Statement of Work for Air Traffic Controller Retirement 1. Background The Federal Aviation Administration (FAA) employs many Air Traffic Controller Specialists (ATCS). The operational ATCS and supervisors are eligible for an enhanced retirement annuity under the special provisions for Air Traffic Controller (ATC) retirement. The FAA Benefits Specialists provide the ATCS with a certification of their creditable ATC retirement service history. The special provision of ATC retirement is very complicated and requires a detailed and through knowledge of the current ATC laws, regulations, policy and guidance. 2. Objective The objective of this SOW is to obtain a contractor to serve as a subject matter expert to assist the Assistant Administrator for Human Resource Management Organization (AHR) to review the special provisions of Air Traffic Controller (ATC) retirements. In addition, AHR has purchased the option to develop a module to calculate creditable ATC service in conjunction with the Federal Retirement Benefits (FRB) retirement calculator. The subject matter expert will also be required to conduct a needs analysis; inventory the data availability and develop a data requirements list; develop a system requirement document; develop a specifications document and develop a set of systems change requests to implement the system requirement document for this module 3. Scope of Work/Tasks The contractor shall furnish materials, equipment, and services necessary to perform the work set forth. Service Computations/Determinations 3.1.1 The contractor shall provide creditable service computations for employees currently at the David H. Hurley Air Traffic Control Systems Command Center (approximately 120 employees). Each creditable service computation will also include a letter for the signature of the Manager, Employee Benefits and Retirement Branch that explains why the air traffic control specialist (ATCS) is not eligible for a specific period of service. The determination will also include the projected mandatory separation date. 6/30/2009 1 3.1.2 The contractor shall perform first level reviews of creditable service computations for ATCS entitlement to ATC retirement service credit. Each computation will include a letter for the signature of the Manager, Employee Benefits and Retirement Branch that explains why the ATCS is not eligible for a specific period of service. The computation will also include the ATCS’ projected mandatory separation date. 3.1.3 The contractor shall perform second level reviews of ATC creditable service computations in cases where the employee has questioned the ATC creditable service computation provided by the servicing HR office. Each computation will include a letter for the signature of the Manager, Employee Benefits and Retirement Branch that explains why the ATCS is not eligible for a specific period of service. The computation will also include the ATCS’ projected mandatory separation date. 3.1.4 The contractor shall perform a quarterly review of ATC creditable service determinations that were completed by the servicing HR offices to ensure the HR offices are correctly applying the laws, rules, regulations and guidance related to the special provisions of ATC retirement. 3.1.5 The contractor shall provide training AHR Human Resources (HR) Specialists responsible for computing ATCS creditable service. 3.2 Analysis 3.2.1 The contractor shall perform an analysis of proposed position description changes related to positions held by ATCS. 3.3 Development of the ATC Retirement Module The contractor shall provide assistance in development of the ATC retirement module for the FRB retirement calculator. These products include a needs analysis; an inventory of the data availability; a data requirements list; a system requirement document; a specifications document and a set of Systems Change Requests to implement the system requirement document. Briefings The contractor shall prepare and provide briefing papers and briefing packages, briefings to ATCS employees, managers and bargaining unit representatives, responses to Congressional inquiries and technical guidance related to changes in ATC retirement law. 3.3.1 3.4 3.4.1 6/30/2009 2 4. Work Location The contractor will perform the work for the tasks in a location provided by the contractor. The Contractor may have to travel to FAA headquarters and/or air traffic facilities to provide briefings or training. 5.
