1. COMMISSION DECISION ON THE COMMUNITY POSITION ON THE
AMENDMENT OF THE APPENDICES TO ANNEX 4 TO THE
AGREEMENT BETWEEN THE EUROPEAN COMMUNITY AND THE
SWISS CONFEDERATION ON TRADE IN AGRICULTURAL PRODUCTS.
A revised version of a draft Commission Decision on a Community position on the
modifications of the Appendices to Annex 4 of the Agreement between the EC and
the Swiss Confederation on Trade in Agricultural Products was presented by the
Commission (SANCO E.1), taking into account the comments made by MS in a
previous meeting. MS gave updated information with respect to the list of
organisations designated by MS to issue plant passports in their respective countries.
Vote: favourable opinion by unanimity.
2. PHYTOPHTHORA RAMORUM:
– PRESENTATION AND DISCUSSION OF REPORT OF COMMISSION
WORKING GROUP ON “PREPARATION OF COMMUNITY
CONTROL MEASURES ON PHYTOPHTHORA RAMORUM”
– REVIEW OF COMMISSION DECISION 2002/757/EC ON
PROVISIONAL EMERGENCY PHYTOSANITARY MEASURES TO
PREVENT THE INTRODUCTION INTO AND THE SPREAD WITHIN
THE COMMUNITY OF PHYTOPHTHORA RAMORUM WERRES, DE
COCK & MAN IN „T VELD SP.NOV.
The report of the working group on “Preparation of Community control measures on
Phytophthora ramorum” was presented by the chairman of the working group. This
report provided recommendations to extend and amend Commission Decision
Following this presentation, MS reported on the current situation of Phytophthora
ramorum. Recently there were also findings of Phytophthora ramorum on trees at
places other than places of production. A discussion took place on the
recommendations made by the working group and a large consensus was reached on
most of the recommendations. Suggestions were made to take into account the
recent findings at places other than places of production.
The Commission will prepare a draft text for a Commission Decision to present in
one of the forthcoming meetings of the SCPH.
3. DISCUSSION ON EMERGENCY MEASURES TAKEN BY SPAIN WITH
REGARD TO THE IMPORT OF CITRUS FRUITS ORIGINATING IN
ARGENTINA AND BRAZIL
E outlined the emergency measures taken with regard to the import of citrus fruits
originating in Argentina and Brazil. E presented details of the interceptions of
harmful organisms such as Guignardia citricarpa, Xanthomonas campestris pv. citri
and Elsinoe spp. in 2000, 2001, 2002 and 2003. In 2003 the percentage of
interceptions has strongly increased and emergency measures were taken at the end
of the import season on 13 November 2003. Furthermore, E presented proposals to
amend the specific requirements for the import of citrus fruits as laid down in Annex
IV.A.I to Council Directive 2000/29/EC.
Discussion took place on the necessary measures to be taken. The Commission
(SANCO E.1) informed the MS of the written request sent to Argentina and Brazil
to gather further explanations on these cases. The Committee agreed that this
information had to be received before taking the necessary steps. Discussion will
continue in one of the forthcoming meetings of the SCPH.
4. PRESENTATION OF DRAFT COMMISSION REGULATION SPECIFYING
THE DETAILED CONDITIONS FOR THE EVIDENCE REQUIRED AND
THE CRITERIA FOR THE TYPE AND LEVEL OF THE REDUCTION OF
THE PLANT HEALTH CHECKS OF CERTAIN PLANTS, PLANT
PRODUCTS OR OTHER OBJECTS LISTED IN PART B OF THE ANNEX V
TO COUNCIL DIRECTIVE 2000/29/EC.
The chairman of the working group on “Reduced frequency of plant health checks”
presented a document in which the conditions for the evidence required and the
criteria for the type and level of the reduction of the plant health checks were
outlined. MS congratulated the working group for the work achieved and a
discussion took place which focused on the practical application of this proposal.
The Committee agreed that in the forthcoming meeting of the SCPH the
Commission (SANCO.E.1) will present some examples for clarification and further
5. DISCUSSION ON THE PHYTOSANITARY MEASURES TO BE
ENVISAGED AS REGARDS:
– DENDROLIMUS SIBIRICUS AND
– AMBROSIA SPP.
The Treaty of accession of new MS mentions that the possible inclusion of
Dendrolimus sibiricus and Ambrosia spp. in Community plant health legislation will
be investigated before accession.
PL presented a Pest Risk Analysis to outline its request to add Dendrolimus sibiricus
to the list of harmful organisms mentioned in Annex I to Directive 2000/29/EC.
After discussion, the Committee concluded that a majority of the MS supported
inclusion of Dendrolimus sibiricus in Annex I to Directive 2000/29/EC.
LT and PL made a presentation of their respective Pest Risk Analysis carried out on
Ambrosia spp.. Following these presentations, discussion focused on the question
whether Ambrosia spp. meets the conditions to be classified as a quarantine
organism. MS made various comments and the Committee agreed to further reflect
on this subject and to discuss it in one of the forthcoming meetings of the SCPH.
F reported on several findings of Bemisia tabaci and leaf miners on plants not listed
in Annex V B to Directive 2000/29/EC.
UK gave updated information on the situation as regards Clavibacter michiganensis
ssp. sepedonicus (potato ring rot), and reported on the recent finding of Bemisia
tabaci. UK will provide further details in the beginning of 2004.
