Romero Rose, LLC is the New Mexico affiliate of Jonathan Rose Companies. Jonathan Rose Companies is a
full service real estate firm founded in 1989 by Jonathan F.P. Rose, a third generation New York real estate
developer who owns residential and commercial properties throughout the United States. Jonathan Rose
Companies acquires, builds and retains ownership of multi-family and commercial properties. As a
development company, Jonathan Rose Companies or its affiliates, have always asset managed their
properties. In 2005 Jonathan Rose Companies initiated a multi-million dollar “Smart Growth Investment
Fund” to acquire real estate in city/town centers, and in areas adjacent to public transit, across the United
States. The goal of this fund is to acquire and redevelop these properties in a manner which utilizes the latest
materials and techniques in environmentally responsible construction, renovation and property management.

Romero Rose, LLC has acquired and managed mixed-use office facilities in New Mexico for almost a decade,
and were chosen to redevelop three sites in downtown Albuquerque’s Alvarado Transit District. The project’s
five acres form a critical piece of the downtown fabric. When complete, the sites will provide an optimum
mix of commercial space, affordable and market rate multifamily rental units and market rate owner-occupied
townhomes. Working with Calthorpe Associates, Romero Rose had led a team in framing a master plan that
weaves various unit types into a diverse and balanced footprint, linking the surrounding neighborhoods
together and providing ample, attractive, street level space for public and private interaction. Part of the
master planning process was to determine the best use of the sites as well as the economic feasibility of the
various developments. The projects consist of Silver Gardens Phases I and II (mixed-income affordable
housing), Elements (market-rate for-sale townhomes), Green Commons (flexible commercial space) and a
parking garage

Because of the mixed-income tenant mix in the properties Romero Rose manages, Romero Rose has
significant operational experience and knowledge in renting assets to both traditional and affordable markets.
Romero Rose understands that the affordable housing component of a project reduces its income, which
necessitates innovative and conservative operational spending, and has created monthly and annual reporting
models that keep the relevant public agencies and private investors up-to-date on the performance of the
properties. These reports include occupancy/vacancy, marketing, and traffic trends, as well as comparables
within the area market and sub-markets. Romero Rose prepares its budgets using real market comparisons
that include cost per unit and cost per square foot. Finally, these reports provide updates on building
conditions and special projects that may be needed or underway.

Finally, Romero Rose has a long-standing commitment to, and a unique talent in, creating real communities
within our properties, and in the belief that such community-building will help eliminate negative
preconceptions about affordable housing. Romero Rose understands the importance of creating a sense of
respect for one’s home and one’s neighbors.

Currently, Romero Rose manages a portfolio of approximately 500,000 square feet. Properties include
Second Street Studios, a live/work project in Santa Fe, which Jonathan Rose began developing, together with
Wayne and Susan Nichols, in 1989. The third and final phase of the project was completed in 2009 and the
project as a whole services tenants of all trades, from artists to accountants, and functions as an incubator for
new and growing businesses. Tech Commons, in Albuquerque, is a 90,000 square foot, state of the art office
and telecommunications center. Other assets under management include 30,000 square feet of office space in
Santa Fe, which serves state government agencies and includes the Magistrate Court House, and the historic
50 East San Francisco building just off the Santa Fe Plaza.

                        Jonathan F.P. Rose
                        President
                        Jonathan F.P. Rose’s business, public policy and not-for-profit work all focus on
                        creating a more environmentally, socially and economically responsible world. In
                        1989, Mr. Rose founded Jonathan Rose Companies LLC, a multi-disciplinary real
                        estate development, planning, consulting and investment firm, as a leading green urban
                        solutions provider. The firm currently manages over $1.5 billion of work, much of it
                        in close collaboration with not-for-profits, towns and cities.

                        The company’s mission is to repair the fabric of communities. The firm draws on
                        its human capital, financial depth and real estate expertise to create highly integrated
                        solutions to real estate challenges.

                        A thought leader in the Smart Growth, national infrastructure, green building, and
                        affordable housing movements, Mr. Rose is a frequent speaker and writer. His work
                        has received widespread media attention from CNN to The New York Times and
                        was recently profiled in e², a PBS series on sustainable development. His many
                        published works include the chapter, “Green Urbanism: Developing Restorative
                        Urban Biophelia” featured in Biophilic Design, a book recently honored with a 2008
                        American Publishers Award for Professional and Scholarly Excellence.

