INTRODUCTION


Greenman-Pedersen, Inc. (GPI) has prepared this Traffic Impact and Access Study (TIAS) for a
proposed Taco Bell restaurant to be located on the northeast corner of the Rogers Street
(Route 38) intersection with Parkview Avenue in Lowell, Massachusetts. The existing 0.46-acre
site presently contains Jillies Family Restaurant (600 Rogers Street) with a drive-through pick-up
window. As proposed, the project consists of razing the existing building and constructing a
2,600 square foot fast-food restaurant with 50 seats, a drive-through window, and 19 parking
spaces. The existing and proposed use on the site is the same and, therefore, the project will not
change the nature of the site’s use. This study has been conducted to evaluate the traffic impacts
and access and egress requirements for the proposed restaurant development.

The site is bounded by a retail plaza containing Simon’s Convenience & Deli, Design Jewelers,
and Hong Kong Treasures Restaurant to the north; Parkview Avenue to the south; residential
homes to the east; and Rogers Street to the west. Access to the existing parcel is currently
provided by way of two curb cuts on Rogers Street and one wide-open curb cut on Parkview
Avenue. As proposed, the site driveways will be modified to provide an entrance-only driveway

and exit-only driveway on Rogers Street. The existing curb cut on Parkview Avenue will be
closed as part of the proposed redevelopment project.



EXISTING CONDITIONS


Study Area

Evaluation of the traffic impacts associated with the proposed project requires an evaluation of
existing and projected traffic volumes on the adjacent streets, the volume of traffic expected to be
generated by the project, and the impact that this traffic will have on the adjacent streets and
nearby intersections. Based on discussions with the Lowell Traffic Engineer, this traffic study has
been prepared to evaluate the traffic operations at the following intersections:

            •     Rogers Street (Route 38) at Parkview Avenue and the Dunkin’ Donuts drive-through
                  entrance-only driveway
            •     Rogers Street (Route 38) at the south site driveway
            •     Rogers Street (Route 38) at the north site driveway
            •     Parkview Avenue at the site driveway

The site in relation to the surrounding roadways is shown on Figure 1. A description of the
geometric and traffic control characteristics of the study area intersections is provided below,
followed by quantification of existing traffic volumes, accident history, vehicle speeds, and sight
distance.


Geometrics and Traffic Control

Rogers Street (Route 38)

Rogers Street is aligned in an overall northwest/southeast direction. Within the vicinity of the
site, Rogers Street is a local roadway that is aligned in an east/west direction. Since Rogers
Street is signed as a north and south number route, however, Rogers Street was considered a
north/south roadway for consistency within this study. The roadway is city-maintained and
generally provides approximately 38 feet of overall pavement width in the vicinity of the
proposed site with a posted speed limit of 35 miles per hour (mph) northbound and 25 mph
southbound. Rogers Street provides one travel lane and a shoulder in each direction within the
vicinity of the site with directional flow separated by a double yellow centerline. Land uses along
Rogers Street consist of commercial and residential uses.

Rogers Street at Parkview Avenue and Dunkin’ Donuts Drive-Through

Parkview Avenue intersects Rogers Street from the east to form a four-way, unsignalized
intersection. The Dunkin’ Donuts entrance-only driveway to the drive-through lane forms the
fourth leg to this intersection. The Rogers Street northbound and southbound approaches each
provide one 18-foot wide general-purpose travel lane with 1-foot wide shoulders. The Parkview
Avenue westbound approach provides one 15-foot wide general-purpose travel lane. Directional
flow along Rogers Street and Parkview Avenue are separated by double yellow center lines. The
Parkview Avenue westbound approach is under STOP-sign control. Sidewalks are provided
along all sides of the intersection and a crosswalk is striped across the Parkview Avenue leg of
the intersection. Land use in the vicinity of the intersection consists of CITGO gasoline station,
Dunkin’ Donuts, Wingate at Belvidere residential development, and Jillies Restaurant. Roadway
conditions are generally good at this location due to the recent pavement overlay of Rogers
Street, with the exception of some minor cracking along Parkview Avenue.

