                                         2004-2005 Research Agenda

      1. What should be done with biosolids in counties where land application of biosolids is
         difficult? What is the best way of disposing of biosolids in landfills? How can we rid
         wastewater sludge (biosolids) of odor? What are the proper practices for disposing and
         handling lime sludge?

Chromated Copper Arsenate (CCA) Treated Wood

      2. What are the best disposal options for CCA-treated wood? What is the best way to
         recover CCA-treated wood after it has been taken out of service? What should be done
         with it? Should it be treated as a special waste stream? Should CCA-treated wood be
         disposed in an unlined C&D landfill or a lined class I landfill? What are the
         characteristics of the liquid, solid and gaseous emissions from burning CCA-treated
         wood? What are the impacts of putting CCA-treated wood into lined and/or unlined

      3. What are the environmental impacts of CCA-treated wood and treated wood alternatives
         that do not contain arsenic?

Construction and Demolition Debris

      4. What are the best management practices for facilities that now dispose of C&D waste?
         How are these materials recycled? What are the established markets?

      5. How can demolition debris be recycled into aggregates suitable for use as a subbase?


      6. What impact do CRTs and other electronics have on our waste stream? What are the
         chemical components of these electronics, and what are the potential environmental
         impacts? Do they cause lead contamination? What are the alternatives to traditional
         disposal methods and related costs? If demanufacturing or recycling is an option, how
         do we collect them? How can manufacturers be made responsible for end-of-life
         disposal of electronics? How can we make recycling of electronics more viable

    7. What are the environmental impacts of persistent organic pollutants (POPs) such as
       estrogen-related compounds and bromated fire retardants to the waste stream?


    8. How can odors from landfills/C&D facilities be controlled or eliminated? How can we
       decrease odor from gypsum wallboard in landfills?

    9. How can we reduce the long-term costs of monitoring and maintaining closed landfills?
       How can closed landfills be reused (e.g. grazing, recreation)? How can local
       governments permanently identify old landfill sites and prevent permitting for
       residential construction? Recently, there have been a few cases (in Orlando and
       Hawthorne) where homes were built on top of old landfill sites with damaging results.
       How much of the closed landfill should remain undeveloped (i.e. only on top of the
       closed cells)?

    10. How effective are biocover systems that convert methane into CO2? What are the
        economics of utilizing a biocover system?

    11. What are the long-term options for leachate disposal? What will the solid waste
        community do with leachate 50 years from now? What are the viable long-term options
        for disposal/treatment? What is cost-effective? What makes sense?


    12. What are the costs of recycling programs?

    13. What are the best management practices for remediation of contaminated soils?

    14. What is the best disposal method for disposal of gypsum wallboard?

    15. What are the impacts of the pulp and paper industry on the environment relative to their
        waste disposal and treatment practices?