                        The firm’s innovative development, planning, investment, new construction,
                        conversion and historic preservation work has won awards from a wide range of
                        notable organizations including: the National Trust for Historic Preservation, the
                        Natural Resources Defense Council, Global Green USA, the Urban Land Institute,
                        the American Planning Association and the American Institute of Architects.

                        Mr. Rose is the chair of the Metropolitan Transit Authority’s Blue Ribbon
                        Sustainability Commission, which developed the nation’s first green transit plan.
                        He is a Trustee of several organizations including: the Urban Land Institute (where he
                        co-chairs its Climate and Energy Committee); the Natural Resources Defense Council;
                        and Enterprise Community Partners (with whose Green Communities program he
                        is deeply engaged). He also serves on the leadership councils of the Yale University
                        School of Forestry and Environmental Studies and the Yale School of Architecture,
                        and chairs the Trust for Public Land’s National Real Estate Council.

                        Mr. Rose also serves on the Board of the Brooklyn Academy of Music (BAM) and the
                        American Museum of Natural History, and is a co-founder of the Garrison Institute
                        with his wife, Diana Rose.

                        Mr. Rose graduated from Yale University in 1974 with a B.A. in Psychology, and
                        received a Masters in Regional Planning from the University of Pennsylvania in 1980.

                        Theresa A. Bell

                        Theresa A. Bell has 20 years of experience as a commercial real estate broker and
                        developer who specializes in mixed use projects, property acquisition, commercial
                        and housing development, property management, and asset management. She is
                        the Managing Partner of Romero Rose, the Southwest affiliate of Jonathan Rose
                        Companies.

                        Ms. Bell is currently overseeing the development of two parcels of Albuquerque’s
                        Alvarado Transportation Center Downtown Development Plan: Silver Gardens
                        Apartments and Elements Townhomes. Silver Gardens Apartments (Phase I) is a
                        $12.5 million mixed-income, green, affordable, transit-oriented development that
                        will provide much needed low-cost rental housing options to residents of downtown
                        Albuquerque. Elements Townhomes is a $21.3 million, for-sale green, transit-oriented
                        townhome development that will help provide residential stability for Albuquerque’s
                        emerging downtown. Other projects in pre-development include Green Commons,
                        a commercial development near the transportation center, and Bosque Studios, an
                        artist-focused live/work community in Albuquerque’s South Valley.

                        In addition to overseeing Romero Rose’s on-going development work, Theresa Bell
                        oversees the management of the New Mexico real estate portfolio of Jonathan Rose
                        Companies, which includes: Second Street Studios, a market rate live/work space in
                        Santa Fe: three office buildings in Santa Fe, the historic 50 East building off the Santa
                        Fe Plaza, and the Tech Commons office complex in Albuquerque.

                        Prior to opening Romero Rose, Theresa Bell was a partner in Perry Rose, the
                        Denver affiliate of Jonathan Rose Companies. Her project experience at Perry Rose
                        included the redevelopment of the Denver Dry Goods Building, the first mixed-use,
                        mixed-income, green, historic, transit-oriented development project in the nation.
                        Her responsibilities for the 350,000 square foot conversion project included: project
                        financing, construction management, lease-up, and property management. Ms. Bell
                        also participated on the Perry Rose development team responsible for Highlands’
                        Garden Village, an early example of transit-oriented smart growth development,
                        encompassing 27 acres on the site of a former amusement park. Her responsibilities
                        on the project included acquisition, design, entitlements, and community outreach.

                        Ms. Bell received her Bachelor’s degree in Business Administration in both Finance
                        and Real Estate from New Mexico State University. A native of Santa Fe, New
                        Mexico, she is a licensed real estate broker in both New Mexico and Colorado.

                        Julie Ferguson
                        Director of Development and Finance, Romero Rose LLC
                        Julie Ferguson has over ten years of experience in real estate development, project
                        management, market and financial analysis, and business planning. Over the past ten
                        years, she has initiated and implemented development strategies, identified funding/
                        financing, and managed projects through design and construction.

                        Ms. Ferguson is responsible for the successful planning, implementation and completion
                        of the projects in the $60 million mixed-use transit-oriented Alvarado Transportation
                        Center Development, a key ingredient of the revitalization of Downtown Albuquerque.
                        The ATC Development consists of Silver Gardens I & II, Elements Townhomes, Green
                        Commons, and a 200-car parking garage. Her responsibilities on the development
                        include market analysis, financial analysis, coordination and securing of financing
                        sources, design oversight, construction management and successful transition to
                        operations.