Rogers Street at Site Driveways

The south and north site driveways intersect Rogers Street from the east to form two T-type,
unsignalized intersections. The Rogers Street northbound and southbound approaches each
provide one 18-foot wide general-purpose travel lane with 1-foot wide shoulders. Directional
flow along Rogers Street is separated by a double yellow centerline. The site driveways currently
provide full access and egress to Jillies Family Restaurant. The south site driveway westbound
approach provides a 36-foot wide open curb cut. The north site driveway westbound approach
provides a 30-foot wide open curb cut. There are no paint markings that separate directional flow
along the site driveways. Although no STOP signs are present at either of the site driveways, the
driveways operate under STOP control. Land uses in the vicinity of the intersections include
Jillies Family Restaurant, Wingate at Belvidere residential development, Wendy’s Restaurant,
and a retail plaza. Roadway conditions are generally good at this location due to the recent
pavement overlay of Rogers Street.

Parkview Avenue at Site Driveway

The site driveway intersects Parkview Avenue from the north to form a three-way, unsignalized
intersection. Parkview Avenue is approximately 30 feet wide and allows for eastbound and
westbound travel. There are no pavement markings separating directional flow along Parkview
Avenue. The site driveway provides a wide-open curb cut along the property’s Parkview Avenue
frontage for full access and egress to Jillies Family Restaurant. Although there are parking spaces
along the Parkview Avenue frontage, there are no curb stops to prevent vehicles from using the
entire curb cut to access the site. Although no STOP sign is present at the site driveway, the
driveway operates under STOP control. Land uses in the vicinity of the intersection include
Jillies Family Restaurant, CITGO gasoline station, and residential homes. Roadway conditions
are generally fair in this location due to cracking along Parkview Avenue.

Traffic Volumes

Base traffic conditions within the study area were developed by conducting manual turning
movement counts (TMCs), vehicle classification counts, and automatic traffic recorder (ATR)
counts in March 2011. The TMCs and vehicle classification counts were performed during the
weekday PM peak period (4:00 to 6:00 PM) and the Saturday midday peak period (11:00 AM to
2:00 PM) at the study area intersections. The ATR counts were conducted on Rogers Street
adjacent to the site to collect both weekday and Saturday daily traffic volumes.

Evaluation of the peak-period traffic counts indicates that the weekday PM peak hour generally
occurs between 4:00 and 5:00 PM and the Saturday midday peak period occurs between
11:45 AM and 12:45 PM. All traffic count data are provided in the Appendix.

Traffic on a given roadway typically fluctuates throughout the year depending on the area and the
type of roadway. To determine if the data needed to be adjusted to account for this fluctuation,
traffic-volume data provided by the Massachusetts Department of Transportation (MassDOT)
were researched. Based on these traffic-volume data, traffic during the month of March is
approximately 2.0 percent above average-month conditions.1 The observed traffic volumes were
accordingly used with no adjustments to reflect conservative, above average-month analysis
conditions. The MassDOT traffic data are provided in the Appendix. Table 1 summarizes the
existing daily and peak-hour traffic volumes along Rogers Street adjacent to the site. Figure 2
graphically depict the 2011 Existing weekday PM and Saturday midday peak-hour traffic-flow
networks.

Existing Site Traffic Observations

Field observations and traffic counts revealed that a large volume of traffic uses the site as a cut-
through between the retail plaza north of the site, Rogers Street, and Parkview Avenue. As
shown on Figure 2, approximately 70 percent of the traffic using the site during the weekday PM
peak hour was observed to be cut-through traffic. During the Saturday midday peak hour,
approximately 57 percent was observed to be cut-through traffic. As part of the proposed
redevelopment of the site, this cut-through traffic will not be accommodated on-site due to the
new driveway configurations and closing of curb cuts. The cut-through traffic, therefore, will be
redistributed to Rogers Street and Parkview Avenue under the Build traffic-volume conditions.


Accidents

Accident data for the study area intersections were obtained from the Lowell Police Department
between 2008 and 2010. A summary of the accident data at the study area intersections are
provided in Table 2.

In addition to the accident summary, incident occurrence should be compared to the volume of
traffic through a particular intersection to determine any significance. An intersection accident
rate is a measure of the frequency of accidents compared to the volume of traffic through an
intersection and is presented in accidents per million entering vehicles (acc/mev). For
unsignalized intersections, the statewide average is 0.62 acc/mev and the district-wide average
(District 4) is 0.59 acc/mev. A comparison of the calculated accident rate to these averages can

be used to establish the significance of accident occurrence and whether or not potential safety
problems exist. The crash rate worksheets are provided in the Appendix.

