Message from the Fire Chief
Fire Services offers unique opportunities. No
other occupation serves the public in so many
ways. The ability to react to the public’s
needs and to resolve any problems
encountered places a high level of
responsibility on every member of Toronto
Fire Services (TFS), including the newest
employee. For these reasons, demanding
entry-level requirements and rigorous recruit
training are vitally important. Because of the
complex nature of the profession, TFS
employees are carefully screened for pre-
requisite skills and abilities before entering
the organization.

In order to maintain these skills and to learn
new ones, a continuing program of training
and education is provided to all members of
the organization. This training helps
employees maintain proficiency at their present level, meet certification requirements,
learn new procedures, and become familiar with new technologies.

While routine training is provided by TFS as part of the employee’s position, preparing
for advancement will require individual initiative on the part of the employee. Through
career development, employees have the opportunity to earn comfortable salaries,
increase their responsibility and authority, and ultimately achieve their potential. As this
occurs, TFS is provided with knowledgeable, competent and productive members
striving to improve themselves and the organization.

TFS personnel should not view these training and education requirements as barriers to
their advancement. They are stepping stones in your career, opportunities to improve
yourself. Taking advanced courses will help develop new skills, knowledge and abilities
so that you can perform duties in a more efficient, effective and safe manner.

Ensuring that you meet the requirements of a new position prior to entering the
promotion process may help avoid anxiety and possible disappointment of finding
yourself unqualified for the position. The first step in your career path has been a
successful one. You are now a member of Toronto Fire Services! Where can you go from
here? The possibilities are endless, but one must plan and prepare.

This document has been prepared to provide career guidance for members of TFS. The
intent is to provide a clear and consistent procedure for preparing individuals for future
advancement within TFS. Individuals interested in career advancement can identify and
begin to satisfy the educational requirements needed to be eligible for the next “step” in
their career.

A well-planned career path obviously benefits both the individual member and the
organization, but certain responsibilities accompany these benefits. These
responsibilities are best described as mutual obligations that must be recognized and
fulfilled by both the member and TFS if career development is to occur.

The primary obligations are commitment and opportunity. Both must be present in
career development. The employee wishing to move forward on the career path must
have the motivation to prepare for and accept additional responsibilities and duties as
required by the organization. Toronto Fire Services, in turn, must contribute to an
environment that fosters opportunities, motivation, self-discipline and improvement.
When established, this environment encourages participation, recognizes contributions
and improvement efforts, and provides the opportunity for the members to develop and
succeed. Recognizing and fulfilling these mutual obligations results in growth and
development for the individual and the organization.

The following document outlines the career paths for the supervisory, managerial and
executive positions within Toronto Fire Services. For further information, please contact

Introduction
This career path document is divided into sections describing the various career paths
within TFS. Each section is accompanied by a colour-coded ‘flow chart’ diagram.

In each case, the entry positions into a particular path are shown in BLUE.

All positions within the Toronto Professional Fire Fighters Association, Local 3888
bargaining unit (TPFFA) are shown in RED, as are the steps and processes along their
respective career paths.

All positions within the TFS Senior Management team are shown in GREEN, as are the
steps and processes along their respective career paths.

Generally, the steps and processes along the career paths to positions within TPFFA are
prescribed and governed by the Collective Agreement (CA) between TPFFA and the City
of Toronto, whereas the steps and processes along the career paths to Senior
Management positions are less defined, but are based on corporate Core and Role
Competencies.

Operations Division
Career Path to First Class Firefighter

Probationary Firefighters are recruited into TFS from the general public into a TFS
Recruit Training Program, after demonstrating the necessary physical and aptitude
requirements. Among these recruits are graduates of community college Pre-Service
Fire Fighting Education and Training programs (see Appendix A, OFM/OAFC Pre-Service
Firefighter Education and Training Program). It is the intent of the Ontario Association
of Fire Chiefs and the Office of the Fire Marshal that the community college Pre-Service
Fire Fighting Education and Training programs will be a future minimum requirement for
firefighter recruitment in the province.

TFS Recruit Firefighters enter into the Ontario Firefighter Certification Program upon
commencement of their recruit training (see Appendix B: Ontario Fire Service
Certification Program and Appendix B1, Ontario Firefighter Certification Program).

