					REQUEST FOR QUOTATIONS 
   FOR ADJUSTMENT TO 
TRUSTEE AREA BOUNDARIES 




 DEADLINE: March 15, 2011 at 4:00 p.m.

 IMPORTANT: Read all conditions and instructions carefully.

The Sacramento County Board of Education (SCBE), through the Sacramento County
Office of Education (SCOE), pursuant to Education Code section 1002, et seq, is calling
for Quotations for the furnishing of Trustee Area boundary adjustment services for the
federal 2010 Decennial Census population change. This Request for Quotations (Parts
I, II, III, and IV) is set up in four part sequences comprised of the following:

   I.       Instructions to Bidder
   II.      Terms and Conditions
   III.     Special Provisions For Non-Construction Services
   IV.      Request for Quotation for the Trustee Area Boundary Adjustment Services

Parts I, II, III, and IV are for informational purposes.

          CLOSING DATE is March 15, 2011 at 4:00 p.m. All Quotes
          and Contracts entered into hereunder shall be subject to the
          Terms and Conditions, Special Provisions, and Request for
          Quotations.    Envelopes containing Quotes shall bear the
          superscription “Quotation for the Trustee Area Boundary
          Adjustment Services”, “March 15, 2011, 4:00 p.m.”
This Request for Quotation shall not be construed to create an obligation on the part of
SCBE or SCOE to enter into a Contract with any firm or individual. This request is an
information solicitation of quotations only. During this process, without obligation to any
firm responding to this announcement, SCBE and SCOE reserve the right to: rescind
the Request for Quotation; reject any or all Quotes; or waive any irregularities or
informalities. Statements and other materials submitted will not be returned.

By offering a Quote, the Bidder acknowledges that it will not withdraw its Quote for a
period of ninety (90) days after the date and time set for the quotation closing date.

Each Quote must be submitted with a fully executed Non-Collusion Affidavit.

                        PART I: Instructions to Bidder
FIRM QUOTE. Bidders' prices shall remain firm for a period of ninety (90) days from
the closing date, unless otherwise specified in the Request for Quotation (RFQ).

INFORMED BIDDERS. Before submitting Quotes, Bidders must fully inform themselves
of the conditions, requirements and specifications of the work or materials to be
furnished. They shall include in the Quote a sum to cover the cost of all items included
in the specifications. No allowance will be made because of lack of such examination or
knowledge. Failure to do so will be at Bidders’ own risk and they cannot secure relief
on the plea of error.
DEFINITIONS.

 State: “State” as used herein means State of California.

 Bidder: “Bidder” as used herein includes: An individual or company who submits a
Quote, an individual or company to whom a Contract is awarded, and an individual or
company who has entered into a Contract with the Sacramento County Board of
Education.

 SCBE: “SCBE” as used herein means the Sacramento County Board of Education.

 SCOE: “SCOE” as used herein means the Sacramento County Office of Education.

 Use of Singular: “Use of Singular” as used herein means, unless the provision of
the context requires otherwise, the singular includes plural and the plural includes
singular.

NAME OF COMPANY. Bidders shall specify the name or legal entity of their company
and/or any fictitious name under which business is conducted. Quotes must be
submitted under the correct name of the company and signed by an authorized
representative of the firm.

OFFERS OF MORE THAN ONE PRICE. Bidders are allowed to submit more than one
Quote but not more than four Quotes. Bidders may submit one Base Quote and up to
three Alternate Quotes. Where Bidder submits more than one Quote, one Quote should
be marked “Base Quote” and the others should be marked “Alternate Quote”. Each
Base Quote and each Alternate Quote shall be submitted in accordance with the terms
and conditions of this solicitation.

QUESTIONS. Questions about the Quote documents should be made in writing and
directed to Theresa C. Geoffroy at P.O. Box 269003, Sacramento, California 95826-

EXAMINATION OF DOCUMENTS. If a Bidder discovers any ambiguity, conflict,
discrepancy, omission or other error in the RFQ, the Bidder shall, within three (3)
business days prior to the closing date, notify SCOE of such error in writing and request
clarification or modification of the document. After reviewing and interpreting the RFQ
documents, SCOE may, in its discretion, modify or clarify the RFQ documents. Any
resulting modifications or clarifications of the RFQ by SCOE will be made by addenda.
Such clarification shall be given by written notice to all parties who have been furnished
an RFQ for bidding purposes without divulging the source of the request. SCOE’s
decision shall be final in any matter on the interpretation of documents.

ADDENDA OR MODIFICATION OF RFQ RESPONSE. SCOE may modify this RFQ
before the closing date by issuance of an addendum to all parties who received the
RFQ for the purpose of submitting a quote.

