JOB DUTIES

Patrols assigned area of city; enforces state and federal laws, city ordinances and traffic laws, investigates
crime scenes and traffic accidents. Makes arrests on criminal and traffic related offenses. Assists stranded
motorists; speaks before citizens groups and participates in various service training.

Purpose of Position:
This is an entry-level position for all sworn officers after they have completed the recruit
school.
Position requires monitoring and enforcement of the criminal and traffic laws. Work of this
nature requires responsibility to react in a thorough and professional manner and an ability to
deal with the public and observe suspicious activity. Works under direct supervision of the
shift commander.


Essential Job Functions:
1. Patrols assigned area of city, checking buildings, bars/private clubs, and residences for
suspicious activity to deter crime and to protect lives and property of the citizens.
2. Enforces state and federal laws and city ordinances and traffic laws.
3. Investigates crime scene; talks to or interviews witnesses or victims; searches for and
preserves evidence; participates in line-ups; makes oral or written reports such as criminal
complaint forms or narrative reports; testifies in court.
4. Makes arrests on criminal and traffic related offenses at the scene. Executes search
warrant and arrest after obtaining sufficient evidence to arrest.
5. Assists stranded motorists, provides assistance to those who need aid, comfort or who are
in distress. Determines if a person is a danger to self or others and evaluates the mental
stability of the individual.
6. Investigates traffic accidents. May assist in jail responsibilities, booking and fingerprinting,
dispatch, or animal control. May assist in diverse tasks involving the recognition, collection,
and analysis of evidence and information.
7. Speaks before citizens and citizen's groups; participates in various in service training;
communicates with other law enforcement personnel in various agencies and with the
City/District Attorney's office.
8. Must demonstrate proficiency with firearms and with physical defense techniques to defend
self and others.
9. Performs other duties as assigned.


Education, Training and Experience Required:
Must be 21 years old. Although this is an entry-level position, the incumbent must complete
12 months of a probationary officer in completing both written and practical knowledge and
field experience under the direct supervision of a field training officer. Must be able to pass
local comprehension/aptitude tests, practical exams, MMPI-2CPI or related psychological
performance tests, must pass a comprehensive background investigation; must be subject to
other interviews, polygraph, drug test or other exams. Must pass the State pension board
exam. Must be CLEET certified and pass the shooting qualifications and physical defense
exams, etc.
Must be a citizen of the United States and possess a high school diploma or G.E.D.            Must
not have been convicted of a felony or have pending criminal actions. Must not be a present
or recent user of controlled substances.         Must demonstrate both through background
investigation, interviews, and other tests that he/she is suited for the job of police officer.


Knowledge, Skills and Abilities:
Ability to operate two-way radio, walkie talkie in field situation, and to operate effectively radar
equipment, breathalizer, in car computer, E911, etc. and to perform routine preventive
maintenance on vehicle.

communicate orally and in writing; ability to investigate crimes and make reports.
Ability to drive vehicle both safely and efficiently while under stress to communicate
information on the radio, pursue victims, or handle emergency situations.

emergency situations. Ability to diffuse a potentially volatile situation.
Ability to make split second decisions that could affect the life and property of the public,
department, fellow employees as well as the officer's safety.

Notifies parents and guardians of the arrest or detention of juveniles; confers with the District
Attorney, City Attorney, or other law enforcement personnel relative to law enforcement duties;
talks with citizens to gather and exchange information or to provide assistance; testifies in
Court or before other tribunals.


Special Certificates, Registrations, Licenses Required:
CLEET certified, completion of FTO program, and valid operator's license with good driving
record.


Physical/Mental Requirements:
Must be able to pass a physical which includes standards for thinking, hearing, speaking,
running, using service firearms, and other requirements of a police officer to perform the
essential job functions.


