“Expect the Unexpected” ‐ ADCS President announces policy priorities for 2010‐11 Issued: 19th April 2010: Immediate Release The new president of the Association of Directors of Children’s Services has outlined the Association’s policy priorities for the coming year. Marion Davis, incoming President and DCS in Warwickshire, spoke to selected guests at the ADCS Presidential reception in the Design Museum. Noting the imminent general election, as well as the threat of cuts to public sector budgets, Marion Davis warned Directors of Children’s Services to “expect the unexpected” and to be prepared to hold firm to the ambitions of the Every Child Matters agenda and to defend integrated services as the most effective means of supporting children and young people. “In this vein”, Marion continued, “The Association had outlined its own priorities for the coming year, but the Association will need to remain fleet of foot to ensure that Directors of Children’s Services have a voice at the table when any decisions about the future of services for children and young people could be taken.” “The last year has shown us how much can change in a short time – tomorrow we will be publishing the most up to date data on pressures on child protection teams and I think it will amply demonstrate that something, somewhere has to change if we are to continue to keep children safe, healthy and achieving in their education.” “So now is a good time to reflect on the immense efforts made in the last five years to integrate universal and more specialist services for children and young people. We have come a long way and seen massive investment in our schools and early years settings and increased attention paid to preventative services and early intervention. But there is much more to do – we have not yet achieved what we set out to do, to provide a seamless continuum of services from the universal to the specialist, designed and tailored to the needs of the child, rather than professional silos.” “To this end, the Association is developing a vision for the next five years that we hope will take us closer to that goal. In the current climate, part of this work must include financial analysis and projections. It must too confront the restrictive regulatory and bureaucratic frameworks in which our services operate, which can stifle innovation and creativity in local areas. The role of the local authority and its partners in providing services for children is changing – we are now responsible for education from 0‐19 and have a much stronger place shaping role than ever before. We must grasp those opportunities with both hands and demonstrate the potential of an integrated, locally delivered system of services for children and young people.” The Association’s policy priorities are to : • review the last five years of Every Child Matters, and produce a publication laying out proposals for developing the framework of integrated services further; • to work together better to mitigate the impact of the recession and public sector cuts on children and families in poverty; and • to show leadership by representing the needs of children, young people and their families to a new government, by building on the place shaping role of local authorities and by rising to the challenge of our responsibility for education for 0 ‐19 year olds. These priorities will be reflected in documents and position statements published by the Association, and through the conference programme. The Association’s policy committees, made up of Directors, assistant directors and third tier managers, will develop the detail of the Association’s positions. In the 5 December 2005, Marion took up her new post as Strategic Director for Children, Young People & Families.