The Works and Emergency Services, Human Resources Division is developing a process
for experienced or certified firefighters to apply for employment with TFS in lieu of the
above recruit hiring process.

Career Path to Captain, Operations Division

Upon attainment of First Class Firefighter rank, prospective Captains enter into the
Ontario Fire College Company Officer Diploma program (see Appendix B: Ontario Fire
Service Certification Program and Appendix B3, Ontario Company Officer Certification
Program). Eligibility to participate in the promotion process for Captain shall be in
accordance with the following criteria, as per the current Collective Agreement:
a) a minimum of ten (10) years of service with the Toronto Fire Services as of
   December 31st on the year of the competition, and five (5) years of service within
   the Operations Division, with at least the last two (2) years being service within the
   Operations Division; and
b) successful completion of, or enrolment in, the Ontario Fire College Company Officer
   Diploma Program, or equivalent, and relevant supplementary courses as may be
   determined by the Fire Chief acting reasonably, upon consultation with the
   Association. It is understood and agreed that "enrolment" for the purposes of this
   clause must result in successful completion of the Program(s).

   NOTE: Under a Letter of Intent between the City of Toronto and the Toronto
   Professional Firefighters’ Association Local 3888, a joint committee has been formed
   to review promotion systems for Association members within the uniformed ranks of
   Toronto Fire Services. This may result in changes to the current Collective
   Agreement as above.

Successful promotion candidates will be placed on a list of qualified Acting Captains to
await promotion in turn when vacancies exist in the position of Captain, Operations
Division, according to the terms of the Collective Agreement.

Career Path to District Chief, Operations Division

Upon promotion to Captain in the Operations Division, prospective District Chiefs enter

    Association. It is understood and agreed that "enrolment" for the purposes of this

Career Path to Platoon Chief (Senior Chief Officer)

Upon promotion to District Chief within the Operations Division, prospective Platoon
Chiefs may enter into the TFS Platoon Chief qualification process. Successful candidates
will be placed on a list of qualified Acting Platoon Chiefs. It should be noted that Acting
Platoon Chiefs hold the substantive rank of District Chief, and as such are members of
the TPFFA.

Platoon Chiefs are members of the Senior Management Team of TFS. Therefore, the
selection of Platoon Chiefs from the list of qualified Acting Platoon Chiefs is not governed
by the provisions of the Collective Agreement. Candidates who have demonstrated
themselves to be qualified must also have developed the corporate Core and Role
Competencies which correspond to the position of Platoon Chief. Many of these
Competencies take years of dedicated effort to achieve. It is incumbent upon the
individual aspiring to the position of Platoon Chief to take the personal initiative from
early in their career to achieve these objectives. Appendix C lists many recommended
Professional Designations and developmental opportunities for potential Platoon Chiefs.

Support Divisions
Toronto Fire Services also consists of a number of uniformed Support Divisions. These
include Communications, Staff Services, Information and Communication Systems, Fire
Prevention and Public Education, Mechanical Maintenance, and Professional
Development and Training.

Career Path to First Class Firefighter Equivalent

Probationary Fire Inspectors, Call Taker / Dispatchers, Mechanics, Technicians and other
Firefighter-equivalent uniformed employees are recruited into TFS Support Divisions
through one of two recruitment mechanisms:

1. Employees may be internally recruited from within TFS or from within the City of
   Toronto employee base.
2. Graduates of relevant diploma programs from community colleges or other members
   of the public meeting the required technical competencies may compete for and be
   recruited into a TFS Support Division.

Regardless of the recruitment mechanism by which they entered TFS, Support Division
employees enter into a TFS on-the-job training program specific to their assignment.

Support Division employees enter into the relevant Ontario Fire Service Certification
Program upon completion of their initial on-the-job training.