The intersection of Rogers Street and Parkview Avenue has experienced, on average, less than
2 reported collisions per year, of which property damage only occurred in all of the crashes. Most
of the reported crashes were identified as angle collisions (80 percent), during off-peak hours
(60 percent), and occurred under dry roadway conditions (100 percent). The crash rate for the
intersection (0.20 acc/mev) is lower than the statewide and district-wide averages for
unsignalized intersections. No fatal collisions were reported at the intersection during the time
period studied. Since these collisions were random in nature and are not significant with the low
accident crash rate and the low number of reported incidents, they do not indicate a particular
pattern correctable by engineering measures.

Based on the MassDOT accident data, the intersections of Rogers Street and the Jillies Family
Restaurant driveways have experienced 1 reported collision during the three year period, of
which the incident involved property damage only. The reported crash was identified as a rear-
end collision, occurred during the weekday PM peak commuting hours, and occurred under dry
roadway conditions. The crash rate for the intersection (0.04 acc/mev) is lower than the statewide
and district-wide averages for unsignalized intersections. No fatal collisions were reported at the
intersection during the time period studied.

There were no reported crashes at the intersection of Parkview Avenue and the Jillies Family
Restaurant driveway.

Vehicle Speeds

Speed measurements were conducted along Rogers Street adjacent to the site by measuring the
elapsed time for vehicles traveling a short, pre-measured distance between two checkpoints. The
travel time was recorded using ATR’s over a 24-hour period, thereby also recording travel speeds
during non-peak hours when vehicle speeds are not affected by platooning. Dividing the elapsed
time by the measured distance between checkpoints derived the speed. The measured speeds are
summarized in Table 3 and the data are provided in the Appendix.

As shown in Table 3, the average speed on Rogers Street adjacent to the site was found to be
26 mph in the northbound and southbound directions with 85th percentile speeds of 34 mph in the
northbound direction and 35 mph in the southbound direction. The speeds along Rogers Street
were observed to be generally consistent with the posted speed limit of 35 and 25 mph.


Sight Distance

To identify potential safety concerns associated with site access and egress, sight distances have
been evaluated at the proposed site driveway locations to determine if the available sight
distances for vehicles exiting the site meet or exceed the minimum distances required for
approaching vehicles to safely stop. The available sight distances were compared with minimum
requirements, as established by the American Association of State Highway and Transportation
Officials (AASHTO)2. AASHTO is the national standard by which vehicle sight distance is
calculated, measured, and reported. The Massachusetts Executive Office of Energy and
Environmental Affairs/Executive Office of Transportation (EOEEA/EOT) require the use of

AASHTO sight distance standards when preparing traffic impact assessments and studies, as
stated in their guidelines for traffic impact assessments.

Sight distance is the length of roadway ahead that is visible to the driver. Stopping Sight Distance
(SSD) is the minimum distance required for a vehicle traveling at a certain speed to safely stop
before reaching a stationary object in its path. The values are based on a driver perception and
reaction time of 2.5 seconds and a braking distance calculated for wet, level pavements. When
the roadway is either on an upgrade or downgrade, grade correction factors are applied. Stopping
sight distance is measured from an eye height of 3.5 feet to an object height of 2 feet above street
level, equivalent to the taillight height of a passenger car. The SSD is measured along the
centerline of the traveled way of the major road.

Intersection sight distance (ISD) is provided on minor street approaches to allow the drivers of
stopped vehicles a sufficient view of the major roadway to decide when to enter the major
roadway. By definition, ISD is the minimum distance required for a motorist exiting a minor
street to turn onto the major street, without being overtaken by an approaching vehicle reducing
its speed from the design speed to 70 percent of the design speed. ISD is measured from an eye
height of 3.5 feet to an object height of 3.5 feet above street level. The use of an object height
equal to the driver eye height makes intersection sight distances reciprocal (i.e., if one driver can
see another vehicle, then the driver of that vehicle can also see the first vehicle). When the minor
street is on an upgrade that exceeds 3 percent, grade correction factors are applied.

SSD is generally more important as it represents the minimum distance required for safe stopping
while ISD is based only upon acceptable speed reductions to the approaching traffic stream. The
ISD, however, must be equal to or greater than the minimum required SSD in order to provide
safe operations at the intersection. In accordance with the AASHTO manual, “If the available
sight distance for an entering or crossing vehicle is at least equal to the appropriate stopping
sight distance for the major road, then drivers have sufficient sight distance to anticipate and
avoid collisions. However, in some cases, this may require a major-road vehicle to stop or slow
to accommodate the maneuver by a minor-road vehicle. To enhance traffic operations,
intersection sight distances that exceed stopping sight distances are desirable along the major
road.” Accordingly, the ISD should be at least equal to the distance required to allow a driver
approaching the minor road to safely stop.

