1. Novi Sad

         Novi Sad is the capital of the Autonomous Province of Vojvodina, and the
administrative centre of the South Backa District. Novi Sad is located on the border of the
Backa and Srem regions, on the banks of the Danube river and Danube-Tisa-Danube Canal,
while facing the northern slopes of Fruska Gora mountain. Since it was founded in 1694, Novi
Sad became the centre of Serbian culture and earned its nickname Serbian Athens. Novi Sad is
political, economic, university and cultural center well blended with historical traditions and
modern developments.




        Based on 2002 census in the Novi Sad has total population of 299.294 inhabitants.
Population of the Novi Sad by aging rate is regressive tip of population and. Population aged 50
and over is 34,2 % of total inhabitants and population aged under 14 is 15,5%. Population of the
Novi Sad is demographically old population, median age of population is for male 37,7 years, for
female 40,3years.Basic vital demographic indicators: natality 12,0‰, fertility 46,3‰, total
mortality 11,6‰, mortality of babies 4,2‰. In the year 2007. population growth was 0,4 ‰.***.

         At the City of Novi Sad the health care of the citizens is provided by 15 health care
centers: Primary Health Center “Novi Sad” together with the Institute for Urgent Medical Help,
Institute for the students` health care, Novi |Sad Institute for the Workers` Health and the Novi
Sad Pharmacy provide primary health care while the higher levels are provided by the Vojvodina
Clinical Center, Vojvodina Institute for Cardio Vascular diseases, Vojvodina Institute for
Oncology, Vojvodina Institute for Lung diseases, Vojvodina Istitute for Children and Youth
Health Care, Novi Sad Special Hospital for Rheumatic Diseases, Vojvodina Institute for Blood
Transfusion, Pasteur Institute, Vojvodina Institute for dental medicine, Institute for Public Health
“Vovodina”. The health care in the City of Novi Sad was provided by .563 health carers.***

2. Organization of Novi Sad

      City authority are: mayor, deputy mayor, City Assembly, City Council, Public
companies.

         City Council has 11 members in charge of: Town planning and environmental protection;

       Public services under competency of Novi Sad are: Public utility companies; Water
works and sewerage; City sanitation; City parks, City cemeteries; City roads; City markets;
Business premises.

        Public companies under competency of Novi Sad are: Institute for constructional
development of the city; Informatics; District heating; Sports-business centre "Vojvodina”; City
planning; City information centre "Apolo"; City flats, City public transportation company "Novi
Sad"; Parking service.

3. Safe Community

        A Safe Community can be a: Municipality; a County; a City or a District of a City
working with safety promotion, Injury-, Violence- and Suicide- prevention and prevention of
the consequences (human injuries) related to Natural Disaster, covering all age groups, gender
and areas and is a part of an international network of accredited programmes.

         The Safe Community model is based upon a set of six indicators. These indicators ensure
that Safe Community activities are effective in promoting a better quality of life in the
community. The indicators have been in use in the current form since 2001, when they replaced
an earlier set of twelve indicators. The use of indicators as road-maps helps make sure that,
internationally, Safe Community organizations share common goals and activities.

4. Indicators for International Safe Communities

        1.An infrastructure based on partnership and collaborations, governed by a cross-
        sectional group that is responsible for safety promotion in their community;

        2.Long-term, sustainable programs covering both genders and all ages, environments, and
        situations;

        3. Programs that target high-risk groups and environments, and programs that promote
        safety for vulnerable groups;

        4.Programs that document the frequency and causes of injuries;

        5.Evaluation measures to assess their programs, processes and the effects of change;

        6.Ongoing participation in national and international Safe Communities networks.

4. 1. Indicator 1

        An infrastructure based on partnership and collaborations, governed by a cross-
        sectional group that is responsible for safety promotion in their community

         The Safe Community Novi Sad vision is to create a safe and healthy living and working
environment in Novi Sad by promoting a safe and healthy culture, so that the City of Novi Sad
could be locally, nationally and internationally recognized as a city that is both safe and perceived
to be safe.

        The Safe Community Novi Sad mission is to reduce the frequency of injuries and
accidents through collaboration of different community groups, local corporations, business,
organizations, associations, schools, health care providers, government agencies, NGO and
people of the Novi Sad.

        The Safe Community Novi Sad motto is: Safe, Healthy, Happy!

        The City authorities want Novi Sad to be a place where people will feel safe and well.
The mission is to provide a safe and stimulating environment for the upcoming generations,
where they would be able to grow and realize all of their potentials. The responsibility is huge
and only by joining efforts this goal could be achieved. The Mayor invited the citizens to write
about the things that should be or could be completed in their part of the town, block, street in
order to make them feel more safe and to inform the city authorities where, according to their
opinion, the safety is most imperiled.