Career Path to Captain, Support Divisions

Upon attainment of First Class Firefighter rank, prospective Captains within Support
Divisions enter into the relevant Ontario Fire College Diploma program (see Appendix B:
Ontario Fire Service Certification Program and Appendix B2, Ontario Fire Prevention
Officer Certification Program). Eligibility to participate in the promotion process for
Officer shall be in accordance with the following criteria, as per the Collective
Agreement:
a) a minimum of five (5) years of service with the Toronto Fire Services as of December
    31st on the year of the competition, with at least the last two (2) years being service
    within the Division; and
b) successful completion of, or enrollment in, relevant Ontario Fire College Courses, or
    equivalent, and relevant supplementary courses as may be determined by the Fire

Some Support Divisions and Sections (such as the Professional Development and
Training Division) have Captain positions as their entry-level rank. Firefighters or
Firefighter-equivalent employees must meet the requirements of the Collective
Agreement prior to entering into the promotion process for these Captain positions. For
example, eligibility to participate in the promotion process for the position of Captain in
the Professional Development and Training Division shall be in accordance with the
following criteria: at least five (5) years as a First Class Fire Fighter.

Successful promotion candidates will be placed on a list of qualified Acting Captains to
await promotion in turn when vacancies exist in the position of Captain, Support
Division, for which they are qualified, according to the terms of the Collective
Agreement.

into the relevant Ontario Fire College Diploma program. Eligibility to participate in the
promotion process for District Chief within Support Divisions shall be in accordance with

b) successful completion of, or enrollment in, relevant Ontario Fire College Courses, or
    equivalent, and relevant supplementary courses as may be determined by the Fire

    agreed that "enrollment" for the purposes of this clause must result in successful
    completion of the Program(s).

Transfers Between Divisions
TFS employees wishing to transfer from the Operations Division into a Support Division,
or from one Support Division to another Support Division enter into their new Division’s
career path at the Firefighter-equivalent position. The exception to this is for employees
entering into a career path which begins at the rank of Captain, e.g. within the
Professional Development and Training Division.

Support Division members transferring to Operations Division must demonstrate that
they meet the minimum requirements of Probationary Firefighter applicants in order to
be assigned to a TFS Recruit class.

Former Operations Division members returning to Operations Division from a Support
Division will do so at their former Operations rank, following orientation training (where
appropriate).

All of the above information regarding transfers between Divisions is subject to the
terms of the current Collective Agreement.

Senior Management
Promotions to Senior Management positions within TFS are not governed by the
provisions of the Collective Agreement.

Career Path to Senior Chief Officer

Individuals who have achieved the necessary qualifications are eligible to compete for
Senior Management positions through the TFS Senior Chief Officer qualification process.
Candidates who have demonstrated themselves to be qualified must also have
developed the corporate Core and Role Competencies which correspond to their
prospective position. Many of these Competencies take years of dedicated effort to
achieve. It is incumbent upon the individual aspiring to Senior Management to take the
personal initiative from early in their career to achieve these objectives. Appendix C lists

Career Path to Fire Chief

The position of Fire Chief is designated as a Level 3 General Manager position within the
City of Toronto management structure. City policy requires that vacancies in positions
at this level be filled after an executive selection process (internal and external to the
organization) is conducted. The successful candidate will be one who has demonstrated
the corporate Core and Role Competencies of a Level 3 General Manager. Appendix C
lists many recommended Professional Designations and developmental opportunities for
potential Fire Chiefs.

OFM/OAFC Pre-Service Firefighter Education and Training Program
“The What’s”

What is Ontario’s Pre-Service Firefighter Education and Training Program?
The Pre-Service Firefighter Education and Training Program was launched in 2001 and is
designed to effectively prepare potential firefighters for entry into Ontario’s Fire Service. This
three-semester community college certificate program is the result of a partnership between the
Ontario Association of Fire Chiefs (OAFC), the Office of the Fire Marshal (OFM), Colleges of
Applied Arts and Technology (community colleges) and partnering fire departments. A key
thrust of this program is its flexible delivery methodology that seeks to accommodate the
diverse needs of the student population. It is available on both a full- time and a part-time
basis, and some courses are offered through distance learning at several colleges.

