under the poverty
  reduction strategy countries there is a need to plan ahead. The government in
  December 1998 developed a poverty reduction strategy (PRSP) for Namibia
  funded by UNDP. As we experience poverty in some regions in the Country, the
  training of national leaders of trade union on poverty alleviation is essential. To
  strengthen the organization and to improve their functions, the involvement of
  trade unions in an increasing number of social and economic issues in recent
  years it has become even more vital for union expand their training activities.
  For their leaders on PRSP, to keep up with the changing trends. This will also
  enable the leaders not only to concentrate on other trade union issues but to
  include poverty alleviation as this is having a direct effect on trade union
  members.

  In view of the above this training will focus on all trade union affiliates of NUNW
  to see to it that employment policies are in place. The creation of a department
  dealing with employment policies and PRSP will also enable the leaders to deal
  directly with PRSP. The training will have great emphasis on the role that trade
  unions should play in the process of poverty reduction for it’s members and the
  society at large. Poverty in Africa is perceived as a deadly threat to political
  stability, social cohension , and the environmental health of the planet. Much of
  the blame of the continents poverty lies with bad economic policies.

  DEVELOPMENT OBJECTIVES

  The development objective is to contribute towards the training of trade union
  leaders to employment policies and PRSP through meaning full participation on
forums and debates in national, regional or international tripartite discussions
and decision makings.

Immediate objectives
   The immediate objectives of this project on training are
   To improve the understanding of trade union leaders.
   Face the main issues and challenges faced by trade unions.
   Understand the measures, actions and steps that trade unions can take to
     overcome the employment related problems facing them by drawing up
     policies and strategies to address the problem of poverty.
   To utilize the power of information technology (internet) as
     communication.
   Develop leaders understanding WB policy processes on poverty reduction
     strategy paper (PRSP) process, and mechanism of how to participate in
     and influence this process.
   To participate in the Extraordinary Summit on employment and poverty
     alleviation in September 2004 in Ouagudougou (Burkina Faso) and give
     positive input to put employment at the centre of poverty alleviation and
     political recognition that without jobs, efforts to reduce poverty will not
     succeed.
   To produce or with the ILO training material develop a project plan which
     aims to improve the capacity of trade unions in the area of employment
     policies and PRSP.

INDICATORS OF OBJECTIVE ACHIEVEMENT

      At the end of the work plan :
      Trade union leaders will have the skills of creating a PRSP and
       employment policy department.
      Be able to participate in PRSP forums and debates.
      Participate in the upcoming extra ordinary summit on employment
       And poverty alleviation.
      Set targets dates on PRSP alleviation by the year 2010.
      Be able to participate in tripartite employment policy development and
       poverty reduction forums and debates.
      Have develop the skill to educate the members at shop floor level.

OUTPUTS

The major of the project is as follows
    To have a department within the national centre dealing with employment
      policies and poverty reduction.
    To have employment policies in place.
    By 2010 alleviate poverty by halve as more leaders will be trained to re-
      train employees at shop floor level.
    Establishment of national, regional, and international support networks
      for advice to trade unions in PRSP and related processes
    Greater trade union involvement in PRSP and policy making programmes.
          Establish of feed back mechanism to convey trade union view a to the
           government and international lobbying organisations.

   ACTIVITIES

       1. Train all national leaders of NUNW and affiliate union leaders on
          employment policies and PRSP.
       2. Create a department dealing with employment policies and PRSP.
       3. To develop employment policies.
       4. To improve the understanding of national leaders on policy development
          on employment and PRSP.
       5. The measures of possible, actions and steps that trade unions can take to
          overcome the employment related problems facing them by drawing up
          policies and strategies to address the issue of poverty.
       6. Develop a work plan for ongoing trainings for shop floor level from
          experience gained from the training.
       7. That one- off training is not enough to make a difference in engaging
          national leaders and that there is a need for network communications at
          national, regional, and international level.

   HUMAN RESOURCE

   We need facilitators to help to get expert in the national leaders education
   training on employment policies and poverty reduction strategies.

   MONITORING, REPORTINGAND EVALUATION.

           To develop guidelines for the creation of employment policies and poverty
            reduction strategies.
           To assist with updated information on PRSP and policies.
           To develop a strategy for trade union leaders to improve their
            understanding of employment policies and the need of poverty alleviation
            for their members by 2010.
           To produce with the existing material of ILO a project plan to re-train
            their members at shop floor level.
           To monitor the work done by the national leaders and create network
            communications with national, regional, and international organisations.
           To evaluate what has been achieved through training by national leaders
            through a questionnaire and follow up two day meeting.
           To prepare for re-training workshop for shop floor level union members.