Alternatively, the Bidder may modify their Quote after its submission by written notice to
Ms. Geoffroy of withdrawal and the Quote must be resubmitted according to the
submission instructions, before the date and time specified for receipt of quotes.
Modification will not be considered if offered in any other manner.

RESULTS. A tabulation of the Quotes received will be available within a reasonable
time after the closing date. Results will be faxed or mailed to interested parties upon
request.

RULES FOR SUBMITTING QUOTES.

 Closing Date. Quotes must be received by the Sacramento County Board of
Education, President Harold Fong by mail at P.O. Box 269003, Sacramento,
California 95826-9003 or by hand delivery at 10474 Mather Boulevard, Mather,
California 95655 by the closing date shown on the Request For Quotations (RFQ).

     o Responsibility. Bidders are solely responsible for ensuring their Quote is
     received by SCBE in accordance with the solicitation requirements, before the date
     and time specified in the RFQ, and at the place specified. SCBE and SCOE shall
     not be responsible for any delays in mail or by common carriers or by transmission
     errors or delays or mistaken delivery. Delivery of Quote shall be made at the office
     specified in the RFQ. Deliveries made before the closing date but to the wrong
     SCOE office will be considered non-responsive unless re-delivery is made to the
     office specified before the closing date specified in the RFQ.

     o Time for Receipt. Quotes received after the date and time stated will be
     considered untimely and may not be considered for award. Quotes received after
     an award has been made will be determined to be late and will not be considered.

 Extension of the Closing Date And/Or Time. SCOE reserves the right to extend
the closing date and/or time when it is in the best interest of SCBE or SCOE.

 Late Quotes. This is an informal solicitation with an informal closing date. The
closing date has been established for the convenience of SCBE and SCOE; it is not a
firm date. SCBE and SCOE reserve the right to accept Quotes received after the
closing date. However, Quotes received after an award has been made will be
determined to be late and will not be considered.

 Signature. To be considered for award, each RFQ shall be signed by an authorized
representative of the Bidder.

 Unsealed. Quotes may be submitted by hand, electronically or by facsimile or any
other method specified by the RFQ. It is not necessary that Quotes be submitted in a
sealed envelope.

TERMS OF THE OFFER. Acceptance of Bidder’s offer shall be limited to the terms
herein unless expressly agreed in writing by all parties. Quotes offering terms other
than those shown herein will be declared non-responsive and will not be considered.

WITHDRAWAL. Bidders’ authorized representative may withdraw Quotes only by
written request received by Ms. Geoffroy before the Quote closing date. After that time,
Bidders may not withdraw their Quotes for a period of ninety (90) days from the closing
date. At no time may the successful Bidder(s) withdraw his or her Quote.

                         PART II: Terms and Conditions
AGREEMENT. Submission of a signed Quote will be interpreted to mean Bidder hereby
agrees to all the terms and conditions set forth in all the pages of this Request for
Quotations. Bidder’s signed Quote and the Sacramento County Office of Education’s
(SCOE) written acceptance or purchase order on behalf of the Sacramento County
Board of Education (SCBE) shall constitute a contract.

ASSIGNMENT OF RIGHTS OR OBLIGATIONS. Successful Bidder may not assign,
transfer or sell any rights or obligations resulting from this Quote without first obtaining
the specific written consent of SCBE and SCOE.

CANCELLATION OF SOLICITATION. SCBE and SCOE may cancel this solicitation at
any time.

COMPLIANCE OR DEVIATION TO SPECIFICATIONS. It is understood that the
materials and services offered by the Bidder will meet all requirements of the
specifications in this Request for Quotation (RFQ) unless deviations therefrom are
clearly indicated in the pages of this solicitation, or in an attachment entitled “Exceptions
to Specifications” submitted and signed by Bidder’s authorized representative. In order
for the Quote to be considered, an explanation must be made for each item in which an
exception is taken, giving in detail the extent of the exception and the reason for which it
was taken. Bidder’s submittal of brochures or other literature as a substitution for
compliance information shall not be deemed to comply with this requirement and may
be grounds for rejection of the Quote. Submittal of brochures or other literature as
additional information is desirable. Bidder shall submit with his or her Quote full
descriptive data, including any other product or service information.

LAWS GOVERNING THE CONTRACT. This Contract shall be in accordance with the
laws of the State of California. Parties further stipulate that this Contract was entered
into in the County of Sacramento and the State of California is the only appropriate
forum for any litigation resulting from breach hereof or any questions arising herefrom.

RIGHTS RESERVED.

       A. Rejection. SCBE and SCOE reserve the right to reject any or all Quotes or
       any part thereof, or to accept any Quote or any part thereof, or to waive any
       informality in any Quote, whenever it is deemed to be in the best interest of
       SCBE or SCOE. SCBE and SCOE also reserve the right to reject the Quote of
       any Bidder who has previously failed to perform adequately for SCBE or SCOE
       or any other governmental agency.

