					                                 Halbert Mill Company
                                     Safety Policy
                                      Section 1


I. Objective

        A.      Halbert Mill Company (HMC) establishes this policy to ensure that every
                employee and visitor is safe and injury free.

        B.      HMC Safety Policy is designed to comply with the Standards of OSHA.

II. Policy

        A.      Accident prevention is a job responsibility of every HMC employee.

        B.      It is each HMC employees' job and responsibility to keep themselves,
                other employees, and visitors safe at all times.

        C.      Each supervisor is responsible for personally meeting all of the
                requirements of the HMC Safety Policy, and for ensuring that all persons
                within his area of responsibility do also.

III. Applicability

This Safety Policy applies to all employees of HMC, all subcontractors, and anyone else
who is on company premises for any reason.

IV. Implementation

This safety policy supports fundamentally these concepts:

        A.   Management commitment to safety
        B.   Monthly safety meetings
        C.   Effective job safety training for all employees
        D.   Job hazard analysis
        E.   Incentive awards for exemplary safety performance.


V. Reporting of Injuries

        A.      HMC employees must report any injury occurring EITHER at HMC or at
                other locations off duty to their supervisor. For injuries happening away
                from HMC while not on HMC business, a casual mentioning of the injury
                will not be sufficient.

              Employees must let their supervisor know:

              1.     How they think they hurt themselves.
              2.     What they were doing at the time.
              3.     Who they were working with at the time
              4.     When and where it happened

       B.     For injuries sustained while on duty at HMC, the information needed for a
              First Report of Injury must be provided to the supervisor.

       C.     Failure to report any injury immediately is a violation of the Safety policy
              and may subject an employee to loss of benefits, including termination of
              employment.

VI. Notifications/Immediate Actions

       A.     In case of serious injury or death, the supervisor shall personally notify
              both the HMC Safety Person and the President of HMC.

       B.     Signed statements, including date and time, shall be taken from
              witnesses. Photographs of the area where the incident occurred and any
              other relevant items should be taken. The accident report form will be
              completed the same day.

       C.     Each supervisor will also ensure that any accidents are reported to
              company President on the same day of the occurrence. Completed
              Accident Reports are required from each independent witness on the
              same day.


VII. Enforcement of Safety Policy

       A.     Safety Violation Notices may be issued to any employee or anyone on the
              jobsite violating the safety rules or regulations.

       B.     A Safety Violation Notice may be completed by any HMC employee,
              Vendor, Contractor, or Guest They should be turned in to any supervisor
              who will ensure that the HMC Safety Policy procedures are followed.

       C.     Intentional or flagrant violation of HMC Safety Policy may result in
              immediate suspension or termination.

       D.     For all other violations occurring within any consecutive twelve months,
              the following guidelines apply:

              1.     First Safety Violation: Written Safety Violation Notice and Meeting
                     with Supervisor.
                            a.     Employee shall meet with his/her supervisor and
                                   discuss the violation and ways to prevent recurrence.

                            b.     The Safety Violation Notice shall be signed by the
                                   Supervisor and the Plant Manager and placed in the
                                   employee's personnel file.

                            c.     A copy shall be furnished to the employee.


              2.     Second Safety Violation: Written Safety Violation, Meeting with
                     HMC President and Plant Manager and Leave Work One Hour
                     Early Without Pay.
                           a.     Employee and Supervisor shall meet with HMC
                                  President and discuss the violation and ways to
                                  prevent recurrence.

                            b.     The Safety Violation Notice shall be signed by the
                                   Supervisor and the Plant Manager and placed in the
                                   employee's personnel file.

                            c.     A copy shall be furnished to the employee.

                            d.      The employee will be required to leave work one
                                   hour early without pay.


              3.     Third Safety Violation:
                     Any employee receiving three written safety violations within a
                     twelve-month period may be subject to termination.

                            a.     The employee, supervisors, and the HMC President
                                   will meet to analyze and discuss all applicable safety
                                   problems.