The available SSD and ISD at the proposed site driveway locations were measured and compared
to minimum requirements as established by AASHTO. Since the distance required to stop a
vehicle is dependent on the speed of that vehicle, speed studies were conducted as presented in
the previous section. Based on both the posted speed limit and the observed speeds, the SSD and
ISD requirements at these intersections were calculated. The required minimum sight distances
for each speed are compared to the available distances, as shown in Table 4.

As indicated in Table 4, the proposed site driveway locations on Rogers Street will exceed both
the minimum and desirable SSD and ISD requirements for safe operation. To ensure the safe and
efficient flow of traffic to and from the site, it is recommended that any proposed plantings,
vegetation, landscaping, and signing along the site frontage be kept low to the ground (no more
than 3.0 feet above street level) or set back sufficiently from the edge of the roadways so as not
to inhibit the available sight lines.


Public Transportation

Public transportation services exist in the vicinity of the project. The Lowell Regional Transit
Authority (LRTA) Bus Routes 02 and 12 provide a connection from the study area
(approximately ¼-mile north of the proposed site) to The Kennedy Center at Gallagher Terminal,
the Massachusetts Bay Transportation Authority (MBTA) Wilmington Station Commuter Rail,
and River Road and Trull Lane. Bus Route 02 (Belvidere) operates Monday through Friday
between 6:29 AM and 7:37 PM and on Saturday between 8:04 AM and 6:04 PM. The buses on
Route 02 typically run twice per hour during the week and once every hour on Saturday. Bus
Route 12 (Tewksbury) operates Monday through Friday between 7:10 AM and 5:30 PM and on
Saturday between 7:10 AM and 4:15 PM. The buses on Route 12 typically run once per hour

during the week and once every other hour on Saturday. There is no Sunday bus service for either
bus routes.



FUTURE CONDITIONS


To estimate the impact of site-generated traffic within the study area, existing traffic volumes
were projected to the year 2016. This represents a five-year design horizon in accordance with
local and state traffic impact assessment guidelines. The proposed development is expected to be
completed and fully operational well before the 2016 design year. Traffic volumes on the
roadway network at that time will include existing traffic, new traffic due to normal traffic
growth, and traffic related to any significant development by others expected to be completed
within the area by 2016. Consideration of these factors resulted in the development of 2016 No-
Build traffic volumes, which assume that the proposed development is not built. The incremental
impacts of the proposed retail development may then be determined by adding site-generated
traffic volumes (Build conditions) and making comparisons to the No-Build conditions.


Traffic Growth

To develop the 2016 No-Build forecast volumes, two components of traffic growth were
considered. First, an annual average traffic-growth percentage was determined based on
MassDOT historical traffic-volume data.3 Based on a review of these data, the MassDOT
historical traffic-volume information revealed a decrease in traffic since 2001. Such a decline in
traffic, however, may not continue. Therefore, to provide a conservative (worse than expected)
basis for the analysis and based on discussions with City of Lowell officials, a 1.0 percent
compounded annual growth rate was assumed to account for general population growth and the
traffic generated by smaller area developments. The MassDOT data are provided in the
Appendix.

Second, any planned or approved specific developments in the area that would generate a
significant volume of traffic on study area roadways within the next five years were included.
Based on discussions with officials from the City of Lowell, there are two residential projects
planned in the area. The first is a 2-3 single-family home subdivision to be located near the
intersection of Berkeley Avenue and Bishop Street. The second project is at the YWCA located
at 200-206 Rogers Street which will include 13 condominium units. Since these developments
are relatively small, they were assumed to be included within the 1.0 percent per year
compounded annual growth rate which accounts for developments such as these.

Planned Roadway Improvements

Officials from the City of Lowell were contacted to determine if any roadway improvements are
planned within the study area. Based on these discussions there are no planned roadway
improvements in the vicinity of the site. Rogers Street was resurfaced in the Fall of 2010 and
although a sewer separation project is scheduled to occur, this improvement will not increase
roadway capacity.


No-Build Traffic-Volume Conditions

The 2016 No-Build networks were accordingly developed by applying a 1.0 percent compounded
annual traffic growth rate (5.1 percent compounded over five years) to the 2011 Existing traffic
volumes. The 2016 No-Build traffic volumes are shown graphically on Figure 3 for the
weekday PM and Saturday midday peak hours.