       B. Cover. Should the successful Bidder fail to comply with the conditions of this
       Quote or fail to complete the required work within the time stipulated, SCOE
       reserves the right to complete the required work, at the expense of the
       successful Bidder.

       C. Severability. If any provision or any portion of any provision, of any contract
       resulting from this Quote shall be held invalid, illegal, or unenforceable, the
       remaining provisions or portions of any provisions shall be valid and enforceable
       to the extent possible.

TERMS OF THE CONTRACT. The terms of the Contract shall be limited to the terms
herein unless expressly agreed otherwise in writing.

WARRANTY BY BIDDER. Successful Bidder shall fully warrant all materials,
equipment, and service against poor and inferior quality or workmanship for a period of
not less than one (1) year from date of final acceptance by SCBE and SCOE. Time is
of the essence of this Contract.

PERMITS AND LICENSES. The Bidder and all of his or her employees or agents shall
secure and maintain in force such licenses and permits as are required by law in
connection with the furnishing of materials, articles, or services listed herein. All
operations and materials shall be in accordance with the requirements of the law.

EQUAL EMPLOYMENT OPPORTUNITY. In connection with the execution of this
Contract, the Bidder will not engage in, nor permit such unlawful discrimination in
employment of persons because of the race, religious creed, color, national origin,
ancestry, physical disabilities, mental disability, medical condition, marital status, sex,
age, or sexual orientation of such persons.

DRUG FREE WORKPLACE. The Bidder shall maintain a drug free workplace in
accordance with the California Government Code.

NON-COLLUSION. Each Quote must be submitted with a fully completed Non-
Collusion Affidavit on the form provided herein.

          PART III: Special Provisions For Non-Construction Services
COORDINATION WITH AGENCIES. Bidder shall coordinate his or her activities with
the proper regulatory agencies.

INDEPENDENT CONTRACTOR. In accepting this Contract, Bidder covenants that it
presently has no interest, and shall not acquire any interest, direct or indirect, financial
or otherwise, which would conflict in any manner or degree with the performance of the
services hereunder. Bidder further covenants that, in the performance of this Contract,
no subcontractor or person having such an interest shall be employed. Bidder certifies
that to the best of his or her knowledge, no one who has or will have any financial
interest under this Contract is a member of the Sacramento County Board of Education
(SCBE) or an employee of the Sacramento County Office of Education (SCOE).
In performance of the services, duties and obligations assumed by the Bidder, it is
mutually understood and agreed that the Bidder, including any and all of the Bidder’s
officers, agents, and employees, will at all times be acting and performing in an
independent capacity and not as an officer, agent, servant, employee, joint venturer,
partner, or associate of SCOE or SCBE.

Bidder agrees that any and all persons performing any services and/or work whatsoever
contemplated by this Contract and/or related or incidental thereto, shall be an employee
of the Bidder and Bidder shall, by way of example but not by way of limitation, withhold
federal and state income taxes as well as the required employee social security
contribution of each said persons. Bidder shall comply with all regulations regarding
employees, and Bidder shall pay and/or contribute its required share as the employer of
said persons.

Bidder acknowledges the fact that it is an independent contractor and is in no
way to be construed as an employee of SCOE or SCBE, nor are any of the
persons employed by the Bidder to be so construed.

HOLD HARMLESS CLAUSE. Bidder shall hold harmless and indemnify SCBE, its
officers, SCOE and SCOE employees from every claim or demand which may be made
by reason of:

       Injury to person or properties sustained by Bidder or by an individual, firm, or
       corporations in relations to Bidder’s performance under the Contract. This
       requirement to hold harmless and indemnify SCBE, its officers, SCOE and SCOE
       employees is required whether caused by an intentional act, negligence, default
       or omission of Bidder or of any person, firm, or corporation directly or indirectly
       employed Bidder in connection with Bidders’ performance under this Contract.

Bidder, at his or her own risk and expense, shall defend any legal proceeding or claim
that may be brought against the SCBE, its officers, SCOE and SCOE employees.
Bidder will also satisfy any judgment that may be rendered against SCBE, its officers,

SCOE and SCOE employees for injuries or damages sustained in connection with his or
her performance under the Contract.

INSURANCE REQUIREMENTS. SCBE, its officers, SCOE, SCOE employees, and
agents are to be named as additional insured under all of the insurance policies outlined
below. Proof of coverage shall be provided to the SCOE on or before the effective date
of the Contract. All required written endorsement naming the SCBE, its officers, SCOE,
SCOE employees, and agents as an additional insured under the insurance policy shall
be provided to SCOE.

   Professional and General Liability: During the term of the Contract, Bidder shall
   maintain professional and general liability insurance of no less than two million
   dollars ($2,000.000) single limit per occurrence, issued by an admitted insurer or
   insurers and defined by the California Insurance Code.