        Injury prevention has been from the beginning one of its priorities as injuries are the third
cause of death in population and they are the main cause of invalidity and death among youth.

        Our areas of priority:

    •   safe community,
    •   injury prevention children and youth,
    •   injury prevention elderly people,
    •   traffic safety,
    •   fire prevention

4.1.1. Safe Community Council

        By the decision of the City Council, the City of Novi Sad agreed to participate together
with the National center for injury prevention and safety promotion in the Safe Community
project and the Safe Community international network. By taking part in the project the City of
Novi Sad took on the obligation to make possible the realization of six international indicators for
Safe Communities. To accomplish the above mentioned tasks, the City of Novi Sad Council, in
cooperation with National center for injury prevention and safety promotion, formed the Novi
Sad Safe Community Council.

       • Identify areas of priority,
       • Compile long-term and sustainable plans and programs,
       • Evaluate efforts made,
       • Participate in national/international networks.

4.1.2. Safe Community Novi Sad

        The Safe Community Novi Sad was founded in 2001, and from then, it took numerous
actions. The National Center for Injury Prevention and Safety Promotion representatives gave
several health promoting lectures. As a leader Safe Community Project for Republic of Serbia, dr.
Mirjana Milankov introduced the Project Safe Community and suggested that the Novi Sad be
included into the Project and to direct all of its activities regarding preventing injuries and
promoting safety toward realizing six indicators.

        Leaders of Safe Community Novi Sad are: assistant professor, Dragan Jovanovic, PhD,
transport engineer and assistant Dragana Coric, MSc, lawyer.

        The mandate of the Safe Community Novi Sad leaders is to:

        • Establish Teams,
        • Coordinate the work of the Teams,
        • Coordinate plans and programs in various areas,
        • Evaluate the work of the Teams.

       The field of Safe Community Novi Sad activities is increasing the safety level in Novi
Sad and improving the quality of life by:

    •   protection and improvement of the environment;
    •   promoting humane relationships and tolerance;
    •   inclusion of marginal groups;
    •   preventing injuries and violence according to occurrence and population groups.

        The Safe Community Novi Sad consists of different profiled experts working as
volunteers as team coordinators:

         The mandate of the Safe Community Novi Sad is to:

    •    systemize the work at city level,
    •    map injuries and accidents at city level and their causes,
    •    draw up plans and programs to reduce injuries and accidents in the area,
    •    evaluate efforts made in the area.

       The Safe Community Novi Sad has been meeting on a regular basis since 2004, with
meetings held on a weekly basis.

4.2.1. Children 0-14 years

        Safe children and Safe School Program is being carried out and guided by the Safe
children and the Safe school Team in cooperation with: City sanitation; City parks, Preschools
"Happy Childhood", Medical secondary School „7.april“,Elementary Schools "Vasa Stajic" and
“Svetozar Markovic Toza”, Police, NGOs: „EcoFire“, „Parents“, TV and radio stations, journals,
newspapers, etc.




                                 Project: Week Safety school

        The main education and care of the children are realized in kindergartens and schools.
Here, the children get education about: personal hygiene; eating habits; socializing. Beside the
obligatory education the children get education about safety at home and in public places

Information:
    • Different kinds of written information material are produced and delivered about:
    • Nutrition, hygiene, physical activity, free time
    • Care and home, leisure and traffic safety
    • Safety equipment and how to obtain them

4.2.2. Youth 15-24 years

        Safe School Program is being carried out and guided by the Safe school Team in
cooperation with Medical secondary school „7.april“, Institute of Public Health, „EcoFire“,
„Parents“, TV and radio stations, journals, newspapers, etc.

        Medical secondary school „7.april“ launched education for educators: human gender
oriented relationship; contraception and organization of the family: sexually transmitted illness,
physical activity, reproductive health, nutrition; preventing the addiction related diseases.




                              Project: Let not the fire swallow me

         The main issues are preventing the use of drugs, violence, vandalism, traffic safety and
the efforts to make the youth themselves organizing drug-free arrangements and different kinds of

4.2.3. Adults 25-64 years

       Safe work place program is being carried out and guided by the Safe work place Team in
cooperation with Institute for worker, Center for social work Provincial Ombudsman of The
Autonomous Province of Vojvodina; EcoFire“, TV and radio stations, journals, newspapers, etc.

        For better information and communication we use county and city level media. Doctors,
psychologists, nurses, teachers took part in numerous radio and TV programs dedicated to the
safety promotion

        Work place as one of most critical settings for grown up people. Work safety is
responsibility of institutions, of employers and observed by county level labor inspection and
health protection administration.

