          SAN LUIS OBISPO REGIONAL TRANSIT AUTHORITY (SLORTA)
                       RESOLUTION OF APPRECIATION
                                              For
                                       Dave Elliot
The following Resolution is now offered and read:

       WHEREAS, Dave Elliot has served on the SLOCOG and SLORTA Boards for six years
representing the City of Morro Bay since November 1998 , during which time he worked diligently
to improve all elements of the region’s transportation system; and

      WHEREAS, Dave Elliot served with distinction as the SLOCOG/SLORTA Vice-President
between February 2001 and January 2002 and President between February 2002 to January 2003;
and

        WHEREAS, Dave Elliot served on the SLOCOG/SLORTA Executive Committee from
February 2001 to November 2004 providing his valuable professional and personal experience and
insights to the overall management of the agencies; and

       WHEREAS, between February 2002 and November 2004 Dave Elliot was the SLOCOG
Delegate to the California Association of Councils of Government (CALCOG) during which time
he helped to shape statewide positions on transportation policy; and

        WHEREAS, during the past six years Dave Elliot has been a strong and effective advocate
for fair and equitable treatment of all citizens of the region in the process of planning and
implementing transportation improvements; and

        WHEREAS, Dave Elliot has served with honor, dedication and good humor on the
SLOCOG/SLORTA Boards for the benefit of the people of Morro Bay and the San Luis Obispo
region.

         NOW, THEREFORE, BE IT RESOLVED, that the San Luis Obispo Council of
Governments and the San Luis Obispo Regional Transit Authority do hereby commend Dave Elliot
for his faithful service and contributions on the SLOCOG and SLORTA Boards and wish him well
in all his future endeavors.

The foregoing resolution is hereby presented on January 27, 2005.

                       RESOLUTION OF APPRECIATION
                                   For
                                         Peg Pinard

The following Resolution is now offered and read:

       WHEREAS, Peg Pinard served on the SLOCOG and SLORTA Boards for eight years while
serving as a County Supervisor representing District 3 since January 1997, during which time she
worked diligently to improve all elements of the region’s transportation system, and reform the
Regional Housing Needs Allocation process; and

       WHEREAS, Peg Pinard served in a leadership role on the SLOCOG/SLORTA Executive
Committee from February 2002 through April 2004, and as Vice-President between February 2002
and January 2003, and President between February 2003 to January 2004; and

       WHEREAS, during the past eight years Peg Pinard has been a strong supporter of the
provision of transportation services for all sectors of the populations, including the elderly,
disabled and those with lower incomes, and has been an advocate for responsible highway
improvements, expanded public transit service, intercity passenger rail service, and bikeway
expansions; and

       WHEREAS, during the past eight years Peg Pinard has been a dedicated advocate for
stronger local control of the Regional Housing Needs Allocation Process and for the provision of
affordable housing in the region; and

       WHEREAS, Peg Pinard has shown dedication to environmental protection and fiscal
responsibility in carrying out the transportation planning process during the past eight years as a
SLOCOG/SLORTA Delegate.

        NOW, THEREFORE, BE IT RESOLVED, that the San Luis Obispo Council of
Governments and the San Luis Obispo Regional Transit Authority do hereby commend Peg Pinard
for her contributions on the SLOCOG and SLORTA Boards during the past eight years.

                       RESOLUTION OF APPRECIATION
                                   For
                                          Mike Ryan
The following Resolution is now offered and read:

      WHEREAS, Mike Ryan served on the SLOCOG and SLORTA Boards for eight years as a
County Supervisor representing District 5 from January 1997 to December 2004, during which time
he has diligently advocated for equitable allocation of transportation funding resources
throughout the region; and

        WHEREAS, Mike Ryan has been a strong supporter of: short term safety improvements to
Route 46 East and the long term project to widen the roadway to four lanes between Route 101 and
the Kern County Line; the Route 41/101 Interchange Improvement in Atascadero; implementation
of the Santa Margarita Lake Shuttle; and the Annual Partnership for Provision of transit service to
the Mid-State Fair in Paso Robles; and

        WHEREAS, during the past eight years Mike Ryan has supported implementation of a cost
effective and balanced program for the maintenance and improvement of the transportation
system in the San Luis Obispo region; and

       WHEREAS, during the past eight years Mike Ryan has been a consistent supporter of
stronger local control over the Regional Housing Needs Allocation Process; and

       WHEREAS, Mike Ryan has shown a high level of dedication to addressing the
transportation needs of people of San Luis Obispo County and District 5 on the
SLOCOG/SLORTA Boards.