   Workers’ Compensation: During the term of the Contract, Bidder shall fully comply
   with the terms of the law of California concerning Workers’ Compensation. Said
   compliance shall include, but not be limited to, maintaining in full force and affect
   one or more policies of insurance to insure against any liability Bidder may have for
   Workers’ Compensation.

TIMING. Time is of the essence of this Contract. Failure to start and complete all work
within the time specified in these Quote documents shall constitute material breach of
contract.

PERMITS. Bidder shall, unless otherwise provided elsewhere in the Contract, at his or
her expense, obtain all permits and licenses and pay all charges and fees necessary for
the performance of the Contract, and shall give all public notices necessary for the
lawful performance of the Contract.

REJECTION OF WORK. Bidder agrees that SCBE and SCOE have the right to make all
final determinations as to whether the work has been satisfactorily completed.

A PRE-PROPOSAL CONFERENCE will not be held for this Quote.

          PART IV: Request for Quotation for Redistricting of
         Sacramento County Board of Education Trustee Areas

BACKGROUND. Following each federal Decennial Census, using population figures
validated by the Population Research Unit of the Department of Finance as the basis,
the Sacramento County Board of Education (SCBE) adjusts the boundaries of any or all
of the Trustee Areas, as necessary, so that each area is nearly equal in terms of
population size.

At its Board meeting held on January 18, 2011, the SCBE appointed a subcommittee to
oversee the process for adjusting the Trustee Areas. In adjusting the seven Trustee
Area boundaries, the SCBE may give consideration to the following factors: topography,
geography, cohesiveness, contiguity, integrity, compactness of territory, and
communities of interest.

PURPOSE. The purpose of this Request for Quotation is to provide SCBE with
adjusted trustee boundary areas based upon the 2010 Census resulting in new Trustee
Area boundaries in conformity with all state and federal legal requirements and
sound redistricting practices, which will be submitted to the Voter Registrar and
Elections Offices in Sacramento, Solano, San Joaquin, Placer and Yolo counties by
August 30, 2011.

REDISTRICTING SERVICE REQUIREMENTS. The redistricting services must comply
with all applicable standards including, but not limited to:

 Utilizing the latest mapping technology and the existing Trustee Area boundaries to
develop draft maps and legal descriptions for readjustment of the Trustee Area
boundaries consistent with the federal 2010 Decennial Census.

 Utilizing the 2010 Census data to report on the existing Trustee Area boundary
configurations.

 If necessary, retain and work with a demographer, at Contractor’s cost.

 Must work closely with the Sacramento County Office of Education (SCOE) staff,
SCBE, and the Sacramento County Voter Registrar and Elections Office in development
of final maps and legal descriptions for readjustment of the Trustee Area boundaries.

 Ensure the new Trustee Area boundaries meet all legal requirements, including
requirements under the federal and state Voting Rights Laws.

 Be available to present working drafts to SCBE at Board and Committee meetings.

 Present at public hearings a minimum of three sets of draft Trustee Area boundary
maps for public comment and additional boundary maps as requested.

 Prepare a final version of maps and legal descriptions for readjustment of the Trustee
Area boundaries.

 Present final version of maps and legal descriptions to SCBE at Board and
Committee hearings for public hearing and/or approval.

 Forward final maps and legal descriptions in an acceptable format to the Voter
Registrar and Elections Offices in Sacramento, Solano, San Joaquin, Placer and Yolo
counties, no later than August 30, 2011.

DUE DATE. If you or your firm is interested in providing redistricting services to SCBE,
please provide a written Quote that responds to the requirements below to Sacramento
County Board of Education, President Harold Fong by mail at P.O. Box 269003,
Sacramento, California       95826-9003 or by hand delivery at 10474 Mather
Boulevard, Mather, California 95655. Responses to this RFQ must be received in
SCOE no later than March 15, 2011 in order to be considered.

      1. Please provide full contact information including telephone number, current
         email address, and any pertinent website addresses. Also include contact
         information for any partners or major subcontractors.

      2. Indicate scope of work to be provided. The scope should offer a brief
         description of the process, how boundaries will be determined, proposed
         meetings and presentations, and an indication of work products to be
         provided.

      3. If not included with scope of work, please indicate an estimated timeframe to
         complete primary activities or work products.

      4. Please indicate the proposed cost for all of the deliverables indicated in the
         scope of work. If additional or optional services are being proposed, indicate
         the associated fees or costs involved.

      5. Include a section on qualifications. At a minimum, this should include a brief
         narrative describing qualifications, ability to conduct the activities as described
         in the scope of work, and a summary of past experience with similar projects.
         Please also include resumes of the primary team members.

      6. Please provide contact information for references for at least three education
         agencies that have used your redistricting or related consulting services.