         Road safety programs serve safe traffic conditions both for pedestrians and drivers.
Positive changes in local and national alcohol policy should also prevent accidents and injuries –
in different settings, environments and situations.

4.2.4. Elderly 65+ years

        Safe elderly program is being carried out and guided by the Safe elderly Team in
cooperation with Gerontology center, Center for social work, EcoFire“, TV and radio stations,
journals, newspapers, etc.




                       Public event: To grandmas and grandpas with love

         The nurses from the Primary Health Center "Novi Sad" and represents from some NGOs
visit the old people. They help them, when necessary they rehabilitate them and educate them
about risk factors, chronic illnesses, and trauma prevention. They also give advice relating to drug
administration. In homes, personal helps in everyday work, control of pill intake and prevents
possible accidental overdose. Personnel is trained to talk to old people, to make them company. If
they suspect that olds are depressed, or have serious health or mental problems, they consult
specialists. Physiotherapist visit disabled ones, who invite them, and provide basic rehabilitation.

4.2.5. At the following environments

4.2.5.1. Home

         In fact, home and leisure time injury prevention has been the main objective of the
program. All interventions targeted on different population groups are very tightly related to that
objective. In that respect all associated groups have been involved, i.e. family doctors, municipal
social workers, local media, sport-clubs etc. To prevent injuries and accidents among the elderly
who live at home, measures have been implemented through the Public Health Nurse and some
project of NGOs.

        Public Health Nurses are helping and informing the parents having newborns by making
home visits and providing consultations. Discussions with parents take place four times after the
first home visit informing them about the risk of accidents in relation to the child’s development,
reviewing checklists, and talking about different kinds of equipment.

4.2.5.2. School

Structural changes:
    • Monitoring duties of teachers in the halls during the breaks
    • Monitoring duties of pupils at the registration desk
    • Night monitoring is done by a night watchman.
    • Special security measures: during excursions, during pupils’ parties, special traffic police
        control during the first week in September, the entire school year.
    • Police control in the school surroundings has been reinforced during the school year.
    • The school entrance and the school yard have been particularly illuminated at night.

4.2.5.3. Occupational

        When starting the new job all workers have obligation to visit the occupational health
service and check up their health status. Depending on the activity, the protective wearing during
the working hours is obligatory: gloves, masks, head protection etc. All employers have
obligation to send workers to special courses on safe working conditions.

4.2.5.4. Traffic

        Both drivers and passengers have been educated to put on the safety belt to minimize the
extent of car accident injury.

         Putting traffic signals at the crossings of the roads between the schools the possibility of
traffic accidents are minimalized.

        Primary goal of project is presenting of traffic workshops designed for children, first and
second grade of elementary school, as a new aspect of educational measures in traffic safety
preventive measures system. Traffic workshops are the format of educational workshops, within
the scope of games and activities focused on education of participants in traffic. They are
designed for children who are starting to take a part in traffic and present one of the most
opardized category. The potential of possible threats is at the very high level and these threats
demands for a special attention.




                                   Campaign: Not without me

        Primary Health Center "Novi Sad" and City Council member in charge of Health care of
City of Novi Sad launched a project "Not without me". This campaign was created with aim to
promote the importance of wearing safety helmets during a motorbike ride. The aim group were
adolescents in high schools of Novi Sad and Sremski Karlovci. As the continuation of this project
we started very similar campaign, "Hurry up slowly (Fastina lente)" with same aim, but for
children in final grades of elementary schools in Novi Sad and Sremski Karlovci.

Education and training: Starting school - starting participating in traffic

4.2.5.5. Sports

         Sport clubs are facing stricter regulations on safety at their venues. Training methods and
protection in sports have also been targeted in order to prevent accidents. Safe sport Team works
in tight collaboration with local sport clubs. They also do have a good contact with local sport and
leisure time shops regarding safe equipment advertising. There are programs aiming at safety
promotion in sport areas and children playgrounds.

4.3. Indicator 3

        Program that target high risk groups and environment and programs that
        promotes safety or vulnerable groups

        In a special area that has large-scale challenges in terms of living conditions the program
is targeted at pregnant women, newborns, elderly, people with special needs and disabled
persons. Preventive activity for those groups is on the social and health care sectors.
Educational pamphlets about protecting children and elderly against physical, psychological and
sexual abuse are distributed to the public by the Center for Social Work.

        Special attention is paid to children and people with special needs. The organization
called “Sunce” takes care about them. They organize daily care for the patients, with
professionals supervising, organizing hand-making different things, exhibitions etc.

