Australia Toy Standard Updated for Children’s toys and Finger-paints

According to Trade Practices Act 1974 Consumer Protection Notice No.1 & 13 of 2009 established by the
Commonwealth of Australia, a mandatory standard is updated and will come into effect on 1st January
2010 for children’s toys and finger-paints. In addition to the existing control on use of lead in such
products on 8th April 2009, more elements will also be included.


Manufacturers, importers, wholesalers, hirers and retailers in the distribution channels of children’s toys
and finger-paints to the Australian market are required to comply with the updated Australia toy policy.

   ü The temporary unsafe goods notice which bans the distributions of children’s toys with a lead
     migration level greater than 90 mg/kg was made on 8th April 2009 and will be effective until 31st
     December 2009.

   ü From 1st January 2010, manufacturers must ensure that the migration level of lead and other
     elements in the products supplied does not exceed the quantities specified in the mandatory
     standard for toys and finger-paints supplied to the Australian market.

The following table lists the maximum acceptable migration levels of lead and other elements in
children’s toys and finger-paints, as specified in AS/NZS ISO 8124.3:2003 and in clause 4.4 of AS/NZS
ISO 8124.7–2003 respectively.

Definition of children’s toys
Children’s toys are products supplied new but that are designed or clearly intended for use in play by
children. Sporting goods, camping goods, bicycles, home and public playground equipment, trampolines,
electronic game units, models powered by combustion or steam engines and fashion jewellery for children
are excluded in this scope.