Trip Generation

As currently planned, the proposed site would be redeveloped by razing the existing Jillies
Family Restaurant (2,760 square feet) and constructing a 2,600 square foot Taco Bell restaurant
with 50 seats and a drive-through window. The existing traffic counts conducted at Jillies Family
Restaurant is generating traffic at a lesser rate than that estimated by the Institute of
Transportation Engineers (ITE) Trip Generation report4 for a fast-food restaurant with a drive-
through window. The lower amount of existing site trips may be due to the number of competing
opportunities within the area. Since the existing and proposed facilities will be of the same land
use, estimating site trips for the proposed restaurant utilizing rates published in the ITE Trip
Generation report may overestimate the projects impacts. To provide a conservative (worse than
expected) estimate of the volume of traffic to be generated by the redevelopment of the site,
however, trip-generation rates published in the ITE Trip Generation report were used for Land
Use Code 934 (Fast-Food Restaurant with Drive-Through Window). These traffic volumes were
then compared to those trips currently entering and exiting the site. All trip-generation data are
provided in the Appendix.

Not all of the vehicle trips expected to be generated by the proposed redevelopment project
represent new trips on the study area roadway system. Studies have shown that for developments
such as the one proposed, a substantial portion of the site-generated vehicle trips are already
present in the adjacent passing stream of traffic or are diverted from another route to the

proposed site. Based on information published in the ITE Trip Generation Handbook5, surveys
conducted nationwide at fast-food restaurants indicate that, on average, 50 percent of the traffic
generated during the weekday PM peak hour is considered pass-by traffic, or traffic that is
already on the roadway passing by the site. Based on discussions with City officials, it would be
realistic to consider 50 percent of the site traffic to be pass-by trips. It should be noted that the
volume of pass-by traffic does not reduce the total volume of traffic generated by the
development and the total trips generated will still be realized as turning movements at the site
driveways. Table 5 summarizes the expected trip-generation characteristics of the proposed
redevelopment project.

As shown in Table 5, the proposed redevelopment project is expected to generate an additional
41 new vehicle trips (23 entering and 18 exiting) during the weekday PM peak hour, and an
additional 68 new vehicle trips (37 entering and 31 exiting) during the Saturday midday peak
hour.

Trip Distribution

The distribution of proposed new site traffic on the area roadways is based on existing travel
patterns and expected travel routes to the site. Accordingly, it is reasonable to expect that
approximately 48 percent of the new site trips are expected to and from the south on Rogers
Street, 47 percent to and from the north on Rogers Street, and 5 percent to and from the east on
Parkview Avenue. The distribution of pass-by traffic will follow the directional distribution of
adjacent street traffic during the various peak hours observed on Rogers Street adjacent to the
site.


Build Traffic-Volume Conditions

Based on the traffic generation and distribution estimates for this project, the additional traffic
volumes associated with the proposed redevelopment project were assigned to the roadway
network, as shown on Figure 4 for the weekday PM and Saturday midday peak hours. The site-
generated traffic volumes were then added to the 2016 No-Build traffic volumes to develop the
2016 Build traffic volumes. The 2016 Build weekday PM and Saturday midday peak-hour traffic-
flow networks are graphically depicted on Figure 5.


Site Access/Circulation

Site Driveways

Access to the existing parcel is currently provided by way of two curb cuts on Rogers Street and
one wide-open curb cut on Parkview Avenue. As proposed, the site driveways will be modified
to provide a 25-foot wide opening for an entrance-only driveway (south site driveway) and a 20-
foot wide opening for an exit-only driveway (north site driveway) on Rogers Street. The north
site driveway will be designed to provide separate left and right turns exiting the site. The
existing curb cut on Parkview Avenue will be closed as part of the proposed redevelopment.

The existing curb cuts to the site provide an internal connection to the adjacent retail plaza
containing Simon’s Convenience & Deli, Design Jewelers, and Hong Kong Treasures
Restaurant. As part of the proposed site redevelopment, there will no longer be an internal
connection to the retail plaza. Therefore, an entrance-only driveway for the retail plaza will be
constructed on Rogers Street approximately 55 feet north of the Taco Bell north site driveway.
This entrance-only driveway will provide a 15-foot wide opening for the retail plaza.

