Position Title:          Senior Programme Manager
No of posts:             1
Duty Station:            Islamabad
Starting date:           10st June 2011
Duration:                10 Months

The Programme Manager will be required to:
   • Management: Working closely with the National Programme Manger and Manager M&E,
       ensure that the projects are completed within the appropriate time frame, work plans,
       objectives and approach.
   • Oversee partnerships and project management, quality enhancement and monitoring of the
       projects and budgets
   • Maintain an understanding of institutional donor requirements and ensuring compliance with
       institutional donor requirements in collaboration with Programme teams and partners,
       ensuring Field teams are aware of the donor reporting requirements and schedules and given
       adequate time to provide content for narrative and financial progress reports.
   • Prepare analytical monthly, quarterly and donor reports
   • Ensure the efficient and effective planning and implementation of the project activities and
       outputs as per the budget and partners capacity development
   •   Ensure all reporting requirements and project documentation which will assist in project
       monitoring.
   •   Manage the Punjab Field teams which include the Project Officers, Engineers, Social mobilizers
       that all internal controls are in place and efficiently complied with
   •   Assist in planning, coordinating, implementing and finalizing ex-post evaluations of programme
       or project processes and impact.
   •   Able to ensure that partner and own staff capacity is enhanced for qualitative programme
       development and implementation
   •   Programme development: Support Islamabad Head Office in developing funding proposals
       and project budgets for donors, Conduct research and assessments, which feed into process of
       developing project concepts, in collaboration with the other programme team members.
   •   Ensuring that strategic planning, policy and management issues are integrated into
       Programme and proposal development, in liaison with the Programme team.
   •    Ensuring that recovery and rehabilitation needs, child protection, livelihoods and gender
       needs are addressed and integrated into programme and proposal development.
   •   Effective liaison with external stakeholders

Qualification:
   - 5 years of relevant working experience with NGO/UN/INGOs in managing relief and
   development projects
   - Postgraduate from an HEC recognized institute in development/ social sciences
   - Excellent communication skills.
   - Should be aware about Monitoring requirements and maintain records accordingly
   - Good computer literacy (Microsoft Office, E-mail, Internet) and Multi tasking.

Position Title:      Programme Officer
No of posts:         1
Reports to:          Senior Programme Manager
Duty Station:        (Multan / Muzzafargarh) Punjab
Starting date:       1st June 2011
Duration:            10 Months

The Programme officer will be required to:
   • Support Programme Manager in monitoring and managing partners and Programme finances
       (monthly or quarterly project expenditure against budget)
   • Support partners and Islamabad Head office in ensure the project is completed within the
       appropriate timeframe, within budget and achieves its objectives
   • Capacity building of partner staff
   • Oversee procurement etc in line with official policies
   • Monitor project implementation, conduct reporting and communications/ Support the
       partners in programme/project implementation, through regular field visits.
   • Oversee implementation of the project as per the project documents, work plan, budget and
       agreed approaches to ensure work plan and quality and impact of interventions
   •   Work in close cooperation with all key stakeholders including government authorities,
       community leaders, beneficiaries, partner organizations, and other providers of emergency
       relief
   •   Identify opportunities for new initiatives based on the indigenous knowledge of the
       communities
   •   Make field visits and participate in meetings as per the schedule as well as accommodate any
       unexpected important visits/meetings with partners/ donors or attendance in meetings.

Qualification:
   - 3 years of relevant working experience with NGO/UN/INGOs in managing relief and
        development projects.

Position Title:        Community Development Officer
No of posts:           2
Duty Station:          (Multan / Muzzafargarh) Punjab
Starting date:         1st June 2011
Duration:              10 Months


Key responsibilities

   •   Support and train partners in social mobilization, community development processes and
       identifying needs and vulnerabilities
   •   Monitor the beneficiary selection processes and provide support to the team in monitoring
       and data collection and management, Track all the follow ups as per directed by the
       supervisors
   •   Compiling / supporting field teams for narrative and financial progress reports for donors ,
       undertaking monitoring trips to the field
   •   Work in close cooperation with all key stakeholders including government authorities,
       community leaders, beneficiaries, partner organizations, and other providers of emergency
       relief
   •   Produce regular field reports and diaries
   •   Support field operation and preparing actual/situation/visit draft and/or final reports during
       the field visit


Experience / Qualifications:
   • MA or equivalent in International Development or a related field required; coursework in
      research and evaluation methodologies
   •   3 years experience of proposal and budget development+ M &E, log frame design,
       development and conducting assessments
   •   3 years experience of working in relief and recovery, protection, education and livelihoods in
       post disaster situations
   •   Successful track record for fundraising, grant management and donor liaison/reporting track
       record.

Position Title:      Engineer
No of posts:         1
Duty Station:        (Multan / Muzzafargarh) Punjab
Starting date:       1st June 2011
Duration:            10 Months

Key Responsibilities:
   • Oversee permanent shelter rehabilitation and selection of sites
   • Overseeing staff in and/or conducting household and community infrastructure damage
      surveys, BoQs and costs for rehabilitation and design of Shelters, and field implementation as
      per quality standards
   • Ensure training of local communities to orient in building standards and requirements
   • Verification of the appropriate standard materials used in shelter and relief activities.
   • Ensuring sound shelter construction and monitoring progress against indicators
   • Ensure that sphere standards for WASH are incorporated in project implementation
   • Oversee procurement etc in line with official policies and selection of vendors
   • Support and Prepare weekly and monthly schedule/work plan for technical/ non technical staff
   • Work in close cooperation with all key stakeholders including government authorities,
      community leaders, beneficiaries, partner organizations, and other providers of emergency
      relief
   • Ensure timely and efficient monitoring and evaluation of project activities
   • Contribute to the development of shelter repair and construction standards for the
      organization
   • Assist in the design and implementation of other complementary flood relief & rehabilitation
      interventions.
   • Contribute to field based reports to Senior Staff
   • Perform any other task assigned by Supervisor/Head of Office

Qualification:
   • 3 years of relevant working experience with NGOs/ INGOs in relief and development projects,
        At least 2-3 years experience in Shelter design, DWSS etc
   • Degree in engineering, preferably with a civil engineering background (from an HEC recognized
        institute in development / social sciences). And relevant software’s/ skills for designing
        infrastructure
   • Local of KP, Pashto speaking with good Communication skills (written, spoken in Pashtu, Urdu
        and English) Skills.
   •   Should be aware about Monitoring requirements and maintain records accordingly
   •   Social mobilization experience preferred.
   •   NGO experience preferred, including training and provision of technical support to
       partners/communities.
   •   Good computer literacy (Microsoft Office, E-mail, Internet) and Multi tasking.



   Position Title:            Admin and Finance Assistant
   No of posts:               1
   Duty Station:              (Multan / Muzzafargarh) Punjab
   Starting date:             1st June 2011
   Duration:                  10 Months

Key Responsibilities:

   •   Day to day office admin and finance related tasks
   •   Inventory keeping and procurement processes as per official policies and guidelines
   •   Organize and maintain all relevant programme files including other appropriate files
   •   Promote cooperation and professional relations between fields, other program and support
       staff
   •   Support senior staff and undertake all logistical arrangements

Qualification:
   • BA and at least 2 years experience.
   • Excellent knowledge of local languages (Urdu, Punjabi and Saraiki) and English.
   • Computer skills including MS- Office
   • Ability to handle multiple tasks; proven self-initiative and problem solving abilities;
   • Willingness to travel within Pakistan