What is in the curriculum of the Pre-Service Firefighter Education and Training
Program?
The program’s curriculum incorporates a strong theoretical base with an applied skills focus. It
is, therefore, both a competency and an occupationally based curriculum, and is designed to
further the Ontario Fire Service’s professionalization process. Specifically, the curriculum builds
the student’s knowledge and skills in the following core areas: basic fire science; fire
suppression; firefighter emergency patient care; fire prevention and public education. There are
special modules in the program, such as confined space and environmental hazards. Students
are provided the opportunity to practice and test their skills in both simulated and controlled live
fire training scenarios. The curriculum’s “practicum module” provides students with work
environment experience through directed participation in appropriate firefighter tasks/duties at
partnering fire departments.

What is the need for the Pre-Service Firefighter Education and Training Program?
There are many candidates applying for firefighter positions with full-time departments in
Ontario. The increasingly sophisticated and time-intensive selection/hiring process is very
competitive and stressful for many applicants. It is also quite costly for fire departments. Once
hired, new recruits historically undergo a comprehensive and often lengthy orientation and
training process that is administered by the fire department. The Pre-Service Firefighter
Education and Training Program provides a very credible screening vehicle for municipalities
and fire departments in their selection and hiring processes. The program also graduates
potential firefighters who will only require a streamlined orientation to department specific
equipment and procedures after hiring, resulting in substantial fire department savings of both
fiscal and human resources.

What are the benefits of the Pre-Service Firefighter Education and Training
Program?
The program meets the needs of the fire service by providing firefighter candidates who
have:
   • Acquired theoretical knowledge to support the initial recruit role and subsequent
       advancement to first class firefighter
   • Honed fire-specific entry-level skills to allow for orientation to the fire department before
       assuming the full recruit role
   • Graduated from a program that has a system of checks and balances, which provides
       quality assurance for the course’s content, teachers, resources, tests and currency

The program meets the needs of prospective firefighters by providing learners with:
   • A program that is accepted within the Ontario provincial education system and is
       accessible throughout Ontario
   • A community college certificate that includes general education credits that are
       transferable to other programs
   • An opportunity to write the OFM provincial firefighter curriculum tests so that, upon
       passing the tests and being hired into a fire department, the new hire can apply for and
       potentially receive the OFC Certificate of Achievement
   • An awareness of firefighter job requirements, including physical fitness
   • A program that fits with the career path of the Ontario Fire Service

What is the program’s link to OFM provincial testing?
Office of the Fire Marshal Provincial Theory Testing is available to graduates of the Pre -Service
Firefighter Education and Training Program. Program graduates are eligible to apply for an
Ontario Fire College (OFC) Certificate of Achievement if they:
    • Pass the OFM testing
    • Are hired by a fire department
    • Complete the necessary department specific training as a firefighter

Details of this process are provided to graduates and fire departments. The Firefighter
Certificate of Achievement is a key accomplishment on the road to Firefighter Certification in
Ontario, as explained in the section below. Additionally, the Pre-Service Firefighter Education
and Training Program (including OFM testing) is accredited by the National Board on Fire
Service Professional Qualifications (Pro Board) to NFPA 1001-Fire Fighter Level 1. To qualify for
a Certificate of Accreditation (C of A) at the Fire Fighter Level 11, candidates must successfully
complete a Hazardous Materials Operations Level course.

What is the program’s link to Firefighter Certification in Ontario?
To achieve certification as a firefighter in Ontario, candidates must meet the
following criteria:
   •   Attainment of the OFC Firefighter Certificate of Achievement
   •   Employment in a municipal fire department in Ontario for a minimum of three years
       before applying for certification
   •   Completion of the job performance requirements, which include the required endorsed
       specialty modules for certification and completion of the Job Experience Requirement
       Performance Checklist

What is the current and future status of the OFM Firefighter Curriculum in fire
departments?
It is important to note that the use of the OFM Firefighter Curriculum by fire departments will
continue for the foreseeable future. Firefighters who satisfactorily pass all the practical skills
tests and the three provincial written tests will continue to receive an Ontario Fire College
Certificate of Achievement. Firefighters who meet general education requirements as specified
by the academic policies of each endorsed community college will be eligible to receive that
college’s Pre-Service Firefighter Education and Training Program certificate.