Physical requirements include other things:
          Static and trunk strength to use all the muscle force possible to lift, carry, push or pull
          very heavy objects (lift/carry a body or push a car); explosive strength enough to use
          short burst of muscle force to propel one's self (subdue a suspect).
          Stamina and dynamic strength enough to exert oneself physically over a period of time
          without muscle fatigue or without getting winded (chasing a suspect).
       Extent flexibility to bend, twist or reach out with the body, arms, or legs and mobility
       enough to move one's body from place to place (pursue and/or subdue a suspect).
       Gross body coordination and equilibrium enough to coordinate the movement of the
       arms, legs and body together while in motion or balancing the body while in an
       unstable position (pursue/subdue suspect or rescue victims).
       Arm-hand steadiness, manual dexterity and finger dexterity enough to which arm-hand-
       finger movements can be carried out skillfully and quickly (operate a weapon safely
       and accurately).
       Correctable near, far, and peripheral vision enough to see objects in both close and
       distant surroundings (identify suspects, detect presence of weapons or danger, read
       driver's licenses and car tags and other surrounding items).
       Hearing sufficient to understand conversation in quiet and noisy environments and
       hearing enough to distinguish among environmental sounds and to determine the
       location of sound (understanding radio transmissions, distinguish between car backfires
       and gun shots, determining location of persons in distress, etc.).
       Speech sufficient to speak clearly and distinctly in English so that one is clearly
       understood (transmitting information over two-way radio, talking with victims, suspects,
       etc.).
Must be able to demonstrate in the MMPI-2 and/or CPI or related personality performance
tests the ability to do the job effectively of a police officer, including:

Must be able to drive in a vehicle for extended periods of time, communicate on the radio,

Must be able to work outdoors in all kinds of weather. Must be able to handle all kinds of

             HIRING CRITERIA - POLICE OFFICER CANDIDATES


Please read carefully before signing this document. Your signature will indicate
that you understand the criteria and that you are eligible to continue in the
employment process for this position.


SECTION 1. GENERAL REQUIREMENTS
The following section contains general requirements for employment which must be met
prior to employment.

1. You must be a United States citizen or alien resident.

2. You must be at least 21 years of age at the time of employment and no more than 45
years of age when accepted for employment.

3. You must have a high school diploma or GED

4. Applicants having prior military experience must have an honorable discharge or an
uncharacterized discharge which allows for re-instatement into the military service.
Eligibility for hire for applicants with a separation code that requires a waiver for re-entry
into the military will be determined on an individual basis by the Office of the Chief of
Police. Note: Prior military experience is not a requirement.

5. You must possess an unrestricted Oklahoma Motor Vehicle Operator’s License (except
for corrective lenses) or a comparable operator’s license from another state of the United
States.

6. You must be able to satisfactorily complete the Physical Assessment Exam.

7. You must be certified by a city approved physician to be medically fit in accordance
with the Oklahoma Police Pension System’s rules governing the selection of peace officers.
This certification must occur after a conditional offer of employment.

8. You must be certified by a city approved psychologist to be psychologically fit to be a
peace officer. This certification must occur after a conditional offer of employment.

9. You must not make any false statement concerning a material fact in the application
process. A material fact is any fact concerning the applicant, which, if brought to the
attention of the police department would result in the applicant rejection from the
selection process. Grounds for rejection include falsification of the application by
omission or deception to include information in the following areas:

      a. Employment information        b. Criminal activity (misdemeanor and/or felony)
      c. Theft from employer(s)        d. Illegal drug usage

10. You must agree to abide by the City of Lawton’s Personnel Rules, Administrative

Members.

12. You must have a stable employment record. Instability may include inability to
maintain steady employment as well as gross abuse of standards, incompetency, or
aberrant behavior during a single employment.

13. You must not have a credit history of failure to pay your debt, (including but not
limited to child support), or conduct intended to defraud or harm creditors.

14. If you have been disqualified on two previous applications, this may cause you to be
permanently disqualified.

15. You must not be under any criminal investigation (civilian or military) during the
application process.

16. You must not have engaged in undesirable conduct that questions your:

      a. Integrity                    b. Discipline

17. You must submit to a polygraph examination.

SECTION II. CRIMINAL ACTIVITY
All offenses after the 18th birthday that constitute a misdemeanor will be
considered. All felony offenses after the 15th birthday will be considered. No
behavior prior to the 15th birthday will be used to disqualify an applicant, except a
violent felony crime against a person, or any juvenile declared a habitual offender.

1. You must not have been convicted of any felony.

2. You must not have been convicted of 2 or more criminal misdemeanors within the last
10 years or since your 18th birthday.

3. You must not be living with anyone at the time of application who:

      a. Has been convicted of 2 or more felonies.
      b. Has been convicted of a felony in the last 5 years.
      c. Has been convicted of 2 or more criminal misdemeanors in the last 2 years.

      d. Is currently a *fugitive from justice.

*Note: A fugitive from justice is any person who has committed any felony, or criminal misdemeanor
for which they are subject to arrest and prosecution at the time of application.

