Overview of Project-Bahrain Locator

Introduction: The concept of Bahrain Locator Version I was conceived and implemented in early 2000
by Central Informatics Organization (GIS Directorate). The current Version II of Bahrain Locator is an
improvised version, with features handling positional referenced data and spatial analysis functions
facilitating enhanced location based services, delivery of geographic information and geo-processing
power that is crucial to achieve greater reliability and fast-time-to-geo-marketing. The utility of services
of Bahrain Locator lies in delivering accurate and the latest location-based information to users in day
to day situations, hence, geospatially enabling the society. Bahrain Locator provides the following
functionalities (location based services and graphic tools) enumerated below: The state of art
technology of Bahrain Locator provides optimized usage of geospatial data to the service of
Government organizations, public and private sectors by facilitating dynamic mapping performance via
services like:-

Advanced Administrative Boundary Search for administrative boundaries and landmarks along with the
corresponding map
Address Search for addresses in the map by entering building number, block number and road number
or road name
Enhanced Points of Interest (PoI) Search allows Quick Search with random typing of initials and
Advanced Search option by specifying details
Interactive Legend on Demand tool helps toggle the visibility of the map legend that displays the
symbols of points of interest
Satellite View toggles the visibility of the latest satellite imagery as a base map overlain by the
Administrative boundaries of Bahrain, road network and points of interest making the map informative
Advanced Selection and Buffer Tool allows selection and cordoning the area of interest on the map.

Future Plans: The next version of Bahrain Locator shall be equipped with advanced Geospatial options
providing more reliable and information online.

Geospatial E-Governance: Bahrain Locator is aimed at reduction in the cost of development of digital
geospatial data used; provide easy usage of geospatial data for the government and general public and
to eliminate duplication of effort in the development and capture of geospatial layers for such other
applications. Bahrain Locator provides Quick delivery of services; easily available information;
Elimination of duplication of effort in the development and capture of geospatial layers.

ROI: On a Government level the development and launching of Bahrain Locator is envisaged to prove
an asset for curtailing (i) Over all Government Budget wherein other Government departments could
freeze efforts of developing a similar application.
(ii) Process of development of the application involves multi-disciplinary teams hence curtaining time,
cost and efforts of human resources by centralizing the development. It is Reliable and Capable of
delivering accurate up-time information hence reduces efforts by serving as a one stop locator. The
information provided on the locator is Current supporting the delivery of contemporary, dynamic
information. ROI of Bahrain Locator for Users-Free of cost application available on the Internet
provides pertinent information free of cost. Its e-services like Interactive and Personalized Creation of E
Locations; Advanced Selection and Buffer Tools and others, save time and efforts of users also
reducing financial and fixed costs.

Bahrain Locator is an endeavor of exchanging information, providing services and
transacting with citizens, businesses, and other arms of government, demonstrating the benefits
of e-governance, using geospatial technology.
Services of Bahrain Locator: G2G-Improved possibilities for government to government
transmissions of data for planning and decision making hereby improving the equilibrium of e-
governance by Bahraini Government Organizations. The links in Bahrain Locator to
Government related facilities like the ones pertinent to Health services from Ministry of
Health, Educational centers from Ministry of Education, Social centers from Ministry of Social
Development, etc. are an example of enterprise of geospatial layers in the service of Bahraini
Government related searches.
Services of Bahrain Locator Application: G2B government to business and G2C
government to citizen
The geospatial enterprise facility for citizens to plan and enhance their business by interacting
with their systems online in their search for locations of interest using the enterprise geospatial
layers for Address Search or Administrative Boundary Search and (iii) Enhanced Points of
Interest (PoI) Search.
Positive stakeholder response is a proof of benefits gained by stakeholders.
Purpose of the project

Requirement of Citizens: An application catering to the needs of the citizens by providing
location based services i.e. address or nearest hospitals, schools, banks and other points of
interest.
Geospatial e-Governance: Enables the online access to up-to-date geodata using web services.

Data sharing and distribution: Geospatial e-Governance over the web via this application
designed for various users. To provide add-on services to public, Bahrain Locator has a new
business model developed. Delivery models and interaction domains of Geospatial e-
Governance have provided a common framework and direction in the implementation of
services like: i) Government-to-Citizen or Government-to-Customer( G2C) ; Government-to-
Business (G2B) and Government-to-Government (G2G).

Innovative New approach

With the growing usage of the Internet in Bahrain, having a website that catered to the needs
of the citizens of Bahrain by providing them with location based services like locating their
address or nearest hospitals, schools, banks and other points of interest in close proximity to
their address had become the need of the hour. It was at this juncture that the GIS
Directorate, CIO made a foray to provide a solution to geospatially empower their citizens,
strategically positioning themselves within the e-governance plans/agenda of the Kingdom.
Some of the salient features of Bahrain Locator are listed below:
        GIS Tools have enabled improvised Geographic Processes of Buffering, locating and
        navigating Bahraini areas.
        Most recent Satellite Imagery of Bahrain is provided, integrated with other Geospatial layers
        like road network, PoIs and Administrative Boundaries for ease of use.
        Server capabilities are high as large volumes of data are being handled without technical
        hiccups.
        Service-Oriented Architecture of the application-Bahrain Locator has proved as an asset in
        bringing GIS to the Enterprise in Bahrain.
        Geo-exploration and Geo-services have been successfully provided on the Web.
        New IT Technologies used in Bahrain Locator proves an intersection of GIS with spatial
        databases and putting GIS to work on Mission-Critical Activities.

