Introduction
This report presents information on the recruitment of tenure track faculty at campuses of the California State University (CSU). It is
based on surveys that the Office of the Chancellor has conducted since 1988 to provide the CSU with information about the successes
and difficulties encountered in recruiting tenure track faculty. The current report provides a comprehensive summary of the
information collected by the survey over the last 16 years.

I. EXECUTIVE SUMMARY
Since 1988, the California State University (CSU) has conducted an annual tenure track faculty recruitment survey. Although the
survey has been modified throughout the years, much of the information collected from the campuses has remained the same. This
report summarizes the information collected by this survey over the last 16 years. During this period, the 23 campuses of the CSU
reported 12,781 tenure track searches and 9,019 appointments. On average, 71% of all searches that were initiated have resulted in the
hiring of a tenure track faculty member. The success rate of faculty recruitment has never fallen below 54% and has reached as high
as 79%. The CSU has continually been successful in recruiting a diverse representation of faculty. Since 1989, the percent of new
tenure track faculty from ethnic minority groups has ranged from 26% to 37%. Roughly 48% of the new tenure track faculty were
female and approximately 52% were male. The average salary offered to new tenure track faculty members has increased by over
$10,000 since the survey started collecting this information in 1998. While the CSU has generally been successful in recruiting new
tenure track faculty, an inadequate candidate pool, as well as all offers declined have repeatedly been cited as reasons for unsuccessful
faculty searches. Budget has also been identified as a problem in years when the economic conditions led to a decline in financial
resources for the CSU. Overall, the CSU has been very successful in retaining tenure track faculty, with the percentage of tenured and
probationary faculty resigning each year ranging from a low of 0.6% to a high of 1.8%.

II. SEARCHES AND APPOINTMENTS
Since 1988, CSU campuses have initiated some 12,781 searches for tenure track faculty and have made 9,019 tenure track
appointments. As shown in Figure A and Table 1, the number of searches and appointments rose steadily during the early years of the
survey, reaching a peak in 1990 when 992 searches were initiated and 736 appointments were made. The number of searches and
appointments then fell dramatically as economic conditions led to a decline in the financial resources available to the CSU. Campuses
slowed their recruiting activity and were compelled to reduce their staffing of faculty and other personnel. The low point was reached
in 1993 when only 302 searches were initiated and 184 appointments were made, or only one-fourth the number of appointments
made in 1990.

Faculty recruitment rebounded in 1994, and continued at the level of about 500 searches per year through 1997. Beginning in 1998,
campuses significantly increased their recruitment activity. This acceleration continued through 2002. In 2003 the campuses were
again faced with poor economic conditions, causing the number of appointments to drop. However, even with the decline in 2003, the
number of appointments remained the third highest in the history of the survey.

Table 2 presents information on the success rate of tenure track searches by campus. The rate of success (ratio of appointments made
to searches initiated) is a function of many factors. It depends upon the degree of competition for faculty in particular disciplines; the
relative attractiveness and prestige of CSU campuses and academic departments; CSU faculty salaries and working conditions,
including research opportunities and support; and also the cost of living, especially housing, that candidates must confront. Finally it
also depends upon the availability of adequate resources to conduct an appropriate search to its conclusion and, of course, to fund a

III. FACULTY DIVERSITY
Since 1989, the Faculty Recruitment Survey has collected data on the gender and ethnicity of persons securing a tenure track
appointment. Figure B presents information on the ethnicity of new tenure track faculty. The percentage of new tenure track minority
faculty has ranged from 26% to 37%.

were female and approximately 52% were male. In total, since 1989, there have been 3,897 female faculty appointments and 4,289
male faculty appointments.

Table 5 and Figure D display the average salary offered to new tenure track faculty from 1998 to 2003. Starting salaries for all faculty
ranks increased substantially during this period.

V. RECRUITMENT OUTCOMES
From 1988-1997 and 2002-2003, the Faculty Recruitment Survey requested additional information on unsuccessful tenure track
searches as well as tenure track faculty searches in which the lead candidate rejected an offer of employment.

As is shown in Table 8 an inadequate candidate pool has consistently been cited as a major explanation for unsuccessful searches. In
years in which the economic conditions have led to a decline in financial resources available to the CSU (i.e., 1993 and 2003), budget
also has been cited as a primary reason for a position not being filled. Even though budget was not offered as an option in the 1991
and 1992 surveys, further analysis indicated that budget was also a significant issue in those years. In 1991 53% of the 231 “Other”
responses were due to lack of funds (N=123) and 32% (N=74) were due to budget cuts, and in 1992, 43% (N=57) of the 134 “Other”
responses were due to lack of funds and 41% (N=55) were due to budget cuts. It should be noted that Proposition 209 went into effect
in 1997. This proposition prohibited the appointment of an employee based on race, sex, color, ethnicity, or national origin, thereby
eliminating the too few minority/women applicants explanation for an appointment not being filled.

Overall the CSU is very successful in hiring new faculty. In addition, the candidate hired was usually the first person offered the
position, which reveals that the CSU is generally able to hire the most preferred candidates from within the applicant pool.

Table 10 demonstrates that lead candidates, throughout the years, have expressed that inadequate salaries or better job offers
elsewhere are the primary reasons why they have declined an offer from a CSU campus. Cited least often is inadequate travel support
and the equipment/facilities the campus offers. Additionally, the location of the campus is not often cited. A large number of new
tenure track faculty hired by the CSU come from within California, so the location may be an attraction for many candidates.

VI. RESIGNATIONS AND RETIREMENTS
The Faculty Recruitment Survey has tracked the number of tenured and probationary faculty who resign each year since 1988. The
number of resignations has never reached higher than 1.8% of all tenured and probationary faculty, demonstrating that the CSU has
generally been highly successful in retaining faculty. Table 11 shows the number of resignations by campus. To obtain more detail

Figure E below compares the number of tenure track faculty who retired versus the number who were appointed in any given year.
With the exception of 1992, in which over three times as many faculty retired than were appointed (907 retirements compared to only
237 appointments), every other year shows more faculty appointments than retirements. From 1988 to 2003 there were a total of
6,191 retirements and 9,019 appointments.
