									                                   URANIUM MINING POLICY TASK FORCE
                                   MEETING REPORT
                                   Date: 5/4/09
                                   Place: Mid-Region Council of Governments,
                                   Albuquerque
                                   Facilitators: Carl Moore and Jessie Lawrence




PURPOSE:
To generate recommendations for issues to be focused on in a proposed NM Tech
Decision-Makers’ Conference on uranium mining and that may inform policy
recommendations to state government.


PARTICIPANTS:



PROCESS:
The historical timeline of uranium mining in NM was presented by Carl Moore. Group
members were given the opportunity to correct and add items on the timeline.

Participants introduced themselves by answering a series of questions:
     Name, town, and day job
     One thing about the history that is important to you
     Where do you fit on the timeline?
     In terms of uranium mining, what does “good” look like?

The group developed the following ground rules:
    Turn tables so we can see each other
    Put phones on silent
    Hard on ideas, considerate of people

Dana Ulmer-Scholle and Peter Scholle presented the white paper prepared for the group
and answered questions. (Attachment B)

A list of issues, generated from pre-meeting interviews, was presented to the group. The
group added to the list, including additional things to consider for each issue and new
issues. (Attachment C)

Small groups were counted off. Each group discussed one of the issues and completed an
issue discussion template. (Attachment D)


PRODUCT (to do? Who? By when?):
The Decision-Makers’ conference and guide book will be pursued as one method to
provide information. Because of the required preparation, a conference could be held one
to two years from now.

Other possible tools:
    Environmental justice listening sessions
    EMNRD legacy database project

This group will be used in lieu of a legislative subcommittee. This group will maintain a
dialogue with all parties including communities, companies, municipalities, etc. There is
a goal to balance voices (with comparable numbers) and air issues frankly, with regular,
consistent communications. Future meetings will be held in affected areas with a process
to hear people who work and can’t attend all-day meetings.
