       public benefit purposes, primarily to senior citizens.

9-0 9. Resolution - Approving the Appointment of Various Persons as Commissioners of 1-R
         Deeds for 2003 - 2004.
    BY COUNCILOR O’CONNELL:

    10. Amend - The Traffic Code of the City of Syracuse to add a new Article II A, entitled Gen.
9-0     Parking Violations Bureau, and to make certain revisions to the Traffic Code.        #1

    11. Appropriate Funds - From 2002/2003 Cash Capital 07.01101.0.000 the amount of
9-0     $207,000 for Fire Department Projects to include SCBA breathing apparatus, 1
        Opticom System, video and radio equipment, fire station furnishings and emergency
        medical equipment.

    12. Bond Ordinance - Authorizing the issuance and sale of bonds of the City of Syracuse
9-0     to be used to defray the cost of the rehabilitation of various Fire Stations, on behalf of 2
        the Department of Fire. Total amount not to exceed $190,000.

    13. Authorize - The rehabilitation of various Fire Stations by the Department of Fire. Total 3
9-0     cost not to exceed $190,000.

    14. Bond Ordinance - Authorizing the issuance and sale of bonds of the City of Syracuse
9-0     to be used to defray the cost of the purchase of a Light Rescue II vehicle on behalf of 4
        the Department of Fire. Total amount not to exceed $120,000.

    15. Authorize - The purchase of a Light Rescue II vehicle by the Department of Fire. 5
9-0     Total cost not to exceed $120,000.


    BY COUNCILOR MINER:

    16. Agreement - With the Galleries of Syracuse for parking in the MONY and Harrison
9-0     Parking Garages. The Galleries of Syracuse, on behalf of The Sutherland Group, will 6
        purchase two hundred spaces in the MONY Garage and fifty spaces in the Harrison
        Garage for the term of three years at the rate of $35 per space per month.

    17. Approve - Compromise of Settlement Claim - Kim Pomeroy vs. City of Syracuse. 7
9-0     Settlement amount $25,000.

    18. Correct Tax Rolls - (116 Webster Ave., 211 Rich St., 325 Shirley Dr., 1114 Butternut 8
9-0     St.) For various charges for Tax Years 1999/2000, 2000/01, 2001/02 and 2002/03.

    19. Accept - The Syracuse Lakefront Area Master Plan Revision. Lakefront Development 9
9-0     Corporation, applicant.

    20. Designate - St. John The Evangelist Rectory at 214 North State Street as an historic Gen.

  21. Permission - To Gregg C. Tweedy, owner of the property located at 213-219 Fourth
WD    North Street, to encroach approximately 28’ x 143’ into the Fourth North Street right- WD
      of-way with five retaining walls, four parking spaces and a handicap ramp.

    22. Permission - To Michael Billy, owner of the property located at 707 Otisco Street, to
9-0     encroach approximately 2.5’ x 29’ into the Otisco Street right-of way with a four-foot 10
        high chain link fence.

    23. Sell - Through the Small Residential Vacant Lot Program, all right, title and interest of
9-0     the City of Syracuse in and to the premises known as 724-32 W. Seneca Turnpike 11
        and Seneca Place to Gregory M. Johnston for the total sum of $550.

    24. Sell - All right, title and interest of the City of Syracuse in and to the premises known
9-0     as 272-74 Robert Drive and E. Colvin Street, a wood house and garage, to Donna M. 12
        Varney for the total sum of $3,850.

    25. Sell - All right, title and interest of the City of Syracuse in and to the premises known
9-0     as 437-41 S. Warren Street, an unfinished brick block building, to Christopher Keevil 13
        for the total sum of $22,150.

    26. Special Permit - To establish a restaurant (Baja Burrito) at 727-729 South Crouse Gen.
9-0     Avenue. Teri Sweeney, applicant.                                                  #3

    27. Special Permit - To expand a community center at 401-413 Gifford Street, 600-606 Gen.
9-0     Niagara Street and 300-308 Seymour Street. Huntington Family Centers, Inc., #4

H 28. Resolution - To request visit ability for Barrier Free Requirements in new housing H
         construction where funding from public sources is utilized.


    BY COUNCILOR DeREGIS:

    29. Authorize - Support of the Onondaga County Empire Zone Boundary Revision
9-0     application for an additional sub-zone in the City of Syracuse with an estimated area 14
        of 30.56 acres to support the Destiny USA Project.


    BY COUNCILOR MASTERPOLE:

    30. Amend - Ord. #589 (12/2/02), “ Permission - To Basin Associates, LLC to enter City
9-0     property to construct a storm drain and maintain certain improvements adjacent to 15
        Skaneateles creek in relation to the planned construction of a hotel/retail building at
        14 West Genesee Street.” Amend to include a six-month notice to terminate
        permission, allow existing plans in lieu of metes and bounds survey and allow Basin
        Associates LLC an additional sixty-days to file acceptance of amended ordinance.

    31. Amend - Ord. #488 (9/25/00), “Application and Agreement - To and with the U.S.
9-0     Dept. of Agriculture and the Commodity Credit Corporation for Conservation Reserve 16
        Enhancement Program (CREP) in the Skaneateles Lake Watershed, on behalf of the
        Department of Water. Total cost not to exceed $2,150,000. The 20% City match is
        $430,135 and the Federal contribution is $1,719,865.” Amend to extend the contract
        completion date of the CREP from December 31, 2002 to December 31, 2007. No
        change in City funding.

    32. Approve - SEQR Positive Findings and the Final Environmental Impact Statement on
9-0     the “Proposed Revised Watershed Rules and Regulations for the City of Syracuse”, 17
        applicable to the Skaneateles Lake Watershed.

    33. Bond Ordinance - Authorizing the issuance and sale of bonds of the City of Syracuse
9-0     to be used to defray the cost of the 2002/03 Parking Garage Rehabilitation Program, 18
        on behalf of the Department of Public Works. Total amount not to exceed $355,000.

    34. Authorize - The 2002/03 Parking Garage Rehabilitation Program by the Department 19
9-0     of Public Works. Total cost not to exceed $355,000.


    BY COUNCILOR SIMMONS:

    35. Advertise Public Hearing - Relative to amending Ord. #52, (2/11/91), to extend the
9-0     lease agreements with each airline, as listed on Appendix “A”, for a six-month period 20
        beginning January 1, 2003 through June 30, 2003. (Public Hearing to be held on
        Tuesday, January 21, 2003 at 1:00 P.M.)

  36. Amend - Ord. #52, (2/11/91), “Lease Agreement between the City of Syracuse and
H     various airlines operating at Syracuse Hancock International Airport. For twelve year H
      period with one 5 year option by mutual consent, with each of the Airlines paying pro
      rata share of the $35,000,000 Terminal Building Improvement Project, etc.” Amend to
      extend the lease agreements with each airline, as listed on Appendix “A” for a six-
      month period beginning January 1, 2003 through June 30, 2003. (Public Hearing to
      be held on Tuesday, January 21, 2003 at 1:00 P.M.)
