Master List of Systems and Initiatives
The Master List of Systems and Initiatives contains tables of key systems and initiatives, other systems that are not directly related to Enterprise or Component priorities, and Components that are users of Enterprise and Component systems. The content of the Master List tables changed based on the most recent input from BEP representatives and Components. NOTE: In the September 2005 iteration of the ETP, the Master List appeared as Appendix F. Appendix F now contains Component system and initiative tables. EXAMPLE Table I: Key Systems & Initiatives This table contains the list of DoD Enterprise-level and Component-level systems and initiatives supporting BEPs and Component priorities. In the few cases where the name of the program is not the same as the system, both are listed and the association is footnoted. The table contains columns that provide high-level categorization of each system or initiative. The following chart is a small, representative sample of the Key Systems & Initiatives. Most of the headings are selfexplanatory, except as indicated below.
These columns indicate the primary BEP for Enterprise Level Systems and Initiatives and therefore list only one. Component Level Systems and Initiatives may list one or more BEP (in no priority order) and one or more Component Priority in the following column. These columns indicated if a system or initiative is a Program and shows the Parent Program.
Systems highlighted in yellow indicate systems that will implement an Enterprise or Component Initiative.

The column heading “Identified Source of System Information” lists “FIAR” if the system is from the FIAR, “SV-1” if the system is from the BEA 3.1, SV-1, or lists the specific component name if the system is from one of the Component transformation plans. A-PLUS - The Assistant Secretary of Defense (NII) software tool, Acquisition Program List Uniform Synopsis (A-Plus), is a web application that provides program status, Acquisition Program Baseline information, Regulatory status, Oversight Review, Senior Leadership Feedback, Congressional/Government Accounting Office/Inspector General interest information and program documentation information. Acquisition Visibility/Defense Acquisition Business Transformation will coordinate with the business system owner to register this system in the DITPR. 2. DASHBOARD - The Navy's Dashboard is a small effort that manually enters programmatic data into the Dashboard database consolidating common data contained in various reports to prevent duplication of data. Dashboard provides information on Navy program indicators such as contracts, cost, performance and schedule. Acquisition Visibility/Defense Acquisition Business Transformation will coordinate with the business system owner to register this system in the DITPR. 3. DPD-DW - Defense Programming Database - Data Warehouse (DPD-DW) is the Office of the Secretary of Defense (OSD), Office of Program Analysis and Evaluation single authoritative database for accessing, analyzing, and reporting Planning, Programming, Budgeting, and Execution (PPBE) data and other related information collected by OSD. The DPD-DW’s primary tool for mining data and performing direct analysis is Hyperion's On-line Analytical Processing (OLAP) tool. Acquisition Visibility/Defense Acquisition Business Transformation will coordinate with the business system owner to register this system in the DITPR. 4. D-Trade - The Defense Trade Controls System (D-TRADE) is a Department of State electronic licensing system that receives and adjudicates fully electronic defense export authorization requests properly submitted by any U.S. person who is a defense trade registrant and wishes to permanently export unclassified defense articles via the Form DSP-5 or furnish defense services via Technical Assistance Agreements (TAAs). As a non-DoD Business System, this system does not have a DITPR ID. 5. ECASS - The Export Control Automated Support System (ECASS) is an electronic database of export license information that supports the Department of Commerce Bureau of Industry and Security's (BIS) export licensing process and enforcement activities. As a non-DoD Business System, this system does not have a DITPR ID. 6. IAMD Roadmap V1 - The Integrated Air and Missile Defense (IAMD) Roadmap V1 System Tracking Repository, a Joint Theater Air and Missile Defense Organization (JTAMDO) system, documents an initial baseline description of selected programs/systems that help realize the incremental attainment of specified IAMD capabilities, shows interdependencies, addresses program synchronization and interoperability, and supports IAMD Capability Area Reviews. This system is being developed under Joint System Architecture Development (JSAD) with a DITPR ID pending. 7. MMT - The Matrix Mapping Tool (MMT), formally called the Integration Framework, provides a common baseline of systems and warfighting activities from which to conduct analysis of deficiencies and redundancies. This tool is used to support Joint Integrating Concepts and Roadmaps and frame the systems engineering planning. This system is being developed under Joint System Architecture Development (JSAD) with a DITPR ID pending.

8. RCAS - The Reserve Component Automation System includes mobilization planning, office automation to USAR and ARNG units in CONUS and OCONUS. The system Includes hardware and software infrastructure, COTS and GOTS, and RCAS developed software. RCAS is being reclassified to the EIE mission area. RCAS is no longer a Transformation System. RCAS is currently in sustainment and as such, the Operations and Maintenance (O&M) funding is used for current services. RCAS is currently displayed as a business system. The OPA funding in the President's Budget 2007 through 2011 is being used for infrastructure related activities such as technical refresh of hardware and conversion to Voice-over Internet Protocol (VOIP). An exclusion letter is being drafted for RCAS recommending exclusion of RCAS from IRB certification. The Army is reviewing RCAS to determine if its capabilities warrant transferring it to our Enterprise Information Area. No decision has been made at this time.
9. The following SV-1 entities are not systems and are not reflected in the ETP: Dynamic Object Oriented Requirements System (DOORS) is a multi-platform, enterprise-wide requirements management tool. The Doors Document Management System, which supports the construction and maintenance of relations over document sets for applications such as requirements traceability, uses tabular presentation as the primary means of user interaction with these relations. With this tabular approach, however, simple commonly occurring operations such as hypertext navigation can appear clumsy since they involve the introduction of an intermediate tabular display.
