Section #2: Provider Overview
The following section provides a brief overview of the provider’s experience and qualifications OVERVIEW (www.disputesolutions.org): I have been involved with Alternative Dispute Resolution / Appropriate Dispute Resolution ("ADR") since 1985, when I helped administer a community mediation program. I received my Bachelor of Arts (1984) and Juris Doctor (1987) from the University of California, Davis, and a certificate in mediation training from the Willamette University School of Law Center for Dispute Resolution. As a litigator for fifteen years, I participated in hundreds of mediations and settlement conferences, and was selected to serve as a volunteer settlement attorney in the nation's first courtsponsored "crash settlement program" (Los Angeles County, California). In 2002 I limited my practice to work solely as an arbitrator and mediator. I have never mediated a case that failed ultimately to settle. LEGAL AND SUBJECT-MATTER BACKGROUND: Between 1987 and 2002, I worked as a litigation attorney in Oregon and California, handling commercial disputes, government contracts and procurement, construction law (including payment disputes, liens, Little Miller Act bond claims, and construction defects), aerospace and aircrash defense, jobsite injuries, premises liability, insurance coverage, and wrongful termination and employment discrimination. In 1996 I served as a special prosecutor for the Multnomah County (OR) District Attorney’s Office, and in 1999, as part of the Condominium Working Group, I was the primary author of the Oregon statutes regulating the authority of condominium boards of directors to prosecute litigation over construction defects. Litigation clients included McDonnell Douglas, Northrop Corporation, Thrifty PayLess, Rite Aid, Lloyd’s of London, Assicurazioni Generali SpA, International Steel Company, and numerous small businesses and individuals. As a mediator and arbitrator, I have helped people resolve disputes across the spectrum of subject matters, including public contract payment disputes, commercial disputes, and even child custody and parenting time conflicts. I currently serve on the mediator rosters of numerous private organizations and courts, including the U.S. Bankruptcy Court, the Oregon Court of Appeals, the Oregon Mediation Association and the World Intellectual Property Organization. PERSONAL BACKGROUND: I have a strong commitment to volunteer public service, working or being a Board member for numerous nonprofit organizations. I was pro bono legal counsel to Portland Habitat for Humanity, and serve on the site council for a public middle school. I also am a certified Wilderness First Responder, and volunteer with Portland Mountain Rescue and Eugene Mountain Rescue. I am married and have two daughters, ages 11 and 13.

Training Conducted. (25 points) I have provided, as a trainer, at least 150 hours of interactive training (i.e. includes a significant amount of role-plays, group exercises or simulations) in dispute resolution, mediation, facilitation or consensus building and documented that training in Section 9, Part C of this SOQ. Training Received. (15 points) I have attended a basic mediation course of at least 30 hours comparable to that specified in paragraph 3.2 of the Oregon Judicial Department Court-Connected Mediator Qualifications Rules AND an additional 16 hours of advanced training in dispute resolution, large group facilitation or consensus building, as documented in Section 9, Part B of this SOQ. These additional 16 hours cannot include courses that you counted towards in formal education (below). Graduate-Level Education. (15 points) I have a graduate degree or graduate program certificate in law, public administration or management, behavioral science, organizational development, planning, peacemaking, conflict resolution or a conflict resolution related field, as documented in Section 5 of this SOQ. Work Experience.