5. You must not have been criminally involved or convicted of:

      a. Sexual assault (of any kind)           b. Public lewdness
      c. Indecent Exposure                      d. Indecency with a child

SECTION III. DRUG USAGE
You must not have been arrested or convicted for the use, possession or
distribution of a controlled dangerous substance. Applicants who have illegally
used a contraband drug may not be automatically excluded from consideration for
employment. Determining factors for further consideration is based on frequency
of use, last date used, and type of drug used.

SECTION IV. TRAFFIC
1. You must not have been *convicted of 10 or more traffic violations within the last 5
years or since your 18th birthday.

2. You must not have been *convicted of a DUI, DWI, or A.P.C. within 5 years preceding
the date of application.

3. You must not have been *convicted of 3 or more **hazardous traffic violations 3 years
preceding the date of application.

4. You must not have been *convicted of driving with a suspended license within the last
5 years.

5. You must not have any outstanding traffic warrants.

      *Convicted - this includes being found guilty, pleading guilty or pleading no contest.
      **Hazardous - Involving the risk of loss of life or great bodily injury.

SECTION V. PRIOR POLICE EMPLOYMENT
1. You must not have been rejected or terminated by another police agency because of
conduct that is a violation of the Operations Manual of the Lawton Police Department and
would result in termination.

2. You must not have engaged in conduct as a Police Officer that would constitute a
violation of the Lawton Police Department s Operation Manual and would result in
termination.

        A Summary of Your Rights Under the Fair Credit Reporting Act

The federal Fair Credit Reporting Act (FCRA) is designed to promote accuracy, fairness and privacy
of information in the files of every consumer reporting agency (CRA). Most CRA’s are credit
bureaus that gather and sell information about you such as if you pay your bills on time or have filed
bankruptcy to creditors, employers, landlords and other businesses. You can find the complete text
of the FCRA, 15 U.S.C.             1681-1681u, at the Federal Trade Commission’s Web site
(http://www.ftc.gov). The FCRA gives you specific rights, as outlined below. You may have
additional rights under state law. You may contact a state or local consumer protection agency or a
state attorney general to learn those rights.

You must be told if information in your file has been used against you. Anyone who uses
information from a CRA to take action against you such as denying an application for credit,
insurance, or employment must tell you, and give you the name, address, and phone number of the
CRA that provided the consumer report.

You can find out what is in your file. At your request, a CRA must give you the information in
your file, and a list of everyone who has requested it recently. There is no charge for the report if a
person has taken action against you because of information supplied by the CRA, if you request the
report within 60 days of receiving notice of the action. You also are entitled to one free report every
twelve months upon request if you certify that (1) you are unemployed and plan to seek employment
within 60 days, (2) you are on welfare, or (3) your report is inaccurate due to fraud. Otherwise, a
CRA may charge you up to eight dollars.

You can dispute inaccurate information with the CRA. If you tell a CRA that your file contains

Inaccurate information must be corrected or deleted. A CRA must remove or correct inaccurate
or unverified information from its files, usually within 30 days after you dispute it. However, the
CRA is not required to remove accurate data from your file unless it is outdated (as described
below) or cannot be verified. If your dispute results in any change to your report, the CRA cannot
reinsert into your file a disputed item unless the information source verifies its accuracy and
completeness. In addition, the CRA must give you a written notice telling you it has reinserted the
item. The notice must include the name, address, and phone number of the information source.

You can dispute inaccurate items with the source of the information. If you tell anyone such as
a creditor who reports to a CRA that you dispute an item, they may not then report the information
to a CRA without including a notice you your dispute. In addition, once you’ve notified the source
of an error in writing, it may not continue to report the information if it is, in fact, an error.

Outdated information may not be reported. In most cases, a CRA may not report negative
information that is more that seven years old; ten years for bankruptcies.
Access to your file is limited. A CRA may provide information about you only to people with a
need recognized by the FCRA usually to consider an application with a creditor, insurer, employer,
landlord, or other business.

Your consent is required for reports that are provided to employers, or reports that contain
medical information. A CRA may not give out information about you to your employer, or
prospective employer, without your written consent. A CRA may not report medical information
about you to creditors, insurers, or employers without your permission.

You may choose to exclude your name from CRA lists for unsolicited credit and insurance
offers. Creditors and insurers may use file information as the basis for sending you unsolicited
offers of credit or insurance. Such offers must include a toll free phone number for you to call if you
want your name and address removed from future lists. If you call, you must be kept off the lists for
two years. If you request, complete, and return the CRA form provided for this purpose, you may be
taken off the lists indefinitely.

You may seek damages from violators. If a CRA, a user, or (in some cases) a provider of CRA
data, violates the FCRA, you may sue them in state or federal court.