Appendix B:
Ontario Fire Service Certification Program

Authority
The Office of the Fire Marshal certifies fire service personnel in Ontario to the Ontario Fire
Services Standards. The Fire Protection and Prevention Act, 1997 (FPPA), clause 9 (2) (d),
provides authority to the Fire Marshal for training and evaluation of persons involved in the
provision of fire protection services.

History
In 1988, 'Paradigm for Progress', a Task Force Report to the Ontario Association of Fire Chiefs
recommended that the Professional Standards Setting Body (PSSB) be created with the
mandate to develop a training, educational and certification system for the Ontario Fire Service.

The PSSB, under the auspices of the Ontario Association of Fire Chiefs (OAFC) and the Office of
the Fire Marshal (OFM) has developed and published nine Ontario Fire Services Standards.

Professional Standards Setting Body
The PSSB is a partnership between the OAFC and OFM, and includes membership from all
major fire service stakeholders.

The mandate of the Professional Standards Setting Body is to:
• Set performance standards for all levels within the Ontario Fire Service
• Meet on a regular basis to deliberate issues and take appropriate actions to develop,
   maintain, implement and promote fire service performance standards
• Operationalize the standards process model contained in the OAFC Task Force Report
   ‘Paradigm for Progress’
• Support the professionalization process for the Ontario Fire Service

Certification Council
In 1996, the Certification Council held its first meeting. The Council is comprised of
representative stakeholders from small, medium and larger fire departments that are
volunteer, full-time and composite; an OAFC representative; OFM personnel and educational
consultants. The mandate of the Certification Council is to develop and recommend to PSSB
within the framework and infrastructure of the Standards Process Model, the policies and
procedures required for an ongoing, voluntary certification program to acknowledge the skills
knowledge and related experience of the fire service roles according to the validated job
performance standards.

Benefits of Certification
There are a number of benefits to certification:
• Certification recognizes fire service personnel as professionals with specialized skills and an
   ability to provide quality, competent service
• Certification provides fire service personnel with opportunities to evaluate and document
   their performance, and compare their skills to each competency and the overall standard
• Certification acknowledges a individual's commitment to ongoing training and life-long learning

•   Certification provides a concrete training path to follow
•   Certification will support the credibility of fire service personnel in the completion of their
    regular and special activities, such as dealing with litigation
•   Highly motivated people will continue to be attracted to the fire service.

Simulations Guide
The purpose of this document, which was released in November 1999 and updated in 2001
and 2003, is to provide Ontario Fire Service personnel who are responsible for the training
and/or evaluation of firefighters, with guidelines for the creation of safe, effective,
standardized, simulated exercises.

This document complements and relates specifically to:
•   The practical skills tests of the Ontario Firefighter Curriculum
•   The Ontario Firefighter Certification Program Job Experience Requirement Performance
    Checklist; completion of this document is necessary to meet the employment experience
    requirement that consists of demonstrating on-the-job skills
•   Office of the Fire Marshal/Ontario Fire College courses with a practical component, for
    example, Fire Cause Determination, Company Officer Diploma Program, Ontario Fire
    College Volunteer Firefighting Modules and Pumper Operations

Ontario Firefighter Certification Program

Purpose of Certification
Certification formally acknowledges that an experienced Firefighter in Ontario meets the
recognized job performance standards, and educational/training requirements and job
experience requirements as approved by the Office of the Fire Marshal and accepted by the
Ontario Association of Fire Chiefs.

Certification is not a means of determining who shall participate in the practice or profession of
firefighting and its related activities. A lack of certification is only an indication that the
individual has not applied for or fulfilled the requirements of certification.

Standardized Curricula
A standardized Pre-entry Fire Service Curriculum was developed by the OAFC and endorsed pre-
entry programs are currently being offered in several community colleges. In December 2000,
the OFM and OAFC announced the development of the Pre-Service Firefighter Education and
Training Program. This program is based on the integration of the pre-entry program and the
Ontario Firefighter Curriculum, and reflects the revised Ontario Firefighter Standards.

The endorsed standardized Ontario Firefighter Curriculum developed by the OFM and the
Ontario Fire College. The Certificate of Achievement is the academic requirement for the
Ontario Firefighter Certification Program.

Certification Routes
Candidates may seek certification as a Firefighter or Career Firefighter.