        NOW, THEREFORE, BE IT RESOLVED, that the San Luis Obispo Council of
Governments and the San Luis Obispo Regional Transit Authority do hereby commend Mike Ryan
for his contributions on the SLOCOG and SLORTA Boards during the past eight years.

                                       Ken Schwartz
The following Resolution is now offered and read:

     WHEREAS, Ken Schwartz effectively represented the City of San Luis Obispo on the
SLOCOG and SLORTA Boards between December 2000 and November 2004; and

       WHEREAS, during the past four years Ken Schwartz has applied his wisdom, practicality,
and innovative thinking to help integrate the land use and transportation planning process in the
San Luis Obispo region; and

        WHEREAS, as a SLOCOG/SLORTA Delegate during the past four years Ken Schwartz has
brought to the service of the people of the City of San Luis Obispo and the entire region a valuable
lifetime of experience in the urban and regional planning and development process; and

       WHEREAS, Ken Schwartz has been a leading advocate for the designation of the Route 1
Corridor north of the City of San Luis Obispo as a National Scenic Byway and has supported the
modification of the Highway 1 median barrier to make it more visually balanced and cost effective
improvements to the transportation system of the region including the full range of travel modes.

      NOW, THEREFORE, BE IT RESOLVED, that the San Luis Obispo Council of
Governments and the San Luis Obispo Regional Transit Authority do hereby commend Ken
Schwartz for his contributions on the SLOCOG and SLORTA Boards during the past four years.

                                     Wendy Scalise
The following Resolution is now offered and read:

      WHEREAS, Wendy Scalise has vigilantly and resourcefully represented the City of
Atascadero on the SLOCOG and SLORTA Boards from December 2002 to December 2004; and

       WHEREAS, during the past two years Wendy Scalise has carefully reviewed proposed
transportation improvements, has advocated for the efficient use of taxpayer funding, and has
successfully promoted construction of the Route 41/101 interchange improvement project in
Atascadero; and

       WHEREAS, Wendy Scalise has been a supporter of the establishment of a dedicated long
term source of funding for local street and road maintenance and rehabilitation; and

      WHEREAS, during the past two years Wendy Scalise has supported local control over the
Regional Housing Needs Allocation Process; and

       WHEREAS, during the past two years Wendy Scalise has been a resolute advocate on the
SLOCOG/SLORTA Boards for maximizing the benefits of transportation system improvements
while minimizing the cost to the people of the region.

        NOW, THEREFORE, BE IT RESOLVED, that the San Luis Obispo Council of
Governments and the San Luis Obispo Regional Transit Authority do hereby commend Wendy
Scalise for her contributions on the SLOCOG and SLORTA Boards during the past two years.

                       RESOLUTION OF APPRECIATION
                                   For
                                        Rudy Natoli
The following Resolution is now offered and read:

       WHEREAS, Rudy Natoli responsibly and honorably represented the City of Pismo Beach
on the SLOCOG and SLORTA Boards from December 2000 to December 2004; and

       WHEREAS, during the past four years Rudy Natoli has supported the implementation of
transportation plans that address the high priority needs of the City of Pismo Beach and the entire
San Luis Obispo region in a timely and cost-effective manner; and

       WHEREAS, Rudy Natoli has consistently supported establishment of a dedicated long
term source of funding for local street and road maintenance and rehabilitation as enacted into law
with Proposition 42; and

       WHEREAS, during the past four years Rudy Natoli has successfully advocated for the
Price Street Extension in Pismo Beach, implementation of the Highway 101 Operational
Improvements Plan, and the construction of the Pismo Beach Promenade/Grover Beach
Boardwalk; and

       WHEREAS, as a SLOCOG/SLORTA Delegate over the past four years Rudy Natoli has
calmly, concisely and seriously deliberated on the issues and supported adoption of programs and
plans of action that most effectively addressed the needs of the region.

        NOW, THEREFORE, BE IT RESOLVED, that the San Luis Obispo Council of
Governments and the San Luis Obispo Regional Transit Authority do hereby commend Rudy
Natoli for his contributions on the SLOCOG and SLORTA Boards during the past four years.