To ensure the safe and efficient flow of traffic to and from the site, it is recommended that any
plantings, vegetation, landscaping, and signs along the site frontage be kept low to the ground (no

more than 3.0 feet above street level) or set back from the edge of the road to allow for adequate
sight distance at the driveways.

Drive-Through Storage Area

The proposed restaurant will include a drive-through window. Based on an article published in
the ITE Journal, fast-food restaurants typically experience, on average, a 7 vehicle maximum
queue at the drive-through window.6 These data include chain hamburger restaurants and donut
shops. Taco Bell restaurant drive-through queues, however, are typically much less than those
found for chain hamburger fast-food restaurants or donut shops. Therefore, these data suggest
that the maximum back of queue for the proposed restaurant is expected to be 7 vehicles or less.
In addition, Taco Bell of America, Inc. typically designs their facilities to accommodate an
8 vehicle drive-through queue, assuming 18 to 20 feet in length per vehicle. Local regulations,
however, require a total of 10 vehicle queuing spaces. Therefore, a 10-foot wide drive-through
queuing lane accommodating 10 vehicle queuing spaces will be provided.

The proposed drive-through lane can accommodate 10 vehicles within the striped drive-through
lane which meets the local regulations. Based on queuing data provided by ITE and information
provided for other Taco Bell facilities, the proposed drive-through window lane is anticipated to
accommodate the expected vehicle queues on site.

Parking

Under local regulations, a business of similar type to the proposed fast-food restaurant requires
1 parking space per 50 square feet of gross floor area. For the proposed project, this equates to
52 required parking spaces. With a special permit, local regulations allow for a reduction of the
parking requirements (1 parking space per 250 square feet of gross floor area) which would
equate to 11 required parking spaces. As proposed, the project will provide 19 parking spaces
which will require a special permit. In order to justify the special permit for the proposed
reduction in parking, parking data were researched at other similar facilities.

Data were collected for YUM! Brands which included information obtained from Taco Bell-only
sites or at co-brand locations where Taco Bell was the primary restaurant. These data revealed
that, on average, these types of facilities require 6.2 parking spaces per 1,000 square feet of gross
floor area during the weekday PM and Saturday midday peak hours. This equates to 17 parking
spaces for the proposed site. Based on parking data provided for other Taco Bell facilities, the
proposed 19 parking spaces are anticipated to accommodate the expected vehicles on site. All

CAPACITY AND QUEUE ANALYSIS


Methodology

Level-of-service (LOS) analyses were conducted at the study area locations under 2011 Existing,
2016 No-Build, and 2016 Build conditions. The capacity analysis methodology is based on the
concepts and procedures in the Highway Capacity Manual (HCM)7 and is described in the
Appendix. The level-of-service results are presented and discussed below and the analysis
worksheets for all conditions are provided in the Appendix.

The queue analysis methodology for unsignalized intersections is based on the concepts and
procedures described in the HCM. The 95th percentile queue represents the length of queue of the
critical minor-street movement that is not expected to be exceeded 95 percent of the time during
the analysis period (typically one hour). In this case, the queue length is a function of the capacity
of the movement and the movement’s degree of saturation.

Due to the high volume of traffic along Rogers Street, GPI has conducted a Stop Sign Delay
Study at the study area intersection of Rogers Street and Parkview Avenue. This study was
conducted during the weekday PM and Saturday midday peak hours in order to determine the
actual stop delay for vehicles waiting to exit Parkview Avenue onto Rogers Street. As Parkview
Avenue is located within 200 feet of the proposed exit-only driveway, stop delay characteristics
are expected to be similar for each location. It is expected that during peak periods of traffic,
motorists accept smaller gaps in traffic than reflected in the analysis model and, therefore, do not
wait as long to exit into the main line of traffic. The results of the Stop Sign Delay Study are
included in the Appendix. The results of the study indicated that the average stop delay for
vehicles exiting Parkview Avenue was 15.94 seconds during the weekday PM peak hour and
17.03 seconds during the Saturday midday peak hour. These average stop delay values were then
used to calibrate the unsignalized intersection capacity analysis model to reflect actual field
conditions along this section of Rogers Street. Since the HCM evaluated unsignalized
intersections based on control delay, the average stop delay data needed to be converted into
control delay. Based on information provided by the Federal Highway Administration (FHWA),
the stop delay is multiplied by a factor greater than one to account for acceleration and
deceleration delay to obtain control delay.8 This factor is equal to 1.3 times the stop delay,
according to the Synchro Studio 7 User Guide9, or 5 seconds, according to data published by

ITE.10 Using either methodology, increasing the stop delay by 30 percent or 5 seconds, yields
similar results. The critical gap values in the capacity analysis model were accordingly adjusted
in order to arrive at the observed control delay values. These critical gap values were then applied
to all of the analysis conditions (Existing, No-Build, and Build) of Parkview Avenue, the existing
driveways along Rogers Street, as well as the proposed exiting driveway at the Taco Bell site.


