    of each Line Ministry on MNCH/Survival; policy
    formulation, implementation and evaluation across
    sectors as they affect MNCH;
  – Provincial Govts – Resource Allocation to Districts for
    MNCH; Monitoring
  – District Govts – Enhanced Service Delivery for
    MNCH; Functional Integration especially inking health
    and population servics

  – Development partners [UN, IFIs, Bilaterals]: Coherent
    support for Nat’l policies; stronger Joint Programmes;
    resources for new innovations for scaling up

    marginalised areas; creating demand for services;
    watchdog for quality/equity at community level;
    bringing in evidence base for decision making