Firefighters
To achieve certification Firefighters must:
• Be members of a municipal fire department in Ontario for a minimum of three years
• Be awarded a Certificate of Achievement from the Ontario Fire College (OFC) having
    graduated from the Ontario Firefighter Curriculum or the Pre-Service Firefighter Education
    and Training Program
• Complete the Job Experience Requirement Performance Checklist
• Successfully complete two endorsed specialty modules for certification; mandatory Pumper
    Operations and one other from a selection of seven

Career Firefighters
The Firefighter must complete all of the existing requirements for certification. In addition, all of
the requirements listed below must be met in order to achieve a career firefighter certificate:
• The Firefighter must be a full-time Firefighter in a municipal fire department.
• The Firefighter must have served at least 5,000 hours on duty as an emergency responder
    excluding vacation and sick time.
• The Firefighter must have completed a minimum of 400 hours of on-the-job training.
    Approximately 50% of this training must be in addition to the Ontario Firefighter Curriculum.
    Some or all of the Endorsed Certification Specialty Modules could be included in the 50%.

Volunteer Firefighters
Following completion of the Ontario Firefighter Curriculum, volunteer Firefighters may choose
to continue the certification process or stop after meeting the academic requirement.

Window of Opportunity
All Firefighters, employed as of April 30, 1998 are being given an opportunity to be certified. A
three-year 'Window of Opportunity' exists from May 1, 1998 to May 1, 2001.
NOTE: As of this printing, Toronto Fire Service has secured an extension of the
Window of Opportunity until May 1, 2004. Fire departments have identified from a
prescribed list, an option to complete the academic requirement. Existing Firefighters are not
required to complete Endorsed Certification Specialty Modules for initial certification. When the
academic and job experience requirements have been met, a Job Experience Requirement
Performance Checklist is completed for each Firefighter. The application and accompanying
documentation are submitted to the OFM Certification Office for review and assessment. The
successful candidate is granted certification and receives an OFM certificate.

Certification Requirements
Certification is a voluntary process and is based on a candidate's ability to:
• Meet established educational/training qualifications
• Provide proof of current employment as a Firefighter in a municipal fire department in
    Ontario
• Meet job experience requirements
• Demonstrate competencies to standards

The candidate is required to submit his/her educational/training and job experience portfolio
with required documentation to the OFM Certification Office at the time of application for
certification.

Term of Certification
The initial Firefighter certificate is valid for five (5) years from the date of issuance.

Certification Renewal
Firefighters are responsible to maintain their certification and initiate renewal. The procedures
for certification renewal have been developed, utilizing the following guiding principles:
•    Continuous employment as a Firefighter in a municipal fire department in Ontario
•    Documented ongoing training
•    Proof of demonstrated competence to the current standard
•    For those who certify through the 'Window of Opportunity', proof of successful completion
     of one mandatory (Pumper Operations) and one optional Endorsed Certification Specialty
     Module

Ontario Fire Prevention Officer Certification Program

Purpose of Certification

meets the recognized job performance standards, and educational/training requirements and

Ontario Association of Fire Chiefs.

firefighting and its related activities. A lack of certification is only an indication that the
individual has not applied for or fulfilled the requirements of certification.

Window of Opportunity
All Fire Prevention Officers employed in a municipal fire department in Ontario as of March 31,
2001 are being given the opportunity to be certified. A three-year 'Window of Opportunity' exists
from April 1, 2001 to April 1, 2004.

Fire Prevention Officers taking advantage of the 'Window of Opportunity' may be eligible for
advanced standing toward the academic requirement for certification, based on courses or
programs they may have completed in the past. Determinations of how much, if any,
advanced standing to grant will be made by the Ontario Fire College. The OFC will compare
the learning outcomes and content of other courses to the learning outcomes and content of
the Fire Prevention Officer Diploma Program to determine an individual's standing.

For those Fire Prevention Officers who qualify, the OFC will offer update courses to enable
Fire Prevention Officers to complete the academic component of certification.

When the academic and job experience requirements have been met, a Job Experience
Requirement Performance Checklist is completed by each Fire Prevention Officer. The
application and accompanying documentation are submitted to the OFM Certification Office
for review and assessment. The successful candidate is awarded certification and receives
an OFM certificate.