Analysis Results

The results of the level-of-service and queue analyses are shown in Table 7 and are discussed
below. All analysis worksheets are provided in the Appendix.

Rogers Street and Parkview Avenue

Under existing and future traffic-volume conditions, the Rogers Street major street movements at
its intersection with Parkview Avenue and the entrance-only Dunkin’ Donuts drive-through lane
driveway are expected to operate at optimal levels (LOS A) during the weekday PM and Saturday
midday peak hours. The Parkview Avenue approach is expected to operate at desirable levels
(LOS C) under all conditions studied. The proposed redevelopment project will result in
insignificant impacts at this location as evident by no change in LOS on any movement during
both peak hours and there will be increases in delay of no more than 0.2 seconds on any
movement at the intersection over the No-Build condition. All intersection movements are
projected to have ample capacity remaining as evidenced by volume-to-capacity (v/c) ratios less
than 1.00 and minimal increases in queues (less than 1 vehicle). From this, it can be concluded
that the proposed Taco Bell restaurant will not have a significant impact on the operations at this
intersection.

Rogers Street and South Site Driveway

Under existing and future traffic-volume conditions, the Rogers Street major street movements at
its intersection with the south site driveway are expected to operate at optimal levels (LOS A)
during the weekday PM and Saturday midday peak hours. Under the Build condition, this
driveway will be modified to an entrance-only driveway. The left turns into the site from Rogers
Street are expected to increase delay on the southbound approach by 1.1 seconds during the
weekday PM peak hour and 3.0 seconds during the Saturday midday peak hour. All intersection
movements are projected to have ample capacity remaining as evidenced by v/c ratios less than
1.00 and minimal increases in queues (less than 1 vehicle). From this, it can be concluded that
the proposed Taco Bell restaurant will not have a significant impact on the operations at this
intersection.

during the weekday PM and Saturday midday peak hours. The north site driveway right-turn
movements are expected to operate at desirable levels (LOS C or better) and left-turn movements
are expected to operate at acceptable levels (LOS E or better) under all conditions and peak hours
studied. With the consolidation of the site driveways and all site traffic exiting at one egress
point, the proposed project is expected to only increase delay by 10.8 seconds or less on the site
driveway left-turn lane onto Rogers Street. All intersection movements are projected to have
ample capacity remaining as evidenced by v/c ratios less than 1.00 and minimal increases in
queues (less than 1 vehicle). In addition, the total queue exiting the north site driveway can be
accommodated on-site without disrupting the drive-through window. From this, it can be
concluded that the proposed Taco Bell restaurant will not have a significant impact on the
operations at this intersection.

Parkview Avenue and Site Driveway

Under Existing and No-Build traffic-volume conditions, the Parkview Avenue intersection with
the existing site driveway is expected to operate at optimal levels (LOS A). Under the Build
condition, this driveway will be closed and no access or egress will be allowed to or from
Parkview Avenue.

CONCLUSIONS


Existing and future conditions in the study area have been described, analyzed, and evaluated
with respect to traffic operations and the impact of the proposed redevelopment. Conclusions of
these efforts are presented below.

      •     As proposed, the project consists of razing the Jillies Family Restaurant and constructing
            a 2,600 square foot fast-food restaurant with 50 seats, a drive-through window, and
            19 parking spaces. The existing and proposed facilities will be of the same land use.

      •     The redevelopment is expected to generate an additional 41 new vehicle trips (23 entering
            and 18 exiting) during the weekday PM peak hour and an additional 68 new vehicle trips
            (37 entering and 31 exiting) during the Saturday midday peak hour.

      •     Access to and egress from the site will be provided by two site driveways on Rogers
            Street. The site driveways will be modified to provide a 25-foot wide opening for the
            entrance-only driveway (south site driveway) and a 20-foot wide opening for the exit-only
            driveway (north site driveway) on Rogers Street. The existing curb cut on Parkview
            Avenue will be closed as part of the proposed redevelopment.

