Aims / principles of ERTMS ( ETCS and GSM-R )

    Purpose        ERTMS       (ETCS + GSM – R)

• Simplification of cross-border transport services with direct trains
  (Benchmark : locomotive change and/or multiple on-board system
  packages for crossing system interfaces)


• Cost savings resulting from use of less expensive train control
  technologies, infrastructure and vehicles, at least in the long term
  (harmonisation, standardisation, competition, production quantities)


"ERTMS is not an end in itself, but only a means to an end - its
      success must be measured by its effectiveness."

   Manageable Migration                ( for Railway undertakings)

   • Adapting to existing, non-harmonised technologies in
    operational environments make migration difficult
    (must be taken into consideration, however).


   • Exploiting full range of capabilities of ETCS technology
    (options directed to the common goal of standardisation;
     i.e. while also accepting compatible interim stages).


   • Taking tolerable restrictions for fleet operators into account
    (corridor deployment, logical migration stages).

        Definition and planning of the national corridors for freight and

        high-speed traffic.


   2    Definition of the operating concept on the international routes - e.g.
        intervals between trains, max. train length, clearance gauge, etc.

        Agreements on the corridors concerning operating rules, language,

        handover rules at the borders, power supply, etc.

   4    Drafting framework plans with regard to the time and funding
        requirement.

   5    Preparation of cost/benefit analyses to define priorities.

        Definition of the migration of existing technologies to ERTMS - possibly
   6
        in stages - with the objective of optimising connected corridor sections
        and minimising the time/cost resources required.

ERTMS – implementation status

 ETCS is being deployed nationally on specific routes, as a first
 step to aligning with other national plans along specific
 international corridors, in accordance with the European MoU
 six-corridor strategy and the ETCS-Net as defined in Annex H of
 the TSI CCS 2006/964/EC for conventional rail

  If we refer to the ETCS-Net of about 38,000 km we have today
  about 5% of network with ETCS in commercial operation and
  73% of network contracted or planned in the next 10 years.

  Overriding railways objective:
  To safeguard + increase the competitiveness of the rail system


     Raise – not endanger   – the output capacity of system/lines/nodes.
     Cost-benefit analysis; limit additional expenditures.




     adopting Version 3.0.0 for European mainlines (output capacity)
     using Version 2.3.0 as a means of proceeding towards Version 3.0.0

          > whilst simultaneously with different solutions in corridors, but meeting
            the compatibility criteria

          > key aspects: e.g. braking curves, level crossings, start of mission (under
           ETCS)