4.3.1. Children

         The official playgrounds are at preschools and schools yards. They are supplied with safe
equipment, and are situated at safe places. Children can also play on sport yards located near to
schools.

        The preventive pedagogical activities aimed at the whole primary school pupils (aged
7-10) is to create or strengthen those elements within the education system that could provide a
different angle of perception of the children’s position and their role in the growing-up process.
The educational workshops recommended are aimed at realization of the children’s right to

growing up in a healthy and sound environment encouraging them to develop into free, mature,
responsible and self-standing persons In this respect, the notion of security, perceived within the
framework of achieving a full personal development, is manifested as an extension of its basic
definition.

4.3.2. Seniors

        Presentations and discussion on injury risk and prevention in seniors are to be offered in
Senior Club.

        Health educative seminars oriented toward healthy way of life are regularly organized,
together with free measurements of blood sugar, blood pressure, bone density etc. This
measurements helps in better treatment and prevent health complications.

4.3.3.Handiccaped persons

        Including and making safe the disabled persons should advance the inclusion by
overcoming the architectural barriers, art and performing expression, decreasing isolation and
attach importance to humane relationships and tolerance and presenting the level of safety in
Novi Sad.

4.3.4. Sport

        For children, also sport grounds are reconstructed, with proper lights, so that children can
play during the whole night, especially in the summer. They are separated from the street and are
safe. In winter, sports rooms are open not only to pupils, but to all inhabitants.

        Strand – Danube river beach and swimming pools are modern, week equipped, and the
citizens from can use it for the whole summer, under permanent supervising by the trained
people- rescue service. The swimming school for young is also available.

        Therefore, during the whole year there are present different sporting activities, and
participants belong to children aged 5 and more, till adults aged more than 60 years.

4.3.5. Violence prevention

        SOS phone line was formed by a dozen women, mostly psychologists and students of
psychology, also, medicine students and lawyers, primarily in order to provide women and
children with an Help Line for victims of violence, and free legal and psychological counseling.

        SOS phone line mission is detailed educating as many people, especially young people,
about violence against women and children. This is a long term objective on prevention of
violence against women and children in our culture.

Activities:
    • Daily on calls by the phone, provide victims of violence with emotional and
         informational support;
    • Once a week, free legal counseling in duration of three hours, and available on mobile 6
         hours during week. It consists of legal advice, writing appeals, claims or petitions for the
         court or other institutions;
    • Four times a week free psychological counseling. Trained counselors will provide their
         clients with counseling based on the principles of Transactional Analysis and REBT
         Therapy;
    • Weekly coordination of the activities, correspondence and cooperation with other
         nongovernmental and governmental organizations who deal with this same problem.

    •   Twice a month we have staff meetings where we discuss and evaluate our work and
        future plans.
    •   Youth work.

4.3.6. Suicide prevention:

        Suicide prevention is on the agenda of health sectors and psychological consultations.

4.3.7. Environmental activities

       For safe moving of the disabled persons and their inclusion, marking the side walks and
lowering the edges of the sidewalks, reconstruction of the access and placing slopes.

Activities:

4.4. Indicator 4

         Programs that documents the frequency and causes of injury

Injuries have special social-medical importance and characteristics that places them among the
leading problems of nowadays pathology of global society. The consequences of injuries are great
and diverse, and they can be categorized as tree basic types : health related, psychological and
material. The injury prevention program is based upon tree main fields of society: legislation,
education and technical-technological support. The implementation of injury prevention program
stipulates a multidiscipline approach and active participation of all parts of local society.

4.5.Indicator 5

         Evaluation measures to assess their programs, processes and the effects of change

          The data of injuries rate from City of Novi Sad added with selected data from official
statistics at Institute of Public Health “Vojvodina”. The data will be followed quarterly. The
report is published yearly in “Health status of the City of Novi Sad citizens” and is accessible to
public at the Institute website.***

   • Total: 3.699
   • Injuries, Poisoning and consequence of external factors - 4,8 %

Out- patient morbidity:

General Practitioners:
   • Total morbidity- 362.832
   • Injuries, not presented, shown as “other”

Labor Medicine:
   • Total morbidity- 63.287
   • Injuries, Poisoning and consequence of external factors - 3.817 or 6%

Children’s Health Protection:
    • Total morbidity- 134.253
    • Injuries, not presented, shown as “other”

School Children Health Protection:
   • Total morbidity- 130.674
   • Injuries, Poisoning and consequence of external factors – 6.336 or 4,8 %

In - patient morbidity:
    • Total: 71.808
    • Injuries and poisoning: 3.577 or 4,9%