Certification Requirements
Certification is a voluntary process and is based on a candidate's ability to:
• Meet established educational/training qualifications
• OFC Fire Prevention Officer Diploma or equivalent. The Ontario Fire College Fire Prevention
    Officer Diploma Program is a comprehensive educational/training program that reflects the
    Fire Prevention Officer Standards. The modules and courses provide a strong academic
    base from which Fire Prevention Officers can deliver effective and efficient fire prevention
    and public education services.
• Provide proof of current employment as a Fire Prevention Officer in a municipal fire
    department in Ontario
• Meet job experience requirements
• Demonstrate competencies to standards

recognized job performance standards, and educational/training requirements and job
experience requirements as approved by the Office of the Fire Marshal and accepted by the
Ontario Association of Fire Chiefs.

Certification is not a means of determining who shall participate in the practice or profession of
firefighting and its related activities. A lack of certification is only an indication that the
individual has not applied for or fulfilled the requirements of certification.

Term of Certification
The initial Company Officer certificate is valid for five (5) years from the date of issuance.

Certification Requirements
Certification is a voluntary process and is based on a candidate's ability to:
• Meet established educational/training qualifications
• Provide proof of current employment in a fire department in Ontario
• Meet job experience requirements
• Demonstrate competencies to standards

Candidates are required to submit their educational/training and job experience portfolios with
required documentation to the OFM Certification Office at the time of application for
certification.

Certification Through the Regular Route
Company Officers employed after May 1, 2003 when the Ontario Company Officer Certification
Program was introduced are eligible to certify through the regular route.

•   To meet the academic requirement, a candidate is required to successfully complete the
    Company Officer Diploma Program at the Ontario Fire College or equivalent. The Company
    Officer Diploma Program was developed by the OFM and is delivered by the Ontario Fire
    College. Candidates who successfully complete the program meet the academic requirement
    for certification through the regular route.

•   To meet the job experience requirement, a candidate must be a member of a municipal fire
    department in Ontario and have a minimum of three years in the Company Officer role.

•   To demonstrate competencies to standards, a candidate must complete the Job Experience
    Requirement Performance Checklist.

A) Window of Opportunity
Company Officers employed in a municipal fire department in Ontario as of April 30, 2003
when the Company Officer Certification Program was introduced are eligible to certify through
the 'Window of Opportunity.' The three-year 'window' exists from May 1, 2003 to May 1, 2006.

In the 'Window of Opportunity,' Company Officers have options for achieving academic
equivalency.

•   For those Company Officers that qualify, the OFC will offer Company Officer Update
    Courses to enable candidates to meet the academic requirement. During the 'Window of
    Opportunity,' these courses will be offered only to members of fire departments that have
    declared for certification. The course addresses the gap in learning outcomes between the
    old program and the current Company Officer Diploma Program.

•   Options exist to qualify for entry into the Update Course, such as successful completion of
    the previous Fire Protection Technology Diploma Program, successful completion of a
    challenge exam, or determination of equivalent education/training and job experience.

•   Graduates of the Update Course will receive a Certificate of Equivalency, representing the
    completion of the academic component of certification.

B) Job Experience Requirement Performance Checklist
To demonstrate competency to standards, a candidate must complete the Job Experience
Requirement Performance Checklist within the three-year period.

Certification Renewal
Company Officers are responsible to maintain their certification and initiate renewal. The
procedures for certification renewal are being developed, utilizing the following guiding
principles:

•   Continuous employment as a Company Officer/Firefighter in a municipal fire department in
    Ontario
•   Documented ongoing training
•   Proof of demonstrated competence to the current standard

The Ontario Municipal Management Institute

The Ontario Municipal Management Institute (OMMI) is a non-profit organization established by
Ontario's municipal associations with the support of the Government of Ontario, to facilitate and
promote management development programs for municipal personnel. OMMI offers training
and accreditation towards the attainment of the Professional Designation of Certified Municipal
Manager (CMM). The CMM Designation:

    is a widely recognized municipal accreditation with legal status

•   builds on both existing employment experience and education

•   has four progressive levels (CMM, CMM1, CMM2, CMM3) to allow updates of further
    achievements