      •     To ensure the safe and efficient flow of traffic to and from the site, it is recommended
            that any plantings, vegetation, landscaping, and signs along the site frontage be kept low
            to the ground (no more than 3.0 feet above street level) or set back from the edge of the
            road to allow for adequate sight distance at the driveways.

      •     Based on a Stop Sign Delay Study conducted at the intersection of Rogers Street and
            Parkview Avenue, the intersection capacity analysis model was calibrated to reflect actual
            field conditions along Rogers Street within the study area.

      •     Under 2016 Build conditions the Rogers Street major street movements at its intersection
            with the south site driveway are expected to operate at optimal levels (LOS A) during the
            weekday PM and Saturday midday peak hours. Under the Build condition, this driveway
            will be an entrance-only driveway. The left turns into the site from Rogers Street are
            expected to increase delay on the southbound approach by 1.1 seconds during the
            weekday PM peak hour and 3.0 seconds during the Saturday midday peak hour. All
            intersection movements are projected to have ample capacity remaining as evidenced by
            v/c ratios less than 1.00 and minimal increases in queues (less than 1 vehicle).

      •     Under 2016 Build conditions, the Rogers Street major street movements at its intersection
            with the north site driveway are expected to operate at optimal levels (LOS A) during the
            weekday PM and Saturday midday peak hours. The north site driveway right-turn
            movements are expected to operate at desirable levels (LOS C or better) and left-turn
            movements are expected to operate at acceptable levels (LOS E or better) under all
            conditions and peak hours studied. With the consolidation of the site driveways and all
            site traffic exiting at one egress point, the proposed project is expected to only add
            10.8 seconds or less of delay on the site driveway left-turn lane onto Rogers Street. All
            intersection movements are projected to have ample capacity remaining as evidenced by
            v/c ratios less than 1.00 and minimal increases in queues (less than 1 vehicle). In addition,
            the total queue exiting the north site driveway can be accommodated on-site without
            disrupting the drive-through window.

      •     Under Existing and No-Build traffic-volume conditions, the Parkview Avenue
            intersection with the existing site driveway is expected to operate at optimal levels (LOS
            A). Under the 2016 Build condition, this driveway will be closed and no access or egress
            will be allowed to or from Parkview Avenue.

      •     From the analysis results, it can be concluded that the proposed Taco Bell restaurant will
            not have a significant impact on the operations at the study area intersections.

CAPACITY ANALYSIS METHODOLOGY


A primary result of capacity analysis is the assignment of levels of service to traffic facilities
under various traffic flow conditions. The capacity analysis methodology is based on the
concepts and procedures in the Highway Capacity Manual (HCM).11 The concept of level of
service (LOS) is defined as a qualitative measure describing operational conditions within a
traffic stream and their perception by motorists and/or passengers. A level-of-service definition
provides an index to quality of traffic flow in terms of such factors as speed, travel time, freedom
to maneuver, traffic interruptions, comfort, convenience, and safety.

Six levels of service are defined for each type of facility. They are given letter designations from
A to F, with LOS A representing the best operating conditions and LOS F the worst. Since the
level of service of a traffic facility is a function of the traffic flows placed upon it, such a facility
may operate at a wide range of levels of service, depending on the time of day, day of week, or
period of year. A description of the operating condition under each level of service is provided
below:

•   LOS A describes conditions with little to no delay to motorists.

•   LOS B represents a desirable level with relatively low delay to motorists.

•   LOS C describes conditions with average delays to motorists.

•   LOS D describes operations where the influence of congestion becomes more
    noticeable. Delays are still within an acceptable range.

•   LOS E represents operating conditions with high delay values.                    This level is
    considered by many agencies to be the limit of acceptable delay.

•   LOS F is considered to be unacceptable to most drivers with high delay values that
    often occur, when arrival flow rates exceed the capacity of the intersection.


Unsignalized Intersections

Levels of service for unsignalized intersections are calculated using the operational analysis
methodology of the HCM. The procedure accounts for lane configuration on both the minor and
major street approaches, conflicting traffic stream volumes, and the type of intersection control

(STOP, YIELD, or all-way STOP control). The definition of level of service for unsignalized
intersections is a function of average control delay. Control delay includes initial deceleration
delay, queue move-up time, stopped delay, and final acceleration delay. The level-of-service
criteria for unsignalized intersections are shown in Table A1.