                        Prior to joining Romero Rose, Julie was Vice-president of Construction and
                        Development at The Fountains, a nationwide seniors housing developer, owner and
                        operator, where she was responsible for managing all new construction and renovation
                        projects. During the more than ten years that Julie worked at The Fountains, she
                        managed the acquisitions team, developed the market financial analysis models
                        utilized to evaluate all investments, and oversaw the development of all vacant land
                        purchased as part of any acquisition. She was also responsible for the capital budget and
                        implementation of all projects in the company’s $250 million portfolio of properties.

                        Ms. Ferguson has also worked for Gap Inc., directing strategic initiatives for revenue and
                        point-of-sale related activities. Her position required her to manage projects and teams
                        among all disciplines and locations throughout the global organization.

                        Ms. Ferguson is a licensed Real Estate Broker in New Mexico and a LEED
                        Accredited Professional. She holds both a Bachelor’s and Master’s degrees in Business
                        Administration from the University of Arizona, and was honored by the Karl Eller
                        Center & Berger Entrepreneurship Program at the University of Arizona with the
                        ‘Outstanding Achievement in Growth of an Enterprise’ Award.

                        Homer Robinson
                        Senior Project Manager, Romero Rose LLC
                        In addition to directing Romero Rose’s policy and community outreach efforts, Homer
                        Robinson is a senior project manager for Romero Rose’s Alvarado Transportation Center
                        Development, a transit-oriented development in Albuquerque, New Mexico that includes
                        low and moderate income apartment units. Mr. Robinson’s work is currently focused on
                        Silver Gardens, a $12.5 million multi-phased mixed-income multi-family tax credit project.

                        A key ingredient of the master plan for the redevelopment of two and one-half vacant city
                        blocks across from the Alvarado Transportation Center, the first phase of Silver Gardens is
                        slated for completion in 2010. Homer is managing the LEED® Mid-Rise Pilot, Energy
                        Star® multi-family high-rise pilot, and Enterprise Green Communities certification
                        processes for the project, which consists of 66 residential units, a 15,000 sf courtyard, and a
                        range of common areas that will also serve the second and final phase of the development.
                        He is also managing the LEED®-Homes certification process for the first phase of the
                        Elements Townhomes Project.

                        Mr. Robinson is also responsible for developing and managing Jonathan Rose Companies’
                        carbon neutrality efforts, having designed the protocols and calculators currently in use
                        for tracking carbon emissions across all offices. Additionally, he drafted Jonathan Rose
                        Companies’ Green Office Guide, which is aimed at reducing operational carbon emissions.

                        An attorney by training, Homer spent his legal career working in public interest law prior
                        to joining Romero Rose. In addition to serving as a public defender in Atlanta, Georgia, he
                        was a staff attorney at the NM Center on Law and Poverty, in Albuquerque, a public policy
                        law firm where he worked primarily in the areas of healthcare access, indigent defense, and
                        welfare policy, focusing on legislative advocacy. He also brings to his role at Romero Rose
                        experience as a housing advocate in Portland, Oregon and New Haven, Connecticut.

                        Mr. Robinson is the founder of Youth Rights Media, a non-profit organization that teaches
                        at-risk youth how to advocate for themselves using video and other media tools. Until
                        recently, he managed the NM Coalition for Justice, a statewide volunteer organization
                        dedicated to reforming and improving the indigent defense system in New Mexico.

                        Mr. Robinson is a LEED® Accredited Professional, a licensed New Mexico real estate
                        broker, a member of the New Mexico Bar, and a graduate of Amherst College and
                        Yale Law School. He serves on the Board of Directors of the USGBC NM Chapter,
                        and has been a presenter on green real estate development at many venues, including
                        the Homebuilders’ Day program at Greenbuild 2008, the 8th Annual Partners for Smart
                        Growth Conference, the Greater Albuquerque Association of Realtors – NAR (National
                        Association of Realtors) GREEN Designation Residential course, the USGBC-NM’s
                        Seminar on LEED® for Homes Midrise Pilot, the Association of Food, Beverage and
                        Consumer Product Companies’ Sustainability Advantage Conference, and various classes
                        of the UNM School of Architecture and Planning. He has also testified numerous times in
                        front of the New Mexico Legislature on the issue of public funding for affordable housing.
                        He lives in Albuquerque with his wife, Lisa, and their sons,Theo and Felix.