The Association of Municipal Clerks and Treasurers of Ontario

The Association of Municipal Clerks and Treasurers of Ontario (AMCTO) is a professional

representation. AMCTO offers a 4-course Municipal Administration Program (MAP) by

Post-Secondary Education – Public or Business Administration

TFS employees aspiring to Senior Management positions can pursue a certificate, diploma or
degree (undergraduate or graduate) in Public or Business Administration from the institution of
their choice. For example, through a partnership with the Office of the Fire Marshal and the
Ontario Association of Fire Chiefs, Ryerson University offers fire service personnel an
opportunity to earn university credits. Weeklong intensive versions of university credit courses
are offered at the Ontario Fire College. These courses can be used to earn a University
Certificate, Advanced Certificate, or Degree in Public Administration and Governance from
Ryerson. Ryerson credits may be transferable for use towards credits for other university and
community college programs.

The Executive Fire Officer Program (EFOP) is an initiative of the United States Fire

Courses in Emergency Management

Senior Officers within TFS will be eligible to attend courses in Emergency Management at the
Canadian Emergency Preparedness College (CEPC) in Ottawa, Ontario. CEPC is operated by
Public Safety and Emergency Preparedness Canada (PSEPC), as part of its responsibility to
foster enhanced critical infrastructure protection and emergency preparedness in Canada. The
courses offered by CEPC focus on the management of a multi-service/agency response to an
emergency. Other aspects of emergency planning and management are also addressed in other
courses, seminars and workshops.

In the United States of America, the Department of Homeland Security operates the Emergency
Management Institute (EMI), which is co-located with the US Fire Administration’s National Fire

Appendix D:
City Of Toronto Tuition Reimbursement Policy

Policy Statement
The City of Toronto is committed to a work environment that encourages continuous learning as
a means of maintaining a competent workforce which provides a high standard of service to the
public. The City is also committed to ensuring that employees have opportunities to upgrade
their knowledge and skills so they can perform their jobs effectively. In support of this objective
the City provides tuition assistance to employees who wish to improve their competencies.

Application
All permanent full-time and part-time employees, and full-time temporary employees with one
year's service.

Definitions
Work related training/development: this applies to courses other than those offered internally
by the City that:
    provide skills and/or knowledge relevant to an employee's current position in the
    organization OR
    provide skills and/or knowledge relevant to an employee's current or future position at the
    City in an employee's current or related field of work.

Conditions

   The request for tuition reimbursement must be initiated by the employee.
   Employees must attend courses on non-work time.
   The course(s) requested must be work-related and consistent with the employee's career
   plans as discussed with their manager.
   Courses must be delivered by a provincially recognized institution (colleges, universities,
   business or technical schools).
   Classroom programs, distance learning, and correspondence courses are acceptable.
   Reimbursement is limited to 75 percent of the total cost of tuition. Course materials,
   including books, exam fees, parking fees, etc., will not be reimbursed.
   Tuition reimbursement is limited to a maximum of $1,000.00 (Canadian) per year per
   employee. The actual amount any one individual may receive will be based on the available
   budget, department business priorities, the principal of equitable access to available funds
   and anticipated demand.
   Requests for tuition reimbursement must be approved by the Executive Director or General
   Manager or designate of the employee's division.

Implementation
  Funds for tuition reimbursement are budgeted by each department to meet the continuous
  learning needs of its employees.
  Standard application forms must be completed and submitted for approval to the
  appropriate Executive Director or General Manager or designate in the employee's division.
  The form requires employees to include a description of how the course content contributes
  to their knowledge, competence, and/or career development plans. The form must be
  signed by the appropriate Executive Director or General Manager or designate(s) to ensure

   that (1) departmental funds are available and (2) the request reflects the employee's
   performance development goals.
   Employees must receive approval for a course before enrolling in order to be reimbursed.
   To be reimbursed, employees are required to submit to their departmental/divisional
   administration contact, proof of attendance, a receipt for payment of tuition and evidence of
   successful completion, i.e., passing grade of the course in order to be reimbursed. The
   institution providing the course determines a passing grade.