Functionality
Services of Bahrain Locator Application: G2B and G2C
The geospatial enterprise facility for citizens to plan and enhance their business by interacting with their
systems online in their search for locations of interest using the enterprise geospatial layers for Address
Search or Administrative Boundary Search (iii) Enhanced Points of Interest (PoI) Search, could locate
accurate coordinates that could be cordoned by iv) Interactive Tool for events at or nearby a certain
location.
Improved possibilities for government to government transmissions of data for planning and decision
making hereby improving the equilibrium of governance by Bahraini Government Organizations. The
links in Bahrain Locator to Government related facilities like the ones pertinent to Health services from
Ministry of Health, Educational centers from Ministry of Education, Social centers from Ministry of
Social Development, etc. are an example of enterprise of geospatial layers in the service of Bahraini
Government related searches.

Productivity:

technology used. The capabilities of Bahrain Locator provide a high Return of Investment (RoI) in
terms of cost, efforts and time. Its High Performance provides answers in nano-seconds by querying
information from internet and the geospatial database of GIS Directorate. It is Reliable and Capable of
delivering accurate up-time information hence reduces efforts by serving as a one stop locator. The
information provided on the locator is Current supporting the delivery of contemporary, dynamic
information. ROI of Bahrain Locator for Users-Free of cost application available on the Internet

The future version Bahrain Locator will be equipped with more advanced Geospatial options providing
more reliable and dependable information online. Features to be implemented:

         1) Address Location: Enabling the location of addresses based on P.O. Box Number.
         2) Routing Facilities: Rendering the map more dynamic and allowing the user to visualize
            his/her location with appropriate directions and coordinates.
         3) Commercial Registration: Allowing the users to find the locations of the establishments of
            various categories online using CR number.
         4) Interactive and Personalized Creation of E-Locations: Allowing the user to randomly add
            place marks anywhere in the map, this can be saved for future personal reference.
         5) Interactive Legend on Demand: Shall allow the user to toggle the visibility of the map
            legend that will display the point of interest symbols. When the user clicks on a particular
            symbol, say health services, then he will be presented with a list of health services to search
            from. In addition to that he will also be able to view the pie chart which illustrates the
            distribution of the selected point of interest in Bahrain.
         6) Personalized Search History: Will allow a signed-up user to save his searches to have a
            history of his searches for future reference.

Problem Solving Techniques-Bahrain Locator-Risk Management Plan

Risk Identification and Risk Type

Bahrain Locator project like any Software project had risks associated with it. After careful
assessment of the project risks associated with the Bahrain Locator project, following potential
risks were identified, as listed below:

Risk mitigation methods

  (b) An effective risk management approach for Bahrain Locator helped the project
      team to not only assess the project risks associated with the project but also
      helped in the formulation of strategies and techniques to overcome those risks.
      The project risks identified above were controlled by the following Risk
      Response strategies employed.
Risk Mitigation and Contingencies Methods
   1. Providing technical hands-on training to GIS Directorate staff on:
          a. Programming with ArcGIS Server 9.3 Web ADF for .Net
          b. Administering and maintaining map services on Arc GIS Server 9.3
   2. Purchase of relevant hardware resources
   3. Efficient Allocation of resources according to responsibilities
   4. Securing the map services with proper user authentication methods.
   5. Subjecting the system to automated and manual modes of software testing facilitated
      through generation of test cases and production of test case reports that identify errors
      and bugs.

Features of Bahrain Locator


   i)      Advanced Administrative Boundary Search: This search enables a user to search an
           administrative boundary area, block or governorate and view the landmarks along
           with the corresponding map tips that gives quick information including picture of
           each hovered landmark in that searched administrative boundary. The landmarks
           (points of interest) that are present in that boundary will be displayed in the map
           and attribute information pertaining to a selected landmark will be displayed. A
           Histogram or bar chart that reflects the distribution of landmarks in the searched
           administrative boundary will also be displayed.

   ii)     Personalized Address Search: This search allows a user to search for his/her
           address in the map by selecting his building number, block number and road
           number or road name from the associated lists. The user also has the option to view
           the nearest points of interest to his address. In addition to that he can also
           personalize his search by saving his address and retrieve it for quick future
           reference and printing.

   iii)    Enhanced Points of Interest (PoI) Search: This search allows a user to search for a
           point of interest in two ways. One is the Quick Search where the user randomly
           types something and the names that are closer to what he has typed will be
           automatically suggested for him to select. The advanced search option allows the
           user to search for a point of interest given the type of point of interest to be searched
           and the administrative boundaries. The user also has the option to search nearby
           points of interest to the searched point of interest. Quick information in the form of
           map tips for a selected landmark will also be provided.

iv)      Interactive and personalized creation of E-locations: This feature allows the user to
randomly add place marks anywhere in the map, which can be saved for future personal
reference.
v)       Interactive Legend on demand: This feature allows the user to toggle the visibility of

vii)     Hybrid View: The user can toggle the visibility of the satellite image with parcels and
street centerlines.
viii)    Advanced Selection and Buffer tool: The user can use the select tool to randomly select
a region in the map and view the points of interest within that selected region whereas the
buffer tool on defining the buffer enables him to view the points of interest within the buffer
region. These results will be displayed in a table with all the attribute information. The user can

then zoom to a particular POI which is of his interest. In addition, the user is presented with a
categorized dynamic pie chart that will display the selected points of interest.
ix)      Personalized Search History: This feature will allow a signed-up user to save his
searches to have a history of his searches for future reference.
