Hartlepool College of Further Education is seeking to appointment a suitable qualified individual to deliver and
assess the City & Guilds Practical Horticulture Skills qualification to people working on a community allotment.
A number of the learners will be from HMP Kirklevington. The role is for 3 days per week [Monday, Tuesday
and Thursday] from January 2011 to April 2011.

Salary: £10.71 - £11.70 per hour
         depending upon qualifications

                                                JOB DESCRIPTION

POST TITLE                              -   Work-based Assessor – Horticulture [Temporary]

DIVISION                                -   Construction and Building Services

GRADE                                   -   HPS [points 19 – 22]

RESPONSIBLE TO                          -   Head of Division

PURPOSE OF JOB                          -   Delivery and assessment of C&G Practical
                                            Horticulture Skills qualification to people working
                                            on a community allotment including learners’
                                            from HMP Kirklevington Grange.

PREFERRED QUALIFICATIONS/               -   To be qualified to NVQ level 3 or equivalent, in a
EDUCATION/SKILLS                            relevant vocational qualification. Have or be
                                            working towards Assessor awards. A full driving
                                            licence and access to own transport is essential.
                                            Must have excellent communication skills.


           Planning and implementing training plans in order that learners may achieve NVQs working at the
            Waverley Allotment project;
           Carrying out assessments in the workplace;
           Assessing learners’ progress against their individual training plans;
           Conducting progress reviews with learners and ensuring that follow-up action is taken to address areas
            of concern;
           Participating in divisional and team meetings;
           To liaise with various stakeholders such as staff from the Probation and Prison services;
           Work as a responsive team member in the sector and the division as a whole;
           To promote and implement the policies of the corporation to ensure the efficient operation of its
            business and the welfare and interests of its students and employees;
           To perform such duties consistent with the position as may be required by the Principalship from time
            to time;
           To conform to Kirklevington’s regulations at all times;

POST TITLE                 -        Work-based Assessor – Horticulture [Temporary]

It is expected that the successful candidate will demonstrate most of or all of the following characteristics:

Qualifications and Experience
    holds a NVQ Level 3 or equivalent relevant vocational qualification;
    has a full driving licence and access to own transport;
    holds or is working towards a teaching certificate;
    holds assessment qualifications [D Units/AV Units];
    has relevant experience in the workplace and, preferably, in a prison environment;
    has experience in gaining course accreditation;
    experience of delivering projects and providing the relevant information in a timely and accurate

Knowledge and Understanding
    is willing to undertake education and training to acquire all relevant qualifications for the post;
    has knowledge of their respective subject area;
    awareness of Health and Safety and Equality and Diversity legislation within a prison environment.

Skills and Abilities
      has excellent oral and written communication skills and is able to relate well both to college and prison
         management and supervisory staff as well as prisoners;
      empathy and ability to communicate with an often ‘challenging’ participant group
      must be able to work with the minimum of supervision but at the same time be a team player.
      has good organisational and IT skills
      willing to comply and actively implement the company’s equality and diversity policies
      holds a clean driving licence and has use of a car for business
      willingness to work flexible hours to meet prison needs where required.

Conditions of Service

       1.1.        The general conditions of appointment are in accordance with the Scheme of Conditions of
                   Service of the NJC for Local Authorities APT and C Services, as adopted by the College
                   Corporation and as amended from time to time.

       1.2.        The commencing salary within the scale will depend upon qualifications and experience and will
                   rise by annual review until it reaches the top of the scale, subject to satisfactory service.

       1.3.        A working week of 37 hours is in operation, arranged at the discretion of the Chief Executive.
                   Some evening work may be required with time off in lieu given during the day.

       1.4.        The scheme provides that, where an employee is absent from duty owing to personal illness,
                   he/she shall be entitled to one month’s full pay during the first year’s service, rising to six months’
                   full pay and six months’ half pay after five years of service, subject to the appropriate deductions
                   in respect of National Insurance Benefits.

      1.5.        The Scheme provides that employees shall be entitled to 24 days annual holiday in addition to the
                  national statutory holidays. This entitlement will be increased to 29 days annual holiday in the
                  case of employees who, immediately prior to the commencement of the leave year, have had five
                  years’ continuous service.

      1.6.        A probationary period of 1 year will be served.

      1.7.        The post is pensionable under the Local Government Pension Scheme.

      1.8.        You will be expected to comply with any rules and regulations which the Corporation may from
                  time to time issue to ensure the efficient operation of its business and the welfare and interests of
                  its students and employees.

      1.9.        You are expected to work flexibly and efficiently, to maintain the highest professional standards
                  and to promote and implement the policies of the corporation.

       1.10.       The appointment may be terminated by the employee at any time by one month’s notice in writing.

       1.11.       Notice of termination of appointment by the employer will be in accordance with the Employment
                   Rights Act 1996 (ERA), and will depend upon length of service.

       1.12.       Your place of work is Holme House Prison. You will be expected to attend meetings at either
                   Hartlepool College of Further Education or Holme House. You will be reimbursed for any travel
                   expenses incurred in attending meetings at Hartlepool College of further Education.
