NSF Fastlane & CSU Proposal Budget Spreadsheet (PBS) To assist you, shown below is a brief tip sheet regarding NSF Fastlane & PBS. Should you have questions, please feel free to contact your assigned Senior Research Administrator or Research Administrator. A list of Sponsored Programs assignments by College may be found at http://www.research.colostate.edu/staff/ . Reminder – Effective October 1, 2000 all NSF proposals are required to be submitted through Fastlane. Paper copies will no longer be accepted. NSF USER DOCUMENTATION – everything you wanted to know about electronic submission in Fastlane and were afraid to ask: NSF Grant Proposal Guide (GPG) (NSF 03-041) effective June 1, 2003 may be found at http://www.nsf.gov/pubsys/ods/results.cfm?Current_status=Current&timeframe=Restrict +timeframe+to%3A&docType=0&docSubtype=0&TextQuery=NSF+03041&isnewwindow=0. Please NOTE N Fsnr sd m hs r u i btt i eet l e tn bodr S ’i e e e pai e in o h n lc am r ad rae ca s q r g h e tl u i impact be addressed in the proposal description section in order to meet the review criteria. The Electronic Business Proposal instructions are a supplement to the GPG and may be found at https://www.fastlane.nsf.gov/guides/EB_Proposal_Submission.pdf . This gives step by step instructions on how to complete the screens within Fastlane when preparing a proposal. CSU PROPOSAL BUDGET SPREADSHEET (PBS) Sponsored Programs encourages campus staff to utilize the Proposal Budget Spreadsheet software created by the Research Services Unit (available on our web site http://www.research.colostate.edu/ ). Fringe rates and indirect calculations are automatically built in. An additional advantage is the Proposal Approval Form (SP1) is automatically generated from PBS. As a NOTE, NSF is moving toward an extensible markup language (XML) of electronic data exchange which will support enhanced proposal budget uploads. No specific timeline has been announced by NSF although indications are that it will be a part of the Federal Commons effort now underway. In the interim, data generated in PBS must be entered into the Fastlane budget screens. ITEMS REQUIRED BY SPONSORED PROGRAMS FROM FACULTY PRIOR TO BUSINESS OFFICE SUBMISSION OF A FASTLANE PROPOSAL:  Proposal/Project Approval form (SP-1) – paper copy with all signatures. If applicable paper copy of any internal CSU documents that pertain to the proposal. 02/24/04  If applicable – Approved Subcontractor Proposal In cases where CSU is the prime submitter to NSF and has subcontract(s) within our proposal we require the following paper items before we can submit your proposal: o S bot c r N Fcvr ae i A t r e B s es fc ucn at ’ S oepg wt u oi d ui sO f e r os h h z n i Signature o S bot c r N FF r 13,lya plus the cumulative plus a ucn at ’ S om 00a ers r os l budget justification o S bot c r cni soe f ok ucn at ’ oc e cp o w r. r os s  SRO access in Fastlane. Sponsored Programs will begin review of the business section of the proposal when the PI provides SRO view/edit/ access. Once the business section is approved by SP, the PI then is free to work on the science of the proposal. Please Note the PI needs to provide SRO view/edit/submit access in sufficient time to allow SP to submit to Fastlane prior to the program deadline. DEADLINES During heavy NSF deadlines, last minute proposals from recipients all over the country can slow or even crash the Fastlane system. We appreciate PIs and research support staff helping us ensure a quality proposal is submitted in a timely manner. SIGNATURES Effective 6/1/01 NSF requires only the electronic signature of the Authorized O gn aoaR peeti ( O )iC U s aeS osr Por sfrh rai t nl er n t eA R ( S ’cs, pnoe rga )o t zi s av n d m e institution for proposal submitted via Fastlane. PI or Co-PI signatures will be maintained internally at CSU through the use of the paper copy of the Proposal Approval Form (SP-1). RECOMMENDATIONS/NOTES NSF recommends users always verify that what shows on the Fastlane print/view screen is truly what they intended. The transfer from various software and hardware to Fastlane may not retain the integrity of the data. NEW option in Fastlane – File uploads (i.e. project description, etc.) no longer have to be in PDI format. A variety of word-processor files and PostScript files may now be uploaded and will be automatically converted to PDF format. H:\Kommon\FastLane\nsf tip sheet 602.doc 02/24/04
